Subject: Scholarship offer for the following ~ a s t e r ' s ~ r o ~ r a m m e a t the KDI School of Public Policy and Management, Republic of Korea, to commence from January 2011 i - (i) Master of Public Policy (MPP) (ii) Master of Public Policy in Economic Development (M PP ED) (iii) Master of Public Policy in Public Management (I\/IPP/PI\/I)

The undersigned is directed to state tha t the Embassy of India, Seoul, on behalf of the KDI School, has invited applications for the above Master's Degree Programmes. The details of the programme may be accessed from the Ministry of Personnel, Public Grievances and Pensions website (persmin.nic.in).

2. These programmes are to be conducted by the Korea Development Instllute (KDI) School of Public Policy and Management, scheduled to commence froni January 2011 and are of duration of 1.5 years consisting of 4 semesters, out of which the coursework will be done in the lSt year a t KDI School and the Thesis writing in the Znd year will be done a t the Home Country. The scholat.ship covers full tuition and additional financial aid to cover the costs on housing, lncals and other living expenses.

3. The Master of Public PoIicy program aims to equip students with a global perspective and ;in in-depth professional expertise in public policy issue areas. Thc students may declare a concentration from among l7inancial Markets and Regulation; Human ltesource and Social Policy; International Macroeconomic: Policy; Internatiorial Relations and Political Economy ; Public Financial and Local adniinistration: Itcal Estate and Public Policy and Trade and Jndustrial Policy.

4. The MPP in Economic Development Program aims to train international professionals such as development consultants and regional specialists, who wish to contribute to the development of the global economy. It is focused on equipping Government officials from the developing world with the needed knowledge and tools to improve the formulation and implementation of development policies in their respective countries. The students may declare a concentration in cithcr Economic Policy or Management for Development

5. The MPP in Public Management Program is an iniiovativc, interdisciplinary program focused on developing the strategic management and leadership skills necessary for public sector organizations. In addition to learning essent.ial management theories and analytic tools students gain insightful perspectives by learning through case study method and develop the practical skills needed to solve real-world problems, resolve conflicts and lead organizations.

6. The candidat,e should have a Bachelor's degree or equivalent a n d English proficiency. Government officials are preferred and work cxperiencc 1s . recommended.

I t is requested tha t besides applying online the nomination of the suitable candidates may please be forwarded to this Deparlmenl in accordance with the eligibility criteria and the terms and conditions of the KDI School's brochure available on this Department's website. The Ministry1 State Governments may sponsor the names of only Government1 Public Sector Undertaking functionary.

9. The applications should reach this Department through the Admiilistrative MinistrvlState Governments not later than 21at October 2010. The Republic of Korea is now the 14th largest economy in the world and its development model from a developing economy t o a developed economy is worthy of study. Recognizing this. both La1 Bahadur Shastri National Academy of Administration (LBSNAA) and DOPT have been sending groups of senior IAS officers here for training. The training for Phase-111 of IAS officials by LBSNAA is being organized here by Korea Development Insti tute (KDI). KDI is a government-funded institution.

2. The KDI School of Public Policy and Management offers three types of degrees t o international applicants: Master of Public Policy (MPP). Master of Public Policy in Economic Development (MPPIED), and Master of Public Policy in Public Management (MPPJPM). Every year. KDI School hosts dozens of international students and a t present we have one officer from the Railways in its course.

3. The KDI School has invited talented Central Government officials from India possessing professional experience in leading Ministries and agencies t o apply for its courses. Along with scholarship, a l l international students in the fu l l time programme receive fu l l tuit ion scholarships and additional financial aid t o cover costs on housing, meals and other living expenses. I had met a group of international students recently and found four government officials from Pakistan. three from Bangladesh and from other South Asian. African and European countries. I t should therefore, be possible for KDI School t o accommodate two o r th ree Indian officials in the i r courses with fu l l scholarship.

The KDI School of Public Policy and Management was founded as an affiliated educational institution of the Korea Development Institute, a premier government economic think tank at the forefront of social xience research for the past 40 years. The attached form is to be used to apply for the training and dialogue programs of the Japan lnternational Cooperation Agency (JICA), which are implemented as part of the Official Development Assistance Program of the Government of Japan. Please complete the application form while referring to the following and consult with the respective country's JICA Office - or the Embassy of Japan if the former is not available - in your country for further information.

1. Parts of Application Form to be completed

1) Which part of the form should be submitted? It depends on the type of training and dialogue program you are applying for. >Application for Group and Region Focused Training Program Official application and Parts A and B including Medical History and Examination must be submitted.

As for the applications for Country Focused Training Program including Counterpart Training Program and some specified International Dialogue Programs, it is required to fill in the designated "required" items as is shown on the Form.

2. How to complete the Application Form

In completing the application form, please be advised to: (a) carefully read the General Information (GI) for which you intend to apply, and confirm if

the objectives and contents are relevant to yours.

Any information that is acquired through the activities of the Japan International Cooperation Agency (JICA), such as the nominee's name, educational record, and medical history, shall be properly handled in view of the importance of safeguarding personal information.

3. Privacy Policy

1) Scope of Use

Any information used for identifying individuals that is acquired by JlCA will be stored, used, or analyzed only within the scope of JlCA activities. JlCA reserves the right to use such identifying information and other materials in accordance with the provisions of this privacy policy.

2) Limitations on Use and Provision

JlCA shall never intentionally provide information that can be used to identify individuals to any third party, with the following three exceptions:

(a) In cases of legally mandated disclosure requests;

(b) In cases in which the provider of information grants permission for its disclosure to a third party;

(c) In cases in which JlCA commissions a party to process the information collected; the information provided will be within the scope of the commissioned tasks.

3) Security Notice

JlCA takes measures required to prevent leakage, loss, or destruction of acquired information, and to otherwise properly manage such information.
