We are excited to announce that the National Native Title Conference 2018 will be held in Broome, Western Australia for the very first time, from the 5th to the 7th of June. Western Australia has the second highest number of native title corporations and the 2018 conference will provide an opportunity for many native title holders from remote Western Australia (including the Kimberley and Pilbara) to attend. Due to the large range of stakeholders in Western Australia we are expecting another record breaking number of delegates.

We are organising some amazing, not to be missed keynote speakers, exciting workshops and forums, cultural events and a unique ‘taste of Broome’ dinner outdoors.

The native title sector is changing with an increased rate of native title determinations and subsequent Prescribed Bodies Corporate (PBCs) each year. The National Native Title Conference is an opportunity to reflect on these changes and provide opportunity to native title stakeholders to discuss, share and learn to enable a better way forward for the future.

The conference has grown considerably throughout the years, and now attracts upwards of 800 native title stakeholders. Aboriginal and Torres Strait Islander peoples have made up over half of the delegates at the conference in recent years.

The National Native Title Conference is heading into its nineteenth year in 2018 and will be held in Broome, Western Australia for the very first time. It has been previously held twice in Alice Springs, Coffs Harbour, Darwin and Townsville, and once in Adelaide, Brisbane, Cairns, Canberra, Geraldton, Melbourne, Perth and Port Douglas.

In 2018 the National Native Title Conference will be convened by the Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS) and the Kimberley Land Council (KLC), hosted by the Yawuru people on their traditional lands in Broome, Western Australia.

The conference will be held at Cable Beach Resort from Tuesday 5th – Thursday 7th June 2018. Each conference has been strongly supported by staff and executive of the native title representative bodies, native title claimants and holders, their legal counsel, native title practitioners such as anthropologists, government institutions and departments, politicians, judges, academics and others.

The conference seeks to highlight the challenges and opportunities of native title in the broader context of Indigenous peoples’ aspirations for their lands and waters and their communities, and aims to promote public debate and foster knowledge acquisition and sharing between native title holders and other parties.

The National Native Title Conference is the leading annual event for professional development for Native Title Representative Body and Service Provider (NTRB/NTSP) staff, government bodies, native title practitioners and academics.

The conference has built a reputation for quality and continues to attract upwards of 800 delegates each year. The 2017 conference saw over 850 delegates throughout the three-day program, and over half of the delegates were Aboriginal and/or Torres Strait Islander peoples.

The conference is titled Many Laws, One Land: legal and political co-existence acknowledging that at any one place in Australia, different systems of law exist. The theme marks 25 years since the passing of the Native Title Act 1993 and represents the confluence of these laws as they relate to title of land and waters.

Many Laws, One Land invites discussion on Aboriginal and Torres Strait Islander land owner experiences of navigating intersecting systems of law, while promoting new ideas for how native title holders, practitioners and the broader Australian public can work together to further leverage native title rights.

About this year’s theme

In 2017, we were able to support 130 Aboriginal and Torres Strait Islander people to attend the conference as speakers, facilitators, chairs

and delegates due to the generosity of our sponsors.

About the co-convenors

Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS)

The Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS) is a world-renowned research, collections and publishing organisation. We promote knowledge and understanding of Aboriginal and Torres Strait Islander cultures, traditions, languages and stories, past and present.

We care for a priceless collection, including films, photographs, video and audio recordings as well as the world’s largest collection of printed and other resource materials for Aboriginal and Torres Strait Islander studies. We undertake and encourage scholarly, ethical, community-based research in a variety of sectors, including health, native title, languages and education. Our publishing house, Aboriginal Studies Press, regularly publishes outstanding writing that promotes Australian Indigenous cultures. Our activities affirm and raise awareness of the richness and diversity of Aboriginal and Torres Strait Islander cultures and histories.

Kimberley Land Council

In 1978, Kimberley Aboriginal people came together to take a stand against the Western Australian Government and an international mining company that wanted to drill for oil on sacred ground.

Our mob came from everywhere – they jumped in the back of utes or hitched a ride across the Kimberley to make it to Noonkanbah to protest for Aboriginal land rights. Later that year, the first meeting of the Kimberley Land Council was held at Noonkanbah.

The KLC was formed by Kimberley Aboriginal people as a political land rights organisation. Today, we have grown to become the peak Indigenous body in the Kimberley region working with Aboriginal people to secure native title recognition, conduct conservation and land management activities and develop cultural business enterprises.

We are located in the vast Kimberley region of northern Western Australia. Our region is known for its strong and significant Aboriginal culture and heritage that dates back more than 50,000 years. We continue to work to ensure that our land, law, language and culture lives on and continues to be vibrant and long-lasting. We do this by getting back our country, looking after our country and securing our future.

The year 2018 will mark 40 years since the Kimberley Land Council’s formation, so it is fitting that we should be co-convening the country’s biggest native title gathering in the Kimberley, north-west WA.

About the hosts

Yawuru Prescribed Body Corporate

The Yawuru people are the native title holders of the lands and waters in and around Broome, including Roebuck Plains and Thangoo pastoral leases and the Nagalagun Roebuck Bay Marine Park.

Nyamba Buru Yawuru is the corporate entity which drives the economic prosperity for the Yawuru community, runs community development programs, land management and projects that revitalise and share Yawuru heritage. NBY also ensures that the Yawuru community supports individual and family aspirations while being firmly rooted in the Bugarrigarra so that customary law and practice is a living part of family life and celebration.

While Yawuru is a dynamic and progressive corporate entity, everything we do is rooted in a common purpose that reflects Yawuru mabu liyan (positive wellbeing). Liyan is at the heart of Yawuru’s endeavours and ensures the Yawuru community is welcoming and embodies traditional Broome values of inclusiveness, hospitality and friendship.

Conference program

The National Native Title Conference prides itself on ensuring that Indigenous people are strongly represented in the conference program. The conference program consists of a one-day closed program for Aboriginal and Torres Strait Islander peoples, members of Prescribed Bodies Corporate (PBCs) and native title representative bodies and service providers, followed by the two-day public program, which includes public presentations and panel discussions, workshops, Aboriginal and Torres Strait Islander forums, such as talking circles and the Youth Forum.

Some key events of the three-day program are:

• Day 1 (closed) NTRB/NTSP and PBC program: delegates from NTRB/NTSPs and PBCs are invited to participate in the closed program. The program facilitates open dialogues and knowledge sharing, and caters for various areas of interest in the native title sector, including native title law and research, native title organisation operation, governance and economic coordination.

• Day 1 welcome reception: the welcome reception marks the start of the public program and features an official Welcome to Country. It includes cultural performances from local Indigenous performers.

• Day 2 and 3 public program: the public program consists of keynote speeches, dialogue forums, Indigenous talking circles, topical and technical workshops. Presenters include native title holders and claimants, practitioners, researchers and staff from native title organisations and government departments.

• Day 3 conference dinner: the conference dinner marks and celebrates the closing of the conference.

• Indigenous people involved in native title, land, natural resource and water management, whether as native title claimants, holders or service providers

• native title representative bodies/service providers

• native title practitioners and researchers

• non-government service providers

• the National Native Title Tribunal and the Federal Court

• federal and state government departments and agencies across all areas of policy

• private and corporate sectors engaged with land, water and natural resource management and native title issues; and

• international Indigenous peoples and agencies.

Promotion of the National Native Title Conference The National Native Title Conference is promoted through various sectors including, academic, legal, Indigenous, government, mining industry and natural resource management, in several ways, including:

• advertising, media releases and articles

• promotion in AIATSIS publications

• targeted print and electronic invitations and announcements

• online networks

• a conference website which provides up-to-date information to prospective delegates

• conference merchandise, such as caps, t-shirts and bags

• local and national news coverage.

Why do we raise sponsorship?

To support a productive exchange of community and organisational perspectives, we strive to maximise conference participation by Aboriginal and Torres Strait Islander peoples and other Indigenous people from around the world as speakers, chairs, facilitators, delegates and performers. It is towards this end that a significant proportion of the financial sponsorship will be directed.

This may involve sponsoring Indigenous delegates’ travel, accommodation and conference registration fees. Sponsorship funds are also used to subsidise the conference registration fee to ensure that the conference remains an economically accessible national native title forum.
