ANNUAL REPORT 2011-12
1.0 INTRODUCTION :
The National Institute of Technology,Puducherry is submitting its second report to the
Parliament.
The Government of India in order to cater to the growing need of the technical manpower
for the country established additional Ten New National Institute of Technology(NITs) during
the Eleventh Five Year Plan and conveyed the same in their order no. F-23-13/2009-TS III Dt.
30.10.2009. National Institute of Technology, Puducherry is one among the ten new NITs
established during 2009-2010.
In order to closely monitor as well as facilitate the work of establishment of these ten new
NITs, the Ministry has appointed mentor institutes from the existing well established twenty
NITs .
The National Institute of Technology, Tiruchirappalli , Tamil Nadu became mentor
institute for the National Institute of Technology, Puducherry.
As per the norms for the establishment of new National Institute of Technology
respective State/ Union Territory has to provide minimum 300 acres of land and also to provide
road, water supply and electricity connections.
The Govt.of Puducherry, in turn, has identified the land in KARAIKAL for the
establishment of National Institute of Technology, Puducherry because its location and Industrial
back ground.

1.01 VISION :
To be among leading Indian Institutes for Excellent, Relevant and Value based
Technical Education and Research
MISSION :
To create the Infrastructure and Academic Environment on par with best
benchmarks.
To offer Under-Graduate, Post-Graduate and Doctoral Programmes in the
Technical Fields of National Importance.
To Collaborate for Research and Consultancy works with leading National
and International Laboratories, Institutes and Industries.
To Train young minds in Intellectual and Ethical Strengths for developing
their Capacity in the areas of Science, Engineering and Technology.
To Relentlessly Pursue Professional Excellence with Ethics.
To implement continuously improving models of Comprehensive
Education.
2.0 LOCATION :
The Union Territory of Pondicherry is constituted out of the four erstwhile
French establishments of Pondicherry, Karaikal , Mahe and Yanam. Karaikal region is
embedded in the Nagapattinam and Tiruvarur Districts of Tamil Nadu state.

Karaikal is well connected by Road network, 320 Km from Chennai , 130
Km from Pondicherry 16 Km from Nagapattinam and 160 Km from Tiruchirappalli Also, it is to
be connected with Rail from Ernakulam , Chennai, Velankanni and construction of „Airport at
Nedungadu is in progress.
In and around Karaikal, there are many important tourist places, and holy Shiva
and Vaishnava temples are situated which are all recorded in the holy books of Nayanmars and
Alwars. Thirunallar Saniswar Temple is famous in India.
Apart from the holy & Pilgrim centres, Karaikal Port, Oil & Natural Gas Commission and many
large and medium scale industries plays vital role for the selection of the location.
Karaikal has many private schools, apart from Kendriya Vidyalaya, Navodhay
School etc. Arignar Anna Govt. Arts & Science College, Avvaiyar Govt.College for Women,
Perunthalaivar Kamaraj Institute of Technology( Govt.Engg.College), Pandit Jawaharlal Nehru
Agricultural College (Govt.Agri College) , Two Self Financing Engg.Colleges, One Private
Medical College , Govt. Industrial Training Institute, Govt. Polytechnic etc. make Karaikal as
education centre.
Above said facilities make the Govt.of Puducherry to select Karaikal as an apt
place for the National Institute of Technology, Puducherry.
Four member team formed by the Ministry of Human Resource Development,
New Delhi visited the site and accorded approval
2.01 REGISTRATION :
The Mentor Institute had registered the Institute as Society under Societies Registration
Act 1860 in the Registrar of Companies Puducherry on 25.3.2010 vide registration No.
134/2010 during March 2010 with members from Govt.of Puducherry, Ministry of Human
Resource Development,New Delhi and Mentor Institute

3.00 ADMINISTRATION
3.01 DIRECTOR
Dr Sandeep Sanchetti, Director, National Institute of Technology Karnataka, Surathkal
was placed as Director Incharge by the Govt.of India, Ministry of Human Resource
Development, New Delhi for the mentor Institute viz. National Institute of
Technology,Tiruchirappalli. Hence Dr.Sandeep Sanchetti has became as Director incharge of
National Institute of Technology, Puducherry also . He hold the office of the Director i/c from
1.4.2011 to 30.6.2011.
The Govt.of India,Ministry of Human Resource Development,New Delhi had appointed
Dr,S.Sundarrajan as Director for the National Institute of Technology,Tiruchirappalli and he
joined duty on 1.7.2011. Hence he became Director i/c for the National Institute of
Technology,Puducherry also. He hold the post of Director i/c from 1.7.2011 to 15.12.2011.
The Ministry has appointed Dr.(Mrs) S.K.Pandey, Professor, Chemical Engineering
Department, National Institute of Technology,Tiruchirappalli who was on lien as Director,
National Institute of Technology, Raipur till December 13,2011, as regular Director for the
National Institute of Technology, Puducherry vide Lr.No. F.23-19/2009-TS III(Pt) Dt.21.11.2011
Dr.(Mrs.) S.K.Pandey,has joined this institute on 16.12.2011 F.N. and continues till date.
Dr.(Mrs) Shashi Krishna Pandey is the First Director of National Institute of Technology,
Srinagar( J & K) ( 2003 – 2005)
She was appointed as Director, Sant Longowal Institute of Engineering & Technology,
Longowal , Punjab (Govt.of India ,MHRD funded Institution) Deemed to be University (2006-
2008)
. Then She was appointed as Director, National Institute of Technology, Raipur ( 2008-
2011)

As soon as Dr.(Mrs) S.K.Pandey assumed charge as Director , National Institute of
Technology,Puducherry. She planned to concentrate on following important issues :
1. Obtaining entire land for the own campus from the Govt. of Puducherry , for that she
visited to Puducherry and met with the Chief Secretary,Govt. of Puducherry.

2. Arrangement for conducting walk in interview to recruit additional faculty
3. Arrangement for outsourcing Mess &, Transport
4. Arrangement for additional class rooms for the Third batch of students going to be
admitted in July 2012
5. Arrangement for obtaining additional buildings for hostels for the Third batch of students
etc.

Action was initiated by the Director for conduct of the meeting . Due to lack of time after

The National Institute of Technology, Tiruchirappalli ( Mentor Institute) Senate is adopted as
Senate for the N.I.T.Puducherry.
The syllabi for the Second year for the Electrical & Electronics Engg. Branch, Electronics
and Communication Engg. Branch and Computer Science & Engg. Branch being followed by the
National Institute of Technology, Tiruchirappalli was resolved to adopt at NIT Puducherry
4.00 COURSES OFFERED:
The following three branches of Under Graduate Courses being commenced during
2010-11 was continued for the second year also. No new branches of courses commenced due to
lack of permanent faculty and Senate for its own.

b. B.Tech. Electronics & Communication Engineering
c. B.Tech. Computer Science & Engineering
Each branch has been sanctioned with an intake of 30 students per annum.
4.01 ADMISSION
Similar to all National Institute of Technology in the country, the admission for the
Under Graduate courses was made based on the All India Engg.Entrance Examination – Central
Counselling Board 2011 ( AIEEE-CCB) rank basis.

The National Institute of Technology Puducherry has also been identified as one among the help
centre and reporting centres by the AIEEE – CCB during 2011-2012.
In addition to the sanctioned intake of 90 students , the AIEEE –CCB has allotted 12
additional students under supernumerary quota from Andaman \ Nicobar islands.
Dr.G.Swaminathan, Professor ,Civil Engineering Department and Co-ordinator for the
National Institute of Technology,Puducherry at Karaikal was Centre Incharge for admissions
during 2011-12 The National Institute of Technology,Puducherry had admitted 112 students
during 2011-12 for three branches of U.G.Courses.

5.00 ACADEMIC PROGRAMME :
The National Institute of Technology,Tiruchirappalli ( Mentor Institute)
Senate adopted the Syllabi of their institution for the National Institute of
Technology, Puducherry at Karaikal also.
SUBJECTS : Mathematics, Physics, Chemistry, Engg.Drawing & Graphics, Energy
and Environment Engg. and English subjects were taught for the first year students
and Second year branchwise syllabus EEE,ECE and CSE were taught.
5.01 FACULTY
In order to provide better coaching for the students, the following
experienced retired faculty engaged on contract basis during First year was continued
and for the second year Walk in interview was conducted during February 2012.

5.03. EXAMINATION AND RESULTS:
The Examination system of National Institute of Technology,Tiruchirappalli is
being followed at N.I.T.Puducherry also.

Every month end there will a cycle Test. Each Cycle Test carry 20 marks. Two
such cycle test will be conducted in a semester and Internal Assessment mark will be 10. Totally
50 marks for cycle tests and Internal Assessements. Remaining 50 marks will be for the Semester
Examination. In a year 4 cycle tests and 2 semester examinations will be conducted.
Even though the Institute has retired employees only. It achieved the following
results.

6.00 INFRASTRUCTURE :
6.01 LAND :
The Govt.of Puducherry , Dept. of Revenue and Disaster Management,
Puducherry vide G.O.Ms. No. 60 dt. 4.2.2011 transferred 16.01.50 Hectares( approx.39.5 acres)
of Govt.of Puducherry puramboke lands and completed acquiring of private lands measuring
218.5 acres . The Chief Secretary,Govt.of Puducherry has forwarded the proposal of transferring
the private lands to N.I.T.Puducherry society to Government of India, Ministry of Home Affairs
,New Delhi for their concurrence..

6.02. CLASS ROOMS & ADMINISTRATIVE OFFICE
During 2010-11 the Dist.Collector has arranged to provide temporary campus for
the Institute at Arignar Anna Govt.Arts College Campus, Karaikal for class rooms and
administrative office.
Two rooms in the First floor was arranged with necessary furniture, black board,
etc. and used as class rooms.
One room in the First floor was arranged as Faculty room. Necessary R.O System
for water was arranged .
Five book rackes were procured and Text and reference books for the students
were also kept in the same room
Second Floor first room was used as Office room and another room for Director
Chamber with basic facilities like toilet, water purifier etc.
First Floor rooms were converted as Class rooms for second year students..
6.03 LABORATORY FACILITIES :
First year students were given practicals for Physics and Chemistry at the Arignar
Anna Govt. Arts College Laboratories by providing additional facilities by the Institute.
Arrangements were made for the Second Year Electrical & Electronics Engg.
Students and Electronics & Commn.Engg. students at Govt. polytechnic Varichikudi.for the
Microprocessor Lab. etc.
For A.C.Machine / D.C.Machines the second year students gone to National
Institute of Technology,Tiruchirappalli..

6.04. HOSTEL FACILITIES :
The First batch of students were accommodated in Karaikal Municipality Motel in
Bharathiyar Road which was hired on contract basis and converted as Boys Hostel. For the
second year students , another building by name “KRISHNA” in Sethilal Nagar was hired and
the students were accommodated.
Shri S.Kannan, Hostel Manager on contract was appointed to take care of the
Boys Hostel.
One private building in Keelakasagudi with 8 houses in the same building was
taken under rent for use as Girls Hostel.
Dr. N.Sulochana ,Academic Co-ordinator, N.I.T.Puducherry looked after the Girls
Hostel as Warden.
Both the hostels were provided with Colour T.V., Water Purifier, Carrom,Chess
etc. for student use.
All the students were provided with one Steel Cot and Steel Chair in hostels.
6.05 MESS & TRANSPORT FACILITIES :
Boys Hostel is situated 2 Kms away from temporary site of the Institute.
Similarly, the Girls Hostel is situated 4 Kms away from the Institute. Hence arrangements were
made for the boarding facilities through outsourcing private caterers. Transport arrangements
was also made on contract basis for pick up and drop of the students from hostels.

7.00 FUNCTIONS :
INDEPENDENCE DAY CELEBRATION :
The Institute organized the function of Independence Day on 15.8.2011 Almost
all the students participated the function with great enthusiasm. The students gave variety of
programmes on the day..
Dr. N.Sulochana, Academic Co-ordinator , N.I.T.Puducherry hoisted the National
Flag and delivered Independence Day Speech. All the staff / students had participated in the
function .
FESTEMBER 2011
As usual, the National Institute of Technology,Tiruchirappalli (Mentor Institute)
has celebrated the FESTEMBER 2011 during the month of September 2011 as Cultural Festival
at Tiruchirappalli.
More than 50% of the students from National Institute of Technology Puducherry
enjoyed the function.
REPUBLIC DAY CELEBRATION :
Being the first function for the new Director, the students voluntarily made
various cultural programmes, Parade, Hindi and English speeches and make the function as
grand success.
Shri Beemsingh, Second year student arranged for the Republic Day parade.
Princy Mathew.Second year ECE and Ashwin Second year EEE students sang patriotic songs.

About ten students of National Institute of Technology, Puducherry participated
the Technical Festival conducted by the mentor Institute at Tiruchirappalli

9.00 SCHOLARSHIP
Three Puducherry S.C. students got Govt.of India Post Matric Scholarship through the
Director of Adi Dravidar Welfare Dept.,Govt.of Puducherry.
Seven applications were forwarded to Govt.of India, Ministry of Human Resource
Development,New Delhi Top Ten centrally funded educational institution scholarship.
More than 20% students are availing Nationalised Bank Education loan facilities.
10.00 : FINANCE
Apart from the fee collected from the students, the Government of India, Ministry
of Human Resource Development, New Delhi had released a sum of Rs.8.90 Crores during the
year under report ..
Till the appointment of regular Director , the accounts were maintained at the
Mentor Institute Tiruchirappalli there after the accounts were transferred to State Bank of India
,Karaikal branch.
The Institute as well as Hostel accounts were operated from N.I.T.Puducherry
itself from 16.12.2011 onwards.

INTRODUCTORY:
The National Institute of Technology, Puducherry Savings Bank Account No. 31098206383 was maintained upto 15.12.2011 at State Bank of
India , NIT Tiruchirappalli Branch and then transferred to State Bank of India , Karaikal Branch. Till 15.12.2011 the Mentor Institute NIT Tiruchirappalli has
operated the accounts . After the appointment of regular Director, the account is being maintained at NIT Puducherry , Karaikal itself.
The Institute is functioning in the temporary campus of Arignar Anna Govt. Arts & Science College Campus , Karaikal as per order of the
Collector without any charge by making certain infrastructure changes as per our need.
The Institute is now submitting the second year account i.e. 2011-12 for certification.
BASIC FOR PREPARATION OF ACCOUNTS:
The Accounts are prepared under the historical cost of convention unless otherwise stated and generally in accrual method of accounting.
REVENUE RECOGNITION:
Apart from the Grant from the Ministry of Human Resource Development, New Delhi , the Institute major resources are fees & Deposits from
students which are accounted on accrual basis.
FIXED ASSETS:
The Govt. of Puducherry has provided Govt. poramboke land measuring 39.56 acres during Feb.2011 and there after the Govt.of Puducherry has
acquired private lands measuring 218.66 acres which are yet to be transferred to NIT.Puducherry Society. Due to non availability of value of Govt.
poramboke lands transferred no mention made in the accounts.

Equipment, Furniture and Library are stated at cost of acquisition including freight, taxes, installation and commissioning expenses.
DEPRECIATION : Depreciation was provided as per the rate prescribed by Income Tax Act under written down method ,irrespective of the date of purchase.
Except for land, depreciation has been worked out for the fixed assets. The depreciated value was reduced from Capital Fund in the Liability and to the respective assets workings shown in Schedule 10 A.
The Depreciation amount of Rs.7,76,754/= worked out for 2011-12 was exhibited under Income and Expenditure Account. INVENTORY VALUATION
The Institute is booking expenditure on laboratory chemicals , consumables and other petty purchases on cash basis as and when purchased and hence no closing stock for the same shown in the Balance Sheet.
No franking facility obtained for the Institute and hence the postal expenses are also incurred out of imprest and hence no stamp on account also
mentioned in the Balance Sheet. INCOME TAX
The Income of the Institute is exempt from Income Tax under Section 10(23e) of the Income Tax Act 1961 and hence no provision has been made for income tax. INVESTMENT
Short term investments made are shown at cost only.
CONTINGENT LIABILITY
Provision for payment of audit fee for certification audit amounting to Rs.1.00 lakh made in the accounts. No other Govt. dues/legal etc. are pending and hence no provision made in the accounts.
