    Extension Reforms

    Ministry of Agriculture, Govt. of India pilot tested thereforms in extension under the Innovations inTechnology Dissemination (ITD) component ofNational Agricultural Technology Project (NATP)implemented in 28 districts in seven States across thecountry during 1998 - 2005. The successful experiencesof NATP are now being scaled up on national scaleunder the Centrally Sponsored Scheme “Support toState Extension Programs for Extension Reforms”during the X Plan period. The scheme has been launchedin 252 districts in the whole country. The key reformsenvisaged under the scheme include: i) institutionalreforms - creation of Inter Departmental WorkingGroup (IDWG) and State Agricultural Extension andManagement Training Institute (SAMETI) at the Statelevel, Agricultural Technology Management Agency(ATMA) at district level and Farmers AdvisoryCommittee (FAC) and Farm Information and AdvisoryCentre (FIACs) at block level and ii) Process reforms- strategic planning, demand-driven extension, farmingsystem approach, broad-based extension, research –extension – farmer linkage, bottom-up planning,decentralized decision-making, market–led extension,team work, public-private partnerships andinvolvement of farmers’ organizations, NGOs andprivate organizations, Farmers’ Interest Groups (FIGs),Commodity Groups etc in planning &implementation of agricultural extension programmes.

    MANAGE is facilitating the implementation of reformsin agricultural extension. The major MANAGEinterventions include technical support to all thedistricts in preparation of Strategic Research andExtension Plan (SREP), capacity building of extensionfunctionaries, preparation of State Extension WorkingPlan (SEWP) and development of master trainers toprovide training and handholding support at districtlevel and below.

    Kisan Call Centre (KCC)

    KCC is the innovative scheme initiated by Govt. of Indiain January 2004 to provide information and advisorysupport to farmers throughout the country through tollfree telephone number 1551 on all technical and farmmanagement issues of farmers including marketinginformation. A total of 12 Kisan Call Centres are nowoperating in India covering all the States and UTs. TheseCentre works at three levels - At Level-I Agri-graduatesanswer the farmers calls, at Level-II subject matterspecialists clarify the doubts of farmers in case Level-I isunable to answer. At Level-III the technical institute ofGovt. of India provides coordinating support andtechnical backstopping to Level-I and Level-II.MANAGE is acting as Level-III for Andhra PradeshState and also as a nodal agency of Extension Divisionfor capacity building and Level-II and Level-III for theentire country.

    Any farmer in the country can call to toll free telephonenumber 1551 for getting technical advice throughKisan Call Centre.

    Agri-clinic and Agri-business (AC & AB)Scheme

    Centrally sponsored scheme of Agri Clinics and AgriBusiness Centres was launched by Government of Indiaon 9th April 2002 with the objective of utilising thereservoir of technically trained unemployed Agricultureand allied graduates for providing value added extensionservices to farmers on payment basis by creating selfemployment opportunities. The scheme aims atsupplementing the efforts of Public Extension System,to make available supplementary sources of input supplyand services to needy farmers and to provide gainfulemployment to Agriculture Graduates in new emergingareas in Agriculture Sector. Agri Clinics are those whichprovide expert services and advise to farmers forenhancing productivity and profitability of crops andanimals. Agri Business Centres are those which provideinput supply and other infrastructure support to farmers.

    The scheme is implemented by National Institute ofAgricultural Extension Management (MANAGE) inassociation with National Bank for Agriculture andRural Development (NABARD). Two months freetraining is provided to un-employed agriculture andallied graduates in Agri-preneurship Developmentfollowed by one year handholding support. The trainingis imparted through network of 66 reputed traininginstitutes covering all the states. Rs.10.00 lakhs start up

    loan to establish Agri Clinics and Agri Business Centrescan be availed from Banks for individual projects andupto Rs.50.00 lakhs for group project.

    Any un-employed graduate from Agriculture Universityis eligible to undergo training under this scheme. In agroup project, a Management graduate can also availthis benefit. There is no age-bar for graduates who wishto undertake training. Candidates interested in availingthe benefits under the scheme may visitwww.agriclinics.net for more information. By the endof February, 2006, MANAGE has conducted 324training programmes covering 9818 candidates out ofwhich 2770 have established Agri Clinics and AgriBusiness Centres in 36 categories of Agri Ventures.

    Management Education

    In response to the growing demand for the trainedtechno – managers to face the challenges of theagribusiness sector, MANAGE has introduced thefollowing pioneering educational programmes on self-financing basis.

    ● The agri-business sector needs managers withtechnical knowledge to handle the growingchallenges of business competition. In response tothis need, MANAGE has started a two-year in PostGraduate Programme in Agri-BusinessManagement (PGPABM) to impart education tothe meritorious agricultural graduates in the areasof agribusiness management, human resourcemanagement, entrepreneurial development andfinancial management besides sectoral specializedcourses. The programme, launched in 1996, isrecognized by the All India Council for TechnicalEducation (AICTE) and has been accredited by theNational Board of Accreditation (NBA) underAICTE. All the students have found campusplacements in the most illustrious companiesengaged in agri-business in India.

    ● To cater to the growing needs of establishing andmanaging rural wear houses and supply chain foragricultural products, a one-year course on PostGraduate Programme in Agri-Warehousing andSupply Chain Management (PGP- AWASCM) wasstarted in 2004. Admission to the course is open tograduates in agriculture and allied subjects. Theprogramme has been very well received by theindustry and all the students have been placed inreputed organization through campus placement(100 %).

    ● There are over three lakh private input dealers inthe agri-business industry, a involved in sellingvarious inputs like seeds, fertilizers and pesticides.To upgrade their capacity in terms of agriculturalknowledge base and transfer them into para-extension workers, a one-year distance learningDiploma in Agricultural Extension Services forInput Dealers (DAESI) was launched by MANAGEin 2003 for input dealers of Andhra Pradesh. Thereare 52 contact classes (on every Sunday for one year).It is now being expanded to other States.

    MANAGE also provides training and consultancy tosenior functionaries of private sector organizations underManagement Development Programmes (MDPs).

    MANAGE has the state-of-the-art of information andcommunication technology facilities including theInternet connectivity, modern teleconferencing as wellas Video Conferencing facilities for networking andsharing of information and knowledge by the faculty,trainees and students of various PG courses.

    MANAGE Library has a specialized collection of 12,000books, 100 journals of national and international repute,major CD-ROM databases, online database and about400 videocassettes in the field of agriculture and alliedsubjects. MANAGE also disseminate its informationand publication services through a website atwww.manage.gov.in.
