At the NFPA Technical Meeting (Tech Session), held June 16, 2016, NFPA 70 was amended by the acceptance of the

following:

Amendment 70-29: Accept an Identifiable Part of Public Comment No. 1711

The NEC Code-Making Panel 4 final results show the Association Action on the Amendment HAS achieved

the 2/3 affirmative vote needed to recommend approval of the Association Action by the Technical

Committee.

Pursuant to section 4.6 and Table 1 of the Regulations Governing the Development of NFPA Standards (Regs), this

Amendment is being submitted for ballot of the Correlating Committee to determine if any correlation issues will be

created from the recommendation to make the changes to text in Article 691-1 as shown in Public Comment No. 1711.

The NEC Code-Making Panel 4 final results show the Informational Ballot Question on the Amendment

HAS NOT achieved the 2/3 affirmative vote needed to recommend approval of changing “PV Electric supply

stations” to PV electric power production facilities” throughout Article 691.

Pursuant to section 4.6 and Table 1 of the Regulations Governing the Development of NFPA Standards (Regs), this

Informational Ballot is being submitted to the Correlating Committee to determine if any correlation issues will be created

from the recommendation not to change “PV Electric supply stations" to "PV electric power production facilities"

throughout Article 691.

Amendment 70-29: Accept an Identifiable Part of Public Comment No. 1711

The NEC Code-Making Panel 4 final results show the Association Action on the Amendment HAS achieved

the 2/3 affirmative vote needed to recommend approval of the Association Action by the Technical

Committee. The Committee has voted to support Amendment 70-29. As a result, the recommendation to the

Standards Council will be to make the changes to text in Article 691.1 as shown in Public Comment No.

1711.

Amendment recommended by the membership by vote at Tech Session reads as follows (changes shown legislatively to

the Second Draft):

691 Large-Scale Photovoltaic (PV) Electric Supply Stations Power Production Facility

691.1 Scope. This article covers the installation of large-scale PV electric supply stations power production facilities with

a generating capacity of no less than 5000 kW, and not under exclusive utility control.

Informational Note No. 1: Facilities covered by this article have specific design and safety features unique to large-scale

PV facilities and are operated for the sole purpose of providing electric supply to a system operated by a regulated utility

for the transfer of electric energy.

Informational Note No. 2: Section 90.2(B)(5) includes information about utility-owned properties not covered under this

Code. For additional information on electric supply stations, see ANSI/IEEE C2-2012, National Electrical Safety Code.

final results show the Association Action on the Amendment HAS achieved the 2/3 affirmative

vote needed to recommend approval of the Association Action by the Technical Committee. The

Committee has voted to support Amendment 70-29. As a result, the recommendation to the

Standards Council will be to recommend changes to text in Article 691.1 as shown in Public

Comment No. 1711.

The final results also show that the Informational Ballot Question on Amendment 70-29 HAS

NOT achieved the 2/3 affirmative vote needed to recommend approval of changing “PV Electric

supply stations” to “PV electric power production facilities” throughout Article 691.

The number of votes needed to recommend approval of the Association Action is 10.

(16 eligible to vote - 1 not returned - 0 abstentions = 15 × 0.66 = 9.9)

The number of votes needed to recommend approval of the Information Ballot Question is 10.

(16 eligible to vote – 1 not returned – 1 abstentions = 14 X 0.66 = 9.24)
