1.0 HIGHLIGHTS OF THE LAST 8 HOURS

Nadi town flooded and traffic have warned off.

Rakiraki town closed and movement restricted.

Navua town is flooded.

RFMF and NFA on standby in the Central Division.

low lying areas and small streams for the

whole of Fiji.

Marine Weather Bulletin issued from the

National Weather Forecasting Centre,

Nadi @ 12:00 am Tuesday 201/12/16

A strong wind warning remains in force for

all Fiji Waters.

Situation:

Tropical Deprision o4f was located near 18.3S 176.3E or about 140km west-southwest of

Nadi or 230km west of Suva. The associated rain bands and trough continues to affect the

country.

Forecast for midnight tonight for Fiji waters:

Northerly winds 25 to 30 knots with gust of up to 40 knots, rough to very rough seas,

moderate to southeast swells. Poor visibility in areas of heavy rain.

3.0 Status Summary

3.1 Evacuation Centers

Evacuation Centres in all the four divisions are opened to receive evacuees from affected

areas. The table below highlights the total number of active evacuation centres and evacuees

accommodated.

3.2 The NEOC continues activation with four shift teams on a 8 hour shift per team until

Monday morning when NDMO staff will take over.

3.3 The NEOC will continue to monitor developing situation.

3.4 All Divisional EOC’s are on operation mode until further notice.

3.5 Updates from sectors continue.

4.0 DIVISIONAL PROGRESSIVE UPDATES

4.1 CENTRAL DIVISION

Highlights

Services at the Nausori health centre are back to normal.

RFMF1 Platoon is on standby at FTG for CCD DIVEOC.

Navua river water level has reached critical at 3.10 m.

Ration distribution to Nadera Methodist Church (the details are attached in

Annex 1)

Public advisory to low lying areas along Batinikia River due to rise in water level.

A detailed list of the number of evacuation centres and evacuees is attached

as Annex 2.

4.2 WESTERN DIVISION

Highlights

Rakiraki town is still closed to traffic as of this evening.

Nadi Town is currently flooded due to the Nadi river.

Concerns are for high tide which can inundate low lying areas.

There are currently 162 evacuees billeted in 6 evacuation centres around the

Western Divisions. The details are listed in Annex 3.

The number of households that continue to live in tents in the Western Division is

1197 and the estimated population is 5,985 highlighted on the table below:

4.3 EASTERN DIVISION

Highlights

All roads in Vanuabalavu are now opened to all traffic.

Occasional showers and gusty winds experienced in Moturiki with rough seas.

Rain has stopped by 6pm at Batiki of clear clouds and moderate rough seas.

Occasional showers were reported in Gau and Nairai with poor visibility.

There were no reports of damages to food crops by the Agriculture Officer.

Teams in Koro are on the ground to asses on those living in tents which have

been damaged.

A total of 41 Evacuation Centres and 433 Evacuees were reported in Koro. The

details of which are attached in Annex 4.

4.4 NORTHERN DIVISION

Highlights

Majority of the roads in the Bua District are under water and the landslide

beside Nabouwalu village damaged the FEA powerlines.

Heavy rain was experienced in Cakaudrove with the crossing at Vunisavisavi

still flooded.

Details of the roads affected are listed in the Fiji Roads Authority attachment in

Annex 5.

Immediate rations allocated to Qamea.

A total of 430 evacuees have been billeted into 22 evacuation centres. The

details are attached in Annex 5.

5.0 AGENCY UPDATES

Updates from the Fiji Roads Authority (FRA), Water Authority of Fiji (WAF), Fiji

Electricity Authority (FEA) and Western Municipal Councils are tabulated below.

FRA The latest update on road status is attached as

Annex 6.

FEA The power supply in Central Region was fully

normalized by 5:43PM and Western Region by

6:00PM.

Some areas in the Central division are still

without power supply due to faults reported

where FEA has to isolate power supply to enable

field team to carry out repair works as and when

required.

Western

FRA The latest update on the status of roads is on

Annex 6

WAF Rakiraki District:

Qalau intake is underwater

Outlet from Bitutaralagi reservoir is under water.

Roads to Nakasia Dam and Narara Dam are

inaccessible.

Tavua:

Nasivi intake- Pumps are off.

Malele outlet is closet and Malele Booster-

Pumps are off.

Ba District:

Varaciva Dam and Nadrau Dam are in normal

operation.

Waica Dam is still closed

There are no major nreakdowns reported for Ba

Sewerage.

Lautoka District:

Navutu Main is facing power outage

Nadi District:

Nawaicoba Booster pump is running.

Mo major breakdowns.

Waqadra Main- 1 not running

Spillway in Vaturu Dam still overflowing.

Sigatoka District:

No major breakdowns.

Sigatoka sewage still normal.

Keyasi pump was off due to heavy rain to avoid

high turbidity to our system.

FEA Power supply in the Western Divisions has been

normalized except for pockets of areas that were

affected.

FEA will submit location tomorrow morning.

Municipal Councils Normal operation in all CBD’s in the Division.

Eastern

FRA The latest update on the status of roads is on

Northern

WAF Nabouwalu Water Supply disrupted.

Logistics Northern EOC recommends that Qamea Island be

declared as a Disaster Area.

FRCS EOC INTERNAL SITUATION REPORT

WEATHER UPDATE 1

The Tropical Depression (TD04F) lies to the far west of Fiji and it was located near 16.6 degrees South latitude and 174.6 degrees East longitude or about 330km West-northwest of Nadi at 10am this morning. It remains slow moving and expected to gradually move southwest further away from Fiji. On the projected path, the centre of the system is expected to remain over open waters and no longer poses direct threat to Fiji. However, the associated cloud and rain affects the country. The concern remains for strong and gusty wind for whole of Fiji land and waters, heavy rain and associated flooding in the Central and Northern Divisions.

SITUATION OVERVIEW: CENTRAL DIVISION:

A “Flood Warning” remains in force for low lying areas and small streams adjacent to: Wailotua and Nayavu

station and areas downstream of Wainibuka River; downstream of Rakiraki Town; Downstream of Navolau station;

Nabukaluka station and downstream Nabukaluka River;Downstream of Waimanu station

Outlined below are the active evacuation center in the central division that were assessed and assisted by the Fiji

Red Cross response team. As for Wailotua Village Hall, reports being received today that their evacuation center

has been activated.

WESTERN DIVISION: DSC West Mr Maciu Bolaitamana visited the village of Barotu in Ra province today. The information received show

that 32 household are sheltering in 7 houses which are located on the hill. The house has been the evacuation center

for the community. Now, they are currently cleaning up their house as water have receded. During the visit,

community members rely the message that they will be back at the evacuation center to rest for the tonight. The

major concern now is their water supply system being broken last night during the flash flood. Now they have

resorted to household tank for water. DSC West and Rakiraki Branch will be monitoring the situation in terms of water

supply need.

The rest of the branches in the division has been cleared including Lautoka Branch who have send their

Volunteers home as of this morning. 2

NORTHERN DIVISION:

Outlined below is the update from Divisional Service Coordinator North.

LABASA Heavy rain from 10:00pm last night until 10:00am this morning. A quick

survey of flood prone areas revealed that flooding has not yet occurred. No strong winds experienced. Right now there is no rain and the sun is shining at times.

SEAQAQA Same as Labasa

BUA Same as Labasa…but they are content to get a lot of rain as they were facing water shortages in the past month.

SAVUSAVU Heavy rain fall whole of yesterday up until this morning. No strong winds reported. Right now the rain is still falling but not as strong as before. No reports of flooding or landslides received.

TAVEUNI Strong rain from yesterday up until this morning but has since slowed down to light rainfall now. Update from DO Taveuni reveal that a landslide occurred at Dreketi Village on Qamea Island. No damage to houses or injury to people. A team from DO office will be leaving for Qamea around midday today to assess the situation. No reports of flooding received.

RABI It was reported that the village of Nuku experience flooding from last night till the morning. Some houses were under 3feet of water level. He has advised villagers to prepare food, clothing, water, etc…in case they have to relocate to the Rabi Council Building. FRCS representative on the island have advice the villagers to monitor the high tide time and should the need arise, they should take the opportunity and move to higher ground while it is still daylight. Getting in touch with the rest of the rest of the Rabi communities prove futile.

VOLUNTEER MANAGEMENT 55 ERT volunteers are on standby in the West and Central Division. If the need arises for more support, more

volunteers will be called if the need arises. The North branches are also on standby and they have also been notified to

be on standby to be deployed to the 2 affected divisions.

If the need arises for more volunteers, than we will inform our Suva branch and probably request for public

support. For the time being, with number of volunteers that we have and the support of the staff’s,

everything is under control
