including municipal corporations, municipalities, town panchayats, district panchayats, panchayat unions, and village panchayats.“The notification will come into

the night he over heard his little daughter praying. He was surprised to hear her saying, “Dear God, now what can I do for you?”

start with a Julio Cesar goal in the 24th minute. Second half strikes by Mohammed Rafi and Kervens Belfort capped off a superb comeback by Kerala as they registered their first away win of the season in front of more than 18,000 fans. It took 10 minutes for

the first shot on goal, which went Kerala’s way after a mazy run by Belfort saw the Haitian dance past the Goan defence before getting a s ho t away f r om outside the box. Gaurs custodian Subhasish Roy Chowdhury was comfortably positioned in goal to make the save though. Rafi then dragged a

shot wide of goal in the 14th minute after a good lay-off by Belfort had set up the Indian striker on the edge of the box. Keralas failure to make their early pressure pay was punished by Goa 10 minutes later. A quality cross from

the left by Richarlyson found Cesar in a good position at the far post. The Brazilian striker outjumped Josu Currais and rose highest to power in a header beyond a helpless Sandip Nandy in Keralas goal to make it 1-0 for the hosts. Chowdhury was called

into action again in the 35th minute when a Sandesh Jhingan flick-on from a Blasters free-kick looked goal-bound. The Goa shot-stopper, however, was alert to the danger and just managed to tip the ball over the crossbar for a corner to maintain his side’s 1-0 advantage at the break.

Kerala found their equaliser straight from the restart after Mehtab Hossain found Mohammed Rafique with space on the right. Rafique’s dangerous low cross across Goas six-yard box was met by Rafi’s left foot to make it 1-1. Cesar went close to

restoring Goa’s lead in the 54th minute with an effort from range that was fractions wide of Keralas goal. The Brazilian’s next attempt forced Nandy into a save nine minutes later after a powerful free-kick from far out required the Indian goalkeepers intervention low to his left. The Blasters had a huge

out of the remaining two ODIs against New Zealand after failing to recover from viral fever as India decided not to make any change to the squad that has taken a 2-1 lead in the ongoing five-ODI series.

Beijing:Scientists have

developed a thin, flexible, lithium ion battery with self-healing properties that can be safely used in wearable electronics.

Even after completely breaking apart, the battery can grow back together without significant impact on its electrochemical properties, researchers said.

Electronics that can be embedded in clothing are a growing trend. However, power sources remain a problem.

Existing lithium ion batteries for wearable electronics can be bent and rolled up without any problems, but can break when they are twisted too far or accidentally stepped on - which can happen often when being worn.

This damage not only

causes the battery to fail, it can also cause a safety problem: Flammable, toxic, or corrosive gases or liquids may leak out.

Researchers from Fudan University in China, the Samsung Advanced Institute of Technology in South Korea, and the Samsung R&D Institute in China have now developed a new family of lithium ion batteries that can overcome such accidents thanks to their amazing self-healing powers.

In order for a complicated object like a battery to be made self-healing, all of its individual components must also be self-healing.

The electrodes in these batteries consist of layers of parallel carbon nanotubes. Between the layers, the scientists embedded the necessary

lithium compounds in nanoparticle form.

In contrast to conventional lithium ion batteries, the lithium compounds cannot leak out of the electrodes, either while in use or after a break.

The thin layer electrodes are each fixed on a substrate of self-healing polymer.

Between the electrodes is a novel, solvent-free electrolyte made from a cellulose-based gel with an aqueous lithium sulfate solution embedded in it. This gel electrolyte also serves as a separation layer between the electrodes.

After a break, it is only necessary to press the broken ends together for a few seconds for them to grow back together.

Both the self-healing

polymer and the carbon nanotubes “stick” back together perfectly. The parallel arrangement of the nanotubes allows them to come together much better than layers of disordered carbon nanotubes. The electrolyte also poses no problems.

Whereas conventional electrolytes decompose immediately upon exposure to air, the new gel is stable. Free of organic solvents, it is neither flammable nor toxic, making it safe for this application.

New Delhi, Oct 25:North India faces an

annual trauma as winter approaches -- the air in the region having more than 200 million people becomes toxic. Fingers are pointed at the hand that feeds India, farmers in the granary of the country are rebuked asking them not to burn agriculture waste in their fields as their action fouls the air in mega cities like New Delhi, Lucknow and Allahabad.

There is no doubt that after the monsoon ends the vast paddy fields in India’s granary Haryana and Punjab turn into cremation grounds where the left-over paddy straw is burnt in vast swathes.

The fires are so many and so widespread that satellites flying hundreds of kilometres above the Earth record their presence. Giving ‘Udta Punjab’ a whole new dirty air dimension.

This is also the time when generally the westerly winds prevail and a giant plume of smoke covers north India.

Satellite pictures depict the smoke plume with clarity and alarm bells starting ringing in the corridors of power in India’s capital.

Last winter, even the Chief Justice of India passed strict orders and even contributed his ritual bit by car-pooling, despite his efforts the air remains toxic. Delhi’s air is a complex cocktail of noxious exhausts from automobiles, industry, thermal power plants and ‘charvested’ or burnt fields. Nobody really knowns who is the bigger culprit.

But it is easy to point fingers at the farmers

little realising that behind the farmers burning agricultural waste is deep-deep crisis that is brewing in agriculture and it is hugely interlinked to all the elementary ingredients for a healthy life, air, water and land.

Today the fields of Haryana and Punjab are being tormented so much so that they are losing productivity, the haloed Green Revolution is turning them into debt ridden wastelands.

Many years ago, the region used to harvest one or two crops a year and in between fields were left fallow. This fallow period was very crucial as it gave the organic matter from agricultural waste time to decompose and mix with the top soil.

Today in most places at least three crops are being farmed if not four. As soon as one crop is harvested the farmers are eager to start planting the next crop. There is no time to let the paddy waste, to be used more judiciously, in the rush to drive ahead with the next crop the simplest alternative for farmers is to burn the waste, and to let the ash sink into the soil.

This gives agriculture a whole new definition, ‘slash and burn farming green revolution style’ or what I call ‘jhuming Punjab style’. (

According to a recent State of Environment of Punjab published by the local government “open field burning of straw after combine harvesting is a common practice in the state in order to ensure early preparation of fields for the next crop.

Punjab produces around 23 million tons of

rice straw and 17 million tons of wheat straw annually.

“More than 80 per cent of paddy straw (18.4 million tons) and almost 50 per cent wheat straw (8.5 million tons) produced in the state is being burnt in fields every year. Apart from affecting the soil fertility, this also causes air pollution due to emission of large amounts of suspended particulate matter besides gases like methane, carbon monoxide, oxides of nitrogen and sulphur dioxide among others leading to various health hazards like respiratory, skin and eye diseases.

“Intensive agriculture is also a contributor to greenhouse gasses like, carbon dioxide, methane and nitrous oxide causing climate change.” To top it all the State of Environment of Punjab report points out that “declining farm yield and income due to economic (high cost of inputs like, seeds, fertilisers, pesticides and farm labour) and ecological (low productivity of soil, receding water table) factors is pushing marginal and small farmers into the vicious cycle of debt.

“The total indebtedness is around Rs 240 million (50 per cent each from institutional and non- institutional sources) for the loans taken for tractors, tube wells, farm chemicals, seeds, as well as, for other social needs. As per results of a recent survey, the indebtedness of Punjab farmers on an average is Rs 41,576 (against the national average of Rs 12,585). 65.4 per cent of farmer

households are under debt in the state, next only to Andhra Pradesh (82 per cent). So when most farmers are custodians of innate native wisdom why are they indulging in such profligate and damaging practices, unfortunately it is really the government’s agri-economic policies that are to blame.

Subsidised or free electricity to farmers makes them use their pump sets endlessly and then on top of it an assured minimum support price gives them a ready market, leaving no incentive to be considerate towards the top soil, deep acquirers and mother earth in general and now this new headache of being dubbed the fountain head of wide spread air pollution.

To solve this giant mess, knee jerk reactions like Delhi Chief Minister Arvind Kejriwal’s ‘odd even scheme’ to ration cars on the roads and passing dictates to farmers not to burn agri-waste and to penalise are just not going to work.

A comprehensive restructuring of the agricultural economy is required if denizens of Delhi and north India don’t want to choke to death.

Nobody has the time to implement such mega changes so the National Green Tribunal will keep passing more and more draconian but un-implementable orders and clean air which is really a fundamental right of every citizen will become more and more toxic by the day. A slow painful death is the only surety.

Hyderabad to host 10th World Stroke Congress

Varanasi, Oct 25: Prime Minister Na-

rendra Modi unveiled several development schemes, including ex-pansion of Diesel Loco-motive Works, entailing total investment of about Rs 5,000 crore with an aim to increasing infra-structure and job creation in his parliamentary con-stituency.

Speaking at the oc-casion, Modi said his government has focused on timely completion of projects, and has worked towards ensuring that not

only are foundations laid, but projects are also in-augurated on time.

He said the real aim of government initiatives is proper execution and touching people’s lives.

“In a way, projects worth Rs 5,000 crore are being dedicated to Kashi,” the Prime Min-ister said.

The slew of initia-tives include dedication of 765/400 KV GIS Va-ranasi Power Sub-station; laying of foundation stone of Varanasi City Gas Distribution Project;

and inauguration of Vara-nasi Postal Region.

Modi also laid foun-dation stone for second line and electrification of Allahabad-Varanasi rail line; setting up of per-ishable cargo centre at Rajatalab Railway Sta-tion, and expansion proj-ect of Diesel Locomotive Works (Phase 1).

Chennai, Oct 25: The Madras High

Court was today informed by Railway Police that Rs 67.94 crore under Nirbhaya Fund would be utilised for installing CCTV cameras at various stations under the jurisdiction of Southern Railway.

The high court had on June 28 directed the Tamil Nadu government to submit a report on installing CCTV cameras at important places, including railway stations, in the wake daylight murder of 24-year-old woman IT professional at a city station in June.

Reply affidavits

were filed on behalf of the state government, Home Department and Railways.

The bench which had directed amicus curie to go through the replies filed by the state government and Railways after scrutinising.

Senior Divisional Security Commissioner of Railway Police Force, Chennai Division, said in the affidavit that already electronic surveillance has been put in use and CCTV cameras with well equipped control rooms have been set up at seven important railway stations including Chennai Central with

integrated security system.

Noting that there are 158 railway stations at Chennai Division of the Southern Railway, the affidavit said already 10 railway stations are provided with CCTV cameras and 82 stations are earmarked for provision of video surveillance system.

It further said there was a proposal to set up 47 additional CCTV control rooms at various stations in Tamil Nadu and total of Rs 67.94 crore Nirbhaya Fund is going to be utilised for it.

It further said four

security control rooms are existing in various divisions all over Tamil Nadu which are effectively functioning round the clock co-coordinating with all RPF posts and out-posts within the respective divisions.

The state government submitted that it was made mandatory as a condition for issuing licence under relevant provisions of Municipal Corporation/Municipal Acts and Rules and the Tamil Nadu Urban Local Bodies (Installation of CCTV units in Public Buildings) Rules 2012 and Under section 347

of the Chennai City Municipal Corporation Act 1919 to install CCTV’s in all public buildings.

The police department has identified 72,629 important places such as intersections in roads and other public places including the public buildings after consulting the stake holders for installation of CCTV cameras throughout the state. It further said the government had already sanctioned Rs 12.21 crore for setting up modern control rooms.

The bench posted the matter for further hearing to December 7.

Rs 68 cr alloted for installing cameras, Railways tell HC

Kathua, Oct 25: Six persons were

injured, two of them seriously, in an explosion in a cracker shop in this district of Jammu and Kashmir this evening.

“A blast took place apparently in a box containing Chinese crackers inside a shop at Ward No 7 this evening in which six persons were injured,” Senior Superintendent of Police (SSP), Kathua, Pawan Kumar Parihar said.

He said the forensic science laboratory of the police has taken up the samples from the blast site to ascertain the nature of the explosion.

“Initially it seems to be a blast of Chinese crackers, but samples have been taken to find out the exact nature of the explosion,” Kumar said.

He said out of the six injured persons, two have been shifted to Government Medical College (GMC) Jammu for treatment, whereas four were admitted to district hospital here.

Chinese cracker box explodes in Jammu shop

Mumbai, Oct 25:The Mumbai leg of

New Zealand Prime Minister John Key’s India visit was today cancelled after a snag developed in the aircraft he was to travel in, officials said.

“Key was scheduled to land at Mumbai at 6.30 PM today.

However, we received information that he will be flying directly to Delhi. He is expected to land in the national capital around 5 PM tomorrow,” a senior

The development comes amid reports that a broken-down Royal Air New Zealand plane forced Key to spend the night in Townsville and ditch a planned trade mission in Mumbai.

The RNZAF 757 plane made two aborted attempts to take off this afternoon after refuelling at the Queensland airport.

The crew determined there was not a remote fix available and the

RNZAF’s other 757 was to fly to Townsville tonight to pick up 81 passengers.

Key is leading a three-dozen-strong delegation with official events scheduled to kick off in Mumbai tomorrow.

However, they will now fly to New Delhi via Jakarta instead.

Former New Zealand cricket captain Brendon McCullum is among those on board, and the plane is also carrying the New Zealand

Defence Force cricket team, which will play matches in India before the delegation heads back to the country on Thursday.

Incidentally, Key’s aircraft had suffered technical problems when he flew to Laos for the East Asia Summit last month, and in August made a safe emergency landing in New Zealand after suffering a suspected blown tyre.

In a detailed media release, the BCCI explained its side of the story about the repeated communications with the Supreme Court-appointed Lodha Panel and how its commercial interests were being hurt due to the delay in the process of awarding tenders, while “apologising” to the potential bidders - 18 - from across the world.

The release stated about BCCI seeking a directive on the process, details sought by the committee and the response from the board today. “Keeping in view the urgency in the matter, the BCCI has informed the Committee that the tender process being underway there were certain timelines that potential bidders were following. The BCCI also informed the Committee that a large number of potential bidders had travelled to the country from outside as bids had to be submitted in person,” the release stated.

It further said: “The BCCI, apart from the above communication, has so far at the time of going to Press, not received any further directions from the Committee, which is now the custodian of the entire process and has been tasked with the duty to ensure that the tender process is undertaken in a professional and transparent manner with least inconvenience to all stakeholders.

Islamabad, Oct 25: Authorities in Pakistan

have frozen bank accounts with more than Rs 400 million of over 5,100 terror suspects, including JeM chief Masood Azhar who is under “protective custody” after the terror attack on the Pathankot air base, officials said.

“Following a request of the Ministry of Interior, we have frozen accounts of all top suspected terrorists, including Masood Azhar, son of Allah Bux,” said a senior official of the State Bank of Pakistan (SBP) who is part of a team monitoring the progress pertaining to this matter.

Azhar has been included in the list’s top suspects whose accounts were frozen by the SBP, said officials of the Ministry of Interior and SBP. “Azhar’s name was listed in category ‘A’ of the 4th Schedule,” the paper quoted officials as saying. “It happened since the government put the JeM chief under ‘protective custody’ of security agencies after terrorists attacked the Pathankot Airbase,” the officials said.

After the attack on the airbase in Pathankot in January, India had in February written to the UN calling for immediate action to list Azhar under the UN Sanctions Committee.The National Counterterrorism Authority (Nacta) sent around 5,500 names to the SBP earlier this month, they said.

National Coordinator Nacta Ihsan Ghani confirmed that over 5,000 accounts of suspects have been frozen by the SBP.

“These accounts hold net amount worth Rs 400 million,” he said. About Azhar’s accounts, Ghani said he would revert with latest updates later this week.

“More than 3,078

accounts of suspects whose accounts were frozen belonged to Khyber Pakhtunkhwa and Fata, 1,443 from Punjab, 226 from Sindh, 193 from Balochistan, 106 from Gilgit-Baltistan and 27 from the Islamabad Capital Territory,” the paper said, adding that 26 suspects belonged to Pakistan-occupied Kashmir.

Accounts of other suspects such as cleric of Islamabads Lal Masjid Maulana Aziz, Ahle Sunnat Wal Jamaat leaders Maulvi Ahmed Ludhianvi and Aurangzeb Faroogi, Matiur Rehman of al-Qaeda, Mansoor alias Ibrahim of Tehreek-e-Taliban and Qari Ehsan alias Ustad Huzaifa and Ramzan Mengal of Lashkar-e- Jhangvi were also frozen, the paper added.

establish a virtual institute to advance the field of small spacecraft systems at its Ames Research Center in the heart of Silicon Valley early in 2017. The Small Spacecraft

Systems Virtual Institute (S3VI) will leverage the growing small spacecraft communi ty, promote innova t ion , iden t i fy emerging technology opportunities, and provide an efficient channel for communication about small spacecraft systems

with industry, academia, and other government agencies, the US space agency sa i d i n a statement. “The S3VI will provide

the first one-stop shop for technical knowledge in the rapidly burgeoning s m a l l s p a c e c r a f t technology fields,” said Jay Bookbinder, Director of Programmes and Projects at Ames. Depending on the

mission objective, a small spacecraft can range in size from a postage-stamp (under an ounce) up to the size of a refrigerator.

“Nasa sees enormous benefits from investing in research and technology development in small spacecraft systems, such as propulsion that will be essential in advancing the commercial space sector,” sa id Steve Jurczyk , Associate Administrator f o r Na s a’ s S p a c e Technology Miss ion Directorate (STMD). “Over the past several

years, Nasa has increased the generation of new, innovative applications of smal l spacec ra f t with several mission directorates using small

implications of the two Options for choosing t h e b en e f i c i a l on e recommended by the VII Pay Commission for revision of pension, in particular of Pre 1 1 2006 and older retirees and the need for an additional opt ion to overcome the non-availability of requisite records and also avoid certain specific anomalies. Option 2 being a simple multiplication factor giving benefit of 14.2%, the Government has implemented it from 1st September 2016 wef 1 1 2006 for enhanced pension). The Option 1 is akin to the One Rank One Pension given to the Ex-Servicemen and involves recasting of notional pay allowing the benefit of number of increments earned by the old pensioner while in service in his pay scale and fixing it in the appropriate cell of the corresponding Level in the Pay Matrix Table brought out by the Commission , already accepted by Cabinet and notified. Some apprehension

about non-availability of the records of the old pensioners made the Government of India to form (formed) a high level Committee to consider the feasibility for implementation of

New Delhi, Oct 25:Tamil Nadu government

filed its written submission before the Supreme Court in the Cauvery water disputes case, challenging t h e aw a r d o f t h e Cauvery Water Disputes Tribunal. The apex court is hearing a plea on whether the appeals by both Tamil Nadu and Karnataka governments are maintainable or not. In its objections, TN

challenged the report of the high level technical committee, which stated that there was water scarcity in both states and said that the committee

should have at least recommended the amount of water required for release.The gove r nmen t ’ s

submission is yet to be taken on record and the SC registry has asked the counsel to mention it before the Bench hearing the case first.The State also cited the calculation done by the technical committee, which stated in its report that Karnataka would be receiving 81 tmc of water by May 2017, of which Karnataka need just 48 tmc. So the remaining 41 tmc can easily be

released to the State.TN also asked the

court to direct Karnataka to release the remaining amount of water, as on October 13. Earlier, the court

granted the Centre time till Wednesday to file its written submissions in the water sharing case. The Supreme Court had last week reserved orders on whether the appeal against the CWDT award was maintainable or not.During the hearing,

the Centre had argued that the appeal was not maintainable and stated that once published, the

CWDT’s order was final Karnataka had, however, contended that the appeal must be heard. It said that it had filed the appeal against the CWDT award, before the same was published. Hence the special leave petition is maintainable. During the last hearing,

the court had directed Karnataka to release 2,000 cusecs of water daily to Tamil till maintainability of the appeals filed by Karnataka and Tamil Nadu is decided.

braer has agreed to pay over USD 205 million to resolve charges of corruption and making bribe payments to officials in foreign nations, including USD 5.76 million allegedly paid to an agent in In-dia in connection with the sale of three military aircraft for Indian Air Force.

The corruption charges in India relate to payment of USD 5.76 million to an agent in kickbacks for clinching a deal for the sale of three highly specialised military aircraft for the IAF’s Airborne Early Warning and Control System (AWACS). The CBI has already regis-tered an FIR in the case.

Embraer entered into the resolution to resolve criminal charges and agreed to pay a penalty of more than USD 107 million in connection with schemes involving the bribery of government officials in the Dominican Republic, Saudi Arabia and Mozambique, and to pay millions more in falsely recorded payments in India via a sham agency

agreement, the US Justice Department said. Under the settlement, apart from the USD 107 million penalty to the Justice Department as part of a deferred prosecution agreement, Embraer must also pay more than USD 98 million in disgorgement and interest to the Securi-ties and Exchange Commission (SEC).

According to the company’s admis-sions, Embraer executives and employ-ees paid bribes to government officials and falsified books and records in connection with aircraft sales to foreign governments and state-owned entities in multiple countries.

The SECs complaint alleges that Em-braer made more than USD 83 million in profits as a result of bribe payments from its US-based subsidiary through third-party agents to foreign government officials in the Dominican Republic, Saudi Arabia, and Mozambique.

Embraer allegedly created false books and records to conceal the illicit pay-ments, and also engaged in an alleged accounting scheme in India.

agar Rao promulgated two ordinances for appointing special officers to local bodies, elections to which were post-poned after Madras High Court quashed the State Election Commission’s noti-

fications. The elections were scheduled for October 17 and 19. In its order on October 5, the High

Court had quashed the two notifica-tions issued by the SEC for conducting elections to the local bodies in two phases, and directed it to complete the election process by December 31 by issuing fresh notifications. The court also directed that special officers be appointed till the elections are held. Appointment of special officers to

local bodies is being done after two long decades. The Chennai Corporation remained under the control of special officers for about 23 years from No-vember 1973 to October 1996 after the council was dissolved following the muster roll scandal.
