NCA holds Stakeholder Sensitisation Workshop on Dealership Licensing

The National Communicat-ions Authority (NCA)

held a workshop to sensitisestakeholders on DealershipLicensing and EquipmentAuthorisation. The Workshopwhich took place at theNCA Tower in Accra onThursday, 29th June, 2017brought together importers,dealers and manufacturers ofcommunications equipmentsuchasmobilephones, tablets,laptops,routers,switches,hands-free devices, radios, televisionsetsandset-topboxes.

This is part of a series ofworkshops being organised bytheAuthoritythisyeartoeducateand sensitise stakeholders. Theworkshopfocusedonequipmentstandardisation, dealershiplicensingaswellaslegalaspectsof communication and related

offenses.

Over the past years, NCA hasundertaken various initiativesintheareaofstandardisationtoensuresafety,conformanceand

interoperability for consumersand vendors of ElectronicCommunications Equipment(ECE).In the Ag. Director General’s

welcome address read onhis behalf by the DeputyDirector General for TechnicalOperations, Henry Kanor,indicated that standardsare essential for local andinternational communications,global trade and emergingmarkets.HepointedoutthattheAuthority had introduced theTypeApprovalRegimetoensurethatallECEusedinGhanameetspecifictechnicalandregulatoryrequirements.

oftheRegulatoryAdministrationDivisionof theAuthority inhispresentation indicated that, theregime has been designed tofacilitate easy access of theseequipment into the Ghanaianmarket.

He stressed that the NCA isempowered to ensure that allECE manufactured or importedinto Ghana for sale or usemeet specific minimum health,safety and ElectromagneticCompatibility (EMC) require-ments which are spelt outin NCA’s Type ApprovalGuidelines.

Mr. Boateng added that, “thecommunication industryevolves, emerging technologiesshould be used responsiblyand with caution in order toavoid accidents, injury and tosafeguard our critical nationalinfrastructure”.Some of the participantsexpressed concerns regardingelectromagnetic emissionsfrom ECEs, particularly mobilephones. Mr. Boateng, in hisresponse assured participantsthat itwas for thismain reasonthat the Authority had set uplabstotestECEsbeforetheyareintroduced on the Ghanaianmarket.

A participant also appealed tothe Authority to streamline itspresence and operations at thevariousportsofentrytofacilitatespeedy and efficient processingoftheirimportedcommunicationequipment.

NCA organises Capacity Building Programme for Staff

The National Communicat-ions Authority (NCA)

in collaboration withthe CommonwealthT e l e c o m m u n i c a t i o n sOrganisation (CTO) hasorganised a capacity buildingworkshop to upgrade its staffand industry stakeholders innewandemergingtrendsinthecommunicationsindustry.

The 5-day “Regulatory MasterClass” capacity-buildingprogrammewasheldattheNCATower in Accra from Monday19th June to Friday, 23rd June,2017.

The programme, which wasthefirstofa two-seriescapacitybuilding programme, has itsdelegates drawn from theNCAand some agencies under theMinistry of Communicationsincluding the NationalInformationTechnologyAgency

(NITA),GhanaInvestmentFundfor Electronic Communications(GIFEC), Ministry ofCommunications (MoC) andthe Mobile Network Operators(MNOs).The purpose of the programmewas to provide delegates within-depth knowledge of theprinciples of regulation andregulatory models. The coursealso offered an introductorysession on telecom networksaimed primarily at individualswithnon-technicalbackground.

TheActingHeadoftheHumanResource Division at the NCA,Charles Amoah-Wilson, in hisintroductoryremarks,explainedthat the Authority found itnecessary to collaborate withCTOtoorganise the training inabid toequipstaffon theeverchanging dynamics within thetelecommunication space. He

said it was imparative that asregulatorsandkeyactors in theindustry, staff gain a first handappreciationofemergingtrends.In his welcome address, theActing Director General ofthe NCA, Joe Anokye, urgedparticipants to take the trainingserious in order to learn andupgrade themselves withknowledgeonnewandemergingtrends in the communications

NCA celebrates World Telecommunications and Information Society Day with a symposium on the

theme “BIG DATA, BIG IMPACT”

In line with the WorldTelecommunications andInformation Society Day(WTISD)celebrationsonMay17,the National CommunicationsAuthority (NCA), organised asymposium on the theme “BigData, Big Impact” at the NCATower,AirportCityinAccra.

The symposium, which marksthe 152nd anniversary of thesigning of the first InternationalTelegraph Convention and theformation of the InternationalTelecommunications Union(ITU), was aimed at raisingawareness of the possibilitiesthat the use of Information andCommunication Technologies(ICT) can bring to societiesand economies. The workshopalso aided stakeholders tohave insights in identifyingnew opportunities to creativelyaddresssustainabledevelopmentchallenges with regards to bigdata.

The newly appointed BoardChairman of the NCA, KwakuSakyi-Addo,inastatementreadon behalf of the ITU SecretaryGeneral, noted that the insightbroughtaboutbytheanalysisofdatawillenableevidence-baseddecision-making at national,

regionalandinternationallevelsand help the implementationof all 17 United Nations’SustainableDevelopmentGoalsfor 2030. He also stressed thatcountless opportunities willalsobeidentifiedaswelearntobetter perfect and harness bigdata, aswell as understand theimpact big data can have as aglobalgood.

Mr. Sakyi-Addo urgedparticipants touse theoccasionto take a closer look at theimportance of governanceand regulation, as well as theimplicationsforpersonalprivacyand security given the futureexponential growth indata andconnectivity.

was Cynthia Prah representingthe UN Resident Coordinatorin Ghana. She reiteratedthat Big Data can transformcommunications and that theUN is ready to learn fromdiscussionsfromtheconference.

The Deputy Minister forCommunications, Hon. GeorgeAndah, MP, indicated in hiskeynote address that thereare calls on government toempower young people todevelop ICT tools that improvethe experience of healthand effective frameworks toprotect the use of private data,intellectual property as well astodeteronlinecriminalactivity.

He said that Government hasput in place a tier-3 NationalData Centre with a 600 rackcapacity in anticipation of theneedforareliablestoragefacilityfor public and private sectordata in a secured environmentand urged the private sector totakeadvantageof the facility tosupporttheiroperations.

The theme forWTISD-17, “Big Data for Big Impact”, focusedon the power of Big Data fordevelopment and aims toexplore how to turn imperfect,complex, often unstructureddataintoactionableinformationinadevelopmentcontext.

World Telecommunication and Information Society DayIn November 2006, the ITUPlenipotentiary Conference inAntalya, Turkey, decided tocelebratebotheventson17Mayas World Telecommunicationand Information Society Day.The updated resolution invitedmember states and sectormembers to celebrate theday annually by organisingappropriate national program-

meswithaviewto:• stimulating reflection andexchanges of ideas onthe theme adopted by theCouncil.

Change to a Different Network without changing your number

Will I lose my number when I move to another network?

No, you can move to anothernetworkwithout changing yournumber,thisisknownasMobileNumberPortability(MNP).

MNPisaprocesswhichallowsmobile subscribers to changefrom one network to anotherwithout changing any part oftheir mobile number. It wasimplemented inGhana on July7, 2011 to give consumersthe opportunity to port theirnumbers. Any prepaid orpostpaidmobile subscriber canporttoanymobileoperator.

What are the benefits of porting?

The benefits of porting are asfollows:• Youwillretainyournumberwhen moving from oneoperator to the other andthus enjoy freedom andconvenience.

• Youwillreceiveallyourcallsand messages regardlessof which mobile networkyou may have ported yournumber to, without havingto inform your friends,

relatives, colleagues orclientsaboutyourchangeofmobileoperator.

• Youwillsavemoneyasyoudo not have to purchaseSIM cards for each mobileoperator or maintain morethanonemobilehandset.

• You can choose themobileoperatorwhoyoufeeloffersbetterqualityofserviceandcustomerexperience.

What you need to consider before making a porting request

The following should beconsidered before making aportingrequest:• Your number with yourcurrent mobile operatorshouldbeactive.

• You will lose your creditbalance in the porting

process.

• You need to back-up allcontacts saved on yourcurrentmobileoperatorSIMcard.

• You will lose all servicesfrom your current operatorincluding any incomingSMSsorMMSsthathavenotbeenretrievedordelivered.

• Yourportingrequestshallbedeclined if fraud has beenreported on that number orthatnumberisnotactiveonthedonornetwork.

• You should use up orretrieve anymoney in yourmoney transfer account (forexample Mobile Money)or seek a refund from yourold operator after you havesuccessfully ported yournumber.

• Before leaving the shopyouwillbeassisted tosenda free SMS to the numberportabilitysystemfromyourcurrentSIMcardtostarttheportingprocess.

• YouwillreceiveSMSupdatesontheportingprocess.

• Replace your current SIMcardwiththenewSIMCardwhennotified.

• Startenjoyingtheservicesofyournewmobileoperator.

Thesystemisacentralisedportorderprocess thatmeetsall therequirementsassociatedwiththeportorderflowsandtimelines.Itintegrateswithall theoperatorstoensureefficiencyandspeedintheportingprocess.

To start the process, you firsthavetovisitashoporanagentofthenetworkyouwishtojoin.The new network will guideyou through the process ofwhich you would be requiredtocompleteandsigntheporting

requestform.AvalidationSMSwouldbesentfromyourphoneand provided with a chip foryournewnetwork. Theport isinitiatedbythenewnetworkandmessageissenttothecustomertochangethechip.

AsfarasportingisfreeinGhana,there are some few reasons forwhich porting can be rejectedby the recipient network (NewNetwork).Thesereasonsare;

1. No such number/accountexistondonornetwork

2. Stolen(equipmentorchip)

3. Fraudreportedonnumber

4. Numberblocked

5. Account less than 30 daysold

6. Ownership change within30days

Minister for Communications pays Working Visit to NCA

The Minister forCommunications, Ursula

Owusu-Ekuful,onMonday,May8th, 2017, paid aworking visittotheNationalCommunicationsAuthority(NCA).Accompanyingher were the Minister forInformation, Hon. MustaphaAbdul-Hamid and DeputyMinister for Communications,Hon.VincentOdoteiSowah.

TheMinister,heldacloseddoormeeting with the Managementof theAuthoritywhereshewasbriefed by the Acting DirectorGeneralofNCA,JoeAnokye,ontheoperationsof theAuthority.Amongthekeyissuesdiscussedwere Quality of Service(QoS), Billing and UnsolicitedElectronic CommunicationsissuesandtheDigitalMigrationprocess.Mrs.Owusu-EkufulsaidthatshehadalreadymetwiththeMobileNetworkOperators(MNOs)andtheyhadlistedfibrecuts,energyand power issues as factorsleadingtopoorservicedelivery.Onfibre cuts, theMinister saidapartfromon-goinggovernmentconstructionworkandprojects,other factors such as privateconstructions and galamseycontributetothischallenge.SheurgedNCAManagementontheneed for an inter-ministerial orcross-sectorial engagement todealwiththeseissues.MeetingtherestoftheNCAstaff,Mrs.Owusu-EkufulcommendedtheAuthorityforthegoodworkdone over the years in the

professionalism without theinterferenceofpartisanpolitics.She was confident in the goodteam of Management at theNCA and pledged her support,to collaborate and assist allstakeholders in the industry foraneffectivedigitalisednation.On his part, the Minister forInformation, Hon. Mustapha

Prince Sefah appointed Deputy Director, Operations, for Ghana’s Communication Regulator,

NCA

Prince Ofosu Sefah has beenappointed as a Deputy

DirectorGeneralforOperationsattheNationalCommunicationsAuthority (NCA). In thisposition Mr. Sefah is primarilyresponsible for overseeingRegional/Zonal Operations andtheAdministrationDivision.

Mr. Sefah comes to theposition with about 16 yearsexperience in various IT &Leadership roles inCanada.Heearned a BAA (Administration& Information Systems)and a BComm (InformationTechnology Management) fromRyerson University, Toronto,Canada, where he schooledbetween1996&2001.In2000,demonstrating versatility, hewas awarded an EconomicsBookPrize (on theEconomyofDeveloping Countries) by theUniversity.

A multi-faceted technologygeneralistandleader,Mr.Sefahhas completed many industrycertifications and trainingas well as attended manytrade shows and conferencesin the area of informationsystems, management andproject management. He alsoworked in diverse industries,including banking & Finance,Manufacturing, Smart PaymentSystems&Management,Health&Safety&Oil&Gas.

Most of Mr. Sefah’s priorexperiences have been inToronto, Canada where he

workedforbluechipcompaniessuchasCitibankasSeniorSystemsAdministrator, GE Capital asApplications&SupportManagerandCoinamaticCanada Inc. asSeniorITSystemsSpecialist&ITHelpdeskTeamLeader.

Telecom Subscriptions for April 20171. Introduction

This report highlighs datatrends that have occurred inthe telecommunication industryas at the end of April 2017. Itpresents information onmobilevoice telephony, fixed line,mobiledataaswellas4Gdataforthemonthunderreview.

2. Mobile voice subscription for April 2017

At the end of April 2017, thetotal number of mobile voicesubscriptions was 35,984,280.This represents a percentageincrease of 0.57% from March2017’s figure of 35,780,667.The total penetration rate forthe month under review was127.06%.

MTN’s voice subscriptions forthe period was 16,969,311representing a percentageincrease of 1.07% from March2017’s figure of 16,789,161.MTN’s market share for themonth under review was47.16%.

Vodafone’s mobile voicesubscriptions increased from8,582,387asattheendofMarch2017to8,651,515asattheendofApril2017.Thisrepresentsapercentage increase of 0.81%.Vodafone’s market share forApril2017was24.04%.

Tigo’s voice subscriptionsincreased from 5,098,480 asat the end of March 2017 to5,187,936 as at the end of

April 2017. This indicates apercentage increase of 1.75%.Theirmarketshareforthemonthunderreviewwas14.42%.

Airtel’s voice subscriptionsdecreased from 4,500,907as at the end of March 2017to 4,398,913 as at the end ofApril 2017. This represents apercentage decrease of 2.27%.Their total market share forthe month under review was12.22%.

Glo’s voice subscriptions

decreasedfrom769,621asattheendofMarch2017 to753,341at the end of April 2017. Thisreflects a percentage decreaseof 2.12% for the month. Theirtotalmarketshareforthemonthunderreviewwas2.09%.

Expresso’s voice subscriberfigures decreased from 40,111as at the end of March 2017to 23,264 as at the end ofApril 2017. This represents apercentagedecreaseof42.00%.Their totalmarket share for themonthunderreviewwas0.06%.

AttheendofApril2017,thetotalsubscriptionsofmobiledatainthecountrywere21,584,899withapenetrationrateof76.22%.

4.1 Cellular mobile data operators

MTN’smobiledatasubscriptionsforApril2017were12,110,284.Theirmarketshareforthemonthunderreviewwas56.11%.

Thetotalnumberofsubscriptionsfor Vodafone’s mobile data inApril 2017was 3,657,020. Thisisreflectedintheirmarketshareof16.94%

Airtel’smobiledatasubscriptionsfor April 2017 was 2,761,521.Theirmarketshareforthemonthwas12.79%.

Tigo’sdatasubscriptionsforApril2017 was 2,802,950. Tigo’smarketshareforthemonthunder

reviewwas12.99%.

Glo recorded data subscriberfiguresof242,973at theendofApril2017.Thisreflectsamarketshareof1.13%.

Expresso’smobiledatasubscriberfiguresasattheendofApril2017was 10,151. This represents amarket share of 0.05% for themonthunderreview.

4.2 4G data operators

Thetotalnumberofsubscriptionsfor 4G Data was 305,858 asat the end of April. Surflinerecorded subscriptions of76,554. Blu Ghana recordeda total subscription of 945,Broadband Home recorded atotalof26,378subscriptionswithMTNrecordingatotalof201,981subscriptions.
