We shall examine here theBush family’s alliance withthree families whose mem-

partnership had beenseized by the U.S. Al-ien Property Custodian.But Uncle Sam did notseize Prescott’s UnionBanking Corp. for an-other seven months.

The Bush-Farish axis began in1929. That year, theHarriman bank boughtDresser Industries, sup-plier of oil-pipeline cou-plers to Standard Oiland other firms. Pres-cott Bush became a di-rector and financialczar of Dresser, install-ing Yale classmate NeilMahlon as chairman.7

George Bush wouldlater name one of hissons after the Dresser executive.

William S. Farish was the mainorganizer of the Humble Oil Co. ofTexas, which he merged into Stand-ard Oil of New Jersey. Farish built upthe Humble-Standard empire of pipe-lines and refineries in Texas.8

The stock market crashed justafter the Bush family got into the oilbusiness. The world financial crisis ledto the merger of the Walker-Harrimanbank with Brown Brothers in 1931.Former Brown partner Montagu Nor-man, and his protégé Hjalmar Schacht,paid frantic visits to New York thatyear and the next, preparing the newHitler regime for Germany.

The most important U.S. politi-cal event in those preparations for Hit-ler was the infamous “Third Interna-tional Congress on Eugenics,” held atNew York’s American Museum ofNatural History, August 21-23, 1932,supervised by the International Federa-tion of Eugenics Societies.9 This meet-ing took up the stubborn persistenceof African-Americans and other alleg-edly “inferior” and “socially inad-equate” groups in reproducing, ex-panding their numbers, and mixingwith others. It was recommended thatthese “dangers” to the “better” ethnicgroups and to the “well-born,” couldbe dealt with by sterilization or “cut-ting off the bad stock” of the “unfit.”

Italy’s fascist government sentan official representative. Averell Har-riman’s sister Mary, director of “En-

tertainment” for the Congress, lived inVirginia. Her state supplied the speakeron “racial purity,” W.A. Plecker, Vir-ginia commissioner of vital statistics.Plecker reportedly held the delegatesspellbound with his account of thestruggle to stop race-mixing and in-ter-racial sex in Virginia.

The Congress proceedings werededicated to Averell Harriman’smother, Mary A. Harriman. She hadpaid for the founding of the race-sci-ence movement in America back in1910, building the Eugenics RecordOffice. She and other Harrimans wereusually escorted to the horse races byold George H. Walker. The Harrimans,Bushes and Farishes shared a fascina-tion with “breeding thoroughbreds,”among horses and humans.10

Averell Harriman personallyarranged with the Walker/Bush Ham-burg-Amerika Line to transport Naziideologues from Germany to New Yorkfor this meeting.11 The most famousamong those transported was Dr. ErnstRüdin, psychiatrist at the KaiserWilhelm Institute for Genealogy andDemography in Berlin, where theRockefeller family paid for Dr. Rüdinto occupy an entire floor with his eu-genics “research.” Dr. Rüdin had ad-dressed the International Federation’s1928 Munich meeting, speaking on“Mental Aberration and Race Hy-giene.” Other speakers (Germans andAmericans) spoke on race-mixing andsterilization of the unfit. Rüdin had

the Auschwitz slave labor camp onJune 14, 1940, to produce artificialrubber and gas from coal. Hitler’s gov-ernment supplied political opponentsand Jews as slaves, who were workedto near death and then murdered.

Arnold disclosed that StandardOil of N.J. (later known as Exxon), ofwhich Farish was president and chiefexecutive, had agreed to stop hidingfrom the U.S. government, the patentsfor artificial rubber which Standard Oilhad provided to the Nazis.4

A Senate investigating commit-tee under Senator (later President)Harry Truman of Missouri calledArnold to testify at hearings on U.S.corporate collaboration with the Na-zis. The Senators expressed outrage atthe cynical way Farish was continuingan alliance with the Hitler regime thathad begun back in 1933, when Farishbecame chief of Standard Oil NJ.Didn’t he know there was a war on?

The Justice Department showedthe committee a letter, written toStandard Oil NJ president Farish byhis vice president, shortly after the be-ginning of WWII in Europe. It con-cerned a renewal of their earlier agree-ments with Shell Oil and the Nazichemical/munitions firm I.G. Farben.

Shell Oil is principally ownedby the British royal family. Shell’schairman, Sir Henri Deterding, helpedsponsor Hitler’s rise to power,6 by ar-rangement with the royal family’sBank of England Governor, MontaguNorman. Their ally, Standard Oil, tookpart in the Hitler project right up to

the bloody, gruesomeend. When grandfather

Farish signed theJustice Depart-ment’s consentdecree in March1942, the gov-ernment had al-ready startedpicking its waythrough the tan-gled web ofwor ld-mono-poly oil andchemical agree-ments between

Standard Oil and theNazis. Many patentsand other Nazi-owned aspects of the

also led the German delegation to the1930 Mental Hygiene Congress inWashington, D.C.

At the Harrimans’ 1932 Eu-genics Congress, Ernst Rüdin wasunanimously elected president of theInternational Federation of EugenicsSocieties. This was recognition ofRüdin as founder of the German So-ciety for Race Hygiene.

As depression-maddened fin-anciers schemed in Berlin and NewYork, Rüdin was official leader of theworld eugenics movement. His move-ment included groups with overlap-ping leadership, dedicated to:� sterilization of mental patients

(“mental hygiene societies”)� execution of the insane, criminals

and the terminally ill (“euthanasiasocieties”)

� eugenical race-purification by pre-venting births to parents from “in-ferior” blood stocks (“birth controlsocieties”).

Before the Auschwitz death camp be-came a household word, these U.K.-U.S.-European groups called openlyfor the elimination of the “unfit” bymeans including force and violence.12

In June 1933, Hitler’s interiorminister Wilhelm Frick spoke to a eu-genics meeting in the new Third Reich.Frick called the Germans a “degener-ate” race, denouncing one-fifth of Ger-many’s parents for producing “feeble-minded” and “defective” children. Thefollowing month, on a commission byFrick, Dr. Ernst Rüdin wrote the “Lawfor the Prevention of Hereditary Dis-eases in Posterity,” the sterilization lawmodeled on previous U.S. statutes inVirginia and other states.

Special courts were establishedfor the sterilization of German mentalpatients, the blind, the deaf and alco-holics. A quarter million in these cat-egories were sterilized. Rüdin, Plötzand their colleagues trained a wholegeneration of physicians and psychia-trists – as sterilizers and killers.

When WWII started, the eu-genicists, doctors and psychiatristsstaffed the new “T4” agency, whichplanned and supervised the mass kill-ings: first at “euthanasia centers,”where the same categories initially sub-jected to sterilization were later mur-dered, their brains sent to experimen-tal psychiatrists; then at slave camps

like Auschwitz; and finally, for Jewsand other race victims, at extermina-tion camps in Poland.13

In 1933, when Hitler’s “NewOrder” appeared, J.D. Rockefeller, Jr.appointed Will S. Farish the chair ofStandard Oil of New Jersey. He wasmade president and chief executive in1937. Farish moved his offices to Rock-efeller Center, NY, where he spent agood deal of time with HermannSchmitz, chairman of I.G. Farben. Hiscompany paid PR man IvyLee, to write pro-I.G.Farben and pro-Nazi me-dia propaganda.

Farish, like theBush family, was in theshipping business. Hehired Nazi crews forStandard Oil tankers. And,he hired Emil Helfferich,chair of the Walker/Bush/Harriman Hamburg-Amerika Line, as chair ofStandard Oil’s Germansubsidiary. Karl Linde-mann, board member ofHamburg-Amerika, be-came a top Farish-Standard executivein Germany.14 This interlock betweentheir Nazi German operations putFarish with Prescott Bush in a selectgroup operating from abroad throughHitler’s “revolution,” and calculatingthat they would never be punished.

In 1939, Farish’s daughtermarried Averell Harriman’s nephew,E. Harriman Gerry, and Farish in-lawsbecame Prescott’s partners at BrownBrothers Harriman.15

Both Emil Helfferich and

Karl Lindemann were author-ized to write checks to HeinrichHimmler, chief of the Nazi S.S.,on a special Standard Oil ac-count. This account was man-aged by the German-British-U.S. banker, Kurt von Schroe-der. Emil Helfferich continuedhis payments to the S.S. into1944, when the S.S. was super-vising the mass murder at theStandard-I.G. Farben Auschwitzand other death camps.Helfferich told Allied interroga-tors after the war that these werenot his personal contributions –they were Standard Oil funds.16

After pleading “no contest” tocharges of criminal conspiracy with theNazis, William Stamps Farish wasfined $5,000. (Similar fines were lev-ied against Standard Oil – $5,000 eachfor the parent company and for sev-eral subsidiaries.) This did not inter-fere with the millions that Farish hadacquired in conjunction with Hitler’sNew Order, as a large stockholder,chairman and president of StandardOil. All the U.S. government soughtwas the use of the Auschwitz patents

which his company had given to theNazis but had withheld from the U.S.military and industry.

But a war was on, and if youngU.S. men were to be asked to die fight-ing Hitler, then something more wasneeded. Farish was hauled before theSenate committee investigating thenational defense program. Committeechairman, Senator Harry Truman, toldnewsmen before Farish testified: “Ithink this approaches treason.”17

these hearings. He shouted his “indig-nation” at the Senators, and claimedhe was not “disloyal.” After the hear-ings, more dirt came gushing out ofthe Justice Department and the Con-gress on Farish and Standard Oil.Farish had used deceit to prevent theU.S. Navy from acquiring certain pat-ents, while he did supply them to theNazi war machine. Farish also sup-plied gas and tetraethyl lead for Ger-man subs and warplanes. Communi-cations between Standard and I.G.Farben were released to the Senate,showing that Farish’s organization hadarranged to deceive the U.S. govern-ment into passing over Nazi-ownedassets: They would nominally buyI.G.’s share in certain patents because“in the event of war between ourselvesand Germany...it would certainly bevery undesirable to have this 20%Standard-I.G. pass to an alien prop-erty custodian of the U.S. who mightsell it to an unfriendly interest.”18

John D. Rockefeller, Jr. (fatherof David, Nelson and John D. III), con-trolling owner of Standard Oil, told theRoosevelt administration that he knewnothing of the day-to-day affairs of hisfirm, that these matters were handledby Farish and other executives.19

In August, Farish was brought

back for more testimony. He was fre-quently accused of lying. Farish wascrushed under the intense, public grill-ing. While Prescott Bush escaped pub-licity when the government seized hisNazi banking organization in October,Farish was nailed. He died of a heartattack on November 29, 1942.

The Farish family was devas-tated by the exposure. Son W.S. Farish,Jr., was humiliated by public knowl-edge that his father fueled the enemy’saircraft; he died in a miltary trainingaccident in Texas six months later.20

With this double death, the for-

tune comprising much of StandardOil’s profits from Texas and Nazi Ger-many was now settled upon the four-year-old grandson, William S. FarishIII. He grew up a recluse, the most se-cretive multi-millionaire in Texas, withinvestments of “that money” in a mul-titude of foreign countries, and a hostof exotic contacts overlapping the in-telligence and financial worlds.

The Bush-Farish axis startedGeorge H.W. Bush’s career. After his1948 graduation from Yale (and Skulland Bones), George Sr. flew to Texason a corporate airplane and was em-ployed by his father’s Dresser Indus-tries. In a couple of years he got helpfrom his uncle, George Walker, Jr., andFarish’s British banker friends, to sethim up in the oil property speculationbusiness. Soon thereafter, George Bushfounded the Zapata Oil Co., which putoil drilling rigs into certain locationsof great strategic interest to the Anglo-American intelligence community.[Editor’s Note: Zapata Oil ships andoil rigs were used in the failed 1961Bay of Pigs invasion of Cuba, whichthe CIA called “Operation Zapata.”]

Will Farish, at 25, was a per-sonal aide to Zapata Oil chair GeorgeH.W. Bush during the latter’s unsuc-cessful 1964 Senate campaign. Farishused “that Auschwitz money” to backBush, by investing in Zapata. WhenBush was elected to Congress in 1966,Farish joined the Zapata board.21

When George H.W. Bush be-came Ronald Reagan’s Vice Presidentin 1980, the Farish and Bush familyfortunes were again completely, se-cretly commingled.

In Texas, under Governor George W.Bush [1995-2000], there were 154

executions. [Editor’s Note: That’s 25%of all executions in the U.S. since1976.] All those executed in Texaswere poor and denied adequate legalrepresentation in a state without a pub-lic defender system. Among those ex-ecuted were:• the mentally retarded and mentally

ill who, with no health insurance,were denied access to medical care.

• women who killed abusive hus-bands but whose histories of abusewere not presented in their defense.

• juveniles (during the alleged crime).As a result, Texas is the object of in-ternational scorn. The U.S. is nearlyalone among advanced industrializednations to continue executions.

A Columbia University studyreported that more than two thirds of

U.S. death-penalty cases are marred byprofound legal flaws warranting re-versal or new trials. The death penaltyin Texas is racist in its application. A1998 study shows that 23% of all Texasmurder victims were black men, butonly .4% of those executed were con-demned to die for killing a black man.White women represent .8% of mur-der victims, but 34% of those executedwere executed for killing a whitewoman. Blacks in Texans are the leastlikely to serve on capital juries, but themost likely to be condemned to die.

Capital punishment also un-fairly targets the poor – many of whomwere assigned lawyers who were drugaddicted, sanctioned by the state baror who slept through their clients’ tri-als. There have been dozens of casesof witness tampering, prosecutorial useof phony experts, deliberately mislead-ing evidence and jailhouse informants.

Twenty years before he was U.S.President, Congressman George

H.W. Bush was chair of the Republi-can Task Force on Earth Resources andPopulation. On August 5, 1969, Bushinvited Professors William Shockleyand Arthur Jensen to explain how al-legedly runaway birth-rates for Afri-can-Americans were “down-breeding”the U.S. population. Bush then person-ally summed up for Congress the tes-timony his black-inferiority advocateshad given to the Task Force on thethreat posed by black babies.22

Bush’s obsessive thinking onthis subject was guided by his family’sfriend, General William H. Draper, Jr.,the founder and chairman of the UNPopulation Crisis Committee, and vicechairman of the Planned ParenthoodFederation. Draper had long beensteering U.S. public discussion aboutthe so-called “population bomb” in thenon-white areas of the world.

If Bush had explained to hiscolleagues how his family had cometo know General Draper, they mighthave felt some alarm, or even panic,and paid more healthy attention toBush’s presentation. Unfortunately, the

Draper-Bush population doctrine be-came official U.S. foreign policy.

William H. Draper, Jr., joinedthe Bush team in 1927, when hired byNew York investment bankers, DillonRead & Co. Draper was put into a newjob slot at the firm: handling the Thys-sen account.

In 1924, Fritz Thyssen had setup his Union Banking Corp. in GeorgeH. Walker’s bank in Manhattan. DillonRead’s boss, Clarence Dillon, beganworking with Fritz Thyssen sometimeafter Averell Harriman first met withThyssen – about the time Thyssen be-gan financing Hitler’s political career.

In January 1926, Dillon Readcreated the German Credit and Invest-ment Corp. (GCI) in Newark, New Jer-sey and Berlin, Germany, as Thyssen’sshort-term banker. That year DillonRead created Vereinigte Stahlwerke(German Steel Trust), incorporatingThyssen interests under the directionof New York and London finance.23

William H. Draper, Jr., was di-rector, vice president and assistanttreasurer of the GCI, arranging short-term loans and financial managementtricks for Thyssen and the GermanSteel Trust. Draper’s clients sponsoredHitler’s terroristic takeover and led the

buildup of the Nazi war in-dustry. The Nazis were Drap-er’s direct partners in Berlinand New Jersey: AlexanderKreuter in Berlin, was presi-dent; Frederic Brandi, whosefather was a top coal execu-tive in the German SteelTrust, moved to the U.S. in1926 and was Draper’s co-di-rector in Newark.

Draper’s role was cru-cial for Dillon Read, forwhom Draper was a partnerand later vice president. TheGCI was a “front” for DillonRead. It had the same NewJersey address as U.S. andInternational Securities(USIS) and the same manserved as treasurer of both.24

Clarence Dillon, and hisson C. Douglas Dillon, weredirectors of USIS. It was spot-lighted when Clarence Dillonwas hauled before the SenateBanking Committee’s fa-mous “Pecora” hearings in

1933. USIS was shown to be one ofthe great speculative pyramid schemesthat swindled stockholders of hundredsof millions of dollars. These invest-ment policies had rotted the U.S.economy to the core, and led to theGreat Depression of the 1930s.

But William H. Draper, Jr.’sGCI “front” was not apparently affili-ated with the USIS “front” or withDillon, and the GCI escaped Congress’limited scrutiny. This oversight wasmost unfortunate to the 50 million whosubsequently died in WWII.

Dillon Read & Co. hired PRman Ivy Lee to prepare its executivesfor their testimony and to confuse andfurther baffle the Congressmen.25 Leeapparently took enough time out fromhis duties as image-maker for WilliamS. Farish and the Nazi I.G. Farben Co.to manage the congressional thinkingsuch that Congress did not disturb theDraper operation in Germany, meddlewith Thyssen, or interfere with Hitler’sU.S. moneymen.

Thus, in 1932, William H.Draper, Jr., was free to finance the In-ternational Eugenics Congress, as a“Supporting Member.”26 Was he usinghis own income as a Thyssen trustbanker? Or, did the funds come fromDillon Read corporate accounts, per-haps to be written off income tax as“expenses for German project: racepurification”? Draper helped selectErnst Rüdin as chief of the world eu-genics movement, who used his officeto promote what he called Adolf Hit-ler’s “holy, national and internationalracial hygienic mission.”27

W.S. Farish, as we have seen,was publicly exposed in 1942, humili-ated and destroyed. Just before Farishdied, Prescott Bush’s Nazi bankingoffice (Union Banking Corp.) was qui-etly seized and shut down. But Pres-cott’s close friend and partner in theThyssen-Hitler business,William H. Draper, Jr., nei-ther died nor moved out ofGerman affairs. He was a di-rector of the GCI through1942, and the firm was notliquidated until November1943.28 Draper, a colonelfrom previous military serv-ice, went off to the Pacifictheatre to became a general.

General Draper ap-parently had a hobby: magic– illusions, sleight of hand –and was a member of the So-ciety of American Magi-cians. This is not irrelevant to his sub-sequent career.

The Nazi regime surrendered inMay 1945. In July, Draper was calledto Europe by the U.S. military govern-ment authorities in Germany. Heheaded the U.S. Control Commission’sEconomics Division and was assignedto take apart the Nazi corporate car-tels. There is an astonishing but per-fectly logical rationale to this. GeneralDraper, who had spent 15 years financ-ing and managing the dirtiest of Nazienterprises, was now authorized to de-cide who was exposed, who lost or kepthis business and, in practical effect,who was prosecuted for war crimes.29

Draper was not unique withinthe postwar occupation government.Consider John J. McCloy, U.S. Mili-tary Governor and High Commissionerof Germany, 1949-1952. Under in-

structions from his Wall Street lawfirm, McCloy had lived for a year inItaly, serving as advisor to BenitoMussolini’s fascist government. An in-timate collaborator of the Harriman/Bush bank, McCloy sat in Hitler’s boxat the 1936 Olympics in Berlin, at theinvitation of Nazi chieftains RudolfHess and Hermann Göring.30

William H. Draper, Jr., as a“conservative,” was paired with the“liberal” U.S. Treasury SecretaryHenry Morgenthau in a vicious game.Morgenthau demanded that Germanindustry be dismantled. As Germany’seconomic boss (1945-1946), Draper“protected” Germany from theMorgenthau Plan, but at a price.

Draper and his colleagues de-manded that Germany and the worldaccept the collective guilt of the Ger-man people as the explanation for the

rise of Hitler’s New Order, and Naziwar crimes. This was rather conven-ient for General Draper and the Bushfamily. It is still convenient decadeslater, allowing Prescott’s son, PresidentGeorge H.W. Bush, to lecture Germanyon the danger of Hitlerism.

In 1958, after several years ofgovernment service (often working di-rectly for Averell Harriman in theNorth Atlantic Alliance), GeneralDraper was appointed to chair a com-mittee advising President Eisenhoweron the proper course for U.S. militaryaid to other countries. At that time,Prescott Bush was a Connecticut Sena-tor, a confidential friend and golf part-ner with National Security DirectorGordon Gray and an important golfpartner with Eisenhower. Prescott’s oldlawyer from the Nazi days, John Fos-ter Dulles, was Secretary of State, and

his brother Allen Dulles, formerly ofthe Schroder bank, headed the CIA.

This friendly environment em-boldened Draper to pull off a stunt withhis military aid advisory committee. In1959, Draper’s committee recom-mended that the U.S. government re-act to the supposed threat of the “popu-lation explosion” by making plans todepopulate poorer countries. Thegrowth of the world’s non-white popu-lation, he said, should be regarded asdangerous to U.S. national security!31

President Eisenhower rejectedthe recommendation. In the next dec-ade, Draper founded the “PopulationCrisis Committee” and the “DraperFund,” joining with the Rockefellerand Du Pont families to promote eu-genics under the guise of “populationcontrol.” The Lyndon Johnson admin-istration, advised by Draper, began fi-

nancing birth control inthe tropical countriesthrough the U.S. Agencyfor International Devel-opment. General Draper wasGeorge H.W. Bush’sguru on the populationquestion.32 But there wasalso Draper’s money –from that uniquely hor-rible source – and Drap-er’s connections on WallStreet and abroad. Drap-er’s son and heir, Will-iam H. Draper III, was

co-chair for finance (fundraising chief)of the Bush-for-President nationalcampaign in 1980. With George BushSr. as President, the younger Draperheaded up the UN Development Pro-gram’s depopulation activities.

General Draper was vice presi-dent of Dillon Read until 1953. Dur-ing the 1950s and 1960s, the chief ex-ecutive there was Frederic Brandi, theGerman who was Draper’s co-direc-tor for the Nazi investments and hiscontact man with the Nazi GermanSteel Trust. Nicholas Brady wasBrandi’s partner from 1954, and re-placed him as chief executive in 1971.Brady, who knows where all the bod-ies are buried, was chair of his friendGeorge H.W. Bush’s 1980 electioncampaign in New Jersey, and was theU.S. Treasury Secretary throughoutBush Sr.’s presidency.33

The U.S. Agency for InternationalDevelopment (USAID) said sur-

gical sterilization was the Bush admin-istration’s “first choice” method ofpopulation reduction in the ThirdWorld.34 The UN Population Fundclaimed that 37% of contraception us-ers in Ibero-America and the Carib-bean have already been surgically steri-lized. In a 1991 report, William H.Draper III’s agency asserted that 254million couples would be surgicallysterilized in the 1990s; and if trendscontinued, 80% of women in PuertoRico and Panama would be surgicallysterilized.35 The U.S. government paysdirectly for these sterilizations.

Mexico was first among tar-geted nations, on a list drawn up inJuly 1991, at a USAID strategy ses-sion. India and Brazil were second andthird priorities, respectively.

On contract with the Bush ad-ministration, U.S. personnel workedfrom bases in Mexico to perform sur-gery on millions of Mexican men andwomen. The acknowledged strategy

was to sterilize young adults who hadnot already completed their families.

Birth control spending, in non-white countries, was one of the fewitems that increased during the [first]Bush administration. As its 1992budget was set, USAID said its Popu-lation Account would receive $300million, a 20% increase over 1991. Asignificant part of that was for politi-cal and psychological manipulations of

target nations, and blatant subversionof their religions and governments.36

These activities might be ex-pected to cause serious objections fromthe victimized nationalities, or fromU.S. taxpayers, especially if the pro-gram was given widespread publicity.

Aside from moral considera-tions, legal questions naturally arose.President Bush Sr. had expert legaladvice in Boyden Gray, his counselsince the 1980 election. As chief legalofficer in the White House, Gray could

walk Bush through thecomplexities of wagingsuch unusual warfareagainst Third Worldpopulations. In 1946, when Boyden

Gray was about four yearsold, his father organizedthe pilot project for thepresent worldwide steri-lization program. TheU.S. eugenics movementwas looking for a way tobegin again. Nazi deathcamps such as Auschwitzhad just then seared theconscience of the world.The Sterilization Leagueof America, which hadchanged its name during

the war to Birthright, Inc., wanted tostart up again. First they had to over-come public nervousness about crack-pots proposing to eliminate “inferior”and “defective” people. The Leaguetried to surface in Iowa, but backed offdue to negative publicity: A little boyhad died from a sterilization operation.

They decided on North Caro-lina, where the Gray family could playhost. Boyden Gray’s grandfather, Bow-

man Gray, was principal owner of theR.J. Reynolds Tobacco Co. Boyden’sfather, Gordon Gray, had founded theBowman Gray Medical School inWinston-Salem, using his inheritedcigarette stock shares. The medicalschool was already a eugenics center.

As the experiment began,Gordon Gray’s great aunt, AliceShelton Gray, who raised him fromchildhood, was living in his household.Alice had founded the “Human Bet-terment League,” the North Carolinabranch of the national eugenical steri-lization movement. She supervised the1946-1947 experiment. Working un-der her was Dr. Claude Nash Herndon,whom Gordon Gray had made assist-ant professor of “medical genetics” atBowman Gray Medical School.

Dr. Clarence Gamble, heir tothe Procter and Gamble soap fortune,was the sterilizers’ national field op-erations chief.

The experiment worked as fol-lows: All children enrolled in theWinston-Salem school district weregiven a special “intelligence test.”Those scoring below a certain arbitrarymark were then cut open and surgi-cally sterilized. We quote now from theofficial story of the project37:

In Winston-Salem and OrangeCounty, North Carolina, the [Steri-lization League’s] field committeehad participated in testing projectsto identify school age children whoshould be considered for steriliza-tion. The project in Orange Countywas conducted by the University ofNorth Carolina and was financed bya ‘Mr. Hanes,’ a friend of ClarenceGamble.... The Winston-Salemproject was also financed by Hanes.

[Hanes was under-wear mogul JamesGordon Hanes, trus-tee of Bowman GrayMedical School andtreasurer of AliceGray’s Human Bet-terment League]....

The medicalschool had a longhistory of interest ineugenics and hadcompiled extensivehistories of familiescarrying inheritabledisease. In 1946, Dr.C. Nash Herndon...made a statement to the press on theuse of sterilization to prevent thespread of inheritable diseases....

The first step after giving themental tests to grade school childrenwas to interpret and make public theresults. In Orange County, the re-sults indicated that 3% of childrenwere either insane or feeble-minded.... [Then,] the field commit-tee hired a social worker to revieweach case ... and to present any casesin which sterilization was indicatedto the State Eugenics Board, whichunder North Carolina law had theauthority to order sterilization.

Race science experimenter Dr.Claude Nash Herndon provided moredetails in an interview in 199038:

Alice Gray was the general supervi-sor of the project. She and Hanessent out letters promoting the pro-gram to the commissioners of all 100counties in North Carolina.... Whatdid I do? Nothing besides ridingherd on the whole thing! The socialworkers operated out of my office. Iwas also director of outpatient serv-ices at North Carolina Baptist Hos-pital. We would see the [targeted]parents and children there.... I.Q.

tests were run on all the children inthe Winston-Salem public schoolsystem. Only the ones who scoredreally low [were targeted for sterili-zation], the real bottom of the bar-rel, like below 70.

Did we do sterilizations onyoung children? Yes. This was arelatively minor operation.... usuallynot until the child was eight or tenyears old. For the boys, you just makean incision and tie the tube.... Wemore often performed the operationon girls.... You have to cut open theabdomen, but it is relatively minor.

Dr. Herndon remarkedcoolly: “we had a very good re-lationship with the press.” Thisis not surprising, since GordonGray owned the Winston-SalemJournal, the Twin City Sentineland radio station WSJS.

In 1950 and 1951, JohnFoster Dulles, then chair of theRockefeller Foundation, ledJohn D. Rockefeller III on a se-ries of world tours, focusing onthe need to stop the expansion

of non-white populations. In 1952,Dulles and Rockefeller set up the Popu-lation Council, with tens of millionsfrom the Rockefeller family.

At that point, the AmericanEugenics Society, still cautious fromthe recent bad publicity, vis-a-vis Hit-ler, left its old headquarters at YaleUniversity. The Society’s headquartersmoved to the Population Council of-fice, and the two groups melded. TheAmerican Eugenics Society’s long-time secretary, Frederick Osborne, be-came the Population Council’s firstpresident. The Gray family’s child-

sterilizer, Herndon,became president ofthe American Eugen-ics Society in 1953, asit expanded underRockefeller patronage.

Meanwhile, theInternational PlannedParenthood Federationwas founded in Lon-don, in the British Eu-genics Society’s office.Eugenics, the undeadenemy from WWII,was renamed “Popula-tion Control,” and hasbeen revived.

George Bush was U.S. ambas-sador to the UN in 1972 when, withprodding from Bush and friends,USAID made an official contract withthe old Sterilization League ofAmerica. The League had changed itsname twice, and was now the Asso-ciation for Voluntary Surgical Contra-ception. The U.S. government beganpaying this old fascist group to steri-lize non-whites in foreign countries.

In 1988, USAID signed a con-tract with the Association for Volun-tary Surgical Contraception, commit-ting the U.S. government to spend $80million over five years.

Clarence Gamble formed the“Pathfinder Fund” as a split-off fromthe Sterilization League. This fund,with additional millions from USAID,penetrates social groups in non-whitecountries to break down psychologi-cal resistance to surgical sterilization.

Having gotten away with steri-lizing several hundred North Carolinaschool children, “not usually less thaneight to ten years old,” the identicalgroup was authorized by PresidentBush Sr. to do this work in 58 coun-tries of Asia, Africa and LatinAmerica. The group claimed it directlysterilized “only” two million people.

The Gray family experimenthad succeeded.
