Scheme of National Awards 2012 of the Coconut Development Board - Guidelines

The objective of the Scheme of National Awards is to recognize and promote excellence in coconut cultivation, innovative methods in coconut farming, product development, product improvement, quality improvement, product diversification and marketing, export and extension activities. It is proposed to institute awards as given below:

3 Scheme of National Awards Coconut Development Board

CRITERIA TO BE FOLLOWED IN THE SELECTION

1.The Best Coconut Farmer Award

National Level : Trophy, certificate plus Rs.50,000/- Zonal Level : South & West: Trophy, certificate plus Rs.25,000/-

: East & North East: Trophy, certificate plus Rs.25,000/- 1 The applicant / nominee should be a coconut grower and have a minimum of 35 bearing palms

in a compact area in the case of national and South & West States and East & North East region.

2 The applicant / nominee should be the real owner of the garden with proper records. Copy of

the ownership documents is to be submitted.

3 The applicant/nominee should be a progressive farmer who has adopted scientific management practices/ innovations in productivity improvement, farm level processing and marketing.

4 In the prevailing agroclimatic conditions, the applicant / nominee should have adopted suitable cropping system including mixed farming so as to get maximum productivity and income per unit area.

5 The nominee/applicant has to follow recommended package of practices, which will help sustainable cultivation.

6 The initiative of the applicant / nominee shall be given due consideration and the bio-data shall contain the efforts taken by the applicant / nominee under unfavourable situation/ condition. Documentary proof such as Press reports, CDs of garden, photographs, etc. can be attached along with the application.

7 With regard to selection of the farmer for the award, 3 farmers will be selected from each State by the State Level Selection Committee constituted by the Director of Agriculture/Horticulture of the State concerned and the final selection will be done by the National level Committee constituted by the Chairman, Coconut Development Board. Video coverage of the garden will be arranged by the Board in the case of 3 best farmers from each State.

8 The nominee/applicant should make available for inspection the necessary registers to substantiate his yield and income from his garden. He/ she shall also extend necessary support and cooperation to the team who visit to take videography of his/her garden as documentary evidence, if necessary.

9 The nominee may be sponsored by any one of the following agencies:

State Department of Horticulture/ Agriculture, State Agricultural Universities, Coconut Development Board offices/Farms, National Horticulture Board, CPCRI and other ICAR institutes, Panchayats, Krishi Vigyan Kendra, NABARD, Registered Co-operative Societies, NGOs and Banking Institutions.


2.The Best Coconut Processor Award

Conventional Product : Trophy, certificate plus Rs.50,000/- Non-Conventional Product : Trophy, certificate plus Rs.50,000/-

Conventional Products

Units manufacturing quality copra using large modern hot air dryers, units manufacturing branded quality coconut oil using modern expeller and units manufacturing value added traditional coconut products viz., roasted coconut oil, coconut chips, coconut chutney powder, coconut burfi, coconut chocolate, coconut biscuits, coconut candy, coconut pickle, coconut jam, coconut balls, roasted coconut, frozen coconut gratings, snow ball tender coconut, minimally processed tender coconut, matured coconut water based beverages, coconut milk based beverages and other coconut convenience foods are eligible to apply under the category “Conventional Products”.

Non Conventional Coconut Products

Units manufacturing high end value added coconut products like desiccated coconut, coconut milk/cream, coconut milk powder, virgin coconut oil using centrifugal separation or fermentation process, packed tender coconut water, coconut water based vinegar, coconut water concentrate, coconut shell based activated carbon, shell powder, shell charcoal using pollution free technology or waste heat recovery technology, etc are eligible to apply for the award under the category “Non

Conventional Coconut Products”.

1 The nominee/applicant may be Proprietary Concerns, Public undertakings, Private Limited Companies, Joint Stock Company, Partnership Company or Co-operatives with a standing of minimum three years in the line.

2 Commercial success of the unit for the last three years, adoption of quality standards and profitable utilization of by-products will be the main criteria for consideration of the award.

3 All sale figures shall be supported by audited statement of account by a Chartered Accountant. In the case of Co-operative Societies, statement of accounts as approved by the Board of Directors will be accepted.

4 The nominee may be sponsored by any of the following agencies: Director of Industries, Commercial Banks, Ministry of Food Processing Industries, Government of India, State Agencies associated with development of industries, Coconut Development Board offices, CPCRI/ ICAR Institutions, Directorate of Marketing and Inspection, Government of India, CSIR institutes, DRDO institutes, Panchayats, Khadi and Village Industries Commission, Confederation of Indian Industries, Chamber of Commerce.

3. The Best Research Worker Award

The award will consist of a trophy and certificate besides cash prize of Rs.50,000/-

1 There will be two separate awards under the following categories

(i) Product development / Finding new applications and uses for coconut/coconut by-products other than coir and coir pith / nutritional and biochemical findings on coconut


(ii)Machinery/equipment development in the field of coconut other than coir and coir pith.

2 The applicant can be an Institute or research worker(s) who has/have developed new product/ machinery / equipment in the field of coconut (other than coir and coir pith) and new application and use for coconut / coconut byproducts other than husk, which is commercially viable and cost effective, during the last 3 years. The nominee / applicant should be the patentee of the product / machinery / equipment.

3 The Research worker(s) under Board’s sponsored project is / are not eligible for competing for the award.

4 The items covered under Product Development and New Applications are given below.

(i) Product Development

New product developed from coconut/coconut byproducts (except coir and coir pith) / coconut palm parts/coconut palm products during the past three years. The product should be distinct from existing products, which have already been developed in the country. The product can be edible or non-edible which has commercial use. The applicant should be the patentee of the product.

or

(ii) New Applications and Uses of Coconut / Coconut By-products other than Coir /Coir Pith or nutritional and biochemical findings on coconut and coconut products.

New applications and uses of coconut or coconut byproducts (except coir and coir pith), or new findings on biochemical and nutritional aspects of coconut and coconut products which will substantially increase the utilization of coconut and stimulate a demand for coconut.

5 The items covered under Machinery/Equipment Development are given below.

Machinery suitable for large processing unit developed during the last 3 years. The machinery should be cost effective and commercially viable. The machinery developed should be able to enhance productivity and reduce drudgery. The applicant should be the patentee of the product.

or

The equipments such as dehusker/desheller/climbing device/tender coconut cutting cum punching device/ sprayer, etc. developed during the last 3 years (2009-2010 to 2011-2012). The equipment/device should be cost effective/ innovative and reduce drudgery and improve the quality of the final output. The applicant should be the patentee of the product.

4 The Best Craftsman Award

There will be 2 Awards under this category viz., (a) Master Craftsman (Large scale category): Trophy, certificate plus Rs.50,000/- (b) Master Craftsman (Small scale category): Trophy, certificate plus Rs.25,000/-

1 The nominee/applicant should be an artisan by profession engaged in the manufacture and

marketing of various coconut based handicrafts.

2 The nominee / applicant should be in the line for a minimum period of three years for which a


Certificate from Commissioner of Handicrafts, Government of India, Panchayat or any competent authority alongwith CD/videography of works done to be attached with the application.

3 The nominee/applicant should be depending on the income from his / her unit for his / her sustenance.

4 A skilled artisan who creates/manufactures attractive craftworks on coconut manually with hand tools and less machinery can be coined as small artisan and a businessman/ craftsman having his own unit where the unit is being operated with the help of machineries/minimum number of 5 labourers can be coined as big craftsman.

5 Annual income of nominee / applicant for large scale category shall not be less than Rs.15 lakhs and for small scale category income shall be below Rs.5 lakhs.

6 The bio-data stating the awards received by the applicant / nominee for excellence in his/her work and the list of exhibitions participated may be submitted along with the application.

7 The nominee may be sponsored by any of the following agencies:

Commissioner of Handicrafts, Government of India, Khadi Board/ Khadi Village Commission, State Handicrafts Emporium, Commercial Banks, Government agencies promoting handicrafts/ cottage units ,CPCRI, State Agricultural Universities, Board’s offices, etc.

5 The Best Exporter Award

Category A (The export turnover of Rs.10 crore or above / year): Trophy, certificate plus cash prize-Rs.50,000/-

Category B (the export turnover of upto Rs.10 crore/year): Trophy, certificate plus cash prize-Rs.25,000/-

1 The nominee / applicant should be a registered Indian Company, Partnership firm, Proprietorship firm, Co-operative society or any commercial entity which has obtained registration from the competent registering authority.

2 The nominee / applicant should be a regular manufacturer exporter of coconut products (excluding coir/coir products) since the last three years (2009-2010 to 2011-2012) with a consistent growth record.

3 The nominee /applicant should have obtained RCMC from the Coconut Development Board and a copy of the same shall be submitted alongwith the application form with all relevant documents.

4 Necessary supporting documents like shipping bills with endorsements from Customs, list of Port-wise shipments and Bank Realization certificate are to be submitted in the prescribed application along with audited statement of accounts signed by a Chartered Accountant.

5 The nominee / applicant may be sponsored by any one of the following agencies:

FICCI/ASSOCHAM/FIEO, Chamber of Commerce registered under Appendix 4(c) of the Handbook of Procedures Vol.I, Confederation of Indian Industry, State Industries Department


or allied agencies, Government Export Development Organizations, Coconut Development Board offices.

6 The Best Extension Worker Award

The award shall consist of a trophy, certificate and cash prize of Rs.50,000/- 1 The nominee / applicant should be a grass root level worker involved in coconut development/

extension / farm journalism.

2 The nominee/applicant should be able to demonstrate

(i) Their capability in the promotion of appropriate coconut based farming systems and scientific management in the farmers’ field including introduction of hybrid coconuts and extension of knowledge from lab to field.

or

(ii) Promoting farm level processing for value addition.

or

(iii) Establishing marketing linkages leading to increased utilization of coconut and creating business opportunity which ultimately ensure fair price for coconut farmers.

(iv) Foundation of grass root level collectives and mobilizing group activities.

(v) Should be aware of the activities of CDB implemented and should have good contact with farmers.

3 The nominee/applicant should be able to demonstrate the dissemination of the latest technologies developed to the farmers and an enhancement in the farm income as well as quality of life for the coconut growers on account of their innovative interventions / innovative practices.

4 The application should be accompanied by documentation in support of the development work /extension work that has been done by the applicant / nominee at the field level / farm journalism along with his / her bio data.

5 Nomination for awards under this category can be made by the State Departments of Agriculture/ Horticulture, Coconut Development Board offices, State Agricultural Universities, National Horticulture Board, CPCRI, etc.

6 The nominee should maintain good handholding capacity with farmers/stakeholders

7 The nominee should have a good concept about participatory innovation.

8 The nominee (Farm Journalist) should be in the line for last one year, who is having good vision/ skill and enthusiasm to motivate the farmers/ stakeholders involved in cultivation, processing and marketing aspects in coconut.

7 The Best NGO/ Registered Co-operative Society

The award shall consist of a trophy, certificate and cash prize of Rs.50,000/-


1 The nominee / applicant should be a dedicated agency / registered society involved in coconut development.

2 The nominee / applicant should be able to demonstrate

(i) Their capability in the promotion of appropriate coconut based farming systems and scientific management in the farmers’ field including introduction of hybrid coconuts.

(ii)Promoting farm level processing for value addition. The successful adoption of post harvest processing including utilization of by-products excluding husk will be taken into consideration.

(iii) Foundation of grass root level collectives and mobilizing group activities.

(iv) Should be aware of the activities of CDB and should have good contact with farmers.

(v) Should act as a strong link between CDB and coconut farmers.

(vi)Involved in processing and value addition of coconut products.

(vii)Establishing marketing linkages leading to increased utilization of coconut.

3 The nominee/applicant should be able to demonstrate an enhancement in the farm income as well as quality of life for the coconut growers on account of their innovative interventions / innovative practices.

4 The application / nomination should be accompanied by documentation in support of the work done by the applicant / nominee at the field level along with the byelaws and the list of members.

5 The nominee may be sponsored by any of the following agencies. Departments of Agriculture/ Horticulture, Coconut Development Board offices, State Agricultural Universities, ICAR Institutes, National Horticulture Board, Registrar of Co-operative Societies etc.

8 The Best Coconut Palm Climber There will be three separate awards under the following categories.

Category A: Palm Climber using traditional methods: Trophy, certificate plus cash prize Rs.25,000/-

Category B: Palm Climber using mechanical devices: Trophy, certificate plus cash prize Rs.25,000/-

Category C: Coconut climbers come under FoCT programmes of the Board : Trophy, certificate plus cash prize Rs.25,000/-

1 The nominee/ applicant other than FoCT should be a coconut palm climber by profession engaged in coconut palm climbing.

2 The nominee / applicant should be in the line for a minimum period of three years for which a Certificate from the Panchayath or any competent authority is to be attached with the application.

3 With regard to selection of climbers in category 1 & 2, three climbers will be selected from each state by the state level selection committee constituted by the Department of Agri/Hort of the state concerned and final selection will be done by the committee constituted by the Chairman, Coconut Development Board by arranging national level competitions for state


winners. In the case of selection of category three, best FoCTs will be selected through concerned FoCT training centres of CDB and each training centre shall furnish the list of best three candidates and final selection will be done by a committee constituted by the Chairman, Coconut Development Board by arranging national level competition.

4 The nominee/applicant should be depending on the income from this job for his / her sustenance.

5 The bio-data stating the awards received by the applicant / nominee for excellence in his/her work may be submitted along with the application.


Government agencies promoting climbers, NGOs, Societies, CPCRI, State Agricultural Departments, Board’s offices, CPS/CPF etc. The agency should have to ensure that FoCT palm climber is easily approachable to the farmers at reasonable rates and willing to provide their services to the farmers.

7 In the case of FoCT/climber using mechanical devices, she/he should be in the line for a minimum period of 3 months.

8 Monthly income of FoCTs and the number of trees climbed per day etc. have to be certified by the concerned training centers viz, Panchayats/Agricultural Officers/ Charge Officers of CDB.

9 The Best Coconut Producers Society (CPS)

The award shall consist of a trophy, certificate and cash prize of Rs.50,000/-

1 The nominee/applicant should be a CPS registered with Board and engaged in the upliftment of member farmers

2 The nominee / applicant should be able to demonstrate:

(i) Their capability to get the member farmers acquainted with the new technologies in production, plant protection, processing and marketing.

(ii) To bring down the cost of cultivation through group activities.

(iii) Implementation Board’s Programmes such as LoDP, Coconut Nursery, Tender nut marketing, copra processing, procurement of copra, processing of value added products etc.

(iv) To procure inputs collectively for the requirement of CPS

(v) To produce organic manures in the CPS

(vi) To coordinate group approach for new planting, replanting and productivity improvement

(vii) Setting up of common processing facility.

(viii) To raise nurseries and supply high yielding planting materials to the members of CPS.

(ix) Any other welfare measures and programmes for the benefit of the members of CPS.

3 The nominee / applicant should be able to demonstrate enhancement in the farm income as well as quality of life for the member farmers on account of their group activity.


4 The application / nomination should be accompanied by documents in support of the work done by the applicant / nominee at the field level along with the byelaws of the CPS and the list of members.

1 The nominee/applicant may be a women entreprenuer mananging Proprietary Concerns, Public undertakings, Private Limited Companies, Joint Stock Company, Partnership Company or Co- operatives with a standing of minimum three years in the line.The company may be registered in her name or she may be a manging partner or a major share holder.(Valid proof may be produced to this effect.)

GENERAL TERMS & CONDITIONS

1 The nominee / applicant should be an Indian citizen and a resident of India.

2 The application form for National Awards will be available from the Board’s offices and office of the Director of Horticulture/Agriculture in coconut growing states or can be downloaded from the Board’s website. The applications shall be submitted to the Directors of Agriculture / Horticulture of the States concerned. The application for the best palm climber shall be forwarded after conducting competitions and selection at the state level. In the case of other categories the application can be sent directly to the Chairman, Coconut Development Board, Kochi. The application forms will be available free of cost.

3 The awardee will be selected by an Expert Committee nominated by the Chairman, Coconut Development Board.

4 The nominee/applicant shall extend all facilities for the inspection of the unit / garden by the selection committee during the selection process.

5 The Chairman, Coconut Development Board reserves the right not to declare the award in the absence of sufficient and suitable applications worthy of an award.

6 Paper cuttings, photographs, video clippings, testimonials, etc. may be submitted to support the nominee’s/ applicant’s experience and excellence in the line.

7 The nominee’s / applicant’s bio data with a passport size photograph along with the application has to be submitted.

8 The applicant / nominee should not be a defaulter of income tax / sales tax / VAT payable to the Govt.

9 The Selection Committee shall recommend Consolation Prizes in case there are entries, which demonstrate a high level of talent, entrepreneurship and innovativeness, which needs to be encouraged and recognized. The Consolation Prize shall consist of a suitable cash award and a certificate.

10 The last date for receiving nomination / application for the best coconut farmer award by the State Director of Agriculture / Horticulture is 5 pm on 30th June 2013. The State Department of Agriculture/ Horticulture will prepare a short list of 3 farmers and send to the Coconut Development Board on or before 20th July 2013.

Nomination / application for all other awards may be sent to the Chairman, Coconut Development Board, Kera Bhavan, Kochi - 682 011 on or before 5 pm on 20th July 2013 in the prescribed form.
