    88. *Mrs. Nisar Tanveer:

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

    (a) the year-wise taxes/duties collected from the petroleum sectorduring the last four years till date alongwith the ratio of suchcollection in overall GDP of the country;

    (b) whether it is a fact that government is generating funds byimposing exclusive taxes and duties; if so, the details alongwiththe justification thereof; and

    (c) the mechanism adopted by the government to spend thedevelopment levy only on gas infrastructure?

    Will the Minister for Interior be pleased to state:

    (a) whether it Is a fact that persons of Aka Khel Tribe in the countryhave been deprived for the registration with NADRA; if so, thereasons thereof; and

    (b) whether there is any proposal under consideration of theGovernment to allow the right of registration with NADRA tothose persons; if so, when it will be implemented?

    Minister for Interior (Mr. A. Rehman Malik): (a) History of AkaKhel Tribe

    The brief history of Aka Khel tribe is as under:—

    1. Aka Khel Tribe is basically an Afghan Tribe and people of this tribeused to come to the subcontinent for business purpose. After thecreation of Pakistan, people from Aka Khel tribe continued doingbusiness in this region.

    2. After promulgation of Pak Citizenship Act 1951, large number ofpeople belonging to this tribe settled across the province of KhyberPakhtunkhwa, mainly in areas of. Peshawar, Mardan, Charsaddaand Nowshera.

    3. Among these people, many got their stay legalized by acquiringCitizenship Certificate under Citizenship Act 1951 and NaturalizationCertificates under Naturalization Act 1876 and obtained ManualNational Identity Cards (MNICs).

    4. It is pertinent to mention that a large number of these people remainedin Pakistan without any legal documents.

    5. In the year 2000, National Registration Act 1973 was replaced andNADRA Ordinance 2000 was promulgated. Computerized NationalIdentity Card (CNIC) was introduced with a view to ensuring theissue of CNICs to genuine Pakistanis.

    6. The applicants belonging to Aka Khel Tribe, having proper documentsi.e. Naturalization Certificates and or Citizenship Certificates wereissued CNICs after due verification of these certificates.

    (b) Issuance of CNICs to Aka Khel Tribe

    1. Currently, large number of people of this tribe have neither acquiredCitizenship Certificate nor Naturalization Certificates but they

    obtained Manual National Identity Cards, Computerized NationalIdentity Cards (CNICs), Manual Passports and Domicile Certificatesetc through various means showing proof of residence before 1971.Besides this, they have also purchased properties and have establishedbusinesses. The data of such people is blocked in “Suspect Category”,as they have no legitimate status for residing in Pakistan as PakistaniCitizens.

    2. Ministry of Interior vide their letter No. 5/22/98/Coord II dated01st November 1999 mentioned in Directorate General of Registrationletter No. Regn-3/8/99(policy) dated 4 February 2000 (copyenclosed) intimated that these tribes are entitled for issuance of NICs.However, it is highlighted that name of Aka Khail Tribe is notmentioned in said letter except following tribes:—

    (a) Miankhel

    (b) Sulemankhel

    (c) Ahmed Zai

    (d) Yaseen Zai

    3. In view of presence of large no of. Afghan refugees across the countyin general and in Khyber Pakhtunkhwa in particular, great care andvigilance is required before issuance of CNICs.

    46. *Shaikh Rohale Asghar:

    Will the Minister for Interior be pleased to state:

    (a) whether it is a fact that delay is being made In the Issuance ofnew Passports in the country; if so, the reasons alongwith theactions taken against the responsibies thereof; and

    (b) whether it is also a fact that the government Is taking steps toresolve the said Issue; if so, the details thereof?

    Minister for Interior (Mr. A. Rehman Malik): (a) There is no extraordinary delay in issuance of passports. Due to Umrah season receipt of passportapplications has increased and issuance of passports was slightly delayed only for2 to 3 days. Presently there is no delay in issuance of passports.

    (b) The Passport Production Facility remains operational on holidaysand extra shifts are also arranged on daily basis to adhere to the prescribed deliveryschedule of passports.

    48. *Raja Muhammad Asad Khan:

    Will the Minister for Interior be pleased to state:

    (a) the steps taken by the government to control the target killingsin the country during the last four years till date; and

    (b) the location wise said target killings occurred mostly during thesaid period?

    LAW & ORDER SITUATION IN SINDH PROVINCE

    Overall law & order situation in Sindh is comparatively stable and peacefulexcept incidents of factional violence and random killings.

    TARGET KILLING IN KARACHIOverview:

    Ethnicity, Sectarianism and in fighting among various politico/ religiousgroups.

    Organized criminal gangs and land grabbers under the umbrella of politicalparties.

    The following steps have been taken by the Provincial Government in theprovince to control the Target killings and terrorism in the province during the lastfour years:

    1. Up gradation of the existing security arrangements in and aroundQuetta city.

    2. Compilation of the data regarding deployment and presence of BC.

    3. Regulation and monitoring of the explosive and Urea/ other chemicalsto check the reported misuse.

    4. Compilation of the data of the foreigners working in different areasof the Province to ensure adequate security arrangements

    5. Purchase of Scanners for Police / Levies.

    6. Meeting with UNHCR authorities for better management of AfghanRefugees in their designated Camps.

    7. Repatriation of Afghan Refugees.

    8. Compilation of the data of the purchase of immoveable property bythe Afghan Refugees.

    35. Existing Laws — Proposed Amendments.

    (a) Reformed version of FCR may be introduced in the border districtsof Balochistan for eventual implementation of Law of the land.

    (b) Evidence Act

    (c) Confession before a Police/Levies Officer should be admissible inthe Court for the Cases registered under ATA.

    (d) Physical remand period in the Cases registered under ATA shouldbe extended up to at least three months.

    (e) Evidence of Police/Levies Officer should be made admissible in casesof arms, ammunition and explosive material recovered.

    (f) Punishment in Cases of possession/recovery of illicit arms should beenhanced from three years to seven years.

    (g) Grant of bail in cases under Arms Ordinance should be eschewed.

    (h) Effective legislation to be framed so that a person or property is notused as bail surety in multiple cases and there is a need to build aCentral Database at Provincial level.

    (i) Expeditious Trial in Terrorist cases.

    (j) Witness protection program and appointment of faceless Judges ofthe ATA Courts from outside the Province.

    (k) Indemnity clauses should be made more comprehensive for themembers of LEAs in cases of terrorism and public disorder and inthe event of any litigation; the state should bear full cost.

    (l) Special Laws for deweaponisation i.e. “recovery of Illicit Arms Act1991 needs to be re-enacted and extended to entire of Provinceand should be rigidly implemented.

    (m) A new amendment in Arms Ordinance should be made whereby itshould be mandatory for license holder to deposit at least one fired

    empty cartridge by that particular licensed weapon with the forensiclaboratory of the Province for the purpose of compiling a data bank.

    (n) The existing Explosive Act 1935 needs to be thoroughly revisited sothat the entire process involved in the assessment of requirement,approval of quota, secure mode of transportation, safe custody andend user certificate shall be made more transparent and safe.

    In the wake of upsurge in violence, Karachi Police has undertaken thefollowing measures.

    • Beefing up its presence in the violence affected areas.

    • Sating of pickets of flash point in the affected areas.

    • Enhancement of patrolling in the sensitive areas.

    • Conducting search operation in the trebled areas.

    • Deployments of F.C in the areas along side police personals meetshortage of man power.

    • Apprehension of target killers and Gangsters.

    • Apprehension of extortionists.

    • Monitoring and surveillance of sensitive areas by Arial reconsencand CCTV Cameras.

    • Formation of specialized units like SIU, AVCC to crack down againsttarget killers.

    However, 306 target killers involved in the violence incidents were arrested.

    (a) the total amount of circular debt at present;

    (b) the steps taken by the Government to control the said circulardebt during the last four years till date; and

    (c) the achievements gained by the Government to control said debtby printing currency notes during the said period?

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): (a) The position of Inter-corporate Circular Debt as on09/07/2012 is as under:—

    (b) The major portion of inter-corporate circular debt emanates fromthe non-payments by PEPCO and KESC to IPPs, OMCs and oil refineries. Thefollowing measures have been taken by Government of Pakistan to control thecircular debt.

    i. Federal Government transferred bank loan liabilities of Rs.216 billion(as of 30-06-2009) and Rs.85.114 billion from the books of powercompanies and placed these amounts with the Power Holding (Pvt)Ltd (PHPL).

    ii. Power sector was allowed to transfer cost of power to the consumersthrough tariff increases of 6%, 12% and 6% in three quarters on 1stJan, 1st April and 1st October, 2010.

    iii. During financial year 2010-11, Finance Division released Rs.65 billionas well as Rs.120 billion as tariff differential subsidy to PEPCO overand above the budgetary allocation to overcome its operationalshortfall and circular debt.

    iv. An amount of Rs.464.018 billion on account of tariff differentialsubsidy was released to PEPCO during FY 2011-12 which includes

    Rs.151.250 billion as tariff differential subsidy and Rs.312.768 billionfor repayment of loans parked with PHPL.

    v. During current financial year (2012-13), tariff differential subsidy ofRs.10 billion has been released to PEPCO.

    vi. With the approval of ECC of the Cabinet, funds of Rs.142 billionwere raised from banks as loan in February, 2012 and paid to IPPsby PEPCO.

    vii. An additional borrowing of Rs.14 billion through SUKUK is beingfinalized for PEPCO/DISCOs to meet their financial liabilities.

    viii. ECC has approved the issuance of TFCs of Rs.82 billion by PEPCOwhich are to be subscribed by OGDCL. This would create additionalspace for PEPCO/DISCOs to discharge its payment obligations.

    (c) There is no direct link between the control of circular debt throughprinting of currency notes.

    @32. *Nosheen Saeed:

    Will the Minister for Economic Affairs and Statistic be pleased tostate:

    (a) whether it is a fact that the Tube-Well Efficiency ImprovementProgramme (TWEIP) initiated and financed by the USAID inOctober, 2009 to save electricity by replacing old inefficientpumping machinery of the agriculture sector with new 24% moreenergy efficient pumping sets has been stopped installation andtesting of pumps by the USAID contractor International ResourceGroup (IRG) since 30th June, 2012;

    (b) whether it is also a fact that approximately 2400 pumps havebeen replaced out of 11000 pumps as announced by US, ForeignMinister. Hillary Clinton especially gifted for farmer communityof Pakistan and provided/installed by the USAID on 50% subsidyto farmers with extra water capacity on less power consumption;

    (c) if answers to part (a) and (b) above are in affirmative, the timeby which said project will be restarted to replace the remainingold inefficient pumping sets?

    Minister for Economic Affairs and Statistic (Dr. Abdul HafeezSheikh): (a) Yes, the Tube-well Efficiency Improvement Program (TWEIP) fundedby USAID will officially stop on June 30, 2012 with no future allocation of fundingto reopen.

    (b) The TWEIP project did not reach its estimated target of 11000 pumpreplacements, but did achieve its goal of reducing MW from the power grid.USAID has no future allocation of funding to reopen or restart this program.

    (c) The TWEIP project closed on 30 June 2012 and USAID has nofuture allocation of funding to reopen or restart this program. Objectives of theprogram were achieved but USAID and other donors have not been contacted todetermine a willingness to continue with program funding.

    65. *Mrs. Shagufta Sadiq:

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state the year and company-wise total amount of taxescollected from each mobile company in the country during the lastfive years alongwith the details thereof?

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): Details of year and company-wise amount of tax paidon declared income by the mobile companies is attached as Annex-A and detailsof year and company-wise amount of tax collected as withholding agent by themobile companies is attached as Annex-B.

    66. *Mrs. Shagufta Sadiq:

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

    (a) whether it is a fact that the prices of fuel decreased during thelast six months;

    (b) if so, the effect on price hike of edible items registered in thecountry due to decrease in the said prices?

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): (a) Yes, petrol and diesel prices have been decreasedby 10 percent and 5.9 percent respectively during last six months i.e. February2012 to July 2012.

    (b) The decline of 10 percent in prices of petrol and 5.9 percent indiesel prices during the last six months contributed 0.20 percent and 0.01 percentrespectively to the overall general price level. Prices of tomatoes, onion, red chilies,wheat, wheat flour and eggs etc. experienced a larger decrease in their prices overthe last six months due to various factors including reduced oil prices andtransportation cost.

    67. *Ms. Shireen Arshad Khan:

    Will the Minister for Interior be pleased to state the year-wise totalnumber of prisoners handed over to India, Afghanistan and Iranduring the last five years, till date alongwith the reasons thereof?

    68. *Mrs. Fouzia Ejaz Khan:

    Will the Minister for Interior be pleased to state:

    (a) whether it is a fact that high fares are being charged from thecommuters by the transporters in Islamabad; If so, the reasonsthereof; and

    (b) whether there is any authority responsible to check/control thesaid fares; if not, the reasons thereof?

    Minister for Interior (Mr. A. Rehman Malik): (a) It is not true thathigh fares are being charged from the commuters by the transporters. The faresare being charged by the transporters as has been fixed by this Administration on06-07-2012 vide Notification No.5(12)- Law/2006-2565.(Annex-A).

    (b) Secretary, Islamabad Transport Authority and Islamabad TrafficPolice is responsible to check the fares of the public transport in ICT.

    69. *Ms. Nighat Parveen Mir:

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

    (a) whether it is a fact that the Federal Board of Revenue (FBR)has failed to collect Income Tax and General Sales Tax (GST)fixed for the year 2011-2012;

    (b) if so, the reasons thereof?

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): (a) FBR collected Rs. 740.5 Billion in Income Taxagainst target of Rs. 745.1 Billion and collected Rs. 835 Billion (which includes24 billion collection by SRB) in Sales Tax against target of Rs. 852 Billion.

    (b) Prevailing energy crises, law and order situation and floods haveslowed down the overall economic activities in the country. These are the mainreasons for shortfall in collection. Despite all these issues FBR has still managed tocollect 99.4% of the assigned target of Income Tax and 98.04% of the assignedtarget of General Sales Tax. It is worth mentioning that during this financial year(2012-13) roughly Rs. 1.0 Billion were collected daily by FBR in excess of itscollection during the last Financial Year.

    70. *Ms. Nighat Parveen Mir:

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

    (a) whether it is a fact that the Government borrowed Rs.308 billionthrough Market Treasury Bills (MTB) during July, 2012;

    (b) whether it is also a fact that the Government can only borrowup to the target of Rs.225 billion;

    (c) if the answers to part (a) and (b) above are in affirmative, thereasons thereof?

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): (a) No.

    (b) No.

    (c) Nil in view of reply to (a) and (b) above.

    71. *Sheikh Salahuddin:

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to refer to Starred Question No.100 replied on 12th July,2012 and to state whether there is any proposal under considerationof the Government to use Computerized National Identity CardNumber as National Tax Number; if so, when it will be implemented?

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): (a) There is no proposal under consideration at themoment to use Computerized National Identity Card as National Tax Number.

    (b) In view of above, there are no implementalion delails involved in thematter.

    72. *Sheikh Salahuddin:

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

    (a) whether there is any proposal under consideration of theGovernment to place the statements of General Provident Fundof the Government employees on website of the AccountantGeneral Pakistan Revenue (AGPR), Islamabad;

    (b) if so, when it will be implemented alongwith the present statusthereof?

    (a) whether it is a fact that inordinate delay is being made in theissuance of new passports in the country; if so, the reasonsthereof; and

    Minister for Interior (Mr. A. Rehman Malik): (a) There is no extraordinary delay in issuance of passports. Due to Umrah season receipt of passportapplications has increased and issuance of passports was slightly delayed only for2 to 3 days. Presently there is no delay in issuance of passports.

    (b) The Passport Production Facility remains operational on holidaysand extra shifts are also arranged on daily basis to adhere to the prescribed deliveryschedule of passports.

    74. *Ms. Parveen Masood Bhatti:

    Will the Minister for Interior be pleased to state:

    (a) the year-wise scanners purchased during the period from1-1-2002 till date;

    Minister for Interior (Mr. A. Rehman Malik): (a) Since, 1st January,2002, only two Mobile Scanners have been purchased from China in December,2009.

    (b) These scanners were initially installed near Golra Toll Plaza, andRawat Toll Plaza, sites in Islamabad respectively during May/June, 2010.Later on, one Mobile scanner installed at Golra Toll Plaza Site has beenshifted / given to Pakistan Rangers, Sindh Karachi in October, 2011 due tocritical law and order situation in Karachi. The second one is under the use of 1CTPolice near Golra Toll Plaza Site as stated above.

    (c) As far as their benefits performance is concerned it is sated that thepurpose of installation of these scanners is for training and demonstrationand as per reports of ICT Police, since the date of installation around 4000trucks were checked / inspected, the performance of NVIS system(Scanners) remained ineffective. Scanners have not detected any bannedsubstances i.e. arms, ammunition, explosives, narcotics etc.

    However, as per performance report submitted by the DG Rangers Sindh,Karachi some technical weakness were observed but overall performanceof these scanners are satisfactory.

    75. *Malik Shakeel Awan:

Rehman Malik): (a) Frontier Corps(KPK/Balochistan) and Pakistan Rangers (Punjab/Sindh) are border securityforces who carry out anti-smuggling coordination, when such powers are delegatedto them by FBR through issuance of special SRO. Earlier Custom Powerswere entrusted by FBR to above CAFs only from 1-12-2010 to 30-6-2011(Annex-I), which were further extended upto 30-6-2012 (Annex-II).     • Frontier Constabulary and Gilgit Baltistan Scouts has not beendelegated the powers of anti smuggling.

    (b) Responsibility of checking of different items being imported/exportedand smuggled through entry point Wagha/Attari as well as though Samjhota Expresstrain rest with Customs authorities. However, no worthwhile smuggling is reportedthrough this route so for. More so, since erection of fence all along the borderbeing guarded by Pakistan Rangers, the ratio of smuggling is very less due toeffective checking by establishing Naka’s patrolling duty and observation posts.

    Pakistan Coast Guards was authorized legal powers of anti smugglingduties under Sec 6 of Custom Act 1969. These customs powers were withdrawnfrom PCG on 23 July, 2005. Due to withdrawal of custom powers from PCG,smuggling of various items especially Iranian diesel is increasing at Pak Iran Borderand RCD Highway.

    However, these FE Reserves decreased and stood at $15.28 billion atthe end of FY12. It is $15.6 billion, on August 2, 2012. Decrease was primarilyon account of financing of Current Account Deficit & repayment of $1.3 billion toIMF.

    Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

    (a) whether it is a fact that Securities and Exchange Commissionof Pakistan (SECP) is the regulator of corporate sector otherthan banking sector; if so, the mandate of SECP to regulateInsurance companies working in the country;

    (b) the procedure being adopted by the SECP to protect the rightsand solve the grievances of consumers of such insurancecompanies;

    (c) whether it is also a fact that a hefty amount is being chargedfrom the policy holders when it is discontinued before its maturity;if so, the justification thereof; and

    (d) the steps being taken by the SECP to frame consumers friendlyrules and regulations for such insurance companies?

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): (a) Yes. The SECP also regulates insurance companiesand insurance intermediaries.

    (b) The SECP supervises / enforces an insurance regulatory frameworkwhich seeks to protect the rights of insurance policyholders by addressing thefollowing aspects.

    Protection of the riahts of policyholders

    (i) Prior approval of the Commission is taken in respect of life insuranceproducts before being offered to public.

    (ii) insurance companies are required to train their agents and to observemarket conduct rules & regulations.

    (iii) Provision of free look period of 14 days in which policy holdershave option to cancel the policy without bearing any charges exceptmedical expenses.

    (iv) Financial health of the insurance companies is ensured throughminimum paid up capital requirements, risk-based solvency margin,investments regulations, reinsurance and other relevant requirements;

    Solving the grievances of policyholders

    (v) Establishment of the Federal Insurance Ombudsman Secretariat, forthe smooth and instant redresser of the grievances of thepolicyholders. The Insurance Ombudsman has been appointed bythe Federal Government based in Karachi.

    (vi) Formation of Insurance Tribunals in the provincial capital cities ofSind, Punjab, Baluchistan and Khyber Pakhtunkhwa.

    (vii) Every insurance company is also required to operate a complainthandling cell to redress the policyholders grievances.

    SECP has set up Supervisory & Enforcement Functions to implementthese laws.

    (c) No. Life insurance is a long term financial protection and savingsvehicle ranging typically over 10 to 30 years or even above. If a customer surrendersor encash its insurance policy after a reasonable period, say after 10 years, thenhe gets much more than his total premiums paid during the past ten years in additionto enjoying financial protection during that period. However, since life insurancebeing a long term contract, does not generally pay cash value during first twopolicy years and this has been allowed by Section 90 and 93 of the insuranceOrdinance, 2000. This is in line with international practices due to a financialcharacteristic of life insurance industry which is called the new/business strain i.e.the cost of underwriting new business is more than the first year premium.

    (d) SECP has evolved a regulatory framework addressing the followingaspects to make the laws consumer friendly:

    (i) No life insurance product can be sold and/or marketed unlessapproval is given by the Commission. This enables the commissionto examine the products from consumer friendly aspects.

    (ii) A free look period of fourteen (14) days has been granted to theinsurance policyholders whereby the policyholder can cancel a lifeinsurance policy and the insurer is liable to refund the entire premiumback to the policyholder without deduction of any expense exceptfor medical expenses.

    (iii) The Commission has issued Bancassurance guidelines, life insuranceillustration guidelines and several circulars for the protection ofinsurance policyholders. The Commission is in the process of devisingregulations for the unit-linked insurance policies sold by life insurersin the country which will further strengthen the role of the SECP toprotect the rights of the insurance policyholders.

    (c) whether it is also fact that neither rights of the account holdersare protected nor bank has given guarantee to the accountholders to discontinue the Insurance policy prior to its maturityat any stage; and

    Minister for Finance, Revenue and Planning and Development (Dr.Abdul Hafeez Sheikh): (a) Allied Bank Limited (ABL), and Eastern FederalUnion (EFU) Life Assurance Limited have entered into Bancassurance AgencyAgreement on 14th November 2008. According to the agreement EFU hasappointed ABL as agent for distribution of Bancassurance Products exclusivelydesigned for ABL on payment of commission to ABL being agent of the InsuranceCompany.

    (b) State bank regulates the affairs of banks under the provisions ofBanking Companies Ordinance, 1962 which authorize the banks to offer suchinsurance products to their customers, acting as agent of the Insurance Company.Specifically, under Section 7 (1) (b) of BCO, 1962, banks may act as agent forany Government or local authority or any other person or persons; the carrying onof agency business of any description including the clearing and forwarding ofgoods, giving of receipts and discharges and otherwise acting as an attorney onbehalf of customers, but excluding the business of a managing agent or-treasurerof a company. Security Exchange Commission of Pakistan (SECP) has also issuedGuidelines in 2010 for offering of Bancassurance products. In this arrangementBank/DFI acts as a corporate distribution agent and sells Bancassurance productsto its customers and receives commission against services rendered on behalf ofthe Insurance Companies.

    (c) ABL is working as a distribution agent of these products which arenot guaranteed or insured by Allied Bank. Insurance is a long term arrangementfor minimum 10 years and investment returns are assumed on these basis. At thetime of signing of policy documents (Proposal form, Personalized Illustration &Auto Debit Authority) the Customer gives his consent by signing the terms andconditions of the Policy. However, policy cannot be discontinued by the insurancecompany without any valid reason. In case the Bank & insurance company do notremain in Bancassurance agreement at any point in time, then insurance companyis bound to continue the policy in its own capacity and directly deal with thecustomer during the policy period till its maturity.

    (d) Customer can cancel the policy within 14 days free lookup periodfrom the date of issuance and get the full amount invested in policy. After theexpiry of free lookup period the cash value of the units is paid to Customer as perthe terms & illustrations duly reviewed and signed by the customer.

    Reasons for slow GDP growth are:

    3. Energy crisis and law and order situation affected investment andperformance of manufacturing sector.

    (c) Government of Pakistan has approved and started implementing acomprehensive strategy for economic growth i.e. Framework for Economic Growth

    to enhance growth potential in the long-run, implementation material has beenshared with all stakeholders.

    - Incentivizing farmers to produce more by ensuring right pricing andtimely availability of inputs. Support price of wheat was revised upthree times from Rs. 625 in 2008 to Rs. 1050 in 2011. This strategypaid dividends in the shape of substantial rise in wheat productionand surge in cotton output. During financial year 2012 wheat andcotton output is estimated at 23.6 million ton and 13.6 million bales,respectively.

    - Unclog the inter-corporate circular debt to enhance supplies to theeconomy. An one-off payment of Rs. 391 billion has been made toease out circular debt during 2012. In the short-run impact isinsignificant but will pay the dividend in the long-run.

    - The Finance Division has been undertaking an exercise to appointprofessional Boards of DISCOS.

    - Efforts towards fiscal consolidation to release more resources forthe private sector investment.

    - Growth is one aspect of development but the government is trying toimprove distribution of fruits of growth to deprived segments also.

    BISP is providing much needed relief to over 4 million recipients includingIDPs, flood Affectees and bomb blast victims all over Pakistan and disbursedRs. 108 billion to its recipients till March 2012. The number of recipients is expectedto rise to 7 million once the nation-wide poverty scorecard targeting survey iscompleted.

    During last four years i.e. from fiscal year 2008-09 to 2011-12, anallocation of Rs. 1434.0 billion (revised Rs. 1052 billion) was earmarked for thedevelopment projects including foreign assistance of Rs. 160.0 billion under federalPSDP. An amount of Rs. 72 billion was also earmarked for undertakingreconstruction and rehabilitation works in earthquake hit areas by ERAA duringthe said period.

    During the course of March 2008 to January, 2012, the CDWP/ECNEChas approved 876 projects with estimated cost of Rs. 3,297.8 billion. The major

    projects approved by CDWP/ECNEC pertain to energy sector (Rs. 1,275.9billion), communication sector (Rs. 765.8 billion), water sector (Rs. 412.0 billion),health sector (Rs. 172.5 billion), agriculture sector (Rs. 150.7 billion), and PhysicalPlanning & Housing sector (Rs. 140.9 billion). The highest priority was accordedto energy sector to meet the demand and supply gap and overcome the existingenergy crises.

    The Federal Government as a policy for regional balanced developmenthas initiated various special development packages like Dera Bughti Package,Kohlu Package and Quetta Development Package in Balochistan, Karachi,Hyderabad, Lyari and Larkana Development packages in Sindh and President’spackage for Khyberpakhtunkhwa and Prime Minister’s Southern PunjabDevelopment Package. Substantial funds have been provided for these packagesduring the said period.

    Smart National Identity Card (SNIC)

    (a) NADRA has planned to launch chip based Smart National IdentityCard for Overseas Pakistanis (NICOP) / Pakistan Origin Card (POC) to facilitateand provide secure national identity document to Overseas Pakistanis. The cardwill have additional security features, usages and is linked with the card holder’sBiometrics. The project will eliminate the fake / forged cards identity theft due tobackup state of art technology.

So far only Media launch hasbeen done and Registration & Issuance Process of Smart NICOP has not begun.The Pre-Operational activities pertinent to Registration, Software developmentand Issuance are work in progress and will be completed in due course of time.

    Yes, the tax evasion for the last four years has been estimated at Rs.13343.286 (M) approximately. (Detail Annex-I).

    CUSTOMS

    Attempts have been made in the past to have reasonable estimate of quantumof tax evasion but such estimates are prone to error because of non-availability ofveritable information, huge size of unorganized sector and non-documentation of

    economy. As such any estimate will not be free from fallacy as it will be based onincorrect statistics.

    (b) INLAND REVENUE

    Following steps have been taken to control tax evasion.

    (i) Establishment of Directorate of Intelligence & Investigation(I&I).

    Directorate General of I & I (IRS) has been established throughwhich thousands of evasion cases have been investigated. Since it isan ongoing process, the Directorate General is pursuing evaders asper available laws.

    (ii) Introduction of Sales Tax Registration Number(STRN)/National Tax Number(NTN)

    Unique allocation of STRN/NTN is also contributing in detectingtax evasion.

    (iii) Third Party Information

    Field offices of FBR also get third party information from Banks,NADRA etc to detect cases tax evasion.

    CUSTOMS

    Various steps are taken on a regular basis by the Customs Wing of FBRand its field formations to control tax evasion, including:

    (i) Improvement in valuation system.

    (ii) Beefing up of Anti smuggling measures.

    (iii) Rationalization of tariff structure.

    (iv) Use of automated clearance systems.

    (v) Strict administrative monitoring of assessment and examination ofimported consignments.

    i. The applicant has tol produce Police Report regarding loss of passport.

    ii. The confirmation of lost passport is obtained from the original passportissiling authority before issue of passport.

    Minister for Finance, Revenue and Planning and Development(Dr. Abdul Hafeez Sheikh) : For the additional qualifications, advance incrementspermissible to the Federal Government employees have not been restored so far.The facility of grant of advance increments was discontinued w.e.f. 1-12-2001 onthe recommendations of Pay & Pension Committee - 2001. Pay & PensionCommittee – 2004 (Annex-I) and Pay & Pension Commission 2009 (Annex-II)also did not agree to the restoration of said scheme. There is no such proposalunder consideration to , restore the facility of advance increments.

    Minister for Interior (Mr. A. Rehman Malik) : (a) As per report ofthe Inspector General of Police, Islamabad, the existing illegal encroachmentsaround the Federal Government Poly. Clinic Hospital, Islamabad are dangerousfrom security point of view and the presence around the premises of the Hospitalcan lead to any untoward incident.

    (b) In the Urban Area, the Licensing Authority for establishing “Kiosks”or “Khokhas” (Huts) is the Directorate of Municipal Administration, CDA.

    (c) CDA is responsible to remove encroachments in the Urban Area ofIslamabad. The ICT Administration / Police provides necessary assistance to theCDA as and when required by them.

    Issuance of CNICs are delayed due to following reasons:—

    (1) Incomplete information provided by the applicants.

    (2) Verification of various documents from concerned departments.

    (3) Record rejected due to various Data verification/Validation checks.

    (b) Applicants are being contacted to visit relevant NADRA centresalong with requisite information / documentary proof for early issuance of theirCNICs. Moreover, NADRA call centers are also working, whereby applicantscan call in to clear minor rejections/objections by providing the required informationand those are entertained.

    Minister Incharge of the Prime Minister’sSecretariat : (a) Yes.A project of construction of road was started by ERRA from Rawalakot to Bagh,Azad Jammu & Kashmir. The details are as follow:—

    (i) The road from Rawalakot to Bagh via Arja, (46 Kms) has beencompleted through Asian Development Bank funding under ERRAsupervised programme of Earthquake Emergency Assistance Project(EEAP) in Azad Jammu & Kashmir.

    (ii) The road from Rawalakot to Bagh via Harigehal (from Rawalakotto Harigehal around 23 Kms) is a Government of Pakistan fundedproject and under construction. As per original contract schedule,the project was to be completed by March, 2012. It was, howeverdelayed because of non provision of requisite funds. The completiondate can be indicated on receipt of the funds. The detail of allocatedfunds is at Annex-A.

    (b) It is true that the contractor has stopped execution of the work dueto delay in payment of his outstanding bills of around Rs. 50 million of (Rupeesfifty million). The outstanding bills will be cleared and project completed on receiptof funds. The matter is being pursued for early provision of funds.

    Will the Minister Incharge of the Prime Minister’s Secreterat bepleased to state:(a) whether it is a fact that the last installments for construction of

    houses have not been released by ERRA to a number of theresidents of earthquake affected village upper Shahother, UCGarlat, Tehsil Balakot and District Mansehra so far; if so, thereasons alongwith the MOU numbers thereof; and

    (b) whether it is also a fact that the last installments have not beenissued by ERRA under MOU numbers 607037 and 590605 to690611; if so, the names and father names thereof alongwiththe time by which last installments will be issued to said affectees?

    Minister Incharge of the Prime Minister’s Secretariat : (a) It is nota fact that the last installment for construction of houses have not been released byERRA to a number of residents of earthquake affected village Upper Shahother,UC Garlat, Tehsil Balakot and District Mansehra. The fact is that 119 affectees(Annex-A) out of total 121 have been paid last installment of Housing Subsidy.Only two affectees have not been paid last installment by Pakistan PovertyAlleviation Fund (PPAF) which had the mandate of execution of Rural HousingPolicy in 34 Union Councils of Earthquake Affected Areas of AJ & K and KPKincluding Union Council Garlat. The reason's for non-release of last installment totwo affectees are as under:—

    (1) One affectee Ms. Zaibunisa D/o Khaista Khan (MoU No. 708110)did not construct her house in accordance with approved seismicresistant design/guidelines. The case was adjudged in the light ofERRA Council's decision in its 11th meeting held on 24-07-2009barring payment of remaining installments in such cases. Thus, she isnot entitled for the last installment.

    (2) The other affectee Mr. Mazhar Hussain S/o Sarwar Sultan (MoU708021) did not start work at lintel level of his house within thestipulated time. As per policy, the affectees falling in such categorywere not eligible for the last installment. However, ERRA Councilreviewed the policy and relaxed condition in such cases. Lastinstallment could not be released by PPAF due to non availability offunds on the expiry of their funding agreement with the donors and

    closure of the Program. He, inter alia, will be paid as and whenfunds are available. The matter is being pursued for early provisionof funds.

    (b) It is not correct that last installments have not been issued by ERRAunder MOU numbers 607037 and 590605 to 590611 in fact, out of eight (8)affectees’ MoU numbers, six (6) (Annex-B) bearing MoUs from 590605 to590609 and , 590611 have already been paid last installment. Nevertheless, lastinstallment was not paid to following two affectees:—

    (1) Mr. M. Javed S/o Said Umar Khan (MoU 607037) who failed toconstruct his house in accordance with approved seismic resistantdesign/guidelines. As per ERRA Council's decision in its 11th meetingheld on 24-07-2009 such cases are not entitled for payment ofremaining installments, and

    (2) Mr. Baidullah S/o Yaseen (MoU No. 590610) due to:

    i. Non completion of roof of his house within stipulated time and

    ii. Non-availability of funds due to expiry of PPAF’s fundingagreement with the donors, and closure of the Program.

    iii. He, inter alia, will be paid as and when funds are available.The matter is being pursued for early provision of funds.
