1. Introductions of the event 1.1 Preamble

The event will take place under consideration of the FIA Sporting Code and its Supplementing, the DMSB Rally-Regulations 2013 (RR) for Automobile Rallies which is in correspondence to the 2013 FIA Regional Rally Championships Sporting Regulations and the general Regulations of the DMSB Event-regulations. Modifications, Alterations and/or Supplementing according to this Regulation will be published in numbered and dated Bulletins. Additional Information of the event will be published in the Rally Guide on the homepage published on 08th August 2013 of the event. The FIA International Sporting Code, the 2013 FIA Regional Rally Championships Sporting Regulations as well as the international Supplementings are available on the FIA Website (www.FIA.com). The DMSB Rally-Regulations (RR) 2013 Supplementings as well as the general Regulations are available on the DMSB – Website (www.DMSB.de)

4.6 Return of entry fee

The entry fee will be paid back in full amount: - if the event does not take place - to teams, which entries are refused

The organizer can pay back the entry fee partial to entrants, who can not start by force majeure.

5. Insurance coverage an exclusion of liability

8. Reconnaissance of the special stages

8.1 Regulations for registration

Every team is obliged to inform the organizer about the number plate of the car used for reconnaissance before the beginning of reconnaissance. The organizer supplies the cars with numbers which have to be fixed on the upper right corner of the wind screen during the whole time of the reconnaissance. The registration of the cars for the reconnaissance is urgent necessary.

8.2 National regulations, the maximum speed on

During reconnaissance the regulations of the German traffic rules (StVO) as well as the traffic authority, especially the maximum speed, must be kept strictly.

Please note that during the official reconnaissance the special stages are not are not closed for public traffic and disturbances building up the special stages may occur.

1. The maximum speed in the village, separate buildings and in the road book marked places is limited to 30 km/h. The adherence of the maximum speed will be supervised. In this case the entry fee will not be refunded.

Any offence against the mentioned provisions will be punished as follows:

In case of third and further offences: No admission to the start. In this case the entry fee will not be refunded.

8.3 Description of the reconnaissance

The times for reconnaissance according to the timetable are obligatory for all participants. Times of reconnaissance are obligatory for all participants. Cars for reconnaissance are optional. The cars must be labelled with numbers for reconnaissance supplied by the organiser.

Reconnaissance with the car used during the event is allowed but only with out starting numbers. If these are already fixed on the car they have to be covered with a large tape (X-form).

. The special stages may only be inspected on Thursday, 10.10.2013 between 12:00 and 16:30 hrs and Friday, 11.10.2013 between 07:00 and 13:30 hrs according schedule.

The schedule for reconnaissance will be published in the Bulletin 1.

The presence of drivers and co-drivers on the special stages before the event will be punished as unauthorised reconnaissance.

The realized reconnaissance before 11.10.2012 12:00 hrs leads to refusal of the entry or leads to non admission to the start.

In this case the entry fee will not be refunded.

The reconnaissance of every special stage is possible maximum two times (circuit courses: one round + exit and one round + exit!). Turning and driving on the SS in opposite direction are forbidden. Number of passages and direction will be observed.

Any offence against the mentioned provisions will be punished (see also Art. 15.2 DMSB RR). 9. Administrative checks

In order to take as little time as possible the following documents have to been shown at the administrative checks:

At the inspection all parts of clothing incl. helmets and if necessary the FIA homologated HANS-System which are used must be shown. The correspondence to appendix L, Chapter III will be checked.

10.5 Sound regulations

According to current sound regulations of the DMSB 2013 (DMSB manual, blue part) 10.6 Special national regulations

Every competition car has to carry a red reflective breakdown triangle. If the car must stop on a special stage this breakdown triangle has to put up minimum 50 m in front of the competition car on good sight place to warn following drivers. Any offence will be punished by the stewards of the meeting.

11. Other procedures and regulations 11.1 Show-Start, regulations and order

Showstart Arena 11th October 2013

16:00 – 18:00

The vehicles drive independent to the specified by the organizer time. It will be groups with 20 vehicles to the predetermined time admitted. The return journey is from the paddock to the arena and back included in the roadbook. In the arena, the team will be introduced and the public and the media will have the opportunity to speak with the drivers, conduct interviews, get autographs, etc. The times will be published in the tent at the celebration hall on Friday, 11.10.2013 at 15:15 clock.

Not used 11.5 Special procedures and activities

11.5.1 Restart after retirement Teams, who failed during leg 1 and do not want to restart to leg 2 have to announce it to the clerk of the course (see program in chronological order - Re-Start after retirement). Retired teams will be classified performance-related by the stewards in the starting order to leg 2.

The starting-times of the restarting teams to leg 2 are subject to acceptance by the scrutineers (see DMSB RR Art. 39.6 – Re-Start)

11.5.2 Test-Wertungsprüfung (Shakedown) A Shakedown (without time-keeping) will take place on Thursday, 10.10.2013 between 16:30 and 19:30 hrs. Announcements for Shakedown have to be done until closing date for entries on the form Registration for Shakedown. Entry fee cost EUR 100,00 for 5 passages, with a drive as a passenger ride from the organizer can be used. Each additional passage costs an additional EUR 20.00 If there are less than 10 teams the Shakedown will not take place. The distance from Service Park to the Shakedown is ca. 0,7 km.

11.5.3 Team classification

The classification of team entries will be calculated according to the ADMV-Rally-Championship scheme. The three highest scores will be added. Winner is the team with the highest sum of points..


11.5.4 Results

The service spaces in the Service Park are limited. Trailer, caravans and not used vehicles have to be parked on the trailer parking area. The entry to the Service Park of the event is only allowed with the competition car with affixed starting number and/or vehicles with affixed plate “Service” on the windscreen. Please hand over the form “Registration Service” with your entry; otherwise there is no right to reserved service space. The normal service space is 60 m². Depended on the numbers of teams and available spaces teams can rent additional spaces, rent per square meter (EUR 3,00). The amount is to pay with the entry fee. To the administrative checks has to be paid the bond for cleaning of the assigned service place (EUR 50,00). The Service Park is opened:

To use minibikes is happened of the own risk of the teams and it is not insured by the organi zer.

The maximal speed in the Service area is 20 km/h. 11.5.6 Environment and cleanness, refuel

The crews are obliged to put a sufficiently large plastic ground sheet (minimum 5 x 2 m) under the competition car as long as service works are carried out on the car. The ground sheet must be sufficiently strong, have no damages and be tight, i.e. impervious to oil, fuel, cooling and brake liquids as well as to battery acid. The service crews must be in possession of oil absorbing materials and have available a container for used oil and brake fluid at any time during the event. Due to official instr uctions, competitors are strongly requested to avoid any pollution of the environment. Any waste, wrapping material, spare parts, empty oil or colour tins, batteries etc. must be collected and given to a waste disposal by the competitors themselves. Used o il must be collected and given to a waste disposal by the competitors themselves. The competitors get 2 waste bags to collect waste, paper and biological waste. These bags must be brought to place available in the Service Park for this purpose. Every team hast o hold available a waste bag (minimum 100 liters). These actions will be observed by marshals. Refuelling of cars is only permitted in the special refuel areas and on the petrol stations which are named in the ROAD BOOK. Fuel may only be filled in f rom authorized canister with adapted filling tube or eligible hopper. Any infringement of these regulations, especially impureness will be reported to the Stewards of the Meeting who may inflict penalties. The bond will be forfeit. Violations will be punished general with a fee of EUR 500,00.

11.5.7 Team data card To each team will be sent the team data card with the entry forms. This document must be given back filled at latest to the administrative checks. This one contains information about contact persons and accommodation of the team during the event etc.

11.5.8 Optional checks If teams wish to take part on the optional administrative checks and scrutineering please mark the field “optional checks” in the entry form. Otherwise the participation on t he optional checks can not be guaranteed.

The organizer reserves the right to modify the present regulations or itinerary if considered necessary of force majeure safety reasons or upon instruction of the authorities or to cancel the event or parts of the event free of all damages (especially rebate of travel costs and/or costs for hotel, rebate of entry fee etc.), intention and gross negligence excluded.

11.10. Participants who have parked their cars in the Parc fermé have turned, have until the end of the preliminary results of the notice board be available by mobile phone.

8. Reconnaissance of the special stages

8.1 Regulations for registration

Every team is obliged to inform the organizer about the number plate of the car used for reconnaissance before the beginning of reconnaissance. The organizer supplies the cars with numbers which have to be fixed on the upper right corner of the wind screen during the whole time of the reconnaissance. The registration of the cars for the reconnaissance is urgent necessary.

8.2 National regulations, the maximum speed on

During reconnaissance the regulations of the German traffic rules (StVO) as well as the traffic authority, especially the maximum speed, must be kept strictly.

Please note that during the official reconnaissance the special stages are not are not closed for public traffic and disturbances building up the special stages may occur.

4. The maximum speed in the village, separate buildings and in the road book marked places is limited to 30 km/h. The adherence of the maximum speed will be supervised. In this case the entry fee will not be refunded.

Any offence against the mentioned provisions will be punished as follows:

6. In case of second offence during recconaissance fine is doubled – RR 20.2.4.

7. In case of third and further offences: No admission to the start. In this case the entry fee will not be refunded.

8.3 Description of the reconnaissance

The times for reconnaissance according to the timetable are obligatory for all participants. Times of reconnaissance are obligatory for all participants. Cars for reconnaissance are optional. The cars must be labelled with numbers for reconnaissance supplied by the organiser.

Reconnaissance with the car used during the event is allowed but only with out starting numbers. If these are already fixed on the car they have to be covered with a large tape (X-form).

. The special stages may only be inspected on Friday 11.10.2013 between 08:00 hrs and 17:30 hrs according schedule.

The schedule for reconnaissance will be published in the Bulletin 1.

The presence of drivers and co-drivers on the special stages before the event will be punished as unauthorised reconnaissance.

The realized reconnaissance before 11.10.2012 08:00 hrs leads to refusal of the entry or leads to non


admission to the start.

In this case the entry fee will not be refunded.

The reconnaissance of every special stage is possible maximum two times (circuit courses: one round + exit and one round + exit!). Turning and driving on the SS in opposite direction are forbidden. Number of passages and direction will be observed.

Any offence against the mentioned provisions will be punished (see also Art. 15.2 DMSB RR).

At the inspection all parts of clothing incl. helmets and if necessary the FIA homologated HANS-System which are used must be shown. The correspondence to appendix L, Chapter III will be checked.

10.5 Sound regulations

According to current sound regulations of the DMSB 2013 (DMSB manual, blue part) 10.6 Special national regulations

Every competition car has to carry a red reflective breakdown triangle. If the car must stop on a special stage this breakdown triangle has to put up minimum 50 m in front of the competition car on good sight place to warn following drivers. Any offence will be punished by the stewards of the meeting.

11. Other procedures and regulations 11.1 Show-Start, regulations and order

Showstart Arena 11th October 2013

17:30 – 19:00

The vehicles drive independent to the specified by the organizer time. It will be groups with 20 vehicles to the predetermined time admitted. The return journey is from the paddock to the arena and back included in the roadbook. In the arena, the team will be introduced and the public and the media will have the opportunity to speak with the drivers, conduct interviews, get autographs, etc. The times will be published in the tent at the celebration hall on Friday, 11.10.2013 at 15:15 clock.

11.5.1 Restart after retirement Teams, who failed during leg 1 and do not want to restart to leg 2 have to announce it to the clerk of the course (see program in chronological order - Re-Start after retirement). Retired teams will be classified performance-related by the stewards in the starting order to leg 2.

The starting-times of the restarting teams to leg 2 are subject to acceptance by the scrutineers (see DMSB RR Art. 39.6 – Re-Start)


11.5.2 Test-Wertungsprüfung (Shakedown) A Shakedown (without time-keeping) will take place on Thursday, 10.10.2013 between 16:30 and 19:30 hrs. Announcements for Shakedown have to be done until closing date for entries on the form Registration for Shakedown. Entry fee cost EUR 100,00 for 5 passages, with a drive as a passenger ride from the organizer can be used. Each additional passage costs an additional EUR 20.00 If there are less than 10 teams the Shakedown will not take place. The distance from Service Park to the Shakedown is ca. 0,7 km.

11.5.3 Team classification

The classification of team entries will be calculated according to the ADMV-Rally-Championship scheme. The three highest scores will be added. Winner is the team with the highest sum of points.

11.5.4 Results Are available on the organizers homepage www.rrc-lausitz.de.

11.5.5 Service area

The service spaces in the Service Park are limited. Trailer, caravans and not used vehicles have to be parked on the trailer parking area. The entry to the Service Park of the event is only allowed with the competition car with affixed starting number and/or vehicles with affixed plate “Service” on the windscreen. Please hand over the form “Registration Service” with your entry; otherwise there is no right to reserved service space. The normal service space is 60 m². Depended on the numbers of teams and available spaces teams can rent additional spaces, rent per square meter (EUR 3,00). The amount is to pay with the entry fee. To the administrative checks has to be paid the bond for cleaning of the assigned service place (EUR 50,00). The Service Park is opened:

To use minibikes is happened of the own risk of the teams and it is not insured by the organi zer.

The maximal speed in the Service area is 20 km/h. 11.5.6 Environment and cleanness, refuel

The crews are obliged to put a sufficiently large plastic ground sheet (minimum 5 x 2 m) under the competition car as long as service works are carried out on the car. The ground sheet must be sufficiently strong, have no damages and be tight, i.e. impervious to oil, fuel, cooling and brake liquids as well as to battery acid. The service crews must be in possession of oil absorbing materials and have available a container for used oil and brake fluid at any time during the event. Due to official instr uctions, competitors are strongly requested to avoid any pollution of the environment. Any waste, wrapping material, spare parts, empty oil or colour tins, batteries etc. must be collected and given to a waste disposal by the competitors themselves. Used o il must be collected and given to a waste disposal by the competitors themselves. The competitors get 2 waste bags to collect waste, paper and biological waste. These bags must be brought to place available in the Service Park for this purpose. Every team hast o hold available a waste bag (minimum 100 liters). These actions will be observed by marshals. Refuelling of cars is only permitted in the special refuel areas and on the petrol stations which are named in the ROAD BOOK. Fuel may only be filled in f rom authorized canister with adapted filling tube or eligible hopper. Any infringement of these regulations, especially impureness will be reported to the Stewards of the Meeting who may inflict penalties. The bond will be forfeit. Violations will be punished general with a fee of EUR 500,00.

11.5.7 Team data card To each team will be sent the team data card with the entry forms. This document must be given back filled at latest to the administrative checks. This one contains information about contact persons and accommodation of the team during the event etc.



11.5.8 Optional checks If teams wish to take part on the optional administrative checks and scrutineering please mark the field “optional checks” in the entry form. Otherwise the participation on t he optional checks can not be guaranteed.

The organizer reserves the right to modify the present regulations or itinerary if considered necessary of force majeure safety reasons or upon instruction of the authorities or to cancel the event or parts of the event free of all damages (especially rebate of travel costs and/or costs for hotel, rebate of entry fee etc.), intention and gross negligence excluded.

11.10. Participants who have parked their cars in the Parc fermé have turned, have until the end of the preliminary results of the notice board be available by mobile phone.
