Requesting Organization: Science Mission Directorate (SMD)

1. Task Order Title: Solar Terrestrial Probes (STP) Program Independent Review Team (TRT)

2. Reference: This requirement is pursuant to contract NNLO5AAO1 B, between NASALangley Research Center and Science Applications International Corporation. Rpfer to thecontract Statement of Work, Paragraph 4.0).

3. Purpose, Objective, and Background of Work to be Performed:

3.1 The, Independent Review Team (IRT) for the Solar Terrestrial Probes (STP) shall conducta series of independent reviews of the STP Program and its projects throughout the lifecycles of the projects to’ assess the technical and programmatic plans for accomplishingproject objectives within the framework of the Program objectives as documented in theprogram and project Formulation Authorization Documents (FAD~ and/or ProgramCommitmentAgreement(PCA). The IRT shall perform independent reviews of theanalysis, definition, design, development operations and termination plans for theprojects in the program. During each phase of each project in the program, the IRT shallprovide an independent assessment of the probability of meeting project and programtechnical objectives on schedule and within cost. The IRT shall also assess the projectrisks and measures available to mitigate those risks. The STP program currentlyincludes the following missions: Solar Terrestrial Relations Observatory (STEREO) andthe Magnetospheric Multi-Scale Mission (MMS).

4. Description of the Work to be Performed: The Contractor shall perform the following taskrequirements:

4.1 The contractor shall conduct three types of reviews during the life cycle of the programdepending on the phase of the program and its projects at the time of the review. Thescope and timing of each review shall be detailed prior to conducting each type ofreview. The three types of reviews are:

4.1.1 Independent Assessment (IA) — The contractor shall conduct an IA on anindividual project contemporaneous with the scheduled reviews or milestones orat the request of the Science Mission Directorate (SMD) AssociateAdministrator(AA). The contractor shall report the results of the IA to the AA (and others at hisdiscretion).

4.1.2 Special Reviews — The contractor shall conduct two types of special reviews foreach project in the STP Program.

4.1.2.1 Confirmation Assessment (CA): During project formulation, the contractorshall conduct a CA before the project transitions from Phase A to Phase Band before the project transitions from Phase B to Phase C.

4.1.2.2 During implementation, the contractor shall conduct ~ mission readinessassessment prior to launch.

4.1.3 Independent Implementation Review (llR) — The contractor shall conduct anlAIR contemporaneously With a project’s Critical Design Review, Flight ReadinessReview, or other appropriate project review, if available (approximately annually).

4.2 The contractor shall develop independent life cycle cost estimate (ICEs) in support of thelAs during project formulation.

5. Deliverables:

5.1 Report on consensus findings of the IRT panel after each major Program or missionreview

6. Government Furnished Items: None.

7. Other Information Needed for Task Performance: The following are anticipated taskingswhich may be added to this task qrder by modification at a future date. At this time, they areincluded for informational/planning purposes only and should not be included in the costproposal:

7.1 The contthctor may be required to conduct additional reviews (in addition to the reviewsdescribed in paragraph 4), but the content is not yet defined. The scope, requirements,and schedule of these reviews shall be established prior to each review. The team shallevaluate the following, as a minimum:

7.1.1 Progress against technical development plans and technical performancemetrics;

7.1.2 Progress against risk areas and adequacy of risk management plans;

7.1.3 Compliance with current, signed FAD and/or PCA;

.7.1.4 Adequacy of budget (total and phasing) and schedule, including adequatereserve allocations (financial and schedule);

7.1.5 Adequacy of workforce plan;

7.1.6 Adequacy of facilities usage plans;

7.1.7 Compatibility with NASA policy and procedures (NASA Strategic Plan, NPD7120.4B, NPG 7120.SC, etc.); and,

7.1.8 Additional objectives based on the state of the program.

7.2 The contractor may be required to conduct other special assessments (in addition to therequirements described in paragraph 4.1.2.2) may be required upon request.

7.3 The contractor may be required to develop an ICE to support other SMD requirements(in addition to the requirements described in paragraph 4.2). The scope of theseestimates will be determined at the time of request.

Summary of Changes

The period of performance is extended from 31 May 2006 to 31 May 2009 at the Contractor’s request and atno additional cost to the Government. This no cost extension is due to scheduling delays with the MMSmission. Consideration for this extension is not appropriate.

2. In accordance with Paragraph B.4, of the Basic Contract (NNLO5ARO1 B), FAR 52.232-22 applies at the TaskOrder level. In accordance with this clause, NFS 1852,232-81 as previously incorporated in NNLOSAB41T isrevised to read:


(a) For purposes of payment of cost exclusive of fee, in accordance with the Limitation of Funds clause, thetotal amount allotted by the Government to this Task Order is - .
