BRIEF DESCRIPTION OF THE GOOD PRACTICE

LCC I s one of the local authorities in Zambia. It was elected to become a COE in relation to good governance and gender policy at the local government association summit in July 2012. during this year a number of activities were undertaken in relation to sex and reproductive health HIV and ADIS. These include

Construction of clinics and maternity wards in different wards using the CDF fund

Purchasing of an ambulance at chingwereclinic

Distribution of male and female condoms in the 7 departments at Lusaka city council

participation in the march past by the HIV/ADIS support group on world ADIS day.

Training of 220 zone leaders on the basics of gender and HIV/ADIS


WHAT IS THE PROBLEM BEING ADDRESSED? WHY?The workshop for the 220 zone

leaders was responding to the increase in the number of gender based violence cases in the country and HIV/ADIS in Lusaka. the workshop helped the zone leaders to understand the basics of GBV and HIV/ADIS.

The purchase of an ambulance at chigwere clinic was a move in trying to respond to the inadequate number of ambulances in Lusaka district .Lusaka district had only two ambulances and

PROTOCOL TARGET ACTIONS

Adopt and implement polices and programmes to address the mental , sexual and reproductive needs of women and men

DESCRIBE YOUR TARGET GROUP All departments at Lusaka city

council and the residents of Lusaka especially women . At least two representatives from each department were seconded for the gender training and to be part of the HIV/ADIS celebrations .

All zones leaders were trained to ensure that the concept of gender mainstreaming was under stood at grassroots level. The other concept that were inculcated were HIV /AIDS concept .


OBJECTIVES

To sensitise 220 zone leaders HIV /AIDS and gender mainstreaming

To increase and improve health facilities in Lusaka so that women can have easy access to good health e.g. construction of a clinic in Libala

To support HIV /ADIS patients at L.C.C e.g. a budget was allocated for HIV/AIDS activities

To reduce the number of new infections the organisation

PROCESSIn the 2012 LCC budget the process of gender mainstreaming was

not included despite this top management and local agreed to facilitate the process in that year

One of the female councillors was selected as a gender champion (cllr Maggie).

in this year a work shop on HIV/ ADIS was held in January were 220 zone leaders were trained .

in 2013 different community members identified the need to improve health facilities . The CDF committee presented projects to DDCC for approval they were approved and implemented e.g the procurement of an ambulance and construction of a maternity ward.

on the basics of HIV/ADIS and gender mainstreaming

Construction of clinics and maternity wards

Distribution of condoms in all departments

Participation in the march past for the world ADIS day


KEY OUTPUTS (MATERIALS ETC.) The sensitisation

workshop to train the zone leaders was held on 23rd January 2013

A gender action plan was formulated during the 3days workshop in November

Construction of a clinic and procurement of an ambulance

KEY OUTCOMES (MAIN RESULTS)

There has been a change in attitude among the residents and

zone leaders and members of staff who have been trained

towards GBV and HIV/ ADIS .

There has been a decrease in child mortality rates and maternal

rates because of the construction of clinics, maternity awards

and procurement of an ambulance .


LESSONS LEARNT

The sensitization workshop on HIV /ADIS and gender

mainstreaming was a good idea . The lesson learn was that there was need foe sensitization at grass root level with the implementation of the decentralisation policy. The ward plans were not addressing the gender and HIV/ADIS related issues.

The other lesson learnt was that when identifying needs in the communities it was better to involve community members . This would help the community members to have a sense of ownership ounce the project was implemented using the Community Development Funds .


WAY FORWARDThese activities should be replicated to other councils . They are

sustainable because they have a budget allocation and council has an HIV/ADIS policy . They will also continue because of the council structures in the communities. Where the council has three levels which are the zones(the lowest level ), the wards (the second level ) and the constituency ( the highest level). So far training has been done at zone level. From the zones that’s were members of the WDC are selected to represent community members at that level.

Council has a total of 33 councillors and these will be trained in gender mainstreaming and HIV/ADIS. This will concede with the 5 year plan for the ward development plans because the councillors from 28 wards are yet to develop the ward plans

When new councillors are elected they will be trained to ensure continuity
