The Process

• Surveys of Councils (6 growth area councils) • Targeted interviews

• MAV/CIC • GAA • DPCD • AER • 7 additional councils

• Ironbark experience and knowledge

What we found – Energy reduction priority

Established Councils 1. Bulk Change Standard lights

(60% of lights) 2. Efficiency program for off

street and decorative lighting (15% of lights)

3. Efficient policy and guidelines

Growth Area Councils 1. Efficient policy and guidelines 2. Bulk Change

a. Standard lights (30-50% of lights)

b. Decorative street lighting (25-50% of lights)

3. Efficiency program for off street lighting (10% of lights)

Energy reduction – policy and guidelines !

!Growth past 10 yrs 0.0% (Ausgrid) to 2.9%(CitiPower/Powercor)!!25-30,000 new lights pa. nationally!!Policy and guidelines!

1.  Provide guidance for lighting in streets (new installs and for replacement programs)!

2.  Performance criteria for lights and poles!

3.  The use of timers and other control devices!

4.  Installations in car parks, parks, sports facilities, pathways etc.!

Bulk change for decorative lighting – Replacement options

For residential streets the three most prevalent upgrade options involve: 1.Replacement with a side entry standard luminaire (where the pole allows) 2.The complete replacement of the decorative luminaire with a 42-Watt Compact Fluorescent version that is aesthetically similar/identical 3.The ‘retrofitting’ of the current luminaire with new internal components that allow it to be fitted with a 42W Compact Fluorescent lamp

Currently 23% of decorative lighting types can be retrofitted

This will change

Bulk change for decorative lighting – Process

1. Business Case (may include some mapping) • Approx costs - $250-600 retrofit, $700-1200 replacement

2. Funding 3. Prepare 4. Procure 5. Manage 6. Finalise

Same process for Standard lighting bulk change

Page 36: NAGA Street Lighting Project - Ironbark Sustainability · NAGA Street Lighting Project 1. Waste Issues Involved with a Street Lighting Changeover 2. Energy Efficiency in Growth Area

Energy reduction – off street lighting

• Mapping and audit ($15-40,000) • ID’s $100-1m of efficiency projects • Around 7-12 yr payback

• Depends upon condition of assets • Relies upon good policy/guideline backup

Future trends in growth areas

• Fewer decorative lights in new estates • Removal and reduction of current decorative stock (long term) • Collective purchasing of bulk changes • Current funding is accelerating bulk replacements

• Improved budgeting for replacement of assets • Eliminating or rationalising decoratives

Page 40: NAGA Street Lighting Project - Ironbark Sustainability · NAGA Street Lighting Project 1. Waste Issues Involved with a Street Lighting Changeover 2. Energy Efficiency in Growth Area

Recommendation – Energy Efficiency and contestability

Systematically plan for street lighting efficiency 1. Bulk change (standard and decorative as relevant) 2. Policy/guidelines 3. Off street lighting

Group procurement and planning (aka MAV process)

Full contestability where it can be achieved (i.e. bulk change) Watch and wait for maintenance contestability

Improved asset management for decoratives (budget, elimination, rationalisation)

• $36 million went to council applications • $11 million went to council street lighting retrofits

• However the most important figure is $160 million.

What about LEDs?!

1. Keep your eye on the ball. Don’t be distracted by silver bullets but stay grounded in reality.

2. Take the emotion out of it. 3. Remember this is not the last decision council will

ever make in regards to lighting. 4. Don’t fight with the umpire. 5. Be strategic; be sensible; get advice when you

need it.
