1 GENERAL

1.1 INTRODUCTION

This project forms part of the New South Wales State Government’s ongoing programme to upgrade the Pacific Highway in order to improve the capacity and safety of this important road corridor. The Pacific Highway is a regional road managed and maintained by the Roads and Traffic Authority of New South Wales (RTA). It is a main road connection between the F3 Freeway and Gosford through the Central Coast and is also an integral part of the local road network for travel between the towns and townships in the area.

The New South Wales State Government has provided funding to upgrade the highway to a four-lane urban arterial road in stages between Narara and the F3 Freeway. The underlying objective is to improve safety and travel times of this local transport artery.

Stage 3 is a 2.4km section of the highway between the intersection of Railway Crescent and the Pacific Highway at Lisarow and, proceeding north, finishes just prior to the Glen Road intersection at Ourimbah. This section of the Pacific Highway is an undivided dual carriageway, with no formal cycleway/footpaths. For most of the eastern edge it is bound by the Main Northern Rail Line. The western edge is semi-rural in character comprising a mix of house frontages and rear fences interspersed with pockets of green open space and mature established trees.

The project has recently been divided into stages 3A and 3B and this division is shown below in Figure 1.1.2 The route context and analysis and resultant concept design objectives and principles remain common to both sections.

1.2 PURPOSE OF THIS REPORT

Prepared by HBO+EMTB Urban & Landscape Design Pty Ltd, this Concept Design Report provides the urban and landscape design vision and objectives which will be used to set agreed objectives and principles with the RTA and is intended to guide the designers during the development of the detail design and construction of the upgrade, ensuring a consistent urban and landscape design approach with previous and future highway upgrades.

The Concept design report also provides background information and contextual analysis, general descriptions, and explanations of the design ideas and rationale.

The needs of project stakeholders are to be incorporated and captured for the purposes of the REF. The project stakeholders include:

– Wyong Shire Council (WSC);

– Gosford City Council (GCC);

– Public Utility authorities;

– Railcorp;

– Bus operators;

– Police, ambulance, and rural fire and rescue services; and

– Local environment and community groups.

This report has been prepared in consideration of the community consultation process, review of relevant literature, engineering concepts, aerial photos, a detailed site inspection and a review of the RTA proposed concept design.

1.3 REPORT STRUCTURE

The report is made up of the following sections;

1.5 PROJECT DESCRIPTION

The Pacific Highway is being progressively upgraded and is intended to improve the traffic capacity and driver safety; the driver and pedestrian experience; and capacity to support economic development and residential growth of the region. The Stage 3 upgrade between Railway Crescent, Lisarow and Glen Road at Ourimbah is approximately 2.4km in length and has been split into two subsections. Stage 3A and Stage 3B. For the purposes of the report these sections have been combined and noted where works have been placed on hold. Stage 3A is approximately 1.8km in length and stage 3B is approximately 550m in length.

The upgrade seeks to address the following major issues of the existing situation which include:

– Lack of sight distance at Railway Crescent intersection;

– Congestion during peak hours;

– Uncontrolled vehicle access from adjoining properties;

– Drainage and flooding issues;

– Lack of pedestrian, cycle and bus facilities; and

– An undivided dual carriageway which has a higher potential for crashes to occur.

The proposed upgrade between Railway Parade and Glen Road will incorporate the following features:

– 2.4km long four-lane carriageway with median separation;

– Shared pedestrian/cycle path on the western side of the alignment;

– New signalised intersections at Railway Crescent, Ourimbah Street, Teralba Street and Walmsley Road;

– Provision of formalised bus stops (shelters to be confirmed);

– Extension of an existing culvert at Cut Rock Creek ( stn 850-890); and

– Provision of two new dual carriageway road bridges with a combined shared path incorporated into the western bridge at Cut Rock Creek ( stn 1670-1750)

– Two new bridges on the Pacific Highway over the railway at the Railway Crescent intersection. ( Stage 3B design still to be confirmed)

– Reconfiguration of existing service roads

– Reconfiguration of vehicle access to service roads

– Landscaping and re-vegetation

– Fencing

– Street Lighting

– Relocation of utilities

1.6 PROJECT OBJECTIVES

The vision statement prepared by the RTA to guide and develop the Pacific Highway upgrade works is found in the, “Central Coast SH10 Pacific Highway Urban Design Framework – Kariong to Doyalson (2004)” and is;

“To improve the journey experience for current and future users of the Pacific Highway by creating a ‘green’ corridor, with uncluttered design, that recognises and enhances the intrinsic qualities of the natural environment, local built form, historic and cultural settings.”

The Urban Design Framework document serves to ensure that the works achieve consistency and quality within the corridor. The key design principles highlighted in the document with regard to the Lisarow to Ourimbah section of the Pacific Highway are;

“to reinforce the semi-rural character along this section of Highway which provides a strong contrast to both Wyoming and Ourimbah township.”

“to retain and enhance the existing landscape character”

“to use materials and finishes that complement surrounding elements.”

The project aims to build upon these design principles and the overall framework objectives incorporating the information gained from the contextual analysis. The information assembled in the following contextual analysis is used to establish the key attributes of the highway which determine the urban and landscape character precincts and specific site constraints and opportunities. These in turn generate objectives and principles which form the urban and landscape design principles and guidelines for the upgrade works.

2.0 CONTEXTUAL ANALYSIS/CHARACTER ANALYSIS

An analysis of the highway context has been documented to assist in understanding the urban and landscape environment surrounding the highway and the existing conditions of the natural and urban setting. The analysis took the form of a detailed visual survey of the site and a desk-top study. A review of the landscape character and visual assessment has been prepared to document the impacts of the upgrade works, including a Visual Assessment and Mitigation Strategy. The contextual analysis of this report is the basis from which a Visual Assessment is derived.

The contextual analysis records the following:

– Topography;

– Geology and Soils;

– Vegetation Communities;

– Land Use Character and Views;

– Built Elements; and

– Local Access & Circulation.

2.1 GEOLOGY + SOILS

The geology of the area is generally typical of the Central Coast. Based on information from the Department of Conservation and Land Management, the geology of the area has been identified of being made up of three soil units. (ref below1). These are the Yarramalong, Erina and Watagan soil landscapes. These landscapes have distinct landforms and soil characteristics which influence the vegetation and the landscape response of the road.

Yarramalong

Level to gently undulating dissecting alluvial plain on Quaternary sediments in the Watagan Mountains and Erina Hills. Formerly the habitat of the Alluvial Paper Bark Sedge Forests, this area consists of extensively cleared tall open forests for pasture land, housing and infrastructure. The Vegetation Communities associated with the Yarramalong soil landscape within the study area are Sydney Freshwater Wetland in the Sydney Basin Bioregion, and Swamp Sclerophyll Forest on Coastal Floodplain.

Erina

Undulating to rolling rises and low hills on the Terrigal Formation. Rounded narrow crests with moderately inclined slopes. Extensively cleared tall open-forests with open heath land in exposed coastal areas. The Vegetation Community associated with the Erina Soil landscape is within the study area is Coastal Narrabeen Moist Forest.

Watagan

Rolling to very steep hills on fine-grained Narrabeen Group sediments. Narrow convex crests and ridges, steep colluvial side slopes, occasional sandstone boulders and benches. Predominantly uncleared tall eucalypt open-forest with closed-forest in sheltered positions. Whilst not in the project site boundaries the vegetation plays a significant role in providing the treed ridge line vistas which add to the visual amenity of the route.

2.2 TOPOGRAPHY

The site is nestled between ridges of rolling hills to the east and west which form a gently undulating valley plain along which the highway and railway line are located. These distant hills create an attractive background setting to the travel experience.

The topography of the site changes from the southern section of the road which comprises low hills near the Railway Crescent intersection before levelling out to the north into a floodplain.

The highway alignment is roughly parallel Cut Rock Creek, until its confluence with Bangalow Creek.

2.3 VEGETATION

The vegetation of the Pacific Highway corridor is a mix of stands of remnant vegetation, weeds and exotic garden plantings on private properties contributing to the visual character.

The natural vegetation of the region is preserved in creek lines along with isolated remnants within the urban fabrics of the adjoining residential areas. These provide a good basis in determining the likely communities to be used in revegetation works associated with the upgrade.

The remnant vegetation stands and key ecologically sensitive areas have been identified by the Draft Ecological Assessment prepared by Hyder for Stages 3A and 3B – Railway Crescent Lisarow to Glen Road Ourimbah (Sept 2009) This study identifies four vegetation communities:

1) Coastal Narrabeen Moist Forest;

2) Alluvial Paperbark Sedge Forest;

3) Coastal Warm-temperate rainforest, and;

4.) Freshwater Typha Wetlands.

Of the four vegetation communities present in the vicinity of the upgrade, the report describes two of these communities as corresponding to the following endangered ecological communities:

– Alluvial Paperbark Sedge Forest corresponds to the endangered ecological community described as Swamp Sclerophyll Forest on Coastal Floodplains of the NSW North Coast, Sydney Basin and South East Corner Bioregions, and;

– Freshwater Typha Wetlands corresponds to the endangered ecological community described as Sydney Freshwater Wetlands in the Sydney Basin Bioregion.

As much of the study area is cleared, it is necessary to interpolate the communities that may have occurred there previously through an analysis of remnant vegetation, topography and soil types. Indicators such as the low-lying valley floor with alluvial soils and the remnant Melaleuca and Eucalypt species suggest that across the majority of the cleared areas, the Alluvial Paperbark sedge forest intergraded with Coastal Narrabeen Moist Forest on the slightly more elevated ground.

Weed species present in and adjacent to the corridor include Small Leaf Privet, Camphor Laurel, Lantana and Large Leaf Privet, both of which are listed on the noxious weed register and require control activities to be implemented. In addition to these weeds numerous woody weeds are also evident. 2.4 LAND USE CHARACTER + VIEWS

The existing land uses along the edges of the highway corridor affect the visual qualities of the landscape. The land use and zonings comprise low and medium density residential housing, commercial, retail, light industrial and special uses such as churches, and Lisarow Cemetery.

The existing built form character of this section of the Pacific Highway between Narara and Lisarow is predominantly semi-rural with single lot low rise residential areas, clusters of retail activity and some commercial areas located on the fringes of the townships of Lisarow, Narara, Niagara Park and Ourimbah.

The immediate landscape character adjacent to the corridor has vegetated plantings along the western edge. Where residences occur the plantings are more exotic in nature, however two conservation areas of predominately indigenous species also front the alignment.

Two prominent semi-public open space frontages exhibit well established and prominent mature tree plantings of high visual significance. The first stand of trees, a mature stand of mixed eucalypt forest, occurs at the Lisarow Cemetery above the sandstone escarpment at the junction of Dora Street and Railway Crescent.

The second stand occurs at the Lions Club Rest Area on the outskirts of the Ourimbah Township Centre. This is an important community and traveller facility, and the park is bordered along the highway by a double row of avenue planting of well established Camphor Laurel and Liquidamber trees. These provide summer shade, autumn colour and a transition to the entry into the Ourimbah Township Centre.

Along the eastern edge of the alignment the road corridor travelling north, views across the rail corridor with medium height plantings in the foreground with a backdrop of distant ridgeline views. At the outskirts of Ourimbah township a small commercial industrial precinct precedes the station / township centre.

2.5 UTILITIES AND INFRASTRUCTURE

The built elements contribute to, and at times detract from the semi-rural character of the road. The major visual built elements along the highway corridor are the complex network of overhead power lines on both sides of the road corridor. A series of high voltage power lines runs along the western edge of the corridor. Additional infrastructure built elements take the form of a pedestrian bridge over the railway corridor at Teralba Street and two road bridges which carry the Pacific Highway across Cut Rock Creek and the Main Northern Railway Line.

The south western edge of the corridor is bounded in part by multiple property frontages with garden plantings, driveways, letterboxes and front fences. In some instances, where the properties have their frontages facing adjacent streets, a higher rear fence is located at the edge of the road corridor creating a solid visual barrier.

The eastern edge of the corridor is bounded predominately by the Main Northern Railway Line until the outskirts of the Ourimbah township where there is a small section of retail and commercial uses. This section is made up of multiple adjacent land parcels under a sole ownership and is zoned light industrial.
