1358 RECORD OF BOARD PROCEEDINGS (Minutes) The Somerset Independent Board of Education met for the Regular Monthly Board Meeting at 305 College Street, Somerset, Kentucky 42501 at 6:00 P.M. on the 10th day of November, 2015 . I. Call to Order Scott P. Gulock, Chairperson, called the November 10, 2015, Regular Monthly Board Meeting of the Somerset Board of Education to order at 6:00 P.M. Those in attendance were Scott P. A. Approve/Amend November 10, 2015, Board Meeting Agenda 11-15-01 Chairperson Scott P. Gulock requested a motion to approve the November 10, 2015, Regular Monthly Board Meeting Agenda as presented. Jeff L. Perkins made a motion to accept the request of Chairperson Gulock. Gretchen W. Cole seconded the motion. The motion carried.

D. Textbook PurchaseSuperintendent Kyle Lively presented to the Board, as an informational item, a textbook wish list from Meece Middle School. The District plans to order approximately math textbooks for the students at Meece Middle. The Board then will order science books and finish with social studies books. The adoption year is for social studies is 2017.

In accordance with KRS 424.220 it is necessary for the Board to review and approve the Financial Statement & Balance Sheet. Superintendent Lively recommended that the Board review and approve the Financial Statement & Balance Sheet for October 2015. Gretchen W. Cole made a motion to accept the recommendation of Superintendent Lively. Michael W. Hail seconded the motion. The motion carried.

B. Current Bills 11-15-03 Superintendent Lively recommended to the Board that the current expenditures for October 2015, and November 2015, in the amount of $591,614.75 be approved for payment. Jeff L. Perkins made the motion to accept the recommendation of Superintendent Lively. Michael. W. Hail seconded the motion. The motion carried.

1. Change Order 3 – Increase the Storage Room Size

11-15-05 The Board is being requested to approve Change Order #3 for the Somerset Independent Central Office Renovation Project, in the amount of $15,167.55, to increase the room size for storage.

1363Superintendent Lively recommended that the Board approve Change Order #3 in the amount of $15,167.55, as presented by RossTarrant Architects, for Somerset Independent Central Office Renovation Project. Jeff L. Perkins made a motion to accept the recommendation of Superintendent Lively. Michael W. Hail seconded the motion. The motion carried.

2. Change Order 4 – Water Line Size to 2”, Changes Due to Code Office for Fire Vault, and Additional Electrical Items Needed

11-15-06 The Board is being requested to approve Change Order #4 for the Somerset Independent Central Office Renovation Project, in the amount of $ 13,707.60. The sprinkler and domestic water line increase and fire vault changes do to local official added the amount of $10,090.00. Additional electrical items needed, amounted to $2,741.60 and also $876.00. Superintendent Lively recommended that the Board approve Change Order #4 in the amount of $13,707.60, as presented by RossTarrant Architects for Somerset Independent Central Office Renovation Project. Michael W. Hail made a motion to accept the recommendation of Superintendent Lively. Gretchen W. Cole seconded the motion. The motion carried.

3. Change Order 5 – ( CREDIT ) Transformer Allowance Deduction and Deletion of New Fencing

11-15-07 The Board is being requested to approve Change Order #5 for the Somerset Independent Central Office Renovation Project, a decrease in the amount of $ 17,925.98. The transformer allowance deduction based on the electric company is $7,935.98 and the deletion of the new fencing per the owner’s request is $9,990.00. Superintendent Lively recommended that the Board approve Change Order #5, a credit, in the amount of $17,925.98, as presented by RossTarrant Architects for Somerset Independent Central Office Renovation Project. Gretchen W. Cole made a motion to accept the recommendation of Superintendent Lively. Jeff L. Perkins seconded the motion. The motion carried.

B. Approve Contract with Stites & Harbison, PLLC, for Legal Research 11-15-08 In order to retain Stites & Harbison, PPLC, 250 West Main Street, #2300, Lexington, Kentucky 40507 to provide legal research to the Somerset Independent School District, it is necessary for the Board to enter into a contractual agreement by approving a contract. The contract agreement with Stites & Harbison, PLLC shall not exceed $50,000.00. Superintendent Lively recommended that the Board approve the Contract Agreement with Stites & Harbison, PPLC to perform legal research. This contract shall not exceed $50,000.00. Michael W. Hail made a motion to accept the recommendation of Superintendent Lively. Gretchen W. Cole seconded the motion. The motion carried.

Neeley Request Overnight Travel to Louisville, Kentucky, December 13-15, 201511-15-09 The Board is being requested to approve an overnight travel request by the Meece Middle School Y-Club, Cindy Denney, Jennifer Mink, and Shannon Neeley to attend the 2015

Kentucky Youth Assembly (KYA) in Louisville, Kentucky. The cost of the trip will be paid for by the parents of the students attending. All students were given an opportunity to apply for financial assistance provided by the Kentucky YMCA. Students will depart on Sunday, December 13, 2015, at 12:00 (noon) P.M. and

1364return on Tuesday, December 15, 2015, at 4:30 P.M. Sponsors for the event are Cindy Denney, Jennifer Mink, and Shannon Neeley.

According to the KYYMCA:

The Kentucky Youth Assembly (KYA) is a three-day experiential learning conference in which students participate directly in a simulation of the Commonwealth’s democratic process. Acting as Senators and Representatives, students write, debate, and vote on legislation that affects them. As candidates, lobbyists, or members of the media, students experience the rich spectrum of activity that constitutes our political process. As advocates and justices, students argue and judge a legal case in the actual Supreme Court chambers of Kentucky. Officers elected by students serve as Governor, Chief Justice of the Supreme Court, Media Corps Editor in Chief, and other conference leadership positions.

The Kentucky Youth Assembly (KYA) offers students the opportunity to learn about a wide variety of issues, develop critical thinking skills, and articulate their beliefs while engaging constructively with those who hold like and opposing views. Superintendent Lively recommended that the Board approve the overnight travel request by the Meece Middle School Y-Club to travel to Louisville, Kentucky to attend the Kentucky Youth Assembly (KYA), December 13-15, 2015. Michael W. Hail made a motion to accept the recommendation of Superintendent Lively. Gretchen W. Cole seconded the motion. The motion carried.

2. Somerset High School Y-Club, Linda Henderlight and David Akin, Request Overnight Travel to Louisville, Kentucky November 22-24, 2015

11-15-10 The Board is being requested to approve an overnight travel request by the Somerset High School Y-Club, Linda Henderlight and David Akin to attend the 2015 Kentucky Youth Assembly (KYA) in Louisville, Kentucky. The Kentucky Youth Assembly (KYA) is a 3-day experiential learning conference in which students serve as part of a model state government. The Kentucky Youth Assembly (KYA) offers students the opportunity to learn about a wide variety of issues, develop critical thinking skills, and articulate their beliefs while engaging constructively with their peers from around the Commonwealth.

Approximately 40 Somerset High School students will be involved in a variety of roles and activities, including a trip to the state Capitol building.

School bus transportation will be used.

Departure approximately 12:00 (noon) P.M., Sunday, November 22, 2015

Return approximately 4:00 P.M., Tuesday, November 24, 2015

Superintendent Lively recommended that the Board approve the overnight travel request by the Somerset High School Y-Club to travel to Louisville, Kentucky to attend the Kentucky Youth Assembly (KYA), November 22-24, 2015. Jeff L. Perkins made a motion to accept the recommendation of Superintendent Lively. Gretchen W. Cole seconded the motion. The motion carried.

3. Somerset High School Cheerleaders, Emily Whitaker, Kelsey Davis and Alianne Tilley Request Out-of-State Travel to Orlando Florida, February 4-9, 2016

11-15-11 The Board is being requested to approve an out-of-state travel request by the Somerset High School Cheerleaders (8th-12th Grade), Emily Whitaker, Kelsey Davis, and Alianne Tilley to attend the National High School Cheerleading Championship (NHSCC) in Orlando, Florida, February 4-9, 2016, departing

1365at 4:00 P.M. on February 4, 2016, and returning on the morning of February 9, 2016, at 7:00 A.M. This is a very prestigious event and the girls have worked very hard for this opportunity. The students will meet other cheerleaders from across the United States and will be exposed to many learning situations while representing our school.

Superintendent Lively recommended that the Board approve the out-of-state travel request by Somerset High School Cheerleaders to travel to Orlando, Florida, February 4-9, 2016, to attend the National High School Cheerleading Championship (NHSCC). Michael W. Hail made a motion to accept the recommendation of Superintendent Lively. Jeff L. Perkins seconded the motion. Gretchen W. Cole requested clarification on the amount of days students would be absent from school. Mr. Wesley Cornett, Somerset High School Principal, assured Mrs. Cole that the students would be missing Friday, February 5, 2016, and Monday, February 8, 2016, only. Based on the assurance by Wesley Cornett, Somerset High School Principal, the motion carried.

4. Somerset High School Girls Basketball Team, Lindsey Prather, David Akin and Courtney Thomas Request Out-of-State Travel to Hendersonville, Tennessee, December 27-30, 2015

11-15-12 The Board is being requested to approve an out-of-state travel request by the Girls Basketball Team, Lindsey Prather, David Akin and Courtney Thomas, to travel to Hendersonville, Tennessee for a Christmas Tournament, departing on December 27, 2015, and returning on December 30, 2015. Superintendent Lively recommended that the Board approve the out-of-state travel request by the Girls Basketball Team to travel to Hendersonville, Tennessee. Jeff L. Perkins made a motion to accept the recommendation of Superintendent Lively. Michael W. Hail seconded the motion. The motion carried

D. Approve Hopkins Elementary School Santa Workshop and Student Pictures Fundraiser, Beginning December 2015

11-15-13 The Board is being asked to approve a fundraising request by the Hopkins Elementary School’s Parent Teacher Organization (PTO). The PTO is requesting permission to have a Santa’s Shop (students will have the opportunity to buy gifts) and to provide students with the opportunity to have their picture made with Santa. Funds generated will be spent on the students of Hopkins Elementary School. Superintendent Lively recommended that the Board approve the fundraising request by Hopkins Elementary School’s Parent Teacher Organization (PTO) to have a Santa’s Shop and provide students with the opportunity to have their picture made with Santa. Gretchen W. Cole made a motion to accept the recommendation of Superintendent Lively. Jeff L. Perkins seconded the motion. The motion carried.

E. Approve Extended Disability Leave Request

11-15-14 An Evening Custodian, requests the Board to grant an extended disability leave without pay according to Board Policy #03.2234.

The doctor’s statement reflects an excuse from work through the surgical procedure (November 12, 2015), as the employee’s return to work date, however, the evening custodian has requested to remain on unpaid extended disability leave until December 31, 2015. A substitute has been working in his/her position.

1366Superintendent Lively recommended that the Board approve the unpaid extended disability leave from November 5, 2015, through December 31, 2015. Gretchen W. Cole made a motion to accept the recommendation of Superintendent Lively. Jeff L. Perkins seconded the motion. The motion carried.

F. Approve Family Medical Leave of Absence (FMLA) Request, Beginning November 2, 2015, and Ending January 1, 2016

11-15-15 A Family and Medical Leave of Absence (FMLA) is being requested, beginning November 2, 2015, and ending January 1, 2016. Superintendent Lively recommended that the Board approve the request for a Family and Medical Leave of Absence (FMLA), beginning November 2, 2015, and ending January 1, 2016. Michael W. Hail made a motion to accept the recommendation of Superintendent Lively. Gretchen W. Cole seconded the motion. The motion carried.
