We are pleased to present the Kelly Malaysia Employment Outlook and Salary Guide 2011/12, a comprehensive reference tool on the salary

trends, job titles and employment outlook across industries.

The aim of this ‘Employment Outlook and Salary Guide’ is to provide an insight to the latest salary ranges for various positions across industries

in Malaysia through a compilation of salaries and job titles. The salary ranges are indicative of actual transactions between employers and

employees and represent a reflection of the marketplace. The compiled findings are presented in an easy to read format for your reference.

The Malaysian economy registered a growth rate of 4.6 per cent in the first quarter of 2011. The expansion in domestic demand was

supported by higher private sector spending with the Services sector recording a steady growth path by posting 5.9 per cent in this quarter.

Wholesale and Retail, Communication, Transport, Logistics and the Hospitality sub-sectors remained optimistic. In addition, the Finance and

Insurance sub-sector showed favorable momentum (6.8 per cent) mainly attributed by higher loans and insurance premium.

Following the positive economic growth of 4.6 per cent in the first quarter of 2011, employment prospects have improved with stronger

labour demand in various sectors of the economy, in line with the steady pace of growth of the Malaysian economy. Public sector capital

investment was channeled mainly into the transportation, education and industrial sectors. MSC Malaysia is estimated to provide 50,000 total

 jobs and RM 5.5bil investments by 2015 with cloud-based computing services set to become the next engine of growth. The government

is embarking on an innovative digital economy framework that will culminate in the development of a Digital Malaysia Masterplan. By

promoting the growth of Internet penetration and social ICT use, creating integrated and interconnected development in every sector, it is

expected that by year 2020, broadband penetration will extend to cover the whole country which will generate about 3.3 million high-income

 jobs.

Gross Foreign Direct Investment (FDI) amounting to RM7.8 billion were channeled mainly into manufacturing, services and mining sectors.

This provided favorable labour market conditions and continuous demand for talent in the Information Technology, Engineering, Healthcare,

Digital and Telecommunications, Outsourcing, Education, Call Centre and Islamic Banking and Finance sectors.

The ‘Employment Outlook and Salary Guide 2011/2012’ was

initiated to provide our customers with a benchmark of salary ranges

practiced across various industries and positions within Malaysia.

An overview of the employment market is incorporated to providea more detailed insight into the job opportunities across industries.

The information was tabulated during the 4th quarter of 2010 till the

beginning of the 2nd quarter of 2011.

Asia is in a middle of a big growth cycle and the world is starting

to recognize that Asia is where that growth is. With the Economic

Transformation Programme (ETP) reaching a new milestone with a

total RM170.28bil in investment recorded since its launch in October

2010, it is expected to provide the thrust for Malaysia to achieve a

high-income economy by 2020. On a cumulative basis, the ETP has

to date recorded RM220.15bil in gross national income (GNI) and

created 362,396 new jobs. It will form the impetus for the variousindustry and sub-sectors.

Employers are now focusing on employing graduates armed with

knowledge of the profession and competency, who are critical

thinkers and problem solvers with good communication skills within

the sales and marketing functions. Most organizations offer these

fresh graduates lower basic salary and higher performance based

tiered incentives and commission.

Malaysia is viewed as an exemplary nance market hub and has

achieved the status of being recognized as the centre for Islamic

nance in South East Asia. About 30 new banking franchises have

been created and these include locally incorporated foreign banks,

investment banks, Islamic banks and international Islamic banks. This

has intensied the demand for talent.

Expansion in the banking sector is also via the ‘e-equation’ of mobile

and online banking. Providing digital age offerings will redene

customer engagement and relationship management for the banking

industry. This has increased the demand for top line and bottom line

talent pool. There is a huge demand for talent experienced in Islamic

banking offerings and a noticeable increase in management trainee

programs targeting fresh graduates. The war for talent is unrelenting

and will continue for the banking sector. Salary increases of 12%

for mid to senior managerial roles requiring 7 - 10 years industryexperience will continue as competition for talent intensies. The

demand for talent is on the rise for areas such as wealth management,

Islamic nance and investment advisory services. Job creation in the

nance and business services sector accounted for 15,900 jobs.

Malaysia’s Call Centre industry continues to go from strength to

strength and there are over 600 centres. In 2010, a 20 – 25 percent

growth is expected, compared to 17 per cent in 2009, with a market

size of US$27.52 million (RM94 million) and Malaysia’s contact centre

total number of seats is expected to reach 32,470. Call Centers that

are providing outsourcing services on behalf of other organizations

indicated the key type of services they provide are customer service,technical support, sales calls (order taking and tracking), and

complaint resolution.

STAFFING OPPORTUNITIES

Talent with a genuine ability to build long-term, successful,

professional relationships with clients, in addition to selling a productor service are in great demand to keep the business moving forward.

Organizations look for professionals who possess relevant and

transferable skills. As products and services continually evolve and

become targeted to individual customer needs, it is driving higher

demand for Sales and Marketing professionals, especially those at

the mid and senior levels, with the relevant base of technical skills

and knowledge to manage the Brand experience and ensure that

their Brands are market leaders. Mid and senior level talent with a

track record and high performers are in great demand, recording a

15% - 20% increase in salary with attractive commission packages.

With the growth momentum arising from the Service industry, there is

an increase in the hiring of capable and well rounded personnel who

can handle reception, administration and accounting responsibilities.

Administrative, procurement, legal and secretarial workforce who

can handle diverse portfolios and play an active role towards the

company’s growth are in continuous demand.

Demand for customer service people is growing rapidly as employers

move from unproductive old style ofce jobs to the new multi-service

roles. Customer service jobs now equate to people providing valuable

commercial services across a whole industry spectrum. Malaysia with

its pool of multilingual workforce have helped maintained Malaysia’s

foothold in the call centre industry. On average, 85% of agents are

multilingual with English, Cantonese, Mandarin and Hindi as the

most commonly spoken languages. Telemarketers are provided not

 just with training but with benets such as allowances for uency

in languages other than English and Bahasa Malaysia. There is a

growing demand for candidates who can speak Korean, Japanese

and Bahasa Indonesia.

Malaysia continues to be seen as an attractive logistics hub with the

strategic developments and growth supported by the outsourcing

industry. In a bid to increase cost efciency, companies continue to

outsource their logistics and supply chain functions. Salary in this

industry has however remained steady as companies work towards

managing cost efciencies with the increase in petrol prices.

SKILLS AND SPECIALIZATION IN DEMAND

The battle for skilled talents in Malaysia continues unabated. This

shortage of skilled workforce is attributed to the exodus of talented,

professional Malaysians to work and reside overseas, in economically

more advanced countries with attractive pull factors such as higher

income, wider exposure and opportunities, better quality of life

and education for their family. Technical and vocational schools are

currently producing declining number of graduates and quality of

graduates is inadequate. The mismatch of skills set of graduating

students and the rising need to produce employable graduates inprinciple does act as a drag on development and economic growth.

The government is aiming to increase the number of skilled workforce

in the country to at least 40 per cent - targeting 14.5 million workforce

within a period of 10 years. Cooperation between the government

and the private sector will help it achieve the target as more than300,000 skilled workforce needs to be produced annually through

public and private higher learning institutions, polytechnics as well as

public and private training centres.

The Information Communication Technology (ICT) sector will

become the cornerstone for Malaysia’s journey towards achieving a

fully developed high-income economy by 2020 and is expected to

contribute 10.2% to the nation’s gross domestic product by 2015.

In Malaysia, there are over 200 local companies specically focused

in the area of animation, post-production, e-learning, mobile and

creative content and more than 1,900 ICT companies operating

within the MSC Malaysia area, ranging from Internet-based businesssolutions and services providers to software application and services

providers. These companies are offering the services of more than

7,000 skilled and experienced professionals. Technology is one of

the few bright spots in the economy, with jobs growing at double the

rate of job growth over all other sectors.

With the rise in ‘cloud’ technology, there will also be an increasing

demand for ICT professionals with skills in networking, security and

creative multimedia within the next three (3) years. Other stafng

trends include rich Internet applications (an aftermath of Web 2.0)

and mobile development arising from smart phones impact into the

markets. A noticeable increase of 15% - 20% in salary for talent with5 – 8 years relevant IT experience has been steering the employment

market within the Information Technology industry due to the

shortage of highly skilled workforce within this industry.

Within the engineering and technical industry, there appears to

be a noticeable increase of about 15% in salary compared to last

year due to the shortage of talent. Contract stafng has seen an

increase in demand with the implementation of various development

projects, in line with the expected growth of the property and

construction industry between 3.5% - 4% until 2015. With several

strategic developments for long term national growth in place, these

developments are some of the several attractive elements to further

strengthen Malaysia’s global attractiveness in pulling in international

investors and businesses.

HUMAN RESOURCES STRATEGIES

Consider how drastically the world of work has changed over the last

30 years.

1980s: it was about working better – reengineering

1990s: it was about working cheaper – outsourcing

2000s: it was about working elsewhere – offshoring

2010s : it is about working anywhere - mobility

As talent mobility is rampant in the globalize platform, companies

need to increase their focus and investment on how they manage

people through change which includes redening employees’

roles in the organization, training and development, and employeeengagement. This will provide the push model to accelerate Malaysia

in producing a highly skilled workforce and ultimately to achieve its

objective of becoming a high income economy.

To capitalize on the growing cachet of the technology industry,

tertiary and higher education nationwide have started to revamp

their curriculum to emphasize the breath of careers that use computer

science as diverse as nance and linguistic and the practical results

of engineering.

HR practitioners experienced in a full spectrum of HR capabilities

are continually in demand. Managerial roles with a minimum

requirement of 5 – 8 years of HR experience saw an average increase

of 12% in salary. A further observation has been the emphasis

placed on employer branding and how organizations engage

and develop talent, to elevate their organizations as employers of

choice. There has been a demand for experienced and certied

HR trainers as organizations focus on building their staff strength to

meet future company growth plans. Implementations of training and

development programs to coach and train employees, mentoring

programs to motivate and meet career progression plans and

succession planning have increased the demands and challenges

within the HR fraternity.

With a continuous debate on extending the retirement age in

Malaysia, there are also concerns that the new model of aging –

of being vigorous and engaged and doing for others – denies the

reality of aging. The biggest challenge is to build an infrastructure

to support the ageing workforce and this means that government,

employers, nonprot groups and others need to work together. The

focus is to create more exible job situations where older people

could work and still be paid well – although less than a full salary

– but work fewer hours and pursue other goals as well. This means

that organizations need to incorporate and implement retirement

options long before their older workforce leave their jobs. Such

implementations and change need to be implemented profession

by profession and based on skill set. With the scarcity of talent and

a multigenerational workforce, melting the two distinct generations

between the Generation Y and Baby Boomers with mentoring and

coaching programs is beginning to evolve in many organizations as

they build their teams for future growth and ensure a continuous

talent pool.
