AUGUSTA, Maine — The nature ofthe manufacturing industry in Mainehas changed a great deal over the lastfew generations, a new report issuedby the Center for Workforce Researchand Information (CWRI) reveals.“Manufacturing Jobs, Trends, Issuesand Outlook” notes that the state’strends largely reflect the nation’schanging patterns of employment andprojects future manufacturing outputand productivity gains based uponstate and national data.

U.S. manufacturing jobs peaked in1979 at 19.4 million; by 2010, thenumber had dropped to 11.5 million.Manufacturing employment in Mainealso peaked in the late 1970s. Thenumber of manufacturing jobs rosenationally by 1.7 percent between2010 and 2011; Maine manufacturingjobs stabilized, with little change in thesame period, reports CWRI, thestatistical unit of the state’s Departmentof Labor.

One finding of the report may besurprising to those unfamiliar with theindustry: manufacturing’s outputchanged little between 2000 and2011. The manufacturing sector haslong benefitted from the application oftechnical knowledge and skill. Everyyear, production workers, engineersand managers find better ways to solvethe technical problems of production.This increasing productivity hasmaintained or improved the output ofsome manufacturers—in food and inelectronics, for example—offsetting

losses in such other areas as papermanufacturing.

The report indicates that, for theforeseeable future, manufacturers willbe subject to foreign competition andtechnology-driven job and industryrestructuring. Moreover, the pace ofchange will likely increase.

“Manufacturing has certainly seenmany improvements in the form ofefficiency and productivity,” saidMaine Department of Economic andCommunity Development (DECD)Commissioner, George Gervais.“Advances in manufacturingtechnology have created great careeropportunities for those willing toacquire the skills,” continued Gervais.

What the industry is in the midst of isone massive makeover, a transition toan even greater level of technicalknowledge and skill. As a result, manyMaine manufacturers are reporting atremendous need for a better trainedworkforce to keep up with the changes.

This need is further complicated bythe age of the sector’s workforce. Thestudy found that almost 60 percent ofmanufacturing workers are older than45. As these workers retire inincreasing numbers, replacementbecomes a critical issue. In addition,the findings indicate that, althoughunemployment remains relatively high,job openings for manufacturingworkers go unfilled.

At D&G Machine in Westbrook, 30people were hired last year alone. “It is

always an enormous challenge findingqualified welders and engineers,” saidD&G President Duane Gushee.

“We’re too small to spend a lot oftime and money training employees todo the job,” said Rebecca Davis ofFreeport Manufacturing. “When weare looking to hire, we need qualifiedmachinists that can do more than pusha button.”

Commissioner of Labor RobertWinglass noted, “Process improvementand new technologies have driven agreat deal of the growth inmanufacturing output per worker.Businesses over the last few decadesdidn’t always need more workers;instead, they needed workers whocould operate computers and

understand technology. Those skillsremain important now.” Both theDepartment of Labor and the DECD areworking to address these issues.

Businesses all across Maine point toworkforce training as one the biggestimpediments to their ability to grow. Tohelp businesses prosper and putMainers back to work, DECD istargeting a portion of the upcoming2013 Community Development BlockGrant program towards workforcetraining to help fill the skills gap.
