    Auto Mode:Being in this mode, ATS will sense the sources. Sensing that a source can

    be lost or is being lost, the ATS will transfer the load automatically without loosing

    the power in the bus bar. In this mode DCS may not operate neither incomers nor bus

    coupling.

    Manual operation modes could be selected Locallyor Remotely(from DCS). To select from

    where the ATS will be controlled, a L/R selector switch will be provided in the ATS panel.

    2. MV ATS

    The MV ATS will controlling the following switchgears:

    10BBA01/02

    Each ATS manages three (3) circuit breakers:

    Circuit Breaker A (Incoming CB)

    Circuit Breaker B (Incoming CB)

    Circuit Breaker C (Tie Breaker)

    The parallel coupling of the two supply lines to the switchgear could be maintained for a short

    time, in order to avoid disturbance of load power during changing the supply.

    2.1. MV ATS IN MANUAL / LOCAL MODE OPERATION

    Manual mode and local mode could be selected in ATS panel

    The operator could transfer the load, from one selected incomer to the other one (or vice

    versa), through the ATS.

    All the possible scenarios are the followings:

    CASE 1: Transfer Signal by Operator.

    If, while normal operation (Picture 1), the operator wants to Transfer to Switchgear A,

    he should locally close the tie breaker C(before closing ATS shall check

    synchronization) and after that open the Circuit Breaker B (incoming to the Bus-bar B)

    .

    For that the steps to take are as follows in local panel:

    1.- ATS should be in manual / local mode

    2.- Select breaker of incomer to be closed in local panel

    3.- Push transfer command in local panel

    4.-After receiving the transfer command, ATS will check synchronization

    (synchrocheck or synchcheck relay electrically determines if the difference in voltage

    magnitude, frequency and phase angle falls within allowable limits) and then close the

    tie breaker (which was open) and open the incoming breaker that has not been

    selected.

    CASE 2: Transfer Signal by Operator.

    If, while normal operation (Picture 1), the operator wants to Transfer to Switchgear B,

    he should locally close the tie breaker C (before closing ATS shall check

    synchronization) and after that open the Circuit Breaker A (incoming to the Bus-bar A)

    .

    CASE 8: Fault on Bus A.

    When while normal operation (Picture 1) a fault happens on Bus A, Circuit Breaker

    A (incoming to the Bus-bar A) will trip. ATS will be locked

    CASE 9: Pre-alarm on Unit Auxiliary Transformer A.

    If, while normal operation (Picture 1), there is a temperature prealarm or overloading

    on Transformer A, Operator in Control Room will notice an alarm.

    If there is any operators reaction, tie breaker C should be closed (before closing

    ATS shall check synchronization) and, after, the Circuit Breaker A (incoming to the

    Bus-bar A) should be opened.

    CASE 10: Undervoltage on Bus A.

    If, while normal operation (Picture 1), undervoltage is detected on Busbar A (V

    - ATS shall check synchronization and then shall close Tie Breaker C

    - ATS shall open Circuit Breaker B.DCS shall change ATS mode from manual to disable

    CASE 16: Busbar A re-energization

    Busbar A re-energization shall be done in Remote/Manual mode. The Operator should

    close the Circuit Breaker A (incoming to the Bus-bar A) and open tie breaker C.

    Before closing circuit breaker A, ATS will check synchronism.

    CASE 17: Busbar B re-energization

    Busbar B re-energization shall be done in Remote/Manual mode. The Operator should

    close the Circuit Breaker B (incoming to the Bus-bar B) and open tie breaker C.

    Before closing circuit breaker A, ATS will check synchronism.

    2.3. MV ATS IN DISABLE MODE

    This option shall be chosen mainly for maintenance purposes when it is required to isolate one

    of the supply lines or one of the Bus-bars.

    In this situation the system works as it did not exist automatic changeover system, and the

    orders of opening and closing of any circuit breaker will not cause any reaction in other

    circuit breakers.

    2.4. MV ATS IN AUTOMATC MODE OPERATION

    Automatic position could be selected or locally if ATS in Local mode or remotely if ATS in

    remote mode.

    Above statements mean that opening/closing commands are controlled by the ATS.

    CASE 18: Fault on Bus A.

    3. LV ATS

    The LV automatic changeover systems (ACO) to be considered are the following ones:

    LV ATS Type A: Connection between 2 Normal LV Switchgears.

    LV ATS Type B: Connection between 2 Essential LV Switchgears and 1

    Emergency Diesel Group.

    The following General considerations have to be taken into account in order to guarantee the

    proper working of the Automatic Change Over System:

    At least two CBs must be closed.

    All the circuit breakers must be not tripped.

    No fault in any Busbar.

    All Circuit Breakers shall be in Remote Mode.

    All Circuit Breakers shall be available in DCS (grouped signals: Remote Mode, No

    test mode, CB inserted ):

    3.1. LV ATS TYPE A

    CASE 5: Transfer Signal by Operator to come to normal operation.

    If, the operator wants to go to normal operation fromTransfer A or B busbar, he should

    locally close Circuit breaker of the incomer A or B, that was opened (before closing

    ATS shall check synchronization) and after that open the tie Breaker C.

    For that the steps to take are as follows in local panel:

    1.- ATS should be in manual / local mode

    2.- Select INC-1/INC-2 in local panel

    3.- Push transfer command in local panel

    4.-After receiving the transfer command, ATS will check synchronization

    (synchrocheck or synchcheck relay electrically determines if the difference in voltage

    If there is any operators reaction, tie breaker C should be closed (before closing

    ATS shall check synchronization) and, after, the Circuit Breaker A (incoming to theBus-bar A) should be opened.

    CASE 11: Fault on Bus B.

    When while normal operation a fault happens on Bus B, Circuit Breaker B

    (incoming to the Bus-bar B) will trip. ATS will be locked

    CASE 12: Pre-alarm on MV/LV Transformer B.

    If, while normal operation , there is a temperature prealarm or overloading on

    Transformer B, Operator in Control Room will notice an alarm.

    If there is any operators reaction, tie breaker C should be closed (before closing

    ATS shall check synchronization) and, after, the Circuit Breaker B (incoming to the

    Bus-bar B) should be opened.

    CASE 13: Undervoltage on Bus B.

    CASE 15: MV/LV TRANSFORMER B in maintenance:

    If while Normal Operation, with ATS in Remote Mode it is decided to make amaintenance to MV/LV Transformer B, Distributed Control System (DCS) will

    send the transfer order to ATS:

    - ATS shall check synchronization and then shall close Tie Breaker C

    - ATS shall open Circuit Breaker B.

    DCS shall change ATS mode from manual to disable

    CASE 16: Busbar A re-energization

    Busbar A re-energization shall be done in Remote/Manual mode. The Operator should

    close the Circuit Breaker A (incoming to the Bus-bar A) and open tie breaker C.

    Before closing circuit breaker A, ATS will check synchronism.

    CASE 17: Busbar B re-energization

    Busbar B re-energization shall be done in Remote/Manual mode. The Operator should

    close the Circuit Breaker B (incoming to the Bus-bar B) and open tie breaker C.

    Before closing circuit breaker A, ATS will check synchronism.

    3.1.3 LV ATS type Ain Disable Mode

    This option shall be chosen mainly for maintenance purposes when it is required to isolate one

    of the supply lines or one of the Bus-bars.

    In this situation the system works as it did not exist automatic changeover system, and the

    orders of opening and closing of any circuit breaker will not cause any reaction in other

    circuit breakers.

    3.1.4 LV ATS type Ain Automatic Mode Operation

    Automatic position could be selected or locally if ATS in Local mode or remotely if ATS in

    remote mode.

    In Operational Table LV ATS type A all the scenarios have been explained as follows:

    CASE 18: Fault on Bus A.

    When while normal operation (Picture 1) a fault happens on Bus A, Circuit Breaker

    3.2. LV ATS TYPE B

    Controlling the switchgears:

    This ATS manages three (3) circuit breakers:

    Circuit Breaker A (Incoming CB)

    Circuit Breaker B (Incoming CB) Circuit Breaker C (Tie Breaker)

    The parallel coupling of the two supply lines to the switchgear could be maintained for a short

    time, in order to avoid disturbance of load power during changing the supply.

    3.2.1 LV ATS type B in Local /Manual Mode Operation

    LV ATS Type B shall work as LV ATS Type A

    3.2.2 LV ATS type B in Manual Mode and Remote mode Operation

    LV ATS Type B shall work as LV ATS Type A with the following exceptions:

    3.2.4 LV ATS type Bin Automatic Mode Operation

    LV ATS Type B shall work as LV ATS Type A with the following exceptions:

    cases related to MV/LV Transformers have also been modified or eliminated, because

    incomers of busbar A or B are from BFA busbar

    in case of no power supply in Bus-bars B after the transfer done, EDG will start
