Muscatine Power and Water (MP&W) is a community-owned/municipal utility providing electric, water, and telecommunications (internet, TV and phone) services to all residential, commercial, industrial and governmental properties within the city limits of Muscatine, as well as customers outside the city limits. MP&W has built its reputation on service reliability, outstanding customer service, and rates at or below state and national averages. PRIMARY DUTIES

Operations: Provide strategic direction and vision for all utility operations, including:

Production, distribution, and delivery of water to ensure safe and adequate supply to meet the community’s demands.

Production, distribution, and delivery of power, along with coordination with MP&W’s energy marketing partner, and related agencies to ensure adequate, cost-effective power supply for the community.

Distribution and delivery of internet, TV and phone services in a competitive environment to residential, small and medium business, and enterprise customers.

Communications and Leadership:

Communicate important issues to the Board of Trustees and obtain input as needed for sound decision-making.

Provide strategic vision and direction for MP&W, ensuring alignment with the Utility’s Core Values. Work with other members of the Executive team in accomplishing the Utility’s vision.

Assist the Board of Trustees in establishing policies and objectives.

Prepare plans and programs to meet goals and objectives within policy guidelines.

Develop and maintain a favorable utility image to employees, customers, and the community.

Financial Management:

Submit annual operating budget, capital budget, and appropriate projections to the Board of Trustees. Monitor budgets to ensure fiscal viability.

Initiate and conduct studies as necessary to forecast future needs, including facility and capital expenditures, and use studies to support recommendations to the Board of Trustees.

Ensure equitable administration of wages and salaries, employee benefit plans and performance appraisals.

Monitor the utility’s overall financial health and achievement of established financial goals.

Organizational Effectiveness:

Provide the Board of Trustees with timely progress reports on projects and operations.

Administer policies and programs to achieve objectives and coordinate activities between departments to maintain operating efficiency.

Set goals and evaluate results to ensure that organizational objectives and operating requirements are met and are in line with the mission and needs of MP&W.

Work with various management and employee groups on either an ad-hoc or standing basis.

Support and maintain the culture of continuous improvement within MP&W. Utilize lean principles and other continuous improvement tools in an effort to maximize efficiency and reduce waste.

Safety & Risk Management:

Ensure power, water, and telecommunications operations comply with all pertinent laws, regulations, and Board policies.

Ensure risks are identified and mitigated/managed as possible through use of insurance and other tools.

Maintain and continue to support a culture of safety. Support the Utility’s safety programs, ensure adequate training, and provide safe working conditions and practices.

THE SUCCESSFUL CANDIDATE

The GM must be a visionary and strategic thinker. Ideal candidates will offer a proven track record of management and leadership that includes the necessary experience and ability to lead complex telecommunication, electric, and water utility operations. This should include the capability to position MP&W for success in a utility environment impacted by consistent technology advances and market, regulatory and legislative changes.

Ideal candidates will possess leadership expertise in a utility setting that includes multiple utility services. In addition, prospects with some level of power supply acumen within an organized ISO/RTO market are considered ideal.

MP&W seeks candidates who are fiscally knowledgeable and able to establish, execute, and achieve the organization’s financial goals and annual budget.

MP&W requires a leader with exemplary communication and interpersonal skills. The GM must demonstrate success fostering productive and collaborative relationships with a wide range of stakeholders including Board Members, City and community leaders, and customers. He or she must also be an accomplished results-oriented manager who empowers, mentors and develops employees.

The successful candidate must possess a strong customer service mentality, as well as, unquestionable ethics and integrity.

The GM must reside in an MP&W service area, and preferably within Muscatine City limits. He or she is expected to become an integral part of the community though participation in civic and community activities and forums.

A Bachelor's degree is required and a Master’s degree is preferred.

THE ORGANIZATION

MP&W operates three separate utilities under common management. The water utility was formed in 1900, the electric utility in 1922, and

the communications utility in 1997 based on the affirmative vote of citizens to have their utility services delivered by a local entity that puts community needs first. The electric and water utilities operate in a monopoly environment, while the telecommunications utility operates in a competitive environment. The utility serves approximately 11,000 electric customers, 9,850 water customers, and 9,680 communications customers.

MP&W has many high profile, community and utility improvement projects underway, such as undergrounding and moving utilities to support the City’s Mississippi Drive Corridor and Grandview Avenue improvement projects, water main replacement as part of the City’s long-term sewer separation program, development of a new water wellfield and treatment facility, upgrade of the legacy hybrid fiber coaxial (HFC) system to Fiber to the Home enabling Gigabit internet and IPTV services to each home and business, and hardening of the communication’s utility network operations center.

MP&W operates three locally-sited coal-fired generating units with a total of 293.55 MW of nameplate capacity. In addition, the utility contracts for 13 MW of wind generation. MP&W utilizes a third-party marketer to help manage its power supply portfolio in the Midcontinent Independent System Operator (MISO) market.

Muscatine is home to diverse business and industry including the corporate headquarters of HNI Corporation (office furniture and hearth products), Kent Corporation (corn wet milling, food products, animal feeds) and the founding location of Stanley Consultants (world-wide engineering services), and is home to multiple manufacturing plants including HNI Corporation, Kent Corporation, HJ Heinz, Monsanto, Bridgestone Bandag, and Musco Sports Lighting. MP&W’s peak demand is approximately 145 MW.

MP&W generates combined annual operating revenues of approximately $117 million. The utility is in a strong financial position with no debt on the electric system, less than $15 million in water debt, and approximately $19 million in telecommunica-tions debt. THE COMMUNITY

Muscatine is an historic town on the banks of the Mississippi River in southeast Iowa, 30 minutes from the greater Quad Cities in Iowa/Illinois and 40 minutes from Iowa City/University of Iowa. The City of Muscatine has a population of about 24,000 and Muscatine County has a population of about 43,000.

Several Fortune 500™ companies have chosen to locate in Muscatine. Due to the philanthropic nature of Muscatine’s businesses, and the City’s strong economic position, the City enjoys a number amenities uncommon to many small Midwestern towns. This includes redevelopment of an historic downtown and picturesque riverfront, extensive biking and walking trails, and numerous athletic and aquatic parks.

Muscatine offers multiple facility-based health care and hospital services, the largest of which recently completed significant upgrades. The school district opened a state-of-the-art elementary school building and is adding a multi-use athletic building on the high school campus.

The cost-of-living in Muscatine is estimated at only 83% of the national average.

COMPENSATION, BENEFITS AND RELOCATION
