I received your very kind letter of April 17 with the clipping from the Linooln Sunday Journal and Star of April 16. I appreciate your kind thought in sending it to me.

With reference to my work in 1921, to which the article refers, it may interest you to know that both houses of the Nebraska Legislature passe I a resolution thanking me for what I had done for the farmers of that State, I am sending you a oopy of the resolution herewith.

I am sorry I did not have the pleasure of meeting you when I was in Lincoln in the summer of 1927. I was only there for a short tine during the day, and talked with the Governor and seme other folks about the barking situ action.At that tine I was not on the Federal Reserve Board, but was Commissioner of the Federal Farm Loan Board. The Governor, however, asked me to talk with him about banking natters, and, as a matter of courtesy, I went to Linooln and met him and seme other prominent citizens.

of the Federal Reserve Board, and I want you to know that I person­ally regret that you have found it advisable to retire from this position, I feel that not only has the Federal Reserve System lost a most valuable official, but I personally shall miss a valued friend when next I go to Washington.

I have felt rather close to you on account of your activities in the War Finance Corporation beginning in 1921, when we first met, as I followed very closely your work in the capacity of manager of that corporation, all the time being interested in the v/elfare of the live stock industry, I can say that it would have been impossible for anyone to have managed that important relief measure in a better and more satisfactory way than you conducted it. It was certainly a won­derful benefit to the live stock industry, and you deserve a great deal of credit for having handled that important governmental function in such a successful and satisfactory manner.

You have been Governor of the Federal Reserve Board during a very trying period, and I feel that you have handled the situation there equally as well as you did in the War Finance Corporation. I enclose a clipping of an editorial that appeared in this morning’s Kansas City Times, which expresses better than I can the appreciation in this Western country of your valuable services. I hope that I may be permitted to keep in touch with you hereafter as I appreciate your friendship.

Even at the finish, when Big Sandy led 33 to 32, the Cardinals had chances to increase their m argin and Choteau missed opportunities to take the advantage, both from the free throw line and from the field.

Throughout it was a battle of free throws. The principal difference was th a t Choteau had no luck at all from the gift toss line, while Big Sandy owes its victory to the accuracy of Brown, who m ade good on seven of nine chances. Big sau dy players missed only 3 o f 16 shots, while C ho­teau converted 4 out of 16.

Choteau had a lead o f 12 to 6 aoout midway In the first period, but Big Sandy tied the score at 15-15 and went on to lead, 18-15, at half tim e. This is a personal and a business letter. To talk about personal things first, I have read with much interest that you resigned as Governor of the Federal Reserve Board. I can make no comment on that except that, of course, I know you have an enviable record behind you. I do hope that whether you remain active or whether you choose to elect comparative leisure, you will have many years of enjoyable life before you.

And now to the business part: I don*t know whether youexpect to settle in New York. If you do, and if you were to think oftaking a house I would like to say to you that I believe that my houseat 9 East 88th Street would be very suitable for you. I would be will­ing to rent it furnished, and I think it would be eminently fitted for your family. Our three younger children will all be at college from this fall on and Pauline will be the only one with us. Edith will beglad to get away from household cares for a year at any rate, and bothshe and I have discussed for quite sometime the idea of taking up temporary quarters at a hotel. The house is not in the market for rent, but it occurred to me that a house like ours might suit you, and therefore I felt I should not hesitate to suggest the thought to you. We are not likely to move to Elberon before the beginning of June. We have always had a caretaker in the house over the summer. If this suggestion does not fit in with any of your plans, please justforget it.

m e resignation of Eugene Meyer as chair­man of the federal reserve board will mean a great loss to the public service. Mr. Meyer is an unusual combination of culture, wisdom and business ability. In his early 40s he had made a fortune. Then he determined to re­tire and devote himself to government service. In an almost uninterrupted public career since 1917 he has been the trusted counselor of fourPresidents. »

His most notable achievements were with the War Finance Corporation, which furnished the model for the Reconstruction Finance Corporation, the federal land banks which he rescued from disorganization, and the federal reserve board.

^Exceedingly' conscientious, he treated gov­ernment funds as a sacred trust. The only ^•iticism that could be made of him was that in times of emergency he was not disposed to take the risks that some of his associates be­lieved were warranted in meeting an abnormal situation. When he lent government money he wanted sound collateral in hand. But cer­tainly he was a valuable steadying influence against wild schemes.

I regret your intention to retire from the Board and I shall miss your wise counsel and cordial greetings. I hope that wherever you may go your "lines will fall in pleasant places".

I was very sorry to read in the papers a few days ago announcement of your resignation from the Federal Reserve Board, and am wondering just what is going to happen to the Board. If Walter Lippmann expresses in any sense administration ideas it looks as if the Board either might be abolished or become a mere rubber stamp for administration policy, in which case I should think it would be hard to keep any good men on it.

By the way, it seems to me that the Board ought to do more in the way of making definite recommendations for banking reform. The Glass bill due to the peculiar circumstances under which it was constructed went its own way and contain­ed a lot of things which you and other members of the Board naturally could not approve. While you made definite recommendations at one of the hearings last spring, they were never incorporated into a bill until this spring when at my suggestion Congressman ^uce of Massachusetts introduced a bill incorporating them. It seems to me that the Board should have had that bill written in form for intro­duction and that it should have been given to some one to introduce last spring.I do not know whether this could have been done without offending Senator Glass but I think it could have been done as a matter of information.

During Paul Warburg’s day and Governor Harding’s day the Board was aggressive in preparing amendments to the Federal Reserve Act, and most of them were put through and incorporated into the law. When Crissinger came in he took the ground that the Board had no business to recommend legislation and he was afraid to take the lead in anything anyway, an attitude in which he had the support of most of the men appointed during President Harding's administration. The Board made some feeble efforts to influence the McFadden Act but they were never very pronounced.

I am entirely at loss to know what the outcome is going to be with relation to the Glass bill. It is apparently in danger of having more and more stuff loaded into it that either ought not to be in it or is not of immediate import­ance. About a third of the bill could be cut out to good advantage in my opinion.

you a line with reference to your termination of the public relation you have had for such a long period and with special reference to the service rendered. I again want to tell you that it has been a matter of great personal pride to me to have noted the fact that your continued service to our government was of such a high order and so eplendidly commended by the public generally. It has been a troublous time. No doubt about that, but you and your associates gave a good account of yourselves, and I am sure your successor and his associates will profit by the record which you left behind.

Dear Eugene:

Here from a distance we have been watching the clouds gather and the thunder roll and the lightning strike in the political storm in Wash­ington. I had hoped that your splendid services to the nation would be signalized by a further opportunity to continue with the Federal Reserve Board. Apparently some one else wants to try to duplicate what you have done. I doubt if anyone will be able to do so. At any rate I want to congratulate you and thank you for what you did do.

Everyone I meet here is in a good deal of confusion as to whether the dollar is going to be cut in two with a pair of scissors or whether it is to be nibbled at on the edges and still leave it round. I suppose before long we will know whether a Roosevelt dollar is shaped like a semi­circle or looks like a 50-cent piece. You can judge from this that my enthusiasm for what is going on would be easy to conceal under the shade cast by a malarial parasite.

Give our affectionate greetings to Mrs. Meyer and tell her how much we appreciate the many kind­nesses we have received from you both.

For the past three years I have so much enjoyed my association, both official and personal, with you that I find it difficult, now that you are retiring from the Federal Reserve Board, to view that prospect with any­thing but regret.

Over the long period of years duringwhich our paths have crossed and during which you have held important public posts, I have had the deepest admiration for your executive ability, as well as for the real and rare gift you have * for making and keeping many warm friendships.I feel that you are particularly to be congratulated on the work you have done in building up a thorough­ly competent technical staff at the Board to deal with the increasing problems that have arisen in the Federal reserve banks and especially in the agents* functions. We are all going to miss you very much.

Dear Boss:And I’m betting they will be the nicest,

honestest apples that ever grew! And a queer old girl still plugging away at a job in New York is pleased to death that you are out of the mess - 0, what I think of my Government! Do you know what I heard? That that poor old wreck, McLean, was being spoken of as Governor of the Federal Reserve Board.I've heard funny stories - many of them - but that was the funniest - I all but giggled myself to death, and I can get up a real good laugh every time I think of it. He never gave a direct answer to a question in all his life, and I bet he is still saying "I believe so" or nMr. So-and-so said so-and so”, all the while wonder­ing just what he should say.

Seven Springs Farm - it isn't the big men in this world who get credit for anything; it is the little fellow who stands around and grabs something that belongs to the big fellow and uses it. How do I know? 0, I’ve known a big chap or two in my checkered career, and you'd be sur­prised to know that I am not nearly so blind as I seem.And I'll just be so happy if I can know that you enjoying a rest you should have. Certainly it will not be marred by any regrets, for yours has been such a clean fine life - in business and out of it - and it always will be, no matter where you are or what you are doing, for of course you will be doing something - somewhere - and in your own good way.

My dear Gene -This is just to give you in

writing my parting benediction, and to wish for you all the hours of content­ment and satisfaction to which your record of public service entitles you.

I do not want you to think that I did not appreciate your own suggestion as to the possibility of iiy entering pub­lic office. I did appreciate your con­fidence and friendly attitude. Perhaps I foresaw too many difficulties - but they were numerous.

Unfortunately the Baltimore newspapers picked up a story from Wash­ington in connection with the appoint­ment of a Marylander, who turned out to be Acheson. I explained to the ,,Sun,,

that I was the "beneficiary of mistaken identity" and asked them not to publish it, but I was unsuccessful. The result of the publication was that I received a series of lectures on public duty (from those who were not called upon to make the sacrifice) v/hich were rather potent in their effect.

xi I am not so sure if I had receivedone lectures first and the appointment afterwards, that my revived conscience would not have influenced me greatly.
