MSMEs: PROPELLING SOCIO-ECONOMIC DEVELOPMENT Kalraj Mishra, Union Minister O ver the last five decades, Micro, Small and Medium Enterprises (MSMEs) have emerged as a highly vibrant and dynamic sector of the Indian economy. The sector plays an important role in providing employment opportuni- ties in large numbers at comparatively lower capital costs as compared to large industries. MSME sector also helps in the industrialisation of rural and backward areas, reducing regional imbalances, assuring more equitable distribution of national income and wealth. This sector contributes around 8 per cent to the GDP, 40 per cent of the total exports and 45 per cent of the manufac- turing output. This way, the MSME sector helps in the socio-economic development of the country. As per the Fourth All India Census of the Micro, Small and Medium Enterprises, the total number of enterpris- es of the MSME sector are 361.76 lakh of which 15.64 lakh are registered enterpris- es. It has also been recorded that the sector offers employment to 805.24 lakh people. The Ministry of Micro, Small and Medium Enterprises and its organisation comple- ments the states in their efforts. The sec- tor also encourages entrepreneurship, employment and livelihood opportunities and enhance the competitiveness of MSMEs in the changed economic sce- nario. The two statutory bodies under this ministry are ‘The Khadi and Village Industries Commission (KVIC)’ and ‘Coir Board’. These two statutory bodies are specifically mandated to address the growth and development of the Khadi, Village Industries and the coir industries. Besides these, the ministry also imple- ments the Prime Minister’s Employment Generation Programme through the KVIC (nodal agency) and the State Governments. In the recent months, for active engage- ment with stakeholders and enhancing the reach of its development pro- grammes, the Ministry has launched itself on social media platforms like Facebook and Twitter. This is in addition to the mobile-friendly websites of the ministry and its field offices through which the ministry has been disseminating informa- tion about its activities. The Facebook page of the ministry has around 70 per cent of the followers in the 18-34 age group. The Ministry under Section 9 of MSME Development Act, 2006 has advised the framework for the revival and rehabilita- tion of MSMEs. Under this act, any enter- prise can seek revival and rehabilitation benefit through a Committee constituted by banks with representatives from State Governments, experts and others. This framework is a mechanism for revival and rehabilitation of MSMEs, giving voice to the entrepreneurs and is expected to balance the interests of debtors and creditors. The MSME Ministry has also introduced a new scheme for Rural Livlihood Business Incubators (LBI) for providing job opportunities to rural youth for setting up their own enterprises. Other highlights of this program are Technology Business Incubator (TBI) for commercialisation of innovative technology and a Fund of Funds. The Scheme of Funds for Regeneration of Traditional Industries (SFURTI) has been revamped to revitalise the village industries, both in terms of quantum of assistance and scale of professionalism. As of now the village industries cover clusters up to 2,500 artisans who can get assistance of Rs 8 crore, which was ear- lier limited to Rs 1 crore. Coir Udyami Yojana, a credit linked subsidy scheme promotes the adaptation of mechanisa- tion and modern technologies in setting up enterprises for value addition in coir sector. This scheme has a subsidy com- ponent of 40 per cent of project costs of up to Rs 10 lakhs for setting up coir units which was earlier limited to Rs 5 lakh. Apart from this, 20 items reserved for manufacturing by MSEs have been de- reserved to facilitate higher investment, improvement of technology and growth prospects of the sector. Suchreactions were quite obvious at that timebecause civil services then had aroundone thousand vacancies a year whereasbanks barely had 40 to 80 vacancies. Ifany bank ever advertised for over 100vacancies, it used to be a huge sensa-tion. But now the scenario has changedand a large number of vacancies areadvertised. Now is the time for thosewho want to opt for career in banking.

Growing OpportunitiesThe retired assistant general manager ofVijaya Bank, A P Singh says that thenature of expansion of the banking sec-tor is such that new branches are beingopened in villages and thus well-trainedpersonnel are the need of the hour. Hefurther adds that suburban areas inalmost all cities are also expanding withnew colonies growing at a fast pace. Nosooner does a new colony come in, abank branch is needed instantly. Once abank makes a debut, the rest follow suit.Another observation that he makes isabout the changing nature of servicesoffered by banks.He says, earlier government and private

sector banks used to provide servicespertaining to deposit and remittance ofmoney, loans and debt. But now banksare also selling insurance policies andoffering services in the financial sectorsuch as mutual funds and strategicinvestment plans. The Union Cabinet has approved the redevelopment of 400 major railway sta-tions. This approval will enable the Union Ministry of Railways to accelerate theredevelopment of ‘A-1’ and ‘A’ category railway stations across the country whichare located in major cities, metros, pilgrimage centres and important tourist des-tinations. Under this initiative, major stations will be redeveloped by leveragingreal estate development of land and air space in and around the stations. The Government has also given nod for forming an expert group under theChairmanship of Mr. Arvind Panagariya, Vice-Chairperson, NITI AAYOG, to clas-sify the Caste names returned in the Socio Economic and Caste Census, 2011(SECC). The expert group will be serviced by the Ministry of Social Justice andEmpowerment and Tribal Welfare. Other members will be nominated by the twoMinistries. The enumeration has thrown about 46 lakh Caste/Sub Caste names/synonyms/ surnames/ clan/gotra names.Ministry of Agriculture has introduced solar energy pumping systems under the‘Sub Mission on Agriculture Mechanization’ (SMAM) to cope up with the growingdemand of solar pumping systems in irrigation. Under SMAM, financial assis-tance will be provided through the respective State Governments on the purchaseof the different type Farm Machinery & equipment for individual ownership, estab-lishing Farm Machinery Banks to provide custom hiring services to the farmers.GAGAN (GPS AIDED GEO AUGMENTED NAVIGATION) system has been for-mally launched by the Civil Aviation Ministry.GAGAN is the first SBAS (SatelliteBased Augmentation System) in the world certified for Approach with VerticalGuidance operating in the Equatorial Ionospheric region. In the aviation field,GAGAN will support more direct air routes, reduce fuel consumption and improvesafety. In addition, GAGAN provides benefits to agriculture, all modes of trans-portation and public services such a defence services, security agencies and dis-aster recovery management by aiding in search and rescue.Government has brought 39 more drugs, including the drugs to treat diseasessuch as diabetes and digestive disorders, under price control as part of its effortsto make medicines affordable in the country. As per the notification of NationalPharmaceutical Pricing Authority, NPPA , the prices of formulations includingCiprofloxacin Hydrochloride, Cefotaxime, Paracetamol, Domperidone andMetformin+Glimepiride have been fixed. The new medicines are the latest addi-tions to the price control list, which covers over 500 drugs.

After independence, thestory of banking regulations began with theBanking Regulating Act of 1949. That timebanking system was completely private andmost of the rough edges were found in thissystem. Later in 1969, 14 banks werenationalized. After 11 years, in 1980, 6 morebanks were nationalized. Among these,New Bank of India was merged with PunjabNational Bank. As of now, there are 19nationalized banks in India whereas thenumber of State Bank of India and its sub-sidiary banks is six. In private sector there

are 18 banks whereas an announcementregarding license to two more banks wasmade.The process of Bank recruitmentThere is a common written test for therecruitment which is conducted by theInstitute of Banking Personnel Selection(IBPS). This test is being conducted twice ina year for recruitment in 19 governmentbanks. The State Bank of India with its con-stituent banks conducts its own test sepa-rately. Now after appearing in one test,they will be eligible to seek employment atseveral banks. For the government banks,including the regional ones, IBPS holds ajoint online examination followed by inter-view. Pre-examination training is alsoarranged for SC/ST candidates. For a jobin a regional rural bank knowledge of locallanguage is also required. In the privatesector, there are no set selection criteria orprocess. They recruit according to their ownprocess. under consideration of DepartmentRelated Parliamentary StandingCommittee (DRPSC) after its introductionin Lok Sabha. A national portal for filing ofEntrepreneurs Memorandum (EM –I &EM-II) has been adopted by over 13states and UTs with over 46,000 enter-prises enabled to file their EM-I online.The process is about to persuade otherstates and UTs to adopt this for promotingEase of Doing Business. As part of Entrepreneurship cum SkillDevelopment Program ( ESDP) initiative,M/o MSME through EnterpreneurshipDevelopment Institutes (EDIs) hadrecently organised 9,142 training pro-grammes for 2,60,888 youth to makethem ready for the industry and for settingup their own enterprises. From providingskilled manpower for enterprises in high-end manufacturing, 1,65,340 youth havebeen trained and 36,216 enterpriseshave been benefitted through 18Technology Development Centres. In the revised budget allocation, Rs2389.90 crore have been spent during2014-15 which amounts to 95.6 per centof Ministry’s allocation. This is slightlybetter than 87.73 per cent (Rs 2281.15crores) utilised during 2013-14. All con-

cerned have been advised to ensure fullutilisation of Rs 2612.51 crores allocatedin the Budget Estimates of 2015-16.MSME is significantly contributing to the‘Make in India’ initiative. In order to pro-mote collateral free lending under CreditGuarantee Fund trust for Micro and SmallEnterprises (CGTMSE) scheme, guaran-tees have been given to 4,03,400 enter-prises in the manufacturing sector with afinancial assistance of Rs 8,883 crore. Asubsidy of Rs 449 crore was availedthrough nodal banks in addition to twonew banks, i.e. Corporation Bank andIndian Bank under the Scheme. As part of ‘Make in India’ initiative anecosystem has been created through TCSP(Technology Centre System Programme). Acentre of excellence has been set up inIndian Institute of Science (IISc), Bengalurufor commercialisation of 110 technologiesunder Design Scheme of the Ministry.Similarly, under the Cluster Developmentinitiative, 43 new clusters have been takenup for various interventions. Other than this,Public Procurement Policy for MSME hasbeen ensured through 375 vendor develop-ment programmes with over 1,300 buyers(CPSUs and large industries) and 20,000sellers (MSEs). The Ministry has also been promotingZero Defect and Zero Effect (ZED) man-ufacturing. The ministry has scaled upLean Manufacturing Competitiveness

Scheme at a total project cost of Rs 241crore to cover 1,491 units in 536 clusters.The lean intervention has become verypopular in sectors such as AutoComponent, General Engineering andFabrication, Textile, Hosiery, Ready-made Garments, Food Processing,Leather, etc. 357 lean manufacturing con-sultants have been empanelled. As a partof the Zero Effect initiative, i.e. to promoteenergy efficiency and pollution control aMSME-Global Environment Facility-United Nations Industrial DevelopmentOrganization Clean Tech Programme hasbeen launched. Besides, ZED MaturityAssessment Model for MSMEs has beendeveloped for implementation. As part of the Skill India initiative, DistrictIndustrial Profiles (DIP) of 606 districtsand skill gap analysis of 676 districtshave been prepared. The products of theclusters and skill development needs ofthe cluster have also been mapped. Aspart of skill mapping, equipments andmachineries available with training insti-tutions such as ITIs and Polytechnicshave also been listed to design skillimprovement initiatives. To meet the skill needs of technically edu-cated youth, the MSME has openedSamsung Technical School at 10 locationssuch as Ludhiana, New Delhi, Hyderabad,Ahmedabad, Aurangabad, Bhubaneswar,Chennai, Mumbai and Kolkata. An MoU

has also been signed with SamsungElectronics for starting of MSME-Samsung Digital Academy for the devel-opment of mobile Apps. 71 modular cours-es on various training topics have alsobeen developed after vetting by industry.These courses are being translated intovarious regional languages as well. Another major highlight of the ministry isthe emphasis on Khadi. After the intro-duction of solar Charkha, the increasingsale of Khadi products and the endorse-ment by Honourable Prime Minister in‘Mann ki Baat’, the ministry has also start-ed paying stress on Khadi. The ministry isalso offering social security to the work-ers. As a part of this initiative, especiallyfor Khadi (spinners & weavers) and coir(husk collectors, spinners and weavers)workers who are poor and low incomecategory are being encouraged to openan Aadhar-enabled account to get thebenefits of Pradhan Mantri Jan DhanYojana, take accidental insurance for tak-ing advantage of Pradhan Mantri JeevanSuraksha Yojana and life insurance cov-erage under Pradhan Mantri Jeevan JyotiYojana. The above initiatives will cover 15lakh workers in Khadi and village industryand about 7 lakh workers in coir sectorswithin a definite timeframe. Government has launched SKILL INDIAon the occasion of the first-ever WorldYouth Skills Day on 15th July, 2015 inNew Delhi. During the event, PrimeMinister Narendra Modi unveiled the SkillIndia logo and launched four landmarkinitiatives of the Ministry ofSkill Development andEntrepreneurship: NationalSkill Development Mission,National Policy for SkillDevelopment andEntrepreneurship 2015,Pradhan Mantri KaushalVikas Yojana (PMKVY)scheme and the Skill Loanscheme. Speaking on theoccasion, the Prime Ministerarticulated a clear vision for Skill India.Highlighting the centrality of skills toIndia’s development, he called upon gov-ernment, private sector and India’s youthto work together to make this vision areality. The Pradhan Mantri Kaushal VikasYojana (PMKVY), the Ministry’s flagship,demand-driven, reward-based skill train-ing scheme will incentivise skill trainingby providing financial rewards to candi-dates who successfully completeapproved skill training programmes.Over the next year, PMKVY will skill 24lakh youth, across India. For the firsttime, the skills of young people who lackformal certification, such as workers inIndia’s vast unorganised sector, will be

recognised. Through an initiative knownas ‘Recognition of Prior Learning’ (RPL),10 lakh youth will be assessed and certi-fied for the skills that they already pos-sess. Loans ranging from Rs5,000-1.5 lakhs will be made available to

34 lakh youth of India seek-ing to attend skill develop-ment programmes over thenext five years under the SkillLoan scheme. Sanction let-ters for the first ever SkillLoans were handed out bythe Prime Minister to aspiringtrainees.During the function, Mr.Narendra Modi awarded SkillCards and Skill Certificates

to trainees who had recently completedtraining through the Pilot Phase ofPMKVY, which started in May 2015.Such Skill Cards and Skill Certificateswill allow trainees to share their skill iden-tity with employers. Each Skill Card andSkill Certificate features a QuickResponse Code (QR Code), which canbe read through a QR reader on mobiledevices. Trainees can use these to sharetheir skill qualifications with employers ina quick and reliable way during the jobsearch process.Across the country, 2,33,000 youth wereawarded certificates from ITIs, and18,000 plus graduating studentsreceived job offer letters on the occasionof World Youth Skills Day.
