MSMEs play an important role in the Indian Economy as they contribute around 30% of the national GDP; now reviewing last year economy, its fair to say they played an important role, despite facing multiple challenges.

The Ministry of MSME has undertaken several path-breaking initiatives in MSME sector during the year. These include putting in place financial support mechanism through Fund of Funds, broadening definition of MSMEs, introducing IT based Champions platform to provide solutions to issues of MSMEs and many more. The following details provide glimpse of various initiatives of the Ministry of MSME during the year 2020.

1. New MSME Definition & Udyam Registration:

• Ministry of MSME on 26.06.2020, has notified a composite criterion of classification of MSMEs based on investment in plant & machinery/equipment and turnover of MSMEs. The guidelines regarding composite criteria of classification of MSMEs is available on link: https://msme.gov.in/sites/default/files/IndianGazzate.pdf.• Based on composite criteria of classification, Ministry of MSME has replaced the erstwhile process of filing of Udyog Aadhaar Memorandum, by ‘Udyam’ registration on a portal developed by the Ministry of MSME. Now the existing and prospective entrepreneurs can now file their ‘Udyam’ registration online on portal: https://udyamregistration.gov.in.• As a result of change in classification criteria, an enterprise shall be classified as a micro, small or medium enterprise on the basis of the following criteria:-

(i) A micro enterprise, where the investment in plant and machinery or equipment does not exceed one crore rupees and turnover does not exceed five crore rupees.(ii) A small enterprise, where the investment in plant and machinery or equipment does not exceed ten crore rupees and turnover does not exceed fifty crore rupees; and

(iii) A medium enterprise, where the investment in plant and machinery or equipment does not exceed fifty crore rupees and turnover does not exceed two hundred and fifty crore rupees.

• The new classification of MSME has come into effect from 1st July, 2020. This has been done in order to be realistic with time and to establish an objective system of classification and to provide ease of doing business.• The new criteria is expected to bring about many benefits that will aid MSMEs to grow in size. It has also been decided that the exports will not be counted in the limits of turnover for any category of MSME units whether micro, small or medium. This is yet another step towards ease of doing business. This will help in attracting investments and creating more jobs in the MSME sector. The change in criteria of classifying the MSMEs is set to offer major relief to the exporters.

2. AatmaNirbhar Bharat Initiatives:i) Distressed Assets Fund - Subordinate Debt for MSMEs - Credit Guarantee Scheme-Sub Debt (CGSSD):With GoI assistance of Rs. 4,000 Cr, provisioning of Rs. 20,000 crore as subordinate debt to provide equity support to the stressed MSMEs has been launched on 24.06.2020. During the current year, upto November 2020, guarantee to 121 borrowers amounting to Rs. 12.49 Cr has been extended.ii) Fund of Funds Scheme for MSMEs:The Guidelines of Self-Reliant India (SRI) Fund (Fund of Funds for MSMEs Scheme) with a corpus of Rs 10,000 crore, which will leverage equity infusion of Rs. 50,000 crore for MSMEs has been issued on 5th August 2020. For anchoring the Mother Fund, NSIC Venture Capital Fund Ltd. (NVCL), subsidiary company of National Small Industries Corporation Ltd. (NSIC)

has been incorporated under The Companies Act 2013. Ministry is taking further steps for operationalization of the SRI Fund.ii) Rs 3 lakh Crore Collateral-free Automatic loans for MSMEs Businesses: To provide relief to MSMEs, additional working capital finance of 20% of the outstanding credit as of 29th February 2020, in the form of a Term Loan at a concessional rate of interest has been provided. This has been available to units with upto Rs 25 crore outstanding and turnover of up to Rs 100 crore whose accounts are standard. These units did not have to provide any guarantee or collateral of their own. The amount has been 100% guaranteed by the Government of India providing a total liquidity of Rs. 3 lakh crore to more than 45 lakh MSMEs.

3. Champions Portal:• CHAMPIONS portal launched by Prime Minister Shri Narendra Modi on 1st June, 2020, is an ICT based technology system for making the smaller units big by helping and handholding them.• A network of control rooms is created in a Hub & Spoke Model where hub is situated in the office of Ministry of MSME, New Delhi while the spokes are located in the states in various offices and institutions of Ministry.• Central Control Room in New Delhi and 68 State level control rooms are created which have been providing every possible support on a local level to MSMEs in the areas including finance, market access, technology upgradation, skill development etc.• With a view to resolve the grievances pertaining to other Govt. Departments/Ministries in a fast-track manner, Ministry is in process of on boarding other Government entities. 16 Ministries/ Departments and 25 State Governments have already on boarded on the platform.• 54 Banks/FIs/RRBs/SFCs have been on-boarded on the portal with 19 banks belonging to private sector to address the queries related to Credit in a fast-track manner.• 52 CPSEs have appointed nodal officer for Champions portal to resolve

the queries on fast track mode.• Provision to capture ideas and suggestions received from MSMEs.• Upto 15th December 2020, more than 25,000 queries/grievances have been received on the portal and more than 24,550 queries i.e. approximately 98% have been responded while around 450 queries are in process to be resolved.

For Covid-19 related, MSME TCs have developed, manufactured various components/products and shared these with MSMEs for domestic/indigenous production and marketing. Details are as follows:

• Parts of the PPE Kit. Apart from this, MSME-TC, Meerut also has NABL Accredited Testing facilities for PPE kits testing.• Some parts of Corona Testing Kit. This kit is an indigenous machine for Polymerase Chain Reaction (PCR) testing for COVID 19.• Automatic sanitizer machines/ full body sanitizer tunnels/ UV (Ultra Violet) Sensitization equipment for hand sanitization/ UV Disinfector Tower – for sanitization of office rooms and classrooms/ UV Sanitization Wooden Box for Files/ Alcohol based hand Sanitizer / Safety Goggles/ Face shield/ IR (Infra Red) Thermometer/ Medical Gowns/ Sanitizer Bottle Pump/ Prototype developed for Plasma Activated Ozone Sanitizer for the use of hand sanitization/ Prototype of Pulse Oximeter under development/ Non-Invasive CPAP type Ventilator Machine etc.• Electronics Service & Training Centre (ESTC), Ramnagar’s Innovative Product UV Sanitization Wooden Box.• Webinars have been organized by most of the TCs as per need of the industry on topics like, Transitioning from Face to Face to Online Teaching, Prioritization and Methodologies to Kick Start the Industry Post COVID-19 Pandemic, Preparedness for re-opening of Shoe manufacturing unit etc. for MSMEs, Startups, Students, Academia, Faculty & Industry.

Khadi activities got a major push during the last year that largely remained affected due to the Covid-19 lockdown, thanks to a huge purchase order worth Rs 48.90 crore from the Indian Railway. While the railways purchased Khadi goods worth Rs 8.48 crore in December 2020 alone; it substantially created employment and income for Khadi artisans during the testing times of Covid-19. The purchase orders from Indian Railways directly benefited artisans registered with 82 Khadi Institutions across the country that are engaged in production of material like sheeting cloth, towels, bed sheet, flag banner, sponge clothes, Dosuti Cotton Khadi, bunting clothes and others. During the period from May 2020 to December 2020 (till 21st December), Indian Railways procured Khadi material worth Rs 48.90 crore which kept Khadi activities

going during the pandemic. Interestingly, Indian Railways purchased goods worth Rs 19.80 crore from Khadi in the months of May and June when the economy had taken a severe hit due to lockdown. Similarly, railways procured Khadi goods worth Rs 7.42 crore in July and August and it purchased Khadi products worth Rs 13.01 crore in the months of October and November. KVIC Chairman Shri Vinai Kumar Saxena thanked Hon’ble Railway Minister Shri Piyush Goyal for supporting Khadi artisans

by placing large orders with KVIC. “During the pandemic, KVIC faced the biggest challenge of sustaining employment and livelihood of the artisans. While KVIC engaged its artisans in making Khadi masks during the pandemic; it simultaneously received bulk orders from the railways too that kept Khadi’s spinning wheel on the move. This meant additional employment and income for the artisans which helped them overcome the financial distress and supported the country’s economy,” Saxena said.

Apart from supporting Khadi through direct purchases, Railways have also implemented policy decisions to strengthen Khadi artisans. In one such move, Railways have designated 400 railway stations where only earthenware is used for selling food and beverages to passengers and thus providing a major boost to the potters trained by KVIC under Kumhar Sashaktikaran Yojana. The Railway Ministry is in the process of notifying another 100 railway stations as “Plastic-free Stations”.

NSIC envisages a digital transformation of MSMEs towards the goal of ‘Atma Nirbhar Bharat’. In this regard NSIC signed an MoU with Bharti Airtel Limited on 11.12.2020 under its ICT Enabled Digital Services with an

objective to serve MSMEs of India for their business automation and connectivity needs viz. data/voice connectivity, marketing solutions, cloud, security and collaboration.

Khadi and Village Industries Commission (KVIC) lent special focus on Khadi artisans in Jammu & Kashmir during the Covid-19 period. While KVIC worked tirelessly for creating sustainable employment across the country, it disbursed Rs 29.65 crore to Khadi Institutions in the hilly terrains of J&K alone, which has been the focus area of the Central Government.This amount has been disbursed from May 2020 to September 2020 to 84 Khadi institutions in J&K benefitting 10,800 Khadi artisans associated with these institutions. The financial assistance has been given under

Modified Marketing Development Assistance (MMDA) scheme of KVIC which is directly linked with the

production activities. Under this scheme, money is directly transferred into the bank accounts of artisans through DBT.During Covid-19 lockdown period, a

special drive was also launched by KVIC to settle 951 old MMDA claims of J&K Khadi institutions that were related to 2016-17 to

2018-19, pending due to various technical reasons.KVIC Chairman Shri Vinai Kumar Saxena said through this special drive, the payment of Rs 29.65 crore was released to 84 Khadi institutions and it has directly benefited 10,800 artisan families in J&K which goes on to strengthen the Hon’ble Prime Minister’s dream of making every weaker section “Aatmanirbhar”.“Apart from ensuring financial assistance through MMDA Scheme to Khadi Institutions and artisans, KVIC also roped in thousands of women artisans working in self-help groups in Jammu, Udhampur, Pulwama, Kupwara and Anantnag in stitching of Khadi face masks. Almost 7 lakh Khadi face masks were stitched by these women artisans and supplied to the J&K government,” Saxena said.At present, 103 Khadi institutions are working in J&K. Of these, 12 are primarily dealing in production of Kashmir’s globally acclaimed Pashmina Shawls. Over 60% of these shawls are produced in South Kashmir region, i.e. Anantnag, Bandipora, Pulwama and Kulgam. The products made in J&K have found a large number of consumers in states like Delhi, Rajasthan, Haryana, Uttar Pradesh, Madhya Pradesh and Uttarakhand. These products are being sold through various Khadi India Sale outlets and through KVIC e-portal.

I hail from a middle-class family from Sisarma village of Udaipur District of Rajasthan. After completing my MBA I worked for a communication company for a monthly salary of Rs. 10,000/-. I was not satisfied with the meagre monthly income earned from my Job. However, while studying my MBA course I was always on the lookout for starting an enterprise. After making survey of the area, I identified that SOYA MILK is having tremendous demand in the area, hence decided to start a Soya Milk producing unit. In my pursuit to start my own business, I asked around for support available from the Government for unemployed youth to start their own venture. I came across PMEGP Scheme of the Ministry of MSME that helps to start new businesses. I immediately swung

in to action and submitted my loan application under PMEGP flagship scheme, my application was approved and forwarded to State Bank of India, Udaipur for sanction of loan. I then underwent training program that is required for knowledge, expertise, accounting and marketing skills for managing business and to evoke my entrepreneurial spirit as well. Soon after the training I launched my dream project to manufacture Soya Milk with a loan of Rs. 6,00,000/- from SBI Udaipur and investing my own funds to the extent of Rs. 70,000/-. Today I run a successful business and supply Soya Milk to retail shops against the orders in Udaipur District. I am earning a monthly income of about Rs. 50,000/-. And have employed 2 persons in my industry. My next plans is to expand the Soya Milk Business throughout the Rajasthan State within next 2 years. With changing times bangles are the ones which have not lost their hold on Indian psyche. All women & girls love to wear bangles. Modern bangles today are made with umpteen number of materials, with trending, beautiful and innovative designs. If someone is trying to make their living, bangle making can be one of best enterprises. That is exactly the thought process I had when I started my own unit. After finishing my M.A. graduate, I was basically inclined to do something independently. It was my ambition and desire to help in augmenting my family income. With my own love for wearing varieties of bangles on one hand and that being a viable business proposition I decided to go into making of glass bangles. For which I needed some guidance and financial assistance.

I got advised to apply for financial assistance under the PMEGP Scheme Ministry of MSME. Accordingly, I submitted my application under PMEGP through DIC, Firozabad to IDBI Bank, Firozabad. The IDBI bank sanctioned me a loan of Rs. 10,00,000/- under PMEGP and referred me to Firozabad for EDP training. The training made me aware about abundant opportunities available for taking up self-employment ventures and equipping me with required entrepreneurial skills and motivation to accomplish my ambitions. Soon after finishing the training I availed a loan of Rs. 10,00,000/- from IDBI Bank Firozabad and by investing my family funds to the extent of Rs. 55,000/- started my bangle works shop in Rasoolpur Village. I employed 4 skilled laborers and started manufacturing decorative bangles. I personally supervised all the operations and ensured production of quality bangles. In time with a lot of hard work, I was able to increase the customer base by which my business and earnings increased substantially. At present I earns a monthly net income of Rs. 30,000/-. Seeking to reinvent the age-old Indian tradition of coating houses with cow dung, Khadi and Village Industries Commission (KVIC) has developed Khadi Prakritik Paint, a first-of-its-kind paint in India made from cow dung with eight benefits or Ashta Laabh. The unique product which is innovative, eco-friendly and cost-effective, was launched by Hon’ble Minister for MSME, Shri Nitin Gadakri on 12 January 2021 from the sprawling lush-green lawns of his residence in New Delhi. Hon’ble Union Minister for Fisheries, Animal Husbandry and Dairying, Shri Giriraj Singh, Hon’ble Minister of State for MSME, Shri Pratap Chandra Sarangi and KVIC Chairman Shri Vinai Kumar Saxena were present on the occasion.While launching the paint, Shri Gadkari said the innovative Khadi Prakritik Paint has the potential of evolving into a Rs 6000 crore market and creating 10 lakh new jobs that will revolutionalize the agro-based economy of the country.“A policy will be framed for sharing the technical knowhow of Khadi Prakritik Paint to maximum people in India. KVIC will provide technical training to new entrepreneurs who could benefit by manufacturing cow dung paint. Thousands of Prakritik paint manufacturing units can be set up across the country that will give a big boost to local manufacturing and agro-based economy,” Shri Gadkari said.He said bulk utilization of cow dung will ensure monetary gains to farmers that will also desist them from selling away cows in the market. “This will put a check on cow slaughtering. We will stop cow slaughtering through the economy and not through the law,” he said.Speaking on the occasion, Shri Giriraj Singh appealed to the leading paint manufacturing companies to learn the technical knowhow for making cow-dung paint from KVIC in order to promote an eco-friendly product that will boost the local economy. “The natural benefits of cow dung make this Khadi Prakritik Paint a perfect immunity for the houses,” Shri

Singh said.Shri Pratap Chandra Sarangi said the “Vedic Vigyan” or the ancient practices have been mixed with the modern science to produce Khadi Prakritik Paint.KVIC Chairman Shri Vinai Kumar Saxena said Khadi Prakritik Paint was not just a product but a tool for accelerating the growth of rural economy in India. “The prime objective of developing cow-dung paint is employment generation which is the basic premise of Khadi. This paint is a reinvention of age-old practice into a scientifically-tested modern product,” Mr Saxena said.Production of Khadi Prakritik Paint is aligned with the Hon’ble Prime Minister’s vision of increasing farmers’ income. At the same time, it will create thousands of new jobs in the paint manufacturing sector as KVIC will share the technology and provide training for manufacturing of Prakritik Paint. At present, Prakritik Paint manufacturing unit at KVIC’s Kumarappa National Handmade Paper Institute in Jaipur, has the daily capacity of producing 500 litres of paint which provides direct employment to 10 people.Apart from being waterproof and washable, Khadi Prakritik Paint contains natural benefits of cow dung like having anti-bacterial, anti-fungal and natural thermal insulation properties. This paint is eco-friendly, non-toxic, odorless and cost-effective. Emulsion paint meets BIS 15489:2013 standards; Distemper paint conforms to BIS 428:2013 standards.As compared to other paints of the same category, Khadi Prakritik Paints are up to 50 percent economical.Khadi Prakritik Paint is available in two forms – distemper paint and plastic emulsion paint. Cow dung is the main raw material of this paint which is easily and abundantly available across the country. It will, therefore, ensure round the year easy availability of raw material for the paint which will further create additional income of up to Rs 30,000 per annum per animal for farmers and gaushalas.

A 1000-year old heritage art – the Monpa Handmade Paper of Arunachal Pradesh – which was driven to the extinction, has come to life once again, with the committed efforts of Khadi and Village Industries Commission (KVIC).The art of making Monpa handmade paper originated over 1000 years ago. Gradually the art became an integral part of local custom and culture in Tawang in Arunachal Pradesh. Once produced in every household in Tawang, this handmade paper was a major source of livelihood for the locals. However, the handmade paper industry almost disappeared in the last 100 years; prompting KVIC to plan revival of this ancient art.KVIC on Friday commissioned a Monpa handmade paper making unit in Tawang which not only aims at reviving the art but also engaging the local youth with this art professionally and earn. The unit was inaugurated by KVIC Chairman Shri Vinai Kumar Saxena in presence of local people and officials. Inauguration of the paper unit is a historic event for the locals.The fine-textured handmade paper, which is called Mon Shugu in the local dialect, is integral to the vibrant culture of the local tribes in Tawang. The paper has great historic and religious significance as it is the paper used for writing Buddhist scriptures and hymns in monasteries. The Monpa handmade paper, will be made from the bark of a local tree called Shugu Sheng, which has medicinal values too. Hence availability of raw material will not be a problem.Back then, such was the scale of production that Monpas used to sell these papers to countries like Tibet, Bhutan, Thailand and

Japan as no paper making industry existed in these countries at that time. However, the local industry gradually began declining and the indigenous handmade paper was taken over by inferior Chinese paper.An attempt for revival of this handmade paper industry was made in 1994 but failed as it was a mountainous task owing to various geographical challenges in Tawang. However, with the strong resolve of higher management of KVIC, the unit was successfully established despite many challenges. On the instruction of KVIC Chairman, a team of scientists and officials of Kumarappa National Handmade Paper Institute, (KNHPI) Jaipur, was deputed at Tawang to set up the unit and training the locals. Over six months of rigorous efforts bore fruits and a unit has been commissioned at Tawang.Initially, the paper unit has engaged 9 artisans who can produce 500 to 600 sheets of Monpa handmade paper per day. The artisans will be earning wages of Rs 400 per day. To begin with, 12 women and 2 men from local villages have been trained to make Monpa handmade paper. KNHPI is a unit of KVIC.The most challenging task for KVIC officials was to transport the machines to Tawang owing to its difficult mountainous terrains and inclement weather conditions. The Arunachal Pradesh Government lent full support to the project and offered a building on a nominal rent to set up the unit.

The KVIC Chairman said reviving the Monpa handmade paper industry and increasing its commercial production was the key objective of KVIC. “Owing to its peculiarity, this handmade paper has high commercial value that can be harnessed to create local employment in Arunachal Pradesh. By increasing production of Monpa handmade paper, it can again be exported to other countries and regain the space occupied by

China in the last few decades. This is a local product with great global potential, which is aligned with the Mantra of “Local to Global” given by the Prime Minister,” Saxena said.“The fatigue from the 15 hours of road journey from Guwahati to Tawang in this difficult terrain just vanished on witnessing this paper unit coming to life again. It is, indeed, a privilege to have inaugurated the unit that will revive this local art,” Mr. Saxena said while lauding the KVIC- KNHPI officials for their hard work and Arunachal Pradesh Government for their support to the projectApart from handmade paper, Tawang is known for two other local crafts – handmade pottery and handmade furniture – that are also getting extinct with passage of time. KVIC Chairman announced that within six months plans will be rolled out for revival of these two local arts. “Revival of handmade pottery will be taken up on priority under Kumhar Sashaktikaran Yojana very soon,” Saxena said.The Monpa handmade paper unit will also serve as a training center for the local youths. KVIC will provide marketing support and explore markets for the locally manufactured handmade paper. KVIC plans to set up more such units in different parts of the country. Mr. Saxena said KVIC will also begin production of innovative plastic-mixed handmade paper in Tawang that will be crucial for reducing plastic waste in the region.

The big Swadeshi drive in paramilitary forces envisaged by Hon’ble Home Minister Shri Amit Shah has gained fresh momentum with a new agreement for supply of Khadi cotton durries to the forces. In another firsts, Khadi and Village Industries Commission (KVIC) on Wednesday signed an MoU with ITBP for supply of 1.72 lakh cotton durries every year. The agreement was signed by Deputy CEO KVIC and DIG, ITBP, in presence of KVIC Chairman Shri Vinai Kumar Saxena and Additional Secretary (Home) Shri Vivek Bhardwaj and other officials of CAPFs.The agreement has been signed for one year which may be renewed thereafter. The total value of 1.72 lakh durries is Rs 8.74 crore.The development comes in wake of the instructions of Hon’ble Home Minister to the paramilitary forces to encourage local products in a bid to support the “Aatmanirbhar Bharat Abhiyan” initiated by Hon’ble Prime Minister Shri Narendra Modi. Hon’ble Minister for MSME, Shri Nitin Gadkari welcomed the move.As per the specifications, KVIC will provide blue-colour durries of 1.98 m length and 1.07 m width. The cotton durries will be produced by Khadi artisans in Uttar Pradesh, Haryana and Punjab. The next products in the pipeline are Khadi blankets, bed sheets, pillow covers, pickles, honey, papad and cosmetics, etc.KVIC Chairman termed the development as

also a matter of pride for Khadi artisans who are serving country’s jawans in their own ways,” Saxena said.KVIC developed the cotton durries as per the samples provided by ITBP and the same has been approved by agency. The cotton durries prepared by KVIC have also been certified by Northern India Textile Research Association (NITRA), a unit of the Textile

Ministry recognized by the department of Scientific and Industrial Research.Earlier, on July 31 last year, KVIC had signed an agreement with ITBP for supplying Kacchi Ghani mustard oil which has been successfully supplied. The ITBP is the nodal agency appointed by MHA for the procurement of provisions on behalf of all paramilitary forces.

Prime Minister’s Employment Generation Programme (PMEGP)Margin money subsidy of Rs. 1000.73 crore has been disbursed by banks upto 31.12.2020 under the Prime Minister’s Employment Generation Programme (PMEGP) which will facilitate setting up of 31,923 micro enterprises creating employment of around 2,55,384 persons.

Skill DevelopmentSkill Training under the Ministry of MSME is conducted through various organizations under the Ministry i.e. MSME – Tool Room, Technology Centre Systems Programme (TCSP), National Small Industries Corporation (NSIC) Ltd., Khadi and Village Industries Commission (KVIC), etc. 24,080 persons have been imparted skill training during the month of December 2020 (up to 29.12.2020).

Under the Micro and Small Enterprises- Cluster Development Programmes, Two Common Facility Centres (CFCs) at Hi-Tech Cluster Mohali, Punjab and Oil Expeller Cluster Ludhiana, Punjab have been commissioned.
