Pamphlets were provided at travel plazas, the State Fair, and other venues. Topics includedphosphorus & nitrogen, stormwater pollution prevention, and a homeowner's guide to rain gardens.

Brochures were ordered to restock those which had been distributed at events or picked up at kiosks.Brochures educate the public on the effects of household products, residential activities, and petwaste on stormwater and surface water pollution. Brochures also inform the public on how and whyto construct rain gardens, how to identify and report suspected illicit dishcarges, and otherstormwater and pollution prevention issues.

The interactive stormwater exhibit at the Childern's Museum of Science and Technology (CMOST)in Troy, NY was hosted. Staff at the CMOST conduct lessons pertaining to stormwater anddistribute a Hudson River watershed model fact sheet and children's pollution prevention activitybook.

The exhibit is an interactive experience which educates visitors on watersheds, effects of pollution,and pollution prevention. The museum reports approximately 60,000 visitors each year.

CMOST will continue to display the stormwater exhibit, conduct the associated lessons, and providethe fact sheet and activity book.

NYSTA developed an educational stormwater video which airs at the 27 travel plazas throughout thethruway system. The video is approximately 4 minutes long and discusses the connections betweenan individual's actions and stormwater quality. This video and its script are available at all times onthe NYSTA website.

The video has the potential to reach a wide audience, as approximately 20 million visitors utilize the27 travel plazas each year.

The video ran for 350 days in this reporting period. It is currently being updated. The newest versionwill be aired when it is complete.

The stormwater websites listed in this report were hosted throughout the year. Educational materialswere available to the public on these sites. The 2015-2016 annual report was uploaded to the websiteand thus made available for public view. Internally, NYSTA posts stormwater education materials(maintenance directives for employees) on the intranet.

A poster describing "Good Housekeeping Practices" was displayed at restaurants in the 27 travelplazas along the Thruway. This poster educates restaurant employees on grease traps, dumpsters, andwaste disposal.

This poster ensures important best management practice information is readily available to travelplaza restaurant employees. It is displayed at all 27 plazas.

Environmental Reminder Cards were made available to NYSTA staff. These cards are a convenientreference for best management practices most pertinent to their specific responsibilities. They areupdated as necessary and replenished as stocks diminish.

Environmental Reminder Cards cover such topics as vehicle washing, ditch cleaning, streamprotection, and more. 120 environmental reminder books were distributed across the four Divisions.

The Stormwater General Permit Maps were accessible to NYSTA Section Supervisors andappropriate staff. These maps are used to identify areas of special concern or interest while planningNYSTA operations.

Map layers include 303(d) impaired waters listed in the GP-0-15-003 permit, TMDL watersheds,Rare Species and Natural Communities, National Register Sites, and E & F soils in AA or AA-swatersheds. One printed map book is provided to each Thruway Division (Albany, Buffalo, NewYork, and Syracuse) and in the Bureasu of Environmental Services office in the AlbanyHeadquarters. The maps are also available electronically.

Training was provided to 19 Thruway employees during the last reporting period (2015). Employeeswere trained in using TerrsSync and GPS Pathfinder Office software. This software allowsemployees to utilize handheld GPS/GNSS (Global Positioning System/Global Navigation SatelliteSystem) receivers to collect location data points in the field.

It is anticipated that GPS data will be collected at unique environmental features such as wetlandboundaries, stream channels, other waterbodies, and stormwater system features. For instance, theSyracuse Division stormwater outfalls were collected by GPS, which allowed these points to bepresented on a map. Field-collected data is utilized for numerous stormwater related analyses to helpaddress issues.

Stencils were purchased to mark storm sewers. 21 stencils were provided to NYSTA staff to markstorm drains with the phrase "only rain down the drain". A total of 606 storm drains were stenciledthis reporting year.

Storm drain stenciling is a good visual tool for providing education on the importance of keepingstorm drains clean to prevent water quality impacts. The stencils serve as a reminder that whateverdoes in the storm drain ultimately makes its way to a waterway.

An interactive stormwater exhibit at the Children's Museum of Science and Technology (CMOST) inTroy, NY was hosted. CMOST staff conducted educational lessons and provided a Hudson Riverwatershed model fact sheet and a children's pollution prevention activity book.

The interactive exhibit presents information pertaining to watersheds, non-point source pollution,and pollution prevention. The museum receives approximately 60,000 visitors each year and it isexpected that most, if not all of the visitors view and/or participate in the exhibit.

Good Housekeeping Pollution Prevention and Stormwater Pollution Prevention posters provideexamples of best management practices and indicators of illicit discharges. These posters aredisplayed at 27 service plazas, 23 maintenance facilities, and 18 waste water treatment plants.

The posters identify practices such as maintaining clean floor mats, recycling grease and oil, mopwater disposal, dumpster use, pesticide storage and application, deicer application, hazardous wastestorage, waste product storage and disposal, vehicle washing, chemical and vehicle fluid spills andleaks, and illicit discharge reporting. Photos of proper and improper practices, as well as indicatorsof illicit discharges are also included.

Syracuse Division outfalls were inspected for indicators of illicit discharges.

All 214 of the Syracuse Division outfalls were inspected during this reporting period. This represents18% of the 1,174 total Thruway outfalls.

Posters describing the proper use and maintenance of oil/water separators are displayed at all 23NYSTA maintenance facilities. These posters keep best management practices readily available tothe facility staff.

Information on these posters includes guidance on oil dumping, detergents and degreasers,accidental releases, inspections, and maintenance. A diagram of an oil/water separator is alsoincluded. Lost or damaged posters are replaced as need. In the last reporting year, 29 posters werereplaced.

Environmental audits are conducted annually at the 23 NYSTA maintenance facilities. A summaryof these audits is sent to NYSDEC at part of the State Agency Environmental Audit (SAEA) process.

Audits are conducted by each of the four Thruway divisions (Albany, Buffalo, New York, andSyracuse). No significant non-compliance items were identified. All minor issues have beencorrected.

NYSTA inspects large diameter culverts for hydraulic and structural condition on a 5-year rotatingschedule, as part of the "Large Culvert Inspection Program". The inspection teams have incorporatedan illicit discharge detection component to their inspection procedure in order to help identify anypotential sources of illicit discharges. The goal is to inspect large diameter culverts for signs of illicitdischarges statewide on a 5-year schedule. 63 were inspected in this reporting period.

The Infrastructure, Inventory, and Inspection System (IIIS) modules for Stormwater InfrastructureReporting and Large Culvert Inspections includes questions relative to illicit discharges. If one isfound by the inspectors, it is reported to the delegated staff who then notify the appropriateenforcement agency (DEC Region of County DOH). The information is then recorded on formTA-N41127-9 and filed in the NYSTA Division office. No large culvert issues were noted this year.

NYSTA staff are responsible for driving sections of the Thruway to inspect for problems such asexcessive debris, broken guide rails, and erosion. They also look for indicators of illicit dischargessuch as unexpected flow, flooding, oil sheens, odors, and staining.

By incorporating illicit discharge detection into everyday activities, it keeps employees aware of theissue. No illicit discharges were identified in this reporting period.

The Stormwater General Permit Maps were available to appropriate NYSTA staff. These maps areused as a reference by Section Supervisors to identify areas of special concern or interest whenplanning routine activities.

Map layers include 303(d) impaired waters listed in the GP-0-15-003 permit, TMDL watersheds,Rare Species and Natural Communities, National Register Sites, and E&F soils in AA or AA-swatersheds. The NYSTA continued to provide access to the right-of-way manual. Example sections of thismanual are: creation or preservation of natural grassland areas and stream banks, annual springs,daily right-of-way cleanup procedures, use of herbicide, drainage and stormwater facilitymaintenance, bridge washing, mowing, and toll lane cleaning.

Stencils were purchased to mark storm sewers. 21 stencils were provided to NYSTA staff to markstorm drains with the phrase "only rain down the drain". A total of 606 storm drains were stenciledthis reporting year.

Storm drain stenciling is a good visual tool for providing education on the importance of keepingstorm drains clean to prevent water quality impacts. The stencils serve as a reminder that whatevergoes in the storm drain ultimately makes its way to a waterbody.

The NYSTA maintained a thorough SWPPP design, review, and oversight process, All SWPPPdevelopment is coordinated through a licensed professional engineer in the Office of Design. TheEnvironmental Services Bureau then conducts a quality control review. Once approved, the ChiefEngineer approves the SWPPP.

The review and oversight process ensures that SWPPP requirements are being met in the designphase and beyond. No stop work orders or contract terminations were necessary this reportingperiod. 19 active construction sites were monitored, and no improper installation or maintenanceissues were noted.

A searchable database was created to maintain inventory and inspection data for NYSTA'spermanent stormwater controls. This database has since been incorporated into the IIIS systemwhere it is used by NYSTA staff to organize inventory and inspection information, and track anyissues.

Eight new stormwater controls were entered into the database during this reporting period. Thedatabase categorizes management practices as "wet pond", "wet swale", "dry swale", and "wetland".Such information maintained includes inspection dates, maintenance dates, inspection forms andnotes, locations, feature numbers, year built, dimensions, UTM location, and the site plan/drawing.

The database will continue to be utilized to manage this information throughout the next reportingyear.

A GIS map and inventory of post-construction stormwater management features was maintained bythe NYSTA.

The inventory and GIS map are used to identify and locate post-construction stormwatermanagement controls for maintenance and inspections. Eight new controls were added to theinventory and map this reporting year.

Annual internal environmental audits are conducted at the 23 maintenance facilities to ensureenvironmental compliance. Upon completion, a summary is sent to the NYSDEC as part of theannual State Agency Environmental Audit (SAEA) process.

The annual inspection is conducted by each Division (Albany, Buffalo, New York, and Syracuse) toconfirm all facilities and staff are in compliance with environmental regulations. Anynon-compliance activities are corrected immediately.

"Good Cleaning Practices" posters were displayed at restaurants in the 27 travel plazas along theThruway. These posters discuss grease traps, dumpsters, and waste disposal.

Good Housekeeping Pollution Prevention and Stormwater Pollution Prevention posters are ondisplay at each of the 27 service plazas, 23 maintenance facilities, and 18 water treatment plants.These posters keep best management practices and indicators of illicit discharges in the minds of theNYSTA staff.

The posters include practices for cleaning floor mats, recycling oil and grease, disposal of mopwater, dumpster use, pesticide storage and application, deicer application, hazardous waste storage,waste product storage and disposal, vehicle washing, chemical and vehicle fluid spills, and illicitdischarge reporting. Photos are included on the posters of proper vs. improper practices andindicators of illicit discharges.

Posters describing the proper use of oil/water separators are displayed at each of the 23 maintenancefacilities. These posters remind staff of the proper use and maintenance of oil/water separators.

Posters are displayed in pertinent locations and provide information on the purpose of the separators.The also discuss oil dumping, detergents and degreasers, accidental releases, inspections, andmaintenance. Stormwater General Permit maps are used a a reference for NYSTA Section Supervisors to identifyareas of special concern/interest while planning NYSTA activities.

Map layers include 303(d) impaired waters listed in the GP-0-10-002 permit, TMDL watersheds,Rare Species and Natural Communities, National Register Sites, and E&F soils in AA and AA-swatersheds. One map set is provided to each Division (Albany, Buffalo, New York, and Syracuse),and one is available at the Bureau of Environmental Services office in the Albany headquarters.These maps are also available electronically.

Living snow fences have been installed parallel to the highway. Rows and clusters of willow treesand evergreens were strategically planted to prevent snow from blowing onto the thruway travellanes.

Blowing and drifting snow can be a safety hazard, but can also affect stormwater quality. Less snowon the roadway allows the Thruway to apply less salt and sand, which improves the quality of thestormwater runoff. Approximately 9,500 feet of living snow fence in the Buffalo District and 3,000feet in the Syracuse Division was installed this reporting period.
