“Design, supply, installation, testing and commissioning of Electro-Hydraulic Twin Park Palette Parking System based on lifting mechanism through hydraulic cylinder, to be provided in both the basements (lower basement-106 Nos. approx. & upper basement-54 Nos. approx.). Normal adjustable size will be 4529mm (± 50mm) x 2560mm (±50mm) with the minimum lower level height clearance of 2.1 mtrs. The minimum weighting capacity of lift will be 2.0 tons. Overall parking structure adjustable height of 3700mm. Platform will be of metal framing with GI Corrugated platform profiles. Section III,3.bids are now invited for following scope of works: Page 28 “The scope of work shall, besides above mentioned works, also include maintenance during defect liability period including & preparation of all detailed shop drawings, obtaining approval from all local authorities, electrical inspector, water sewer, drainage, electricity connection from local bodies, permission /approval for tree cutting etc. As client / HITES aims at getting GRIHA 3-star rating for the building, prospective bidders are required to provide adequate documentation & follow other requirements relevant to enable CLIENT /HITES in achieving these objectives as referred above.”

22 “Generally the associate agencies forwarded their rates after the receipt of the minutes of the pre bid which generally take weeks time. It is suggested that submission of tender date may be extended for 15 days.”


23 “Approximate length of the barricading the construction area be intimated”

Out of four manufacture mentioned in the approved list only one company i.e. M/s Klaus is manufacturing the hydraulic system & the specification attached is only suits to M/s. KLAUS. It is suggested that specification for electro-Mechanical system may please also be included”

34 “In FAS, all detector & devices asked with inbuilt fault isolator which is a default feature of VDS system not UL approved system. Can we propose external fault isolator after every 20 devices as per UL norms? ”

35 “In FAS & CCTV, Specs & BOQ are not matching. Kindly confirm whether we quote considering specs or BOQ.”

Please note Voltas hold a Pioneering position and having a more than 40 years experience in manufacturing & supplying Water/ Air Cooled Chillers from India. As per new initiative take by Government regarding promoting "Make in India" policy we request you to please accept Voltas make. Voltas is already been installed and approved in numerous government projects of PWD, CPWD, NBCC ESIC and other government organizations. Voltas is sufficing all the technical parameters and specification mentioned in Tender. If required we can provide NIT copies for the same too.”


40 HVAC BOQ--Sub Head –A 2), Vertical Inline Chilled Water Pumps:- “As per the approved manufacturers there is only single make who

could provide vertical inline pump. So, Request you to consider vertical end suction split casing pump instead of vertical inline pump.”

41 HVAC BOQ--Sub Head –A 6): Hot water Pumps- “As per the given parameters of the pump, pump manufacturers are unable to do selection with 65% efficiency. So request you to consider minimum efficiency to be 50 %.”

Hot Water Pumps with minimum 50% efficiency is acceptable.

42 HVAC BOQ--Sub Head –A 18):- Thermostat for FCU:- “Please clarify about the quantity of thermostat whether it is 10 Nos. or we have to consider 2 thermostats per set (one for cooling and one for heating coil).”

Each FCU shall have only one thermostat which shall be suitable for four pipe system for simultaneous cooling & heating as mentioned in BoQ. Terms & Conditions of e-Tender prevails.

43 HVAC BOQ-Sub Head –A 19):- Thermostat for AHU:- “Please clarify about the quantity of thermostat whether it is 47 Nos. or we have to consider 2 thermostats per set (one for cooling and one for heating coil).”

Each AHU shall have only one thermostat which shall be suitable for four pipe system for simultaneous cooling & heating as mentioned in BoQ. Terms & Conditions of e-Tender prevails.

44 HVAC BOQ-Sub Head –A 20):-PICB Valve:- “In the Given Item- 1.For FCU already in item No.15) PICB valve is mentioned, so it should be omitted from this line item to avoid cost doubling. 2. For FMAHU and CSU, total quantity is 47 Nos. and hence total

quantity of PICB valve should be 94 (one for cooling and one for heating coil) but in BOQ total quantity is 110. Please clarify on the same.”

1. It is mentioned in BoQ item description of FCU that quantity of PICB valve have been quantified separately, thus, the cost for the same should not be considered in this line item.

2. Each AHU or FCU shall have cooling coil and heating coil.

So there shall be 02 nos. of PICB control valve for each AHU or FCU, one for cooling coil and second for heating coil & Quantity has been taken accordingly in BoQ.

Annexure-A

Technical Specifications for Hydraulic/Electro Mechanical Car Parking

1. General Description:

1.1. Supply, installation, testing and commissioning of Hydraulic/Electro-Mechanical twin park palette parking system in two levels. Normal adjustable size & height clearance, overall parking structure shall be as per site conditions & OEM standards. The minimum weighing capacity of lift will be 2.0 tons.

1.2. Platform should have firm grip of vehicle and therefore should not be smooth finish. Galvanized platform thickness shall be as specified below and palette should terminate with a support/indication for the judgment of parking a car.

1.3. The Vertical moment of platform will be controlled by hydraulics/Electro Mechanical system and motor/power pack suitably designed of 1.5 KW (approx.) powers. System should work on 3 phase connection with 230 v supply. Electrical control box and hydraulic assemble should be mounted on the column of a lift to provide a clearance to the ground.

2. Technical Requirements of Hydraulic System:

• All hydraulic car parking system should be provided with the following features to ensure safety, ease of working and endurance.

• The system will be column based with Z columns per palette.

• Galvanized wave platform with thickness of 2 mm.

• Every column should have at least 6 anchor bolts with wide base plate which gives maximum strength to pole so pole does not require any other support at top and stands alone without bending.

• If the device consists of posts of two sides, carriage of two sides, and wave plate platform, then the left and right post can be used in common. The left and right carriage can form double-linked or multi – linked device with the column at random.

• Individual/ Shared Power pack will be provided with various stackers. (40 liters power pack for 4 nos. of stackers, 60 liters power pack for 6 nos. of stackers, 100 liters power pack for 10 nos. of stackers). Motor, Power pack, oil tank unit and power boxes are mounted onto pole to keep the floor clear of equipment and cables.

• Double cylinders Lift: There are two nos. cylinders to lift one vehicle per platform. Cylinders should be properly sealed to reduce the possibility of leaking of oil.

• Each palette to have any emergency stop button.

• Hydraulic unit should be waterproof to avoid any failure of system due to moist (in case of hydraulic system).

• Each palette should be supported with individual hydraulic drive for individual operation (in case of hydraulic system).

• Photo sensor should be installed to prevent accidental movement of top Pallet.

• Each electrical part, safety devices should have CE certification/TUV standard

3. Technical Requirements of Electro Mechanical System:

o In case of Electro-mechanical system, Single power pack/motor of 1.5 KW for each unit. Individual Motor usage makes lifts can be taken into usage simultaneously which sops queuing of vehicles at the time of use.

o The system will be column based with H beams per palette.

o It should be complete with PCB Card and electrical installation etc. The system shall be designed to accommodate cars of size 5000 mm length and 2000 mm height (SUV) in ground floor, cars of 5000 mm length and 1700/1550 mm height cars of 5000 mm length in 1st floor/on Pallet with average retrieval/parking time not more than as specified in BOQ or best available with the OEM. All the structural work shall be finished and painted as per suitability and requirement. The parking structure will have to be constructed 2 levels above the ground with the electro mechanical technology. The structure will be supported with 4 columns and a middle column sharing two pallets for maximum space utilization. Each column should be anchored into RCC floor by 150 mm anchor bolts of approved make. Platform should have firm grip of vehicle and therefore should not be smooth finish. Galvanized platform with 1.6 mm thickness and pallet should have a wheel stopper for the judgment of parking a car. The Vertical moment of platform will be controlled by Chain & Rope System and fitted with a 3 Phase motor of capacity 1.5 kW. The Clear Pallet width shall be of 2100 mm & Length 3970 mm. In case of Power failure manual retrieval of the car parked on the first level should be possible.

o Photo sensor should be installed to prevent accidental movement of top Pallet. o Each electrical part, safety devices should have CE certification/TUV standard. o Each palette to have any emergency stop button.

▪ It should be with suitable steel structure frame of size H beam -152 x 152 x 7 x 10 -2900 L. ▪ DC magnetic brakes, photo sensors, Cam limit Switch, Pallet Stopper to be provided in case of electro mechanical system. ▪ Motor/ Power pack, power boxes should be mounted onto pole to keep the floor clear of equipment and cables.

4. Steelwork & Civil Works:

4.1. All Structural Steel fabrication, supply and delivery to site, erecting it in place, including painting, making necessary holes, chases in concrete masonry etc., aligning and grouting steel members in Cement Concrete of approved proportion along with other allied works etc. complete as

per manufacturer’s specifications & directions of Engineer-In-Charge is included in the scope of work & nothing extra shall be payable on this account.

4.2. The Structural Steel work shall cover all items necessary for efficient and safe functioning of the car lifts including as applicable machine beams, hoisting beams, guide rails, strut angles at every landings, rail brackets, bearing plates, hitch beams, stretchers, separators, buffer supports, cleats, bolts, etc. All guide rail brackets shall be provided with adequate supports. No claim for extra payment shall be admitted because of missing out any of these aspects while quoting for the work.

4.3. Scaffolding required for the erection of the lift(s) and hoisting of all machinery and equipment to the required heights shall also be arranged within the quoted price.

5. Electrical Connection Requirement:

5.1. In individual power pack unit design, hydraulic units and power boxes are placed on the lift pole. Power unit and the power distribution box can be hung on the upper position of post, which can save installation space.

5.2. In shared power pack power cables to be located near to lift. Shared power pack unit generally mounted near to the pillars in civil be designed and approved with engineers before installation.

6. Variations in Power supply:

All equipment shall be capable of working efficiently under conditions of Voltage and frequency variations. The range of variation is as below:

Voltage : ±10% Frequency : + 5%

7. Drawings & Documents

The drawings provided are for guidelines only. Prior to execution of work the contractor shall submit the required shop drawings as per

requirement showing all the details viz. Layout drawings, Schematic diagrams, Drawings for control panels & any other drawings /details incl. of

controller, control panels in respect of design and metal used for its contact points for approval of same from Engineer-In-Charge. Further the

Contractor should prepare & submit the required Method Statement as per manufacturer’s specifications for each item of work including for

Quality Assurance to Engineer in charge for approval prior to start of work. All work shall be carried out on the basis of approved shop drawings.

8. Quoted Rates

Irrespective of the item description given in the BOQ and/or the specifications given herein, the quoted rates should include cost of all the required

items, components including preparatory works & execution of associated Civil/Electro mechanical works for required functioning of the system as

per manufacturer’s specifications & directions of Engineer-In-Charge.

9. Training

The successful contractor shall fully provide training to Client’s personnel in operation and routine maintenance of the parking lift. Such training

shall be imparted during installation of the system and also after commissioning.

10. Operating Instructions:

The Contractor shall furnish required 4 sets of operation manuals inclusive of the operating instructions which shall include information and

guidance on operating pressures, temperatures, and quantities, etc.. Do's & Don’ts, Safety Measures & Precautions etc. as per requirements. Such

manuals should also include wiring diagrams, manufacturer’s lists of spare parts with part numbers, exploded views with identification of parts etc.

as per manufacturer’s specifications & directions of Engineer-In-Charge.

11. Guarantee of the System:

The materials and workmanship of the Electro Car parking system and its installations shall be guaranteed and the guarantee shall cover making

good of any defects, not due to any ordinary wear and tear or improper use and care, which may develop within One year from the date of handing

over of installations duly tested and commissioned to the Client.

12. Other Conditions

The local statutory Electro Car parking system Rules for Control as applicable shall be complied with. Contractor shall be responsible to obtain

necessary License from the Electrical / electro hydraulic car parking system Inspectorate or any other statutory authorities w.r.t electro hydraulic

car parking system before handing over of the installation(s) by taking timely action in submission of prescribed application form along with other

documents/drawings as per requirements. The statutory fees if any payable on behalf of Client for obtaining such approvals from relevant statutory

authorities shall be reimbursed by the Client on submission of original payment receipts.

12.1. Project information / data:

Design ambient for electrical equipment is 40°C to 45°C

12.2. Test at Site: -

Tests at site shall be carried out as per I.S. 14665 Part 5.

12.3. Approval of Installations and Completion Certificate: -

Approval/ Completion Certificate from the Electrical Inspectorate of Local/ Government, as required for installation and Commissioning of

Parking Lifts shall be obtained and made available to the Employer before handing over Lifts at no extra cost.
