CHAPTER – 1 EXECUTIVE SUMMARY
1. Executive Summary
M/s. Anjani Portland Cement Limited (APCL), a public limited
Company with an installed capacity of 1.15 MTPA with two Kilns at
Chintalapalem Village.
The Mine having a Mining Lease area of 4.75 ha is being operated
with a valid Mining Lease (granted by the State Government of
Andhra Pradesh vide GO Ms no. 162 dated 02.07.2008) and Consent
for Operation (granted by Andhra Pradesh Pollution Control Board
vide its Order No (TSPCB/CFO/NLG/HO/2016-1689. Dated 07-10-
2016) APPCB/PTN/NGL/425008/HO/2009-1816 dated 2.11.2009
and Scheme of Mining approved by Indian Bureau of Mines (vide
Letter No AP/NLG/MP/Lst-3/HYD Dated 24.08.2015
As per EIA Notification 2006, the mining of major minerals does not
require Environmental Clearance. Hence, this Mine III is being
operated with a valid Mining Lease vide GO issued by State Govt of
Andhra Pradesh and Consent for Operation since 2009 issued vide
Lr.No (TSPCB/CFO/NLG/HO/2016-1689 dated 07-10-2016)
APPCB/PTN/ NGL/425008/HO/2009-1816 dated 2.11.2009 the
mining of major mineral in a Mining Lease area of less than 5 ha
has also been brought under the purview of EIA Notification vide SO
3067. In order to comply with the requirement of EIA Notification
2006, as amended, we are initiating the process of getting
Environmental Clearance for Mine III with an area of 4.75 ha for the
exiting mining capacity of 0.15 million ton per annum (no increase
in area, no increase in production and no change in process)
Present Proposal
APCL is operating its Mine III with a Mining Lease area of 4.75 Ha
with 0.15 MTPA of Limestone production falling in the jurisdiction of
Gudimalkapuram Village, Chintalapalem Mandal, Suryapet District,
Telangana State. This Captive Mine is named as “Anjani Limestone
Mine III”.
As per EIA Notification 2006, the mining of major minerals does not
require Environmental Clearance. Hence this Mine III is being
operated with a valid Mining Lease and Consent for Operation since
2009 vide Lr. No. TSPCB/CFO/NLG/HO/2016-1689 Dated 07-10-
2016) APPCB/PTN/NGL/425008/HO/2009-1816 dated 2.11.2009,
Mining of major mineral in a Mining Lease area of less than 5 ha
has also been brought under the purview of EIA Notification. In order
to comply with the requirement of EIA Notification 2006, as amended,
APCL is initiating the process of getting Environmental Clearance for
Mine III with an area of 4.75 ha for the exiting mining capacity of
0.15 million ton per annum.
Current Status of Mining
Anjani Limestone Mine III caters the highly siliceous Limestone which
is used as dilution material along with raw material from other
Captive Mine to the interlinked Cement Plant (APCL).
The current mineable reserves are estimated to be 0.821 million
tonnes. The open cast, conventional, mechanized method of mining is
being adopted. The Limestone produced is transported to the crusher
located in Cement Plant, which is at a distance of 1.0 km.
The water requirement is 10 m3/day and is being sourced from mine
pit.
Power requirement is met from TSECB.
15 persons are employed for carrying out mining operations.
There is no capital investment, as the mine is already in operation.
2.0 INTRODUCTION OF THE PROJECT / BACKGROUND
INFORMATION
i. Identification Of Project And Project Proponent. In Case Of
Mining Project, A Copy Of Mining Lease / Letter Of Intent Should
Be Given.
Project: APCL intends to obtain Environmental Clearance for its
operating mine i.e., Anjani Limestone Mine III for a Limestone
production of 0.15 million ton per annum at Gudimalkapuram
Village, Chintalapalem Mandal, Suryapet District, Telangana State.
Project Proponent

requirement is met from this subject mine .
The Mine having a Mining Lease area of 4.75 ha is being operated
with a valid Mining Lease (granted by the State Government of
Andhra Pradesh vide GO Ms no. 162 dated 02.07.2008) and Consent
for Operation (granted by Andhra Pradesh Pollution Control Board

falling in the jurisdiction of Gudimalkapuram Village, Chintalapalem
Mandal, Suryapet District, Telangana State. This Captive Mine is
named as “Anjani Limestone Mine III”.
ii. Brief Description of Nature of the Project
The Limestone Mine III is spread over an area of 4.75 Ha with about
mineral reserves of 0.821 million ton and is located at
Gudimalkapuram village, Chintalapalem Mandal, Suryapet District,
Telangana State.
The mining of the deposit involves deep hole drilling & blasting with
fully mechanized conventional open cast mining method. The
benches are 5m height. The Limestone is loaded into 17T dumpers
and transported to crusher located in Cement Plant (APCL).
At the end of mining operations, about 2.702 ha of mined-out area
will be developed into water reservoir, an area of 0.632 ha will be
developed with greenbelt which includes 7.5 m safety barrier zone,
1.410 ha will be used as Nala barrier zone, 0.006 Ha will be used for
roads and infrastructure.
iii. Need for the Project and its Importance to the Country and or
Region
Anjani Limestone Mine III augments the resources and reserves in
other Captive Mine of APCL. It caters the highly siliceous Limestone
which is used as dilution material along with raw material from other
Captive Mine to the interlinked Cement Plant (APCL).
iv. Imports Vs Indigenous Production
The Limestone produced from APCL – Mine III is meant for the
captive consumption in the Cement Plant (APCL). The basic raw
material for the Cement Plant is being met from the Captive Mine
located nearby and no import of Limestone is envisaged.
v. Export Possibility
No export of Limestone is envisaged.
vi. Domestic / Export Markets
The Limestone produced from Anjani Limestone Mine III is meant for
the captive consumption in the Cement Plant (APCL) and no export of
Limestone is envisaged
vii. Employment Generation (Direct and Indirect) due to the Project.
15 persons are employed for carrying out mining operations.
3.0 Project Description
i. Type of project including interlinked and interdependent
projects, if any.
APCL intends to obtain EC for its Limestone Mine III for a production
capacity of 0.15 million ton per annum spread over an area of 4.75
ha with about mineral reserve of 0.821 million ton will last about 8
years as supporting raw material. The Limestone produced from the
Mine III, is highly siliceous and is used as dilution material along
with raw material from other Captive Mine for the Cement
production.
Though the extent of Mine lease area is 4.75 Ha, due to the proximity
of the interstate boundary with Andhra Pradesh, at a distance of 4.3
km, it is falling under Category ‘A’ under Schedule 1(a). Hence, it
necessitates obtaining Environment Clearance from Ministry of
Environment and Forest & Climate Change (MoEF & CC).
ii. Location (map showing general location, specific location, and
project boundary & project site layout) with coordinates.
The Mining Lease area comprising 4.75 ha is situated at Gudi
Malkapuram Village, Chintalapalem Mandal, Suryapet District,
Telangana State.
The Mining Lease Area is a part of the Survey of India Toposheet No.
56/D/1. The site falls between 16°46'33.00" - 16°46'41.57" North
latitude and 80°0'43.53" - 80°0'53.37" East Longitude with an
average altitude of 67 m above MSL. The location map of the Mining
Lease Area is shown in Fig 1.
Nearest railway line connecting Mellacheruvu - Jaggayapeta of South
Central Railway line is at a distance of 5.8 km to NNW direction from
the Mine site. Key map showing the location of various features
around the Mining Lease Area is shown in Fig 2. The nearest railway
station i.e., Mellacheruvu RS ,is at a distance of 9.8 km in WNW
direction.
Nalgonda is the major town at a distance of 85.0 km in WNW
direction.
The National Highway (NH 9) connecting Hyderabad - Vijayawada is
at a distance of about 17.5 km in NE direction and Major Road
Mellacheruvu to Mallareddygudem is at 3.2 km in SW direction to
the Mining Lease Area.
There are no wild life sanctuaries, national parks, elephant/tiger
reserves within 10km radius of the study area.

the proposed site, particularly the environmental considerations
gone into should be highlighted.
No alternate sites have been considered as the Mine is already in
operation.
iv. Size or magnitude of operation.
Mine area is 4.75 ha. The proposal is for obtaining EC for a
Limestone production of 0.15 million ton per annum.
v. Project description with process details (a schematic diagram/
flow chart showing the project layout , components of the
project etc. should be given)
APCL is adopting conventional, opencast mechanized mining which
involves deep drilling and blasting for breaking the rock, hydraulic
excavators to handle the broken material and loading into 17 T
dumpers for transporting the ROM material to crusher located in
Cement Plant (APCL)
Drilling operations are conducted with 115 mm dia of Atlas Capco
Wagon Drill with compressor of 450 cubic feet per minute. Hydraulic
excavators with bucket capacity of 0.6m3 is deployed to load the
blasted Limestone into Dumpers. The blasted/ excavated Limestone
is sent to crusher located in Cement Plant (APCL).
The maximum depth of the Limestone deposit is 12 m. Hence 3
benches have been developed.
DRILLING
The drilling of holes is done by using 115 mm drill.
BLASTING
Blasting is done using cap sensitive explosives (class-2) as booster
and Ammonium Nitrate/Fuel Oil (ANFO) is used in the ratio of 20:80.
Nonel detonators are utilized to control ground vibrations and fly
rock. For producing 0.15 million ton of Limestone per annum about
19200 kg ANFO and 4800 kg Booster (per year) are required.
Explosives required for 3 weeks is stored in the company’s magazine.
APCL is adopting the following blasting parameters in the mine.
Bench height 5 m
Spacing 3m
Burden 3 m
Density 2.5 m
Yield per hole 185 tons
Charge per hole 80 kg
Powder factor 6.5 tons/kg
LOADING
Loading is carried out by hydraulic excavators of 0.6 m3 bucket
capacity.
HAULING/TRANSPORT
The Limestone is loaded into 17T dumpers and transported to
crusher located in the Cement Plant (APCL) for its captive use.
vi. Raw material required along with estimated quantity, likely
source, marketing area of final product/s, mode of transport of
raw material and finished product.
No raw material is required.
vii Resource optimization / recycling and reuse envisaged in the
project, if any, should be briefly outlined.
A total quantity of 3900 cum of inter burden is estimated to be
generated from the mining activity and is being consumed in Cement
plant.
vii. Availability of water its source, energy /power requirement
The water requirement is 10 m3/day and is being sourced from APCL
Mine pit.
Power requirement is mainly for lighting in the mine area, and is met
from TSECB.
viii. Quantity of wastes to be generated (liquid and solid) and scheme
for their management / disposal.
A total quantity of 3900 cum of inter burden is estimated to be
generated from the mining activity. Waste/ subgrade material are not
anticipated as the Limestone is highly silicious and is used as
dilution material along with the Limestone from other Captive Mine of
APCL.
ix. Schematic representations of the feasibility drawing which give
information of EIA purpose.
4.0 Site Analysis
i. Connectivity.
The mining lease area comprising of 4.75 ha is situated at Gudi
Malkapuram Village, Chintalapalem Mandal, Suryapet District,
Telangana State.
Nearest railway line connecting Mellacheruvu - Jaggayapeta of South
Central Railway line is at a distance of 5.8 km in NNW direction. The
nearest railway station is Mellacheruvu RS at 9.8 km in WNW
direction.
Nalgonda is a major town at a distance of 85.0 km in WNW direction.
The National Highway (NH9) connecting Hyderabad - Vijayawada is at
a distance of about 17.5 km in NE direction and Major Road
Mellacheruvu to Mallareddygudem is at 3.2 km in SW direction from
the Mining Lease Area.
ii. Land form, land use and land ownership.
Total area of 4.75 Ha is owned by APCL. An area of 0.642 Ha has
been brokenup as on October 2013.
iii. Topography
The Mining Lease area is gently undulating rocky plain, sloping
towards NE with an average altitude of 67 m above MSL. A seasonal
stream flows in the NE side of the Mining Lease area. The drainage
pattern is of dendritic type.
Surface plan of the Mining lease area is enclosed as Fig 4.
The Mining will be continued to about 8 years @ 0.15 million ton of
Limestone per year. The land use pattern is furnished in the following
table.

At the end of mining operations, about 2.702 ha of mined-out area
will be developed into water reservoir, an area of 0.632 ha will be
developed as greenbelt which includes 7.5 m safety barrier zone,
1.410 ha will be used as Nala barrier zone, 0.006 ha will be used for
roads and infrastructure.
iv. Existing land use pattern (agriculture, non-agriculture, forest,
water bodies (including area under CRZ), shortest distances
from the periphery of the project to periphery of the forests,
national park, wild life sanctuary, eco sensitive areas, water
bodies (distance from the HFL of the river), CRZ, in case of
notified industrial area, a copy of the Gazette notification
should be given.
Total area of 4.75 ha is owned by APCL
No Sensitive Area like National Park/Wildlife Sanctuary/Elephant
Corridor/Tiger Reserve is located within 10 km of the Mine III.

v. Existing infrastructure.
None
vi. Soil classification
The Mining Lease area has very less topsoil interlocked in the joints
and fractures.
vii. Climatic data from secondary sources
The tropical climate of the region consists of hot and humid
summer, moderately monsoon and mild winter seasons. May is the
hottest month in the year. The maximum temperature during the
day time in summer was recorded as 47.20C and December the
coldest with the temperature as low as 9.40C. The months of
December, January & February are considered to have pleasant
climate.
viii. Social infrastructure available.
APCL has constructed a full-fledged colony in upwind direction
adjacent to the Cement plant consisting of 119 houses for the
benefit of employees. The Colony accommodates the employees of
Captive Mines also.
All the necessary infrastructure facilities such as School,
Dispensary, Park and Playground, Temple, Commercial Complex,
etc., are provided in the colony.
A full-fledged water supply and drainage system is already in place
and the wastewater generated from the colony is being treated in
the Sewage Treatment Plant (STP) to meet the standards. The
treated sewage is used for greenbelt development within premises.
5.0 Planning Brief
i. Planning concept (type of industries, facilities, transportation

The subject Mine is one of the Captive Limestone Mines of APCL and
is located at Gudimalkapuram Village, Chintalapalem Mandal,
Suryapet District, Telangana State with an extent of 4.75 ha. The
Limestone production capacity is 0.15 million ton per annum.
Limestone is being transported through trucks to the Cement Plant.
ii. Population projection
15 persons are employed for carrying out mining operations.
iii. Land use planning (breakup along with greenbelt etc.,)
During the life of the mine, about about 2.702 ha of mined-out area
will be developed into water reservoir, an area of 0.632 ha will be
developed as greenbelt which includes 7.5 m safety barrier zone,
1.410 ha will be used as Nala barrier zone, 0.006 ha will be used for
roads and infrastructure.
iv. Assessment of infrastructure demand (physical & social )
There is indirect employment to many more people, in the form of
contractual jobs, business opportunities, service facilities etc. This
will enhance the economic status of the area.
Apart from the jobs, the company is providing medical and
educational facilities to the employees which are availed by the people
in nearby villages.
v. Amenities / Facilities.
All the necessary infrastructure facilities such as School, Dispensary,
Park and Playground, Temple, Commercial Complex, etc., are
provided in the colony.
6.0 Proposed infrastructure
i. Industrial area (processing area)
No processing is involved.
The mine is being operated following conventional, opencast fully
mechanised method of mining which includes deep drilling and
blasting, loading the broken material by heavy machinery like
hydraulic excavators and tippers for transporting the Limestone to
crusher at Cement Plant(APCL).
ii. Residential area (non-processing area)
No residential facility provided at mine.
iii. Greenbelt
An area of 0.642 ha will be developed under greenbelt in 7.5 m safety
barrier zone.
iv. Social infrastructure
The mining activity carried out in the area rather has a positive socio-
economic impact upon the nearby human settlement as indirect
employment potential is created due to mining and allied activities in
the area. Apart from these, the company promotes health and
education awareness in the area, time to time, by organizing health
and education camps.
v. Connectivity (traffic and transportation road / rail / metro /
water ways etc.,)
Nearest railway line connecting Mellacheruvu - Jaggayapeta of South
Central Railway line is at a distance of 5.8 km in NNW direction. The
nearest railway station is Mellacheruvu RS at 9.8 km in WNW
direction.
Nalgonda is a major town at a distance of 85.0 km in WNW direction.
The National Highway (NH-9) connecting Hyderabad - Vijayawada is
at a distance of about 17.5 km in NE direction and Major Road
Mellacheruvu to Mallareddygudem is at 3.2 km inSW direction to the
Mining Lease Area.
Nearest Airport is Gannavaram(Vijayawada) Airport at a distance of–
88.00 km in ESE direction.
vi. Drinking water management (source & supply of water)
The drinking water requirement is 1 m3/day and is being sourced
from APCL Cement plant.
vii. Sewerage System
Domestic waste water from mines office is treated in septic tank
followed by soak pit.
viii. Industrial waste management
Not Applicable
ix. Solid waste management.
No waste generated from the Mine.
A total quantity of 3900 cum of inter burden is estimated to be
generated from the mining activity which is being consumed in the
Cement Plant.
x. Power requirement & supply / source.
The power required for illumination is met from TSECB.
7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN
i. Policy to be adopted (central / state) in respect of the project
affected persons including home oustees, land oustees and
landless labourers (a brief out line to be given).
No Rehabilitation and Resettlement is involved as the Mine III is an
existing Mine in operation since 2009. Total area of 4.75 ha is already
owned by APCL.
8.0 Project schedule & Cost Estimates
i. Likely date of start of construction and likely date of completion
(time schedule for the project to be given).
The Mine, is an existing Mine operating with a capacity for 0.15
million ton per annum. Life of the mine @ 0.15 million ton per
annum, based on the current mineral reserve of 0.821 million ton
would be about 8 years.
ii. Estimated project cost along with analysis in terms of economic
viability of the project.
No project cost is involved as there is no additional capacity or
additional facility is required and only the existing capacity will only
be continued.
9.0 Analysis of proposal (Final Recommendations)
i. Financial and social benefits with special emphasis on the
benefit to the local people including tribal population, if any, in
the area.
Economic development of the region depends largely upon the nature
of activities undertaken in the surrounding region. Corporate
development invariably contributes towards acceleration of the
process of socio-economic upliftment of the rural society by means
of employment, health & study programme etc.,
Employment: 15 locals are already employed.
Medical facilities: Medical facilities are provided for employee as well
as people of nearby villages.
Educational facilities: Basic educational and vocational training
facilities are provided for the children of employees as well as nearby
villagers.
Infrastructure facilities: Approach roads are developed at par with
Mine roads.
Additional: The establishment of factory facilitates additional
auxiliary facilities like banking, post office & recreation facilities.
