The erosion in the single-family home categories in the past two quarters pushed the levels of these measures further above their long-term averages in Canada; however, national figures are exaggerated by extremely poor afforda- bility in the Vancouver-area market. Detached bungalows were 0.2 percentage points less affordable, while the measure for two-storey homes worsened by 0.6 percentage points. The national numbers for bungalows was exaggerated by extremely poor affordability in the Vancouver area, but had little impact on two- storey homes. The Vancouver-area continued to be, by far, the least affordable in Canada and was very close to the worst on record, said the report released Monday. Owning a home at market prices in Ontario took a slightly larger share of households’ income in the second quarter, thereby extending the modest rising trends since 2009. As well, despite a slight population decline, the commission has maintained 10 electoral districts in Northern Ontario as a minimum for its effective representation. "Population shifts and increases, efforts to honour existing municipal boundaries whenever possible, and the establishment of 15 new electoral districts have required substantial adjustment to Ontario's electoral map," said the Honourable Mr. Justice George Valin, chair of the three-member commission. Mr. Douglas Colbourne and Dr. Leslie Pal are the other members of the commission responsible for readjusting the province's federal electoral boundaries. Under the Electoral Boundaries Readjustment Act, the commission's main aim in redrawing boundaries is to divide the province into electoral districts as close to the average population as reasonably possible. The population of a district should remain within 25% of the average once consideration is given to communities of interest or identity, and historical and geographic factors. A commission can depart from the 25% guideline to deal with extraordinary circumstances. The commission makes final decisions about where the electoral boundaries will be located after consultation, giving the public and members of Parliament an opportunity to express their views and participate in the process. Public hearings are scheduled to begin in Kenora on Oct. 9 and conclude in Toronto on Nov. 15. Exclusive zone for NRIs at Mohali CHANDIGARH/PRIYA YADAV A sector, exclusively for NRIs, is likely to come up soon, helping people settled abroad to invest back home and also feel safe from land related crime. In a bid to showcase Punjab as an NRI- friendly state, the government has mooted an exclusive sector for NRIs in Mohali. The sector will offer not just plots to NRIs but complete security of land, high-end commercial area besides upscale facilities. The project, a proposal for which has been prepared by the state government, is slated to have a grand unveiling - a delegation of Punjab government officials, along with deputy chief minister Sukhbir Singh Badal, will make a presentation on it in Canada in September. Quebec holds a provincial election on September 4. There is no healthissue, he just wants to rejuvenate himself," said Datta Awari,an associate of Hazare at his native village Ralegan Siddhi.The Gandhian had earlier taken naturopathy treatment at thecentre for 15 days after his fast in Mumbai in August lastyear.

Pakistan SC gives 3-week ultimatum to PM Raja Pervez Ashraf in graft caseISLAMABAD/BUREAU NEWS: Pakistan's apex court gave a three-week ultimatum to prime minister Raja Pervez Ashraf on Monday towrite a letter to Swiss authorities for reopening graft cases againsthis boss, President Asif Ali Zardari. Ashraf appeared before thecourt following a show-cause notice regarding non-compliance ofits earlier order to write a letter to Switzerland. The prolonged strugglebetween the government and the judiciary has already sent Ashraf'spredecessor Yousaf Raza Gilani home in June.

PM Ashraf pleaded before the five-member bench that he requiredat least four to six weeks in order to consult his legal team and cabinetmembers to resolve the issue. "I need time to understand the matter...asit involves certain legal and Constitutional points," the premier told thecourt. He also requested the court to withdraw the show-cause noticesaying that it harms the country's sovereignty. "I am going to Chinaand if I visit with a show cause notice, it will give a negative impact tothe international community," Ashraf told the court. However, the courtdid not oblige him. "You have not appeared as an accused. You are therespectable prime minister of the respectable nation," respondedJustice Asif Saeed Khosa who was heading the five-member bench.

The court also insisted that he should make a commitment tonominate a person who could comply with the court order. "I am onlya political worker not a lawyer, I need to understand the case in order toresolve it," Ashraf said. The proceeding continued for more than an hourand the court finally adjourned the case till September 18, showing leniencyto the beleaguered government that has just few months left in the office.The PPP-led government seems determined to defend president Zardariand unwilling to write a letter. Talking to media on Monday, informationminister Qamar Zaman said that writing to Swiss authorities was in violationof the Constitution. "We are ready to offer more sacrifices for the sake ofdemocracy in the country," he added. The corruption cases againstZardari and his slain wife Benazir Bhutto date back to 2003 when theywere found guilty by a Swiss court of laundering millions of dollars inkickbacks from Swiss firms while they were in power. In 2008, Swissjudicial authorities closed the case and released $60 million worth ofassets frozen in Swiss accounts on the request of Pakistani authorities.However, in 2009, Pakistan's top court declared the amnestyunconstitutional, leaving its thousands of beneficiaries open toprosecution.

Mutually-Assured Destruction, MAD for short, is a doctrineof deterrence that was much in vogue during the ColdWar. If either hostile power has sufficient destructive

power to annihilate the other, in the event of being attacked, thenneither has an incentive to strike first. This is the chilling logicunderlying MAD. A section of Muslims in India has reached theconclusion, it would appear, that this is the only way to secure theirsafety. It is a dangerous trend that could lead to widespreadcommunal polarisation, and has potential for untoldviolence.??Nearly 80 people have been killed and nearly five lakhdisplaced in Assam, most of them Muslims. In response, there havebeen a few attacks on people from the north-east in Pune andBangalore and a rowdy protest in Mumbai. A concerted campaign -essentially rumours spread via text messages - of impending attackson north-easterners sent thousands of them fleeing back home. The government says that some incendiary pictures, morphedfrom those taken in other countries in wholly different contexts,were spread among Muslims in India and that these pictures werethe handiwork of some people in Pakistan. The government ofPakistan denies any role in such incitement but says it will investigatethe matter if India submits any proof of Pak involvement.The Pakangle is a red herring. That there are multiple players in Pakistanwho are waiting to foment trouble in India is a given. More germane is the question, why are gruesome pictures ofviolence and killings so unquestioningly accepted at least bysections of Indian Muslims as proof of atrocities against Muslimsin Assam A follow-up is, what are the implications of Muslimsresponding to attacks in one part of the country with counter-attacksstaged elsewhere in the country against people wholly unrelated tothe original attackThe campaign to demolish the mosque at Ayodhya- spread over many years, many states, launched by the VishwaHindu Parishad and taken over and led by the BJP -marked thebeginning of a new chapter in alienation of Muslims. Itcommunalised popular consciousness as few campaigns have.??People performed, in far corners of the land, sacral rites for bricks

for a new temple to be built at the site of the mosque marked fordemolition, taking vicarious part in an act of communal enmity on ascale and in a manner reminiscent of Gandhi's mass mobilisation forthe national movement via a simple act of spinning yarn on a spinningwheel right at home.Communal riots followed in the wake of BJPleader L K Advani's Toyota rath, which wound its way across India.The mosque was finally torn down in 1992. The BJP saw a surge inits electoral popularity, many parties shed their allergy to it, and theBJP-led NDA ruled at the Centre for six years, from 1998 to 2004.TheSangh Parivar's cultural agenda made its way into official policy,school syllabi, think tanks and high offices. The chief of the RSS - the ideological fountainhead of the SanghParivar and the organisation that appoints the BJP's president andorganising secretaries - became a major newsmaker.Christianmissionaries were attacked in different parts of the country. Muslimssuffered organised killings in February 2002 in Gujarat and werevilified systematically as Pak agents and potential terrorists by theSangh Parivar and its leaders. Several Muslims were killed in stagedencounters in Gujarat. A tiny section of Muslims has been radicalisedand lured into terror, with active encouragement from Pakistan.TheNDA's defeat in 2004 seemed to put the brakes on a spiralling descent

into civil war. The UPA government set up a committee under JusticeSachar to report on the socioeconomic conditions of Muslims, andthe report revealedan extremely backward community. Efforts toinvest in their educational advance and integration into globalisedprosperity have been made more by Muslim organisations than byany government. The Congress is perceived as being manipulativeand secular in an opportunistic fashion. Communal riots in Congress-ruled Rajasthan have not helped. It is in this background that some Muslims seem to have adoptedMAD as their doctrine of deterrence. It presumes a communalresponse on the part of the entire Hindu majority and declares waron Hindus as a community.This will only serve to spread thecommunal virus among Hindus who have resisted it so far. For theRSS, there could be no consummation more devoutly to be wished:complete polarisation.Communal violence at any place must be actedagainst promptly and without fear or favour. Without this, appeals for tolerance have no meaning. This is theonly prophylactic against MAD.A nation cannot progress on thebasis of conflict contained only through MAD. For a nation to be anation, it needs not deterrence, nor even detente. It needs trust andharmony, it needs sanity.

WASHINGTON/BUREAU NEWSAn elderly Sikh man was allegedly beaten up by his neighbour inNew Jersey following an altercation and was later arrested by thepolice because of keeping 'kripan', a Sikh article of faith.72-yeard-old Avtar Singh, a gas station owner and one of thefounding members of Glen Rock gurdwara in New Jersey, went tohis neighbouring shop owned by Edward Koscovski to requesthim to move his truck that was parked and blocking the entrance ofhis gas station. The request turned into an altercation in whichAvtar Singh was brutally assaulted.Police arrested Singh and charged him with possession of a weapon(kirpan). He was interrogated before anyone attended to his injuriesand then taken to the hospital and was handcuffed to the hospitalbed during his stay at the hospital. Singh was then taken to thepolice station and jailed till his family members filed his bailapplication, a daily reported.The incident happened on July 26, nearly 10 days before theshooting at Oak Creek gurdwara in Wisconsin. United Sikhs, a Sikhadvocacy group, contacted the Civil Rights Division and theCommunity Relations Service Division in the US Department ofJustice, the Federal Bureau of Investigation (FBI), as well as theState of New Jersey Attorney General's office for investigation andis following up on Avtar Singh's case to be heard next Thursday.

In 2004, as a step towards further simplification and liberalizationof foreign exchange facilities available to resident Indians, theReserve Bank of India (RBI) announced the Liberalised

Remittance Scheme (LRS). Thanks to this scheme, foreignremittances today can be freely made by residents to the extent of$200,000 per financial year. Remittances made under the LRS canbe used to buy property abroad or to invest in shares, mutualfunds or debt instruments in any foreign country without priorapproval of the RBI. While the scheme looks attractive on paper, itis ridden with several practical roadblocks. Confusion exists onwhat is allowed under the scheme, what documents are needed tobe submitted and so on. Let us try to throw light on these practicalaspects.

into NRE accounts has seen a"one-and-a-half to two timesincrease since December 2011".The reason: the January 2012deregulation that allowed NREdeposits to be tagged todomestic rates and also allowedflow from NRE to NRO accounts.NRO accounts too can be inthe form of current , savings,recurring or fixed depositaccounts but these are rupeedenominated. Banks havealready seen a major spurt ininflows particularly in marketswhere remittances aretraditionally high. Take Kerala-based Federal Bank, which hasseen its NRI business registera yearon-date growth of 17%from Rs 11,185 crore at the endof last year to Rs 13,117 croreon August 14. The company'scustomer base is around 50lakh, with the NRI segmentconstituting eight lakhcustomers .

OTTAWA/BUREAU NEWS : Prime Minister Stephen Harper visitedMinto Mine, a copper-gold mine in Yukon, to highlight the economicbenefits of responsible resource development in the region and towitness the signing of an agreement that will help Yukon furtherbenefit from resource development. The visit took place during thePrime Minister’s seventh annual Northern Tour, taking place fromAugust 20-24, 2012. "Our Government is committed to ensuring thatNortherners benefit from the tremendous natural resource reservesthat are found in their region," said the Prime Minister. "For thebenefits to flow, it is necessary to get resource projects up andrunning in an effective and responsible way and to put agreementsin place with territorial Governments to ensure that revenuesgenerated by these initiatives stay up North."

While in Minto, the Prime Minister witnessed the HonourableJohn Duncan, Minister of Aboriginal Affairs and NorthernDevelopment and the Honourable Darrell Pasloski, Premier of Yukon,sign amendments to resource revenue sharing agreements whichwill ensure a greater portion of the revenues generated from themining and resource economy in Yukon will be available for use inthe territory. These amendments to the resource revenue sharingprovisions of the Yukon Northern Affairs Program DevolutionTransfer Agreement and The Canada-Yukon Oil and Gas Accord,will allow Yukoners to benefit from arrangements similar to thoserecently agreed to in principle with the Government of the NorthwestTerritories. These amendments will provide the Government of Yukonwith an immediate improvement in its resource revenue provisions,and the option to adopt arrangements consistent with those agreedto in principle with the Northwest Territories.

The Harper Government believes that reviews for major resourceprojects must be based upon sound science, balanced input andthat they must have clearly defined timelines. The Harper

Government's aim is a Northern regulatory regime that is moreeffective and predictable while safeguarding the environmentalhealth and heritage of the region and providing meaningfulAboriginal consultation.

Greater predictability, timelier reviews, reduced regulatoryburden and duplication, are improvements we are working towardsthat will position the North for job creation and long-term economicgrowth. In addition to improving regulatory processes, the Harper

Government is also undertaking other initiatives, such as developinggeological maps of the North to help prospectors find energy andminerals, and the resource revenue sharing agreement signed today,which will help ensure the prosperity of Yukon for years to come.Under its Northern Strategy, the Harper Government remainscommitted to promoting social and economic development, andensuring that Northerners have greater control over their economicand political destinies.

OTTAWA/BUREAU NEWS:Statistics Canada sayswholesale sales fell slightly inJune after four months ofincreases. The agency sayswholesale sales were down0.1 per cent in June to $49.9billion. A decline in themiscellaneous subsector wasalmost entirely offset byincreases in five of the sevensubsectors. Sales of the miscellaneoussubsector were down 6.4% inJune. Although four of the fiveindustries in the subsectorposted declines, theagricultural supplies industrywas by far the largestcontributor to the change.Excluding the miscellaneoussubsector, wholesale salesrose 0.9%. The largestadvance in dollar terms was

in the motor vehicle and partssubsector. This fifth consecutiveincrease was attributable tohigher sales in the motor vehicleindustry. Sales in the machinery,equipment and suppliessubsector rose by 1.3% in June,a third consecutive gain. Overall, three of the fourindustries in the subsectorreported higher sales. The food,beverage and tobacco subsectorcontinued the upward trend thatbegan at the end of 2009. Saleswere up 0.3% in June, followinga 1.3% advance in May.

Wholesalers in sevenprovinces reported lower sales inJune. These declines were largelyoffset by higher sales in Ontario.

Ontario, which accounts forroughly 50% of total wholesalesales, reported sales growth of1.2% in June, the fifth increase

since the beginning of 2012.The June advance was mainlya result of higher sales in themotor vehicle industry.INCREASE IN INVENTORIES

Inventories rose 0.4% to$60.2 billion in June.Inventories were up in 16 of the25 industries.

The largest inventoryincreases in dollar terms werein the construction, forestry,mining and industrialmachinery, equipment andsupplies industry and the othermiscellaneous industry. Theinventory-to-sales ratio rosefrom 1.20 in May to 1.21 in June.The inventory-to-sales ratio isa measure of the time in monthsrequired to exhaust inventoriesif sales were to remain at theircurrent level.

OTTAWA/BUREAU NEWS:Bank of Canada Governor MarkCarney apologized on Mondayfor bank note changes thatspurred criticism to accuse thecentral bank of racism. Theinitial design for the new C$100note featured a picture of anAsian woman but this wasscrapped after some focusgroups in October 2009 raisedquestions about her ethnicity.Some of the participants said the

Asian woman did not representCanada; some said other ethnicgroups should be shown as well,says a report obtained under theAccess to Information Act.

When the bill was releasedinto circulation last year, theAsian woman had been removedand replaced by a woman wholooked to be Caucasian,prompting complaints fromChinese groups and mediacommentators. In the bank's firstformal apology in nearly adecade, Carney said the Bankhad never intended bank notesto feature people whorepresented only one ethnicgroup. “The $100 bank notecelebrates Canadian medicalinnovation. In the early stagesof developing the themes of all

the bank notes in the polymerseries, focus groups were usedto test what types of imagesbest evoke the themes” MarkCarney said in a statement.“One of these was aphotoshopped image based onan original photograph of aSouth Asian woman lookingthrough a microscope.” “As isalways the case, in thesubsequent design of the actual$100 note the designers created

an original set ofimages from theground up. On theactual bank note theresearcher was drawnso as to not toresemble an actualperson. Therefore, thefinal image did not lookthe same as thephotoshopped imageshown to the focus

groups. All of this occurred in theearly design stages before thefinal design was presented to,and approved by, myself and theSenior Deputy Governor.

In the development of our$100 bank note, efforts by thebank note designers to avoiddepicting a specific individualresulted in an image that appearsto represent only one ethnicgroup. That was not the Bank'sintention and I apologize to thosewho were offended - the Bank'shandling of this issue did notmeet the standards Canadiansjustifiably expect of us. We willbe reviewing our design processin light of these events. Our banknotes belong to all Canadians,and the work we do at the Bankis for all Canadians.”

TORONTO/BUREAU NEWS:Thousands gathered in NathanPhillips Square Wednesday tomark the one-year anniversary ofJack Layton’s death. NDP MPOlivia Chow was joined byhundreds of people in Toronto —along with others in similar eventsacross the country — to celebratethe life of her husband JackLayton, one year after he diedfrom cancer. The memorial eventis being called a "celebration oflove, hope and optimism," areference to a portion of Layton'slast letter which was to be readduring the ceremony. "Today is asad day but it is also a good day aday to remember Jack’s life, a dayto remind ourselves of the valueshe taught us, a day to renew ourcommitment to continue hiswork," NDP MP Olivia Chow toldthe crowd assembled in NathanPhillips Square. Layton's son,Mike, thanked Canadians for theirsupport that enabled the familyto get through what he calls "thisvery difficult time.''

"We've done a lot through the tax systemto encourage Canadian executives, business people, to startutilizing some of the capital they have on their balance sheets,"said Flaherty. "At a certain point, it's not up to the government to stimulate theeconomy, it's up to the private sector, and they have lots of capital."Flaherty said the government has already introduced measures in

According to the agency, thenumber of beneficiaries declinedslightly in Nova Scotia and edgedup in Ontario and Prince EdwardIsland.

To receive EI benefits,individuals must first submit aclaim. The number of claimsprovides an indication of thenumber of people who couldbecome beneficiaries.

The number of initial andrenewal claims rose 3.4% to231,600 in June, following a declineof similar magnitude in May.Claims increased in NewBrunswick, Alberta, Quebec andManitoba.

Claims fell 4.6% in PrinceEdward Island, while there waslittle change in the otherprovinces.

There was little or no changein the number of beneficiaries inthe majority of provinces in June.

In Nova Scotia, the numberof beneficiaries fell 2.0% to 29,400.

In Prince Edward Island, thenumber of people receivingregular benefits rose 3.7% to8,700, following a 1.8% increase inMay.

In Ontario, the number edgedup 1.3% in June to 150,500,following two months of declines.

Nationally, the number ofpeople receiving regular EIbenefits fell by 62,900 (-13.1%)between June 2011 and June 2012.Of the 143 population centres, 123showed declines, while 16 postedincreases. There was no changein 4 centres.

In Newfoundland andLabrador, the number ofbeneficiaries fell in four of the fivecentres in the 12 months to June.The largest decrease was in St.John's, where the number ofbeneficiaries fell 17.7% to 3,100.

In Prince Edward Island, thenumber of people receivingbenefits fell 18.0% to 1,500 inCharlottetown. The number ofbeneficiaries was little changedin Summerside.

All five population centresin Nova Scotia had fewerbeneficiaries in June than 12months earlier. The largestpercentage declines were in

Kentville, Truro and Halifax. InHalifax, the number ofbeneficiaries fell 14.9% to 4,300.

The number of peoplereceiving benefits fell in five ofthe six centres in New Brunswickin the 12 months to June, withthe largest decline occurring inFredericton. In Saint John, thenumber of beneficiariesdecreased 5.5% to 2,100. InMoncton, the number ofbeneficiaries rose 4.8%.

Among the 33 populationcentres in Quebec, the numberof beneficiaries declined in 26,while it increased in 4 and wasunchanged in the remaining 3.The largest percentage declinesoccurred in Val-d'Or, Rouyn-Noranda, Dolbeau-Mistassiniand Rivière-du-Loup. InMontréal, there were 42,900people receiving regular EIbenefits, down 8.8% from 12months earlier.

In Ontario, 40 of the 41centres had fewer beneficiariesin the 12 months to June. Thelargest declines occurred inWoodstock, Stratford,Leamington and Windsor. InToronto, 51,200 people receivedbenefits, down 17.0%.

In Manitoba, there werefewer beneficiaries in three of thefour centres. In Winnipeg, thenumber of beneficiariesdecreased 7.1% to 4,600.

All eight population centresin Saskatchewan continued topost year-over-year declines.The number of beneficiaries inRegina fell 19.8% to 700, while inSaskatoon, it declined 12.0% to1,300.

In Alberta, the number ofpeople receiving benefitsdecreased in 11 of the 12 centres.In Edmonton, the number ofbeneficiaries dropped 37.8% to5,900, and in Calgary, it fell 33.9%to 6,500. Cold Lake, Lethbridge,Red Deer, Medicine Hat andWood Buffalo also had year-over-year declines of 30% ormore.

In British Columbia, 20 of the

25 centres posted declines in the12 months to June, while therewere increases in 4 and nochange in 1. The largest declinesoccurred in Penticton, Squamish,Vernon, Williams Lake,Kamloops, Quesnel andKelowna. In Victoria, the numberof people receiving benefits fell17.5% to 2,400, while inVancouver, it decreased 16.6% to20,500.

CANADIAN SECURITIES HOLDINGS BYFOREIGN INVESTORS DOWN

OTTAWA: Statistics Canada says non-residents reduced theirholdings of Canadian securities by $7.9 billion in June, followingtwo straight months of acquisitions totalling $36.3 billion. Canadianinvestors added $3.9 billion of foreign securities to their portfolio,mainly US government bonds.

The agency reports foreign investors reduced their holdings ofCanadian bonds by $7.8 billion in June, the largest divestment sinceDecember 2008. This resulted from a $17.5 billion retirement ofmaturing instruments, mostly Canadian dollar denominated bondsfrom the federal government and its enterprises. These retirementswere moderated by non-resident investment in Canadian bonds onthe secondary market in June, mainly government securities.

Non-resident investors purchased $0.8 billion of Canadianmoney market instruments in June, down from $7.3 billion in May.Foreign investment of $2.2 billion in federal paper was partially offsetby a reduction in foreign holdings of government enterprise andcorporate paper. Canadian short-term interest rates fell to their lowestlevel in 2012 by month-end.

Non-residents sold $0.9 billion of Canadian stocks in June,following a $2.1 billion investment in May. Sales were focused onshares from the energy and gold sectors. Canadian equity priceswere up 0.7% in June, following three months of declines.

Canadian investors acquired $4.1 billion of foreign bonds inJune, the largest acquisition since November 2010. Activity was ledby $3.0 billion in acquisitions of US government bonds, largely short-

term instruments, and was the largest such purchase in over fiveyears. The remainder of the activity was largely composed ofpurchases of corporate debt in the maple bond market. The spreadbetween Canadian and US long-term yields narrowed in June butremained favourable for investment in Canada, as the Canadian dollarappreciated against its US equivalent.

Canadian investors reduced their holdings of foreign equitiesby $0.2 billion in June, as prices in major world equity marketsincreased after posting sizable declines in May. Sales of non-USforeign stocks, a first divestment in these instruments since April2011, were moderated by further acquisitions of US stocks over themonth.

Operation NANOOK 12 is a joint Royal Canadian Navy,Canadian Army, Royal Canadian Air Force and Special Forcesoperation, which works with other federal departments andprovincial, territorial, regional and international partners, in orderto provide a visible presence in the Arctic and demonstrateCanada’s ability to respond to emergency situations in the region.It builds upon previous NANOOK operations conducted everysummer since 2007, primarily in the eastern and high Arctic.

Operation NANOOK 12 is centred on two scenario-drivenevents in two separate locations in Canada's high North. Thefirst involves the deployment of land and air forces to the WesternArctic to assist the Royal Canadian Mounted Police in a securityevent in Tsiigehtchic, Northwest Territories. The second involvesthe deployment of Canadian Armed Forces land, sea, air andspecial operations forces to the East to the Hudson Bay/HudsonStrait and Churchill, Manitoba, to intercept a vessel of interest.

Both scenarios will underline the primary focus of theCanadian Armed Forces at home to safeguard the nation, deterthreats to our security, and respond to emergencies anywhere inthe country. NEW DELHI/BUREAU NEWS: Former president and Maldives' dictator of 30 years MaumoonAbdul Gayoom has sought an audience with Indian leaders, including PM Manmohan Singh,amid the growing anxiety in both Male and New Delhi over the Commission of NationalInquiry (CNI) report likely to be tabled in next week. CNI was set up to probe the eventsleading to the alleged coup that overthrew Mohamed Nasheed's government in February.

Government sources here said that Gayoom sought to discuss the development in the IndianOcean archipelago with Singh. "The former president had himself taken the initiative for avisit to India and talks are on to facilitate it,'' said an official. He added that though no dateshave been finalized for his India visit.

While Indian officials speak favourably about Nasheed, Maldives' first democraticallyelected president, New Delhi has also been building bridges with Nasheed's rivals and thedecision to host Gayoom is a part of that exercise. Thasmeen Ali, the leader of DhivehiRayyithunge Party (DRP) - the main rival of ousted Maldivian Democratic Party - met Singhearlier this month to discuss the situation in Maldives.

Former president Nasheed and his successor Mohamed Waheed have visited India afterthe February 7 'coup'. Gayoom is still a formidable figure in Maldives, looked upon by manyas trying desperately to make a comeback riding piggyback on Waheed. In fact, the presidenthimself was seen by many as Gayoom's lackey after he accommodated many of the formerdictator's loyalists, including his daughter, in the Cabinet. Gayoom himself returned to Malebarely a month after Waheed took over.

Government sources said that under these circumstances it is impossible to ignore Gayoom,who appeared before the CNI recently but went on to say that he will not accept the panel'sreport if it concluded that Nasheed indeed was illegally deposed. In his interaction withIndian leaders, Nasheed has consistently maintained that Gayoom was the brain behind theplot to unseat him and that eventually he would get rid of Waheed when his purpose isserved. Nasheed led a MDP delegation to India earlier, and the party made it clear that it willsettle for nothing less than reinstatement of the ousted president if CNI confirms coup.While Indian officials speak favourably about Nasheed, Maldives' first democratically electedpresident, New Delhi has also been building bridges with Nasheed's rivals and the decisionto host Gayoom is a part of that exercise.

NEW DELHI/BUREAU NEWS: Mining group VedantaResources paid $5.69 million (about Rs 28 crore) to politicalparties in India in last three years. Without disclosing thebeneficiaries, billionaire Anil Agarwal-promoted Vedanta inits annual report for 2011-12 stated that it paid $2.01 millionto political parties in 2011-12. This donation was, however,lower than $3.66 million it had paid in 2009-10, when lastgenera l e lec t ions were held in the country. A companyspokesperson did not reply to the queries. According to itsannual reports, Vedanta has paid $8.29 million to the politicalparties since 2003-04, when it got listed on London StockExchange. However, it did not make a single donation for threeyears between 2006-07 to 2008-09. "During the year, the groupmade political donations in India of $2.01 million either througha trust or directly in respect of the Indian general election.The board believes that supporting the political process inIndia will encourage and strengthen the democratic process,"

Mining group Vedanta paid Rs 28 croredonation to political parties in last 3 yearsit said in its annual report for 2011-12. However, the miningconglomerate recently came under fire from a UK-basedshareholder advisory group Pirc over its practice of makingpolitical donations. Reportedly, Pirc has advised Vedantashareholders to withhold votes on its report and accounts atthe annual general meeting on August 28 and protest againstthe practice.

Vedanta, which has emerged as a mining and naturalresources giant in last one decade, had reported revenues ofover $14 billion during the last fiscal. Its subsidiaries includeSterlite Industries, Sesa Goa, Cairn India and Hindustan Zinc.In February, the company had announced restructuring of itsgroup structure. As per this, all the group firms will comeunder the banner of Sesa Sterlite, except Konkola CopperMines (KCM) in Zambia and Vedanta will continue to be theparent firm of the two firms (Sesa Sterlite and KCM). Therestructuring is likely to be completed by 2012-end.

NEW DELHI/BUREAU NEWS:India is weighing threeinvestment options in Iran'sChabahar port with a totalinvestment of Rs 300-400 crore.India's role would be crucial inthe second phase of the port'sexpansion and New Delhi islooking at Chabahar as a gatewayto Central Asia, bypassingPakistan. Ministry sources saidthat two teams of experts -constituted by Indian PortsAssociation (IPA) - had visitedthe port and identified the scopefor investment. "Almost 70%work in the first phase has beencompleted. Iran has investedabout $340 million in the venture.Our role would be in the secondphase. We have submitted thethree investment options to the

India eyeing Iran's Chabahar portfor direct access to Central Asiaministry of external affairs," saida shipping ministry official.

One of the three investmentoptions is to construct andoperate a multi-purpose cargoberth at Chabahar with aninvestment of about $20 million,sources said. The second optionis to build a container terminal atan estimated investment of $30

million. And, the third plan is todevelop yet another biggercontainer terminal at a cost ofabout $65 million.

India's interest inthe Iranian port is not only to geta direct access to Central Asia,but also to facilitate import ofminerals from Afghanistan viaChabahar. Iran has plans toexpand the port in five phasesand to ramp up its capacity to 20million tonnes by 2020.

TWO DEAD IN SHOOTING OUT-SIDE EMPIRE STATE BUILDING

NEW YORK: Two people were killed and at least eight wounded in ashooting outside the Empire State Building on Friday, a New York policesource said. One of the dead was the shooter. The shootings occurredjust outside the city's iconic skyscraper, a massive tourist attraction, atthe height of the summer travel season and just after the morning rushhour. The intersection at the heart of midtown Manhattan was quicklyshut down.
