What is Design-Build?

• FAR 36.102 defines Design-Build as combining design and construction in a single contract with one Contractor

• Utilizes the standard 6 part NAVFAC Design-Build RFP process

• Design-Build RFP tells the Contractor what is needed and not how to accomplish the project

• Design-Build projects are projects that require design by a licensed professional architect or engineer

DESIGN-BUILD PROCESSES

There are four DB processes, each with a specific applicability:

•Standard – This process competes several contractors in a single source selection. Suited for large projects.

•MACC – This process competes within a defined pool of contractors and is for projects that are suitable for follow-on task orders to an existing MACC (Multiple Award Construction Contract).

•Single Source Negotiated Scope – This process allows the Government and client to develop the scope of work with a single contractor. It takes advantage of the set-aside programs, often 8(a), and is usually used for smaller, low risk projects.

•Small Project – This process is designed for the single source negotiated and is specifically for small, low risk projects.
