FAULTED CIRCUIT INDICATORS

908A Scope

This specification describes the requirement with which the manufacturer shall

comply in order to supply faulted circuit indicators (FCI) for MEA's 12 or 24 kV

overhead distribution system.

908B Site and Service condition

The FCI shall be installed in the Bangkok Metropolis, Thailand. The service

conditions are as follows : -

a) Altitude : approximately mean sea level.

b) Maximum ambient temperature : 40°C.

c) Average temperature in any one year : 30°C.

d) Average relative humidity in any one year : 79%.

e) Average maximum relative humidity in any one year : 94%.

f) Grounding system : uni-grounded WYE at distribution substation.

g) Maximum available fault current:16 kA (sym) for 12 kV : 8 kA (sym) for 24 kV

The faulted circuit indicators shall be suitable for use in tropical climatic area and

shall be capable of operating successfully in the service conditions mentioned

above.

908C Reference Standards

Except otherwise specified elsewhere in the specification, FCI required by MEA

shall be manufactured and tested in conformity with the latest revision of

ANSI/IEEE Standard 495-1986 : IEEE Guide for Testing Faulted Circuit Indicators

or relevant IEC standard.

If there are any minor parts deviated from the standards, they shall be clearly

mentioned in the "DEVIATION FROM MEA'S SPECIFICATION FORM"

attached herewith.

908D Test and Test Report

908D1 The proposed FCI shall have successfully passed all the type tests or

design tests in accordance with the applicable standards. The test reports

of the proposed FCI are required. Test reports of identical units are

acceptable.

In case FCI is tested according to IEC standard at least, the following type

test items and documents shall be included.

− Temperature cycling test.

− Ingress protection test (IEC 60529 not less than class IP 65).

− Impact resistance or vibration test.

− Trip current and reset time test.

− Outdoor weathering of plastic test or UV withstand certificate

from plastic raw material manufacturer.

All test reports shall be attached to the bid or be submitted to MEA within

15 (fifteen) days after opening date. If the type test reports are not

delivered to MEA within 15 (fifteen) days after the opening date, MEA

will not consider such offer.

908D2 Prior to the shipment, the supplier shall submit to MEA the complete and

certified reports of all tests made in 6 (six) copies. The test reports shall

contain all data required for their complete understanding such as ;

diagrams, methods, instruments, constants and values used in the tests

and the results obtained. If MEA has his own inspector, the supplier shall

submit all the above test reports to the inspector and the inspector himself

shall certify the witnessed test report and review the remainder before

submitting to MEA.

908E Drawings and Instructions

One complete set of drawings, installation and operating instruction shall be firmly

attached to or boxed with each set of FCI.

908F General Requirements

908F1 The FCI shall automatically provide an indication that the fault current

has passed through the conductor where the FCI sensor is installed. The

operation of the FCI shall be electronic type.

908F2 The FCI shall be designed to be firmly attached to the overhead XLPE

covered conductor having overall diameter ranging from 20 to 31.08 mm.

(35 mm2 to 185 mm2). The FCI shall withstand any conductor swing due

to storm or line fault without dropping.

908F3 The FCI shall automatically reset after expiration of its reset time.

908F4 The fault indication of FCI shall be by means of flashing LED which is

visible even in the bright day light.

908F5 The FCI shall be designed to work with upstream reclosing circuit breaker

or recloser having operating sequence as follows:-

O-3sec-CO-1min-CO-Lockout

The FCI shall indicate temporary fault after circuit breaker reenergizes

within above sequence. The FCI shall indicate permanent fault after

circuit breaker lockouts.

908F6 The FCI shall have an inrush restraint feature which prevent the FCI to

indicate the high inrush current. Functions of the proposed inrush restraint

feature shall be explained.

The FCI shall be designed to avoid any false operation or proximity

tripping from adjacent conductors.

- Conductor spacing between phases of the same circuit is 24 cm.

- Conductor spacing between circuits is 90 cm.

Bidder is requested to state the minimum conductor spacing which the

FCI will operate properly with supporting test or explanation why the FCI

will not malfunction in case of fault in adjacent phase.

908F7 The FCI shall be designed for hot line installation and disconnection by a

grip-all clampstick.

908F8 Adapter for installation and disconnection of FCI by a clamp stick (if

necessary) shall also be supplied free of charge for 36 sets.

908F9 Any reset and test equipment shall be supplied free of charge for 18 sets

908F10 Power supply for flashing shall be taken from an exchangeable battery or

any other means having a shelf life expectancy of not less than 10 years at

40°C.

908F11 The FCI unit shall be waterproof and shall be designed to operate

properly in direct sunlight.

908F12 All metal parts shall be non-corrosive material.

908F13 The nameplate showing year of production, manufacturer trademark,

contract number shall be permanently shown on the unit.

908F14 Type, size and rating of batteries including ordering information shall be

provided by bidders.

908F15 One sample of FCI, adapter for installation and adapter for reset shall be

submitted with the bid or with in 15(fifteen) day after bid opening date.

908G Rating

Fault detection method and setting

: Current threshold setting range from

200(250) - 600 A

Other method of fault detection such as adaptive load setting etc. is also accepted.

Details of fault detection principle and setting shall be explained. (see note)

Phase : single

Reset time : ≥ 3 hours

Flashing frequency : ≥ 20 times/minute

Battery shelf life : ≥10 years at 40°C

Total flash time : ≥ 800 hours

Fault current rating : 25 kA 10 cycles

Maximum operating temperature : 70°C

IP : 65

Note Current setting shall not change or alter the IP of the FCI.

908H Additional Requirement for Packing

If any parts are packed in the cartons for containerized shipment, the cartons shall

be arranged into pallets so as to facilitate their movement by forklift trucks.

908I Additional Requirement for Responsibility

If any fault circuit indicator is damaged within the guaranteed period, the

manufacturer shall promptly investigate, repair or replace it. The replacement shall

reach MEA within 60 days after being first informed otherwise the performance

security shall be forfeited.
