Moving Towards a Low Carbon Future in MENA-The Case of Masdar
Dr. Rabia Ferroukhi
MENA Carbon Forum- 6th May, 2009
How government finance can drive sustainability?
• The urgent need to combat climate change is becoming a key
determinant of the economic development paths of all nations
• How do we move towards sustainability together with delivering
development?
• Governments can play a leading role providing seed money and
ensuring the right incentives are in place
• Masdar, a 15 billion$ initiative, with seed money provided by the
government, is working on a broad slate of R.E. and sustainability
technologies. Its aim is to generate the skills, institutions and
intellectual capital necessary for a low-carbon future.
Examples of Masdar’s Carbon Initiatives
• Construction of Masdar City
• Investment in R.E. and carbon reduction projects (CDM & CCS)
• Masdar Institute
• R&D in new, innovative technologies to reduce carbon• Investment in human capital
• Raise awareness of sustainable development issues through:
• Holding the largest conference in the MEA region (WFES)• Assistance to regional DNAs to build institutional capacity• Working with different entities in the region
• Support to other industries (Etihad, Estidama)

Other industries
- ETIHAD airways: Masdar is working with
Etihad to help make them one of the first
non-EU airlines to secure credits for
compliance
- ESTIDAMA: Masdar has contributed to
the Estidama Programme – The Pearls
Design System for green building
standards as part of Plan Abu Dhabi
2030.
Conclusion
• Government initiative is mainstreaming the concept of
sustainability in the UAE by injecting substantial funds and
encouraging innovative practices
• Abu Dhabi has financial advantages, but we believe that
certain lessons can be drawn from our experience
• It is necessary for governments to play an active role in
providing financing and ensuring that the right incentive
structure is in place to develop more sustainable economies
• Government has the responsibility and power to be the
custodian of our natural environment
