Now in its 13th edition, the CIVITAS Forum Conference 2015 carried the theme of ‘Sharing the city’, focusing on sustainable ur- ban mobility as a driver to build an accessible and liveable city for all and continuously improve the quali- ty of urban life. This year’s Conference Programme included remarkable site visits, out- standing key note speakers, and 22 technical sessions with over 80 presentations in total. It was graced with the participation of Maroš Šefčovič, Vice President for Energy Union, Jyrki Katainen, Vice Presi- dent for Jobs, Growth, Investment and Competitiveness, Violeta Bulc, European Commissioner for Trans- port, Miro Cerar, Prime Minister of the Republic of Slovenia, and Zoran Janković, Mayor of Ljubljana. Overall the Forum attracted close to 600 participants and brought to- gether numerous cities, urban mobil- ity experts, European Commission representatives, researchers and local authorities. The stakeholders actively discussed and exchanged experiences on how best sharing the physical and social space of the city can significantly contribute to further define and implement innovative, smart and sustainable mobility solutions in European cities and beyond. Among the highlights of the event was a session for elected cities rep- resentatives entitled ‘From sustain- able urban mobility to future cities’ and an interactive session entitled ‘Let´s think together; Low carbon future of cities: how to get electrifi- cation right’. Furthermore, the newly established Political Advisory Committee (PAC) for the 2015-2017 mandate organ- ised its first meeting, electing the Chair (Mr Steen Moller) and Vice- chair (Mr Gabrielle Folli) on this occasion. Multi-Awards evening The results of the CIVITAS Awards 2015 for the most ambitious, inno- vative and successful efforts in the field of sustainable urban mobility were announced during the Forum and the Awards handed in by Mag- da Kopczyńska, Director for Inno- vative and Sustainable Mobility in DG MOVE. In the category of Technical Inno- vation, the 1st place was won by Umeå that shined in innovation this year with its ultra-fast charging technology in electric buses. Note- worthy in 2nd place and 3rd place respectively, Odense and Palma de Mallorca were also recognised for their innovative projects. In the category of Public Participa- tion, Valencia claimed 1st place with its initiative ‘Travelling together every day’. In addition the City of Beja was also praised as runner up with an admirable campaign to promote public transport and im- prove accessibility for its citizens. Finally, Reggio Emilia won the title of CIVITAS City of the Year for its ur- ban mobility plan featuring several impressive mobility solutions that have transformed its historical city centre and engaged citizens in its vision for change. Noteworthy too is the runner up in this category, the city of Tallinn, incorporating valu- able best practice from CIVITAS, successfully prioritising public trans- port over private car. In addition to the traditional CIVI- TAS Awards on clean urban mobil- ity, this year the ceremony included also the announcement of Ljublja- na’s Sustainable Traveller Prize for the participants who travelled the longest distance to the 2015 Forum using sustainable means, and the CIVITAS Academia Training Certif- icate ceremony recognising urban mobility professionals who had par- ticipated in trainings and e-courses of the CIVITAS Learning Centre. CIVITAS Forum Conference 2016 will take place in Gdynia, Poland The closing session of the confer- ence revealed to the participants the Host City for next year’s CIVI- TAS Forum: Gdynia. The city is a model of sustainable urban trans- port among Polish cities, and in fact it embraced sustainable mo- bility even before Poland became an EU member state. Achievements resulting from its Sustainable Urban Transport Plan will be visible to the Forum 2016 participants, and we hope to see you there next autumn! Freight distribution is a vital part of life in modern cities and plays a pivotal role within the whole urban mobility system. However, it also poses substantial challenges for the city environment and its citizens and users. Promoting and sustaining alternative strategies and solutions for urban freight logistics is becoming a critical aspect of urban transport planning.

TheCIVITASWIKIprojecthasreleasedthefifthpolicynote,‘Makingurbanfreightmoresustainable’,focusingonthetopicofurbanfreightlogistics.

Althoughurbanfreightsystemshavenotreceivedmuchattentiontodate,actualdemographictrendsshowingincreasingurbanisation,togetherwiththepervasiveroleofinformationandcommunicationtechnologiesandtheconsistentgrowthofe-commerce,areboundtoposefurtherchallengestotheurbanfreightsystem.Thetrade-offbetweentheeconomicadvantagesofanefficientandeffectiveurbanfreightsystemandtheenvironmentaldisadvantagesderivedarebecomingevermorecritical.

It is therefore urgent to start debating on alternative and moresustainable approaches to urban freight planning. In this vein, thisnoteaimstoraiseawarenessandincreaseknowledgeofurbanfreightissuesandchallengesamongpolicymakers.Thedocumentrepresentsa toolbox of the most relevant initiatives and measures from bothCIVITASandotherEUexperiences.

Theselectionofmeasurespresentedherecanbeimplementedbylocalsmall-tomedium-sizedEuropeancitiestoachievemoresustainableurbanfreighttransport,bearinginmindthatnosinglesolutioncanaddressandsolveallurbanfreighttransportproblems.Onlyanappropriateblendofdifferentinitiativesandmeasuresbasedonthespecificfeaturesofthecity,itscharacteristicsandneedscanmakeurbanfreightmoresustainable.

ThepolicynoteproducedbyCIVITASWIKIonITSandtrafficmanagementincitiesprovidesinformationandguidancetohelpmunicipalitiesselect sustainable, environmentally friendlyandcost-efficient ITSand trafficmanagementmeasuresinordertomeetEuropean,nationalandlocalgoals.

Whatcamefirstthechickenortheegg?AsimilarquestioncanbeaskedwithregardstoEVsandEVcharginginfrastructure.TheMunicipalityofTelAviv-YaforecentlyposedasimilarquestionwhenafeasibilitystudyonthedeploymentofchargingstationswascarriedoutaspartoftheCIVITAS2Move2project.

The study was a learning process which identified the barriers anddriverstoEVuse.MoreimportantlyitoutlinedtheactionsandpoliciesthattheMunicipalityneededtotakeonceEVtechnologymaturesandsuitsthelocalmarket,andoncetheuseofEVsbecomeswidespread.Thestudyalsoinvestigatedissuessurroundingcharginginfrastructureintheprivateandpublicdomain.Theworkinvolvedacasereviewofcitiesaround theworld thathaveadoptede-vehiclesadapted to theuniquecircumstancesofthelocalmarket.

The case review outlined tools such as making the preparation forcharging infrastructure a requirement of new construction permits,collaboration inanelectricsharedcarpilot toraiseawareness,andoperatingchargingpointsfore-motorcycles.

The city of Tel Aviv-Yafo cannot act in isolation from the rest of thecountrybutmustgainbetter understandingofEVsandEVchargingtechnologywithintheuniquelocalcontextasanecessaryfirststep.

On20September2015theCityofGdyniacelebratedthe6thEuropeanTrolleybusDaybyorganisingactivitiestomarktheevent.OneofthemanyattractionswastheopportunitytovisitahistoricaltrolleybusofGdynia’sfleet(Skoda9Tr20)andanup-to-datemodel(SolarisTrollino12)whichwasboughtasaoneofthetwotrolleyswithinCIVITASDYN@MO.Thenewvehiclesarecapabletodriveabout15kmwithoutpowerfromwires.Theyuseenergycumulatedinlithium-ionbatterieswhichareplacedinsidethetrolleybus.Thankstothisnewtechnology,trolleybusline21hasnowanextendedofflineloopreachingthepopularGdyniaAquarium,whichhadn’tpreviouslybeenconnectedtothepublictransportnetwork.

Brno is the second largest city in the CzechRepublicwithalmost400000inhabitants.Thecity’spublictransportisprovidedbyBrnoPublicTransport Company (DPMB) which operatesabout750vehicles(trams,trolleybuses,busesandalsoelectricboats).

The years 2014-2015 saw a major changeinthegenerationofvehicles.Thefirstdeliveryof 36 articulated diesel buses from SOLARIStookplaceinearly2014,meetingtheEURO5emissionstandard.AccordingtotheEuropeanUnionsupport,DPMBdecidedtoconvertone

third of all 300 DPMB diesel buses to CNGbuses.AmodernCNGfillingstationwasbuiltduring thepilotproject implemented in2014and 12 new CNG buses from IVECO andSORwerebought. In2015withEUfinancialsupportundertheEnvironment88programme,additional CNG buses were bought. Thesebuses are also made by IVECO and SOR,meetingemissionstandardEURO6.AccordingtotheconditionsoftheEuropeangrant,88oldbuseswithemissionstandardEURO0toEURO3werewithdrawnfromcirculation.

In the first half of 2015, 30 new articulatedtrolleybusesfromŠKODAweredelivered.Thepurchaseofnewtrolleybuseswasco-financedbyEuropeanUnionviaaregionaloperationalprogramme. Thedeliveryof new trolleybusesallowed the sale of older trolleybuses toUkrainian public transport operators andthe new trolleybuses also replaced somearticulateddieselbusesthatwereoperatedonthetrolleybusroutes.

In the coming year the DPMB plans to openthe tender for ten 12-meter-long trolleybuseswithbatteriesthatallowoperationoftrolleybus

without overhead lines over a distance ofa few kilometres. This was recommendedby the feasibility study by Brno University ofTechnology as one of the CIVITAS 2MOVE2measures.

InthelasttwoyearstheDPMBrenewedalmostonethirdoftrolleybusesandbusrollingstock.This has helped to improve theair quality inthe city of Brno and improve the quality ofpublic transport. The DPMB is still interestedinnewtechnologiesandcontinuestomonitorinnovationsincleanpubliccitytransport.

InMay2015thecityofAachenputintooperationanarticulatedelectricbusthatwasconvertedfromhybridintoafullyelectricdrivetechnology.Theconversionencompassedtheinstallmentofa180kWhbatterypackbythepublictransportorganisationASEAGincooperationwithFutavisGmbH.Thevehicleinspectionorganisation,DEKRA,hadbeeninvolvedintheprojectfromanearlystagetoensuresecureandreliableoperation.The conversionwas financedbyCIVITASDYN@MOand theAachenTransportAssociation‘AachenerVerkehrsverbund’(AVV).‘Thebusisnowindailyoperationforuptosixhoursontwodifferentlines.Itsoperationisverystableanddependable,withoutanysubstantialdisruptionsuptillnow’saysWalterEsser,projectmanagerinchargeofASEAG.‘Ourtestssuggestthattherangewillpossiblybehigherthanexpected.’

The technology of the vehicle will continuously be further developedduring operation. For example the batteries’ resistance to hightemperatureswillbe improved, the lightingwillbeupgraded tosaveenergywithoutanylossofefficiencyandnoiseemissions,beingalreadyataverymoderatelevel,willbefurtherreduced.

TRIP stakeholder workshop - Future of Urban Mobility (17 November 2015 – Brussels)On Tuesday 17 November 2015, TRIP willorganise a one-day stakeholder workshopin Brussels aimed at senior researchers andconsultants,policymakers, cityplannersandotherstakeholderswithaninterestinthefutureofurbanmobility.

Valenciahasaholisticapproach tomobility. Itincludesdifferentaspects suchasaSmartCitystrategy,aswellascommunicationandinnovationprojects.TheValenciaMobilityDepartmentandTrafficManagementRoomrepresentthemobilitybackbone of the city. They coordinate mobilitywith different stakeholders: private vehicleowners,publictransport,pedestrians,publicandprivate bicycle riders, local police, emergencyservices,andthemediaamongothers.

Valenciausestechnologytomonitortraffic,withmorethan3900devicestodetecttrafficvolumeand 1 100 traffic lights. This is supported byinformationbroadcastsaboutthetrafficsituationin real time using an online app, website,informationpanelsonthestreet,andradio.

The public transport network includes a busnetwork, public bike system, subway andtram.In2010theCityCouncilintroducedthe

successful Valenbisi public bicycle service,comprising275rentalstationsaroundthecityand2750bicycles.

Valencia promotes sustainable mobility inseveralways,especiallyreducinguseofprivatevehicles by encouraging sustainable transportalternatives.

Valencia is on the east coast of Spain, capital of Comunitat Valenciana region. The city of Valencia (www.valencia.es) has almost 800 000 inhabitants while its metropolitan area is home to over 1.5 million inhabitants. It is the third biggest city in Spain, lying in the centre of the Mediterranean Corridor, with one of the most important ports in the Mediterranean region (5th port in freight transport).

On16-17September,morethan100participantscametogetherinKlagenfurttoconcludetheLIFE-projectCEMOBILwithabigfinalcongress.Theevent demonstrated that e-mobility does indeedwork in European cities and that effective andsustainableimprovementinenvironmentalqualityin cities is achievable without imposing unduerestraintsonindividualmobility.

Theseconddayoftheconferencerepresenteda CIVITAS@Work event and provided bestpracticeexamplesfromAachenandHamburg.The path towards integrated mobility andthe EU Strategy for Clean and SustainableUrbanMobilitywerepresented,aswellasthe

‘klimaaktivProgramme’oftheAustrianFederalMinistry of Agriculture, Forestry, Environmentand Water Management. A site visit to learnabout Klagenfurt’s e-bus and e-boat systemcompletedthisCIVITAS@Workevent.

This event was also the perfect occasion formembers of the CIVINET Česká a Slovenskárepublika to finalise their study tour, whichstartedintheCityofGraz.ItalsogavethemtheopportunitytomeetwithmembersoftheCIVINETDeutscherSprachraumintheCityofKlagenfurt.

Morethan90peopleand30citiesattendedtheeventwhere threeEuropeanexperts (Pascal vandenNoortfromVeloMondial,PhilippeCristfromtheOECD,andAllanAhmadfromtheCopenhagenCityCouncil) showed threeaspectsofcycling inthecity:political,financialandplanning.

The workshop also included a presentationby the Spanish Cities Network for the Bicycle

and theObservatoryof PublicBicycle inSpain,two platforms with whom CiViNET has alwayscollaborated.Noteworthywas a presentation ofthe latest document produced by the Networkdubbed ‘Cities and the Bicycle’ which is alsoavailable fordownload in theCiViNETwebsite.The report was produced in collaboration withthePolytechnicUniversityofMadridandwiththesupportofthecitieswithinthenetwork.Ithighlights

thegeneralvisionandstatusofthebicyclein18SpanishandPortuguesecities.

WithKecskemétandBudapestrollingouthybridbusfleets,whileMiskolcandKaposvároptforCNG,cleaneralternatives todieselbusesaregaining ground also in Hungary. In addition,several cities are experimenting with electricdrive–includingtrolleybusesthatcanleavetheoverheadlinesforeverlongerdistances.Ontheotherhand,experienceinoperatingalternativebus and trolley systems is still scarce and lieswithacoupleofoperatorsandcities.

Magyar CIVINET volunteered to facilitatethe exchange of experiences and transferof knowledge to cities who are still facingdecisions to renew their fleet or publicservice contracts. Its 5th workshop – held inSeptember2015inWesternHungary’scityof

Zalaegerszegaspartofawiderprogrammeonelectricmobility–wasdedicated tocleanfuelsandvehiclesinpublictransport.

Public transport professionals from several cities(Kecskemét, Budapest, Kaposvár, Szeged)presented their experiences on technical,operational and financial aspects of differenttechnologies,includingparallelandserieshybrid,CNGandbiogas,andelectricdrives(batteryandbatterytrolleybus).Borderareasofpublictransport– electric car-sharing and bike-sharing – werealsopartof theprogramme.Professors fromtheBudapestUniversityofTechnologyandEconomicsgaveanoverviewof different technologies andrevealedinsightintocuttingedgeresearchareas.

The two-day workshop ended with a test ride,featuringabrandnewhybridarticulatedbusfrom

DAKK Kecskemét and a biogas-fuelled bus bylocaloperatorÉNYKK. Italso featuredavisit tothesewageplantofZalavízwaterutilitycompanywherebiogas isproduced forbuses runningonlocalandsuburbanlinesofZalaegerszeg.
