The min is t ry reply was that suppor t workers , members o f the C a n a d i a n U n i o n o f P u b l i c Emp loyees , were a lso on str ike at the t ime a n d their pay was part o f the t o ta l .

Tha t was the first t ime the min is t ry had men t i oned the suppor t workers .

S o M a r s h a l l went back to his ca l cu la to r a n d ran more numbers th rough . T h e second to ta l was

about $1,500 less than the min i s t r y figure.

T h e $40,406 was deducted f r o m the a m o u n t w h i c h the s choo l d istr ic t was given to pay the bi l ls for D c r e m b e r .

In 1982, he suggested, federal grants in lieu of taxes l o r reg ional purposes were pa id to Esqu ima l t a n d N o r t h S a a n i c h . He est imated these g ran ts at $277 ,215 , or $135,135 to N o r t h Saan i ch and $142,080 to Esqu ima l t . They were not pa id to the reg ion.

It was noted that neither the munic ipa l i t i es nor the reg ional d i s t r i c t w e r e a w a r e o f t h i s requirement unt i l i l was raised by the present c h a i r m a n .

A s a result o l the non-payment each component was cal led o n to make up the shor t fa l l , said J o r d a n . The add i t i ona l share borne by Salt S p r i n g Is land was $3,052 and by the Oute r Islands, $3,744, his figures showed.

The board has a l ready chal lenged the non-payment of federal grants by two munic ipa l i t i es and is now seeking an a l l o ca t i on f r om V i c t o r i a . The city received a grant in lieu of p rov inc i a l t axa t i on a m o u n t i n g to $256,197. Esqu ima l t received $724

and N o r t h S a a n i c h , $356. If these grants had also been

a l located to the C a p i t a l Reg i on a reduc t i on in is lands levies wou ld have rel ieved the G u l f Islands of $4,182 a n d Sa l t S p r i n g wou ld have-been easier by $3,378.

T h e f a i l u r e o f t h e t w o munic ipa l i t i e s now f ight ing it out in c ou r t to pay over the years represented a l iab i l i t y of over $1 m i l l i o n , c o m m e n t e d E s q u i m a l t M a y o r K e n H i l l .

W h e n the matter came to his at tent ion he had agreed that what had happened was wrong , said H i l l . The o r i g ina l d emand was softened and on ly 1982 a n d 1983 are to be cons idered. He felt that Mun i c ipa l A l l a i r s M i n i s t e r B i l l Ritchie had cal led l o r a further softening. He also asserted that if the region takes E s q u i m a l t and No r th Saanich to court over the federal grant it should sue V i c t o r i a tor the provincial grants in lieu ol taxes.

B o t h sides were adamant and there was no seconder to Hi l l ' s m o t i o n to consider only the 1983 levy. Dave H i l l of Centra l Saanich urged that the courts are not the answer and pressed unsuccessfully for a compromise on the amount l o be demanded .

Twenty Years Ago A storm b rought h i gh w inds a n d

ra in th rough the G u l f Islands to d i s rup t H y d r o a n d te lephone service for most areas. The s to rm hit S u n d a y but by Tuesday , repair crews had comple ted their wo rk . Res t o ra t i on of service was s lowed due to damage to lines in the V i c t o r i a area.

The volunteer firefighters of Salt S p r i n g answered 33 cal ls d u r i n g the prev ious year, reported F i re Ch i e f F r ed D o n a g h y . The 22 f irefighters a lso put in 1,650 hours of t ra in ing . D o l l a r estimates of the fire damage had been set at $21,000.

Music w o u l d offer a d i v e r s i on for Salt S p r i n g residents ear ly in February when the H M C S Naden B a n d w o u l d come to the i s land to p l a y i n F u l l o r d H a l l . T h e arrangements were be ing carr i ed out by D o u g D a n e in co -ope ra t i on w i th the L i ons C l u b , the L e g i o n a n d the F u l f o r d H a l l commit tee . The band wou ld p lay a matinee for the ch i ld r en and play aga in in the evening for adul ts .

T h e G a n g e s s c h o o l w a s overcrowded . Driftwood staff went on a tour of the b u i l d i n g a n d f ound one class be ing conducted in a ha l lway . The commerce and science r ooms d o u b l e d for other classes as we l l as the intended use. A science class was be ing held after schoo l hours on three days each week.

Work on the boat basin i n Ganges H a r b o u r neared c omp l e t i on arid vessels were us ing the faci l i t ies. 1 he cons t ruc t i on of the docks had begun in J u l y a n d was to have been f in ished in four months .

The North End Neighbours were at work gather ing c l o th ing for the U n i t a r i a n Services Commi t t e e . I he g r o u p h a d r e c e i v e d h i g h c o m m e n d a t i o n f r o m the U S C branches in both Vancouve r and V i c t o r i a . T h e y were p r e p a r i n g layettes l o r shipment overseas.

Pee wee roller hockey on Salt S p r i n g saw the F u l f o r d War r i o r s p lay to a 3-3 tie w i th the Ganges M o u n t i e s . A n e x h i b i t i o n game k i cked off the senior ro l ler hockey season. Ihe teams were made up o f players f r om each team in the league. The R e d Shi r ts defeated the Black Sh i r ts 11-5.

Ten Years Ago The water taxi Southeastern was

r epo r t ed s t o l en f r o m S tacey ' s M a r i n e Service in Ganges. A search of the Strai t of Geo rg i a and the Gul f Islands was begun by R C M P . Ihe vessel was eventual ly located i n S idney .

The community plans l o r S o u t h P e n d e r a n d G a l i a n o I s l a n d s r e c e i v e d a p p r o v a l f r o m the prov inc i a l government . Ihe Salt S p r i n g p lan had yet to be approved by the C a p i t a l Reg i on and plans for the other is lands were st i l l in the format ive stages.

Fa rmers on Salt S p r i n g had shot and k i l l ed five dogs wh ich had been chas ing sheep. The farmers reported the loss of three sheep in the prev ious two weeks. I he a n n u a l t o l l often reached 50 sheep.

Christmas tree sales netted the Salt S p r i n g j u n i o r sports p rog ram $236.40. The trees were sold f r om K & R food store in Ganges a n d the money wou ld help cover some of the costs of sports l o r youngsters on the i s land .

The G a l i a n o Club formed a c o m m i t t e e to l o o k i n t o the poss ib i l i ty of e xp and ing facil it ies at the G a l i a n o C o m m u n i t y H a l l or bu i l d ing a new bu i l d ing . The Mayne Inn had been granted permiss ion to construct a dock and floats in Bennett Bay by the L a n d M a n a g e m e n t B r a n c h . T h e fo reshore lease ange r ed some residents o f M a y n e Is land. The Is lands T r u s t h a d den i ed a n a p p l i c a t i o n l o r r e z o n i n g the fo reshore but the g o v e r n m e n t department approved the lease.

Sea Capers wou ld enterta in Salt S p r i n g Islanders for two days in June . The ce lebrat ion f r om the p r e v i o u s y e a r h a d g a t h e r e d $ 2 , 0 9 1 . 8 0 . T h e S e a C a p e r s commit tee kept $1,000 to pay for the u p c o m i n g funfest a n d the rest went to six c o m m u n i t y organ iza t ions as donat i ons .

Parents of children at the Sa tu rna S c h o o l p lanned a bottle a n d battery dr ive . The money raised w o u l d help the ch i l d r en pay for tr ips of f - is land for s w i m m i n g and ska t ing act iv i t ies .

A bylaw aimed at c on t r o l l i n g dogs was being processed by the C a p i t a l Reg i on . The by law , once passed, w o u l d come into effect M a r c h 1 and licences for the an ima ls wou ld be required. M a l e and lemale dogs w o u l d cost $15 whi le a n a n i m a l wh i ch had been altered w o u l d cost $5. Ihe by law a lso set out a series of l ines for a l l ow ing a d o g to run at large.

B . C . Ferries released statistics cover ing the a m o u n t o f use to wh i ch the Swar t z B a y - F u l l o r d ferry was put. Augus t was the m o n t h of heaviest use when a lmost 10% of the year's total rode the route. But November and December were the months when the most travel lers were left at the termina ls because of lack of space.
