Bishop’s Coat of Arms and MottoA Bishop’s Coat of Arms traditionally consists of two halves: the left is the crest of the Diocese; the right of the Bishop himself. Bishop Vincent’s own Coat of Arms and Motto, adopted on his appointment as Auxiliary Bishop of Melbourne, are of a personal character. The personal Arms of the Bishop are joined with the Arms of the Diocese of Parramatta in a heraldic practice called impalement, which illustrates the connection between the man and the office. The Bishop's Coat of Arms in heraldic terms: Azure, on a bar wavy Or three barrulets wavy Gules between three bezants Or thereon in dexter chief, the emblem of the Order of the Friars Minor Conventuals proper, in sinister chief, the stars of the Southern Cross azure and, in base, an anchor Gules.

The Franciscan Coat of Arms represents the Order of Friars Minor Conventuals whose spirituality is oriented towards total conformity to the poor, the suffering and the crucified Christ. The Arms of the Diocese of Parramatta were

adopted by Bishop Bede Heather on the erection of the Diocese and his appointment as its first Bishop in 1986. The design represents the mountains and rivers of the Diocese with the crowned Chi Rho christogram representing Christ.

The Bishop’s personal Arms were designed by Rev Guy Selvester and Richard d’Apice and illustrated by Sandy Turnbull in 2011.The Arms of the Diocese of Parramatta were designed by the late Michael McCarthy. They have been re-rendered by Sandy Turnbull.

The gold and red wavy band - referencing the Flag of South Vietnam - symbolises the struggles and hardships endured for the sake of our freedom and faith and the gold plates represent the Trinity surrounding us in our struggles and hardships. The red waves surrounded by the blue background also symbolise the painful journey to freedom by boat on the part of many former Vietnamese refugees. In spiritual realm, they signify the exodus that each Christian is called to make.

The blue represents Australia which embraces Vietnamese refugees with generosity.

Red anchor (anchor Gules) symbolises Christ our refuge in times of trial and our faith journey into the deep.

The Southern Cross represents Australia.

IntroductionWe gather this evening to welcome Bishop Vincent Long Van Nguyen OFM Conv as the fourth Bishop of Parramatta. The clergy, religious and people of the Diocese welcome to this celebration the family and friends of Bishop Vincent, leaders and representatives of other churches and faiths, civic and government representatives and our other distinguished guests. Thank you for joining us on this historic occasion. We are also joined tonight by many of the Bishops of Australia and a number of visiting clergy and religious.

The ceremonies that constitute the Reception and Installation of a Bishop into his Diocese mark the beginning of a new chapter in both the life of the bishop and the diocese that he has been appointed to serve by the Holy Father.

Tonight’s celebration is divided into three parts. The first part is Bishop Vincent’s formal Reception in his Cathedral Church. The new bishop will be brought from St Patrick’s Cathedral Presbytery to the main doors of the Cathedral where he will be met by His Grace Most Reverend Anthony Fisher OP, Archbishop of Sydney and Metropolitan of the Province.

In the forecourt of the Cathedral, Bishop Vincent will be welcomed by members of the local Aboriginal community. Upon reaching the narthex of the Cathedral, Archbishop Fisher will present the new Bishop to the Administrator of the Diocese and the College of Consultors. The Dean will present Bishop Vincent with a crucifix that he will venerate, and then Holy Water with which the new Bishop will bless those who have greeted him, the Dean and the College of Consultors of the Diocese of Parramatta. Bishop Vincent will then proceed to the Blessed Sacrament Chapel where he will pray before the Blessed Sacrament and then retire to the Sacristy where he will vest for Mass.

The second part of the ceremony is the installation of the bishop into the Cathedra (the Bishop’s Chair) which will take place after the reading of the apostolic mandate. This will be followed by the Recognitio (the formal recognition of the new bishop) by the clergy and laity.

The third part of the ceremony is the continuation of the celebration of the Mass.

SOLEMN LITURGICAL RECEPTIONAs Bishop Vincent is led to the entry door gates of the Cathedral, the Cathedral bell ‘Patrick’ will be tolled. The Bishop is greeted first by members of the local Aboriginal community elders and representatives.

Bishop Vincent is solemnly received by the Metropolitan Archbishop, Most Rev Anthony Fisher OP, the Administrator of the Diocese of Parramatta, Very Rev Peter G. Williams, and the College of Consultors.

The Dean of the Cathedral, Very Rev Robert Bossini, presents him with the crucifix to kiss, and holy water to bless himself and those around him. Bishop Vincent is then led to the tabernacle in the Cathedral Chapel to pray for a short time before the Blessed Sacrament.

As the Bishop is led to the Blessed Sacrament for Prayer, the schola sings the following antiphon.

Archbishop Fisher Peace be with you.All And with your spirit.

Please be SEATED.

Archbishop Fisher will then welcome all present to the Installation and request from the Papal Nuncio whether there is a mandate from the Holy See. The Papal Nuncio confirms that such a letter has been received and the Archbishop will ask that it be read. The Papal Nuncio will read the Papal Bull, first in Latin and then in English. The Chancellor, Monsignor Ron McFarlane, will show it to the College of Consultors.

Archbishop Fisher will then lead and place the new Bishop in the Cathedra. Bishop Vincent is then presented with the Cathedral Crozier.

The new Bishop will then receive formal recognition from a family in the Diocese, two pilgrims who will participate in World Youth Day 2016, two members of Religious communities from the Diocese, and two priests of the Diocese.

During the Recognition the Cathedral Choir will sing ‘Ego sum pastor bonus’ by G. B. Matucci.

Ego sum pastor bonus qui animam meam pono pro ovibus meis I am the good shepherd who offer my life for my sheep.

After the Recognition, the Deacon invites the assembly to STAND for the singing of the Gloria.

Bishop Vincent Long was born in 1961 in Dong Nai in Vietnam. Since the fall of Saigon in 1975, his family has been dispersed: his mother, a brother and a sister are in Melbourne, three brothers are in Holland, a sister remains in Vietnam and Bishop Vincent is now in Parramatta.

In 1984, he became a professed Conventual Franciscan friar and studied for the priesthood in Melbourne.

After his priestly ordination in 1989, he was sent to Rome for further studies and was awarded a licentiate in Christology and Spirituality from the Pontifical Faculty of St Bonaventure.

He served as an assistant and then parish priest for seven years in Kellyville within the Diocese of Parramatta and for seven years in Springvale in Victoria before being elected Superior of the Order of Friars Minor Conventuals in Australia in 2005. He served as Assistant General in Rome from 2008 until 2011, responsible for the Asia-Oceania section of his Order.

In 2011, he was appointed Auxiliary Bishop of Melbourne in which role he served for nearly five years.

During that period, he was Episcopal Vicar for Justice and Peace and for Social Services, and was Chair of the Catholic Education Commission (Victoria). Nationally, he serves as the Bishops Delegate for Migrants and Refugees, Chair of the Australian Catholic Social Justice Council and member of the Permanent Committee.

On 5 May 2016, he was appointed the fourth Bishop of Parramatta in succession to Bishop Anthony Fisher OP following his appointment as Archbishop of Sydney in 2014.

Diocese of ParramattaBRIEF HISTORY OF THE DIOCESE OF PARRAMATTAThe Diocese of Parramatta takes in seven local government divisions: Baulkham Hills Shire, Blacktown City, the City of the Blue Mountains, Hawkesbury Shire, the Municipality of Holroyd, Parramatta City and Penrith City and parts of Wollondilly and Liverpool. This area encompasses the lands of the Darug people.

Although the Diocese was established in 1986, there was already a vibrant Catholic life in the area stretching back to the beginning of European settlement. It was at Old Government House in Parramatta Park that the 1803 Proclamation requiring all Catholics to register for the first official Masses in the colony was read. Rev James Dixon celebrated the second and third official Masses in Australia in Parramatta and the Hawkesbury respectively in May 1803.

Rev Therry and Rev Power ministered in the region in the 1820s. An inquest recorded the latter’s death in 1830 as a “visitation of God”. Windsor and Penrith had Catholic communities in the 1830s, Blackheath was attended from Hartley in 1842, and the foundation stone for Richmond was laid in 1859.

The first religious profession in Australia took place in St Patrick’s, Parramatta in 1835 when Sr Xavier took her first vows in the Sisters of Charity. Now members of more than 50 Religious Congregations live and work in the Diocese.

On 19 May 1986, the new Diocese of Parramatta was created with Bishop Bede Heather as the first bishop. He was succeeded in 1997 by Bishop Kevin Manning who had previously been Bishop of Armidale. Bishop Anthony Fisher OP was appointed the third Bishop of Parramatta in 2010. He was previously Auxiliary Bishop of Sydney.

In the years following WWII, many people arrived in the Diocese from war-torn Europe and, since then, many others have come from places of conflict, persecution and economic hardship. Their strong Catholic faith and family values have enriched the Diocese and made it a truly multicultural faith community.
