Graduate School of Public Administration

The Graduate School of Public Administration is a member of the International Association of Schools and Institutes of Administration (IASIA) and the European Group of Public Administration (EGPA).

The Graduate School of Public Administration Lomonosov Moscow State University (GSPA MSU) is a joint project of Moscow State University named after M.V. Lomonosov and the National School of Administration of France (ENA) aimed at training middle and senior managers for the Russian state bodies, state corporations, public-private and large businesses.

Educational Programs

Objective: training middle and senior managers for state bodies of the Russian Federation, public corporations and state-owned companies, as well as businesses

Target Audience:• representatives of administrations of federal and regional executive

authorities of the Russian Federation, municipalities and state-owned companies;

• representatives of business community aiming to improve the efficiency of their company's interaction with state and municipal structures, as well as aiming to pursue a career in state bodies of the Russian Federation, major public-private or commercial structures;

• last-year students of Bachelor’s , Specialist’s and Master’s programs of all higher educational establishments of Russia and foreign countries.

Educational Programs

Training duration – 2 years (more than 1500 contact hours / in-class hours).

Training form – full-time, flexible schedule (2 weekday from 18-30 to 21-30 and Saturday from 10-00 to 16-30).

Admission of documents - June-July. Beginning of studies - September.

Graduates receive a state-recognized diploma in Management of Lomonosov Moscow State University and are awarded the degree of “Master of Management”, specialization “Public Administration”.

Admission Requirements

Basic requirements for admission to the Master’s program “Public Administration”:

•Higher education (state-recognized diploma of Bachelor, Specialist or Master);•Submission of documents to the Admission Commission of the GSPA MSU;•Good results in competitive entrance tests (Management - written and an interview, English);•Tuition fees (paid each semester).

Training duration – 2 years Training form – evening classes (1 week day + Saturday). Admission of documents – without date restriction (all the year round). Beginning of studies – November. Tuition fee – 480 000 rubles for 2 years (the sum is divided and paid for each

semester). Entrance tests:

- essay;

- interview.

Graduates receive a state-recognized Lomonosov Moscow State University diploma of additional (to higher) education and are awarded additional

qualification “ Master of Business Administration (MBA)”.

Key objective of the program «MBA – Government Relations (GR)»:

Individual training of highly qualified managers for GR-departments of

companies. Our graduates possess strong and profound theoretical and

practical knowledge in the field of state and business management,

psychology of contact, cooperation between business and state

authorities, public management, economics and law, as well as up-to-

date skills for professional work with state bodies on the federal and

regional level.

The program aims to train directors (vice-directors), deputies or

advisors/consultants in the field of government relations.

Documents required for admission: application form to the Rector of Lomonosov MSU (to be filled in at the

premises of the Admission Commission using the standard form); applicant questionnaire (to be filled in at the premises of the Admission

Commission using the standard form); copy of the state-recognized diploma and its supplement; 4 photographs 3x4 (matt, without headgear, without corner); certificate from the workplace or copy of work record book confirming

the availability of at least two years of professional work experience certified by the director's signature and seal;

passport copy.

Note:When submitting copies of documents to the Admissions Commission of the GSPA MSU original documents must be provided.
