T h i s 2q s t o r y Queen Anne Revival home, designed by Morgantown a r c h i t e c t Elmer Jacobs , w a s b u i l t about 1 8 9 8 a t t h e c o r n e r of Spruce and P l e a s a n t S t r e e t s i n downtown Morgantown. It has undergone on ly minor a l t e r a t i o n s and is being r e s t o r e d by t h e c u r r e n t owners. The house is b u i l t i n running bond b r i c k , w i th a founda t ion of c u t s t o n e , a s t o n e water t a b l e and s t o n e sills and l i n t e l s . The main roof is a h i p and c r o s s g a b l e wi th a gab le roof over t h e rear wing o f t h e house. The r i d g e of t h e h i p roof is c r e s t e d w i t h i r o n f i n i a l s . The prominent f e a t u r e s are t h e % s t o r y tower , t h e o r n a t e wood pa rches , s t a i n e d glass windows and e l a b o r a t e i n t e r i o r woodwork i n oah and c u r l y maple.

There a r e f i v e chimneys i n t h e house wi th o r n a t e brickwork common t o Morgantown a t t h e t u r n of t h e cen tury . The b r i c k a r c h e s o v e r t h e arched windows and a t t h e two-story s i d e p o r t i c o a r e made from molded b r i c k s which p r o j e c t forward from t h e surrounding s u r f ace .

The Spruce S t r e e t w e s t f acade is t h e main facade and f e a t u r e s t h e 3 - s to ry oc tagona l tower capped wi th an i r o n f i n i a l , . The o r i g i n a l modwork i s i n t a c t a l though t h e r o o f i n g is now a s p h a l t s h i n g l e . An o l d photograph i n d i c a t e d t h e o r i g i n a l roo f ing t o be s l a t e . The h i p dormer is faced wi th c u t wood s h i n g l e s . A p a l l a d i a n window, wi th squa re s i d e s a sh and 1/1 double-hung l i g h t s wi th arched top s a s h , is c e n t e r e d i n t h i s dormer. An a rched p a t t e r n of c o n t r a s t i n g c u t and c o l o r s h i n g l e s sur rounds t h e c e n t e r window, whi le an a n g u l a r bond of s h i n g l e s goes a c r o s s t h e bottom o f t h e dormer, The windows on t h e second f l o o r a r e 1/1 double-hung w i t h s t o n e sills and l i n t e l s - The w a l l s u r f a c e c o n t a i n i n g t h e e n t r a n c e doors on t h e f i r s t f l o o r and one double-hung window on t h e second f l o o r is recessed between t h e tower and t h e remaining p a r t of t h e facade . The r e s u l t i n g over- hang is suppor ted by a wooden d o r f c column.- Th i s p r o v i d e s a c c e s s t o t h e porch r o o f . The main window on t h e f f rst f l o o r i s a l a r g e f i x e d l i g h t w i th arched s t a i n e d g l a s s l i g h t above. The tower windows on t h e f i r s t f l o o r a r e 111 double-hung. An aluminum and g l a s s v e s t i b u l e has been added but w i l l be removed du r ing t h e r e s t o r a t i o n . The wooden porch covers t h e e n t i r e width of t h e facade. The woodwork i s r o t t e d and d e t e r i o r a t e d i n many p l a c e s ; however, enough remains t h a t t h e d e t a i l i n g can be d u p l i c a t e d . The wooden d o r i c columns r e s t on s t o n e p i e r s w i th wood l a t t i c e i n f i l l between. The s t e p s are con- c r e t e but w i l l be r e p l a c e d w i t h wood du r ing t h e r e s t o r a t i o n . A wooden b a l u s t r a d e connec t s t h e columns, and an o l d photograph i n d i c a t e s t h e second f l o o r porch has a wooden b a l u s t r a d e wi th squa re b a l u s t e r s above t h e first f l o o r columns. This b a l u s t r a d e w i l l be r e b u i l t .

The P l e a s a n t S t r e e t s o u t h f acade is capped wi th a h i p dormer w i t h window and s h i n g l e d e t a i l s i d e n t i c a l t o t h e Spruce S t r e e t facade. The d e t a i l i n g is s imilar t o t h e f r o n t p o r c h b u t has s q u a r e columns,and an o l d pho tograph r e v e a l s a second f l o o r b a l u s t r a d e used t o e x i s t . The porch w i l l be r e p a i r e d and t h e second f l o o r b a l u s t r a d e r e b u i l t .

The main f e a t u r e s o f t h e n o r t h f a c a d e are t h e g a b l e dormer w i t h s i d e w a l l s , t h e b r i c k chimney, t h e 2 - s t o r y b r i c k p o r t i c o and t h e p r o j e c t i n g r e c t a n g u l a r bay. The g a b l e of t h e dormer is of c u t s h i n g l e s w i t h an e l l i p t i c a l l u n e t t e i n t h e c e n t e r . T h e r e is an e l l i p t i c a l p a t t e r n of s h i n g l e s around t h e l u n e t t e . The f r o n t w a l l o f t h e dormer c o n t a i n s t h r e e f i x e d s a s h windows w i t h a r c h e d t r ansom l i g h t s . Half-round wood p i l a s t e r s frame t h e windows. The second f l o o r h a s 111 double-hung windows. A wood b a l u s t r a d e s p a n s between t h e b r i c k p i e r s o f t h e p o r t i c o . The i n t e r i o r h a s had some a l t e r a t i o n on t h e f i r s t f l o o r , b u t t h e second f l o o r and a t t i c remain n e a r l y i n t a c t . The p r e v i o u s owners w e r e c a r e f u l t o keep t h e o r i g i n a l d o o r s , t r b , m a n t e l s , e t c . t h a t w e r e removed d u r i n g a l t e r a t i o n . Each of t h e rooms i n t h e main p a r t of t h e house on t h e f i r s t and second f l o o r s h a s a t i l e f i r e p l a c e w i t h o r n a t e l y c a r v e d wooden m a n t e l . The p r e v i o u s owner had s u b d i v i d e d t h e room w i t h t h e p r o j e c t i n g bay i n t o two examining rooms. These p a r t i t i o n s w i l l be removed, t h e window c a s i n g s t r i p p e d and r e f i n i s h e d and t h e m a n t e l r e i n s t a l l e d . T h i s w i l l become t h e c o n f e r e n c e room f o r t h e c u r r e n t owners. The room i n t h e rear p r o j e c t i n g wing o f t h e house w a s used f o r t r e a t m e n t . The casework and p a n e l i n g w i l l be removed, b u t t h e suspended c e i l i n g and l i g h t i n g w i l l remain f o r t h e new s e c r e t a r i a l a r e a . The u p s t a i r s rooms r e t a i n t h e i r h i g h c e i l i n g s . The wa l lpaper is b e i n g s t r i p p e d and t h e p l a s t e r repaired. The room above t h e c o n f e r e n c e room is b e i n g s u b d i v i d e d i n t o two s m a l l o f f i c e s . The e x i s t i n g bathroom is b e i n g m o d i f i e d t o make room f o r f o r a l i b r a r y i n t h e r e a r wing o f t h e house. A powder room and f u r n a c e room are b e i n g added t o t h e t h i r d f l o o r f o r f u t u r e e x p a n s i o n .

The Cox house i s s i g n i f i c a n t a r c h i t e c t u r a l l y as an exampIe of Morgantown a r c h i t e c t Elmer F. Jacobs ' work, as one of t h e best examples of Queen Anne Revival a r c h i t e c t u r e i n t h e c i t y and as o n e of the key b u i l d i n g s i n downtown Morgantown, which h a s remained r e f a t i v e l y unchanged ove r t h e y e a r s . I t a l s o has h i s t o r i c a l s i g n i f i c a n c e s i n c e it w a s the home of! Judge Frank Cox, a prominent lawyer who served as p r o s e c u t i n g a t t o r n e y and Judge of t h e Supreme Court of Appeals of West V i r g i n i a . He was a l s o a major c i v i c l e a d e r and prominent p r o p e r t y owner. E l m e r J acobs came t o Morgantown i n 1893 from P i t t s b u r g h and q u i c k l y e s t a b l i s h e d himself as t h e c i t y ' s l e a d i n g a r c h i t e c t a t a t i m e of rapid expansion in the c i t y ' s growth, r e t a i n i n g t h i s p o s i t i o n u n t i l h i s death in 1945. H e s p e c i a l i z e d i n r e s i d e n t i a l work, b u i l d i n g i n bo th Queen Anne Rev iva l and Neo-Classical Revival s t y l e s , bu t a l s o b u i l t the p o s t office b u i l d i n g ( i n Nat iona l R e g i s t e r ) , Seneca G l a s s Works, the a d d i t f o n s t o West V i r g i n i a Un ive r s i t y$ Woodburn H a l l , and s e v e r a l downtam commercial b u i l d i n g s .

Frank Cox was born t h e only c h i l d t o Henry L. Cox and E l i z a b e t h Ma t i l da (Boydston) Cox on h i s f a t h e r ' s farm on June 18, 1862 i n Grant d i s t r i c t , Monongalia County. H e a t t e n d e d t h e area s c h o o l s d u r i n g h i s youth and r e c e i v e d h i s formal t r a i n i n g at West V i r g i n i a U n i v e r s i t y , g r a d u a t i n g i n June 1883 w i t h h i s degree i n l a w . ' H e set up h i s l a w p r a c t i c e i n Morgantown. H i s f i r s t o f f i c e w a s l o c a t e d i n Court House Square. He p r a c t i c e d a lone u n t i l 1888 when he formed a p a r t n e r s h i p wi th George C. Baker. That sane yea r Cox w a s elected p r o s e c u t i n g a t t o r n e y on t h e Republican t i c k e t t o f i n i s h o u t t h e remainder of W.W.

- Eous ton ' s tern of o f f i c e ; Houston had unexpectedly resigned due t o h e a l t h problems. A t t h e t ime he was e l e c t e d t o f i n i s h o u t Houstori's t e rm, he was a l s o e l e c t e d for t h e fo l lowing f u l l term o f f o u r y e a r s . Upon being e l e c t e d P.A., Cox appointed Baker a s h i s deputy a s s i s t a n t . Cox m a s then succeeded by h i s p a r t n e r George C. Baker, who t h e n a p p o i n t e d Cox a s h i s deputy. In 1904, Cox w a s e l e c t e d Judge of the West V i r g i n i a Supreme Court o f Appeals. In 1907, he w a s chosen P r e s i d e n t of t h e Court . L a t e r t h a t y e a r , he r e s igned from o f f i c e and r e t u r n e d t o Morgantown t o resume h i s p r i v a t e law p r a c t i c e , r e - e s t a b l i s h i n g the f i rm of Cox and Baker , a g e n e r a l l a w f i r m s p e c i a l i z i n g i n oil, corpor- a t i o n , and chancery l i t i g a t i o n .

Frank Cox a l s o he ld o t h e r prominent p o s i t i o n s . H e s e r v e d as judge advoca te g e n e r a l w i t h t h e r ank of b r i g a d i e r under Gov. Atkinson. He was a member and Vice P re s iden t of t h e Board of Trade of Morgantown i n t h e 1 9 0 0 ' s . H e w a s i n t e r e s t e d i n t h e c i t y ' s growth and development s i n c e he was a l a r g e owner of a r e a r e a l estate. H e was a member o f t h e R o r l d ' s F a i r Commission f o r West V i r g i n i a i n 1904. H e was a member and t r u s t e e o f t h e Methodist Episcopa l Church. Frank G. Cox d i e d i n t e s t a t e on August 24 , 1981 and by t h e terms o f h i s w i l l , h i s i n t e r e s t went t o h i s l o n g t i m e p h y s i c i a n , D r . Margare t Sternple Zeck. T h i s t r a n s a c t i o n i s r e c o r d e d i n W i l l Book 52 Page 342. E s t h e r J. Cox, S t a n l e y R. Cox S r . 's widow, d i e d on S e p t . , 7 , 1981. The Cox estate was s o l d j o i n t l y by Margaret S temple Zeck and Re Alex Zeck, her ,husband(Deed Book 881 Page 533) and E l i z a b e t h Cox Owens and h e r husband John J . Owens (Deed Book 881 Page 539) t o t h e p r e s e n t owners John P. B a l l and Rober t Dinsmore.

The Cox house was c o n t i n u o u s l y owned by t h e Cox fami ly l b u t t h e y r e n t e d i t o u t p e r i o d i c a l l y o v e r t h e l a s t 40 y e a r s . In 1941, it was r e n t e d o u t t o West V i r g i n i a U n i v e r s i t y and s e r v e d a s t h e W U f a c u l t y c l u b . From 1954-1955, it was r e n t e d o u t t o V e l m a Gene Dal ton who ran t h e Morgantown Beauty School t h e r e . I n 1960, i t became t h e M a n c i n e l l i F u n e r a l home. L a t e r i t was r e n t e d o u t t o D r . Margaret Stemple Zeck who had h e r o f f i c e s t h e r e . Now t h e Cox house is b e i n g remodeled t o house o f f i c e s f o r B a l l and Binsmore, At to rneys -a t - l aw.
