MORONG, Bataan — With its brassband rendering festive marching music,the Subic Bay Metropolitan Authority(SBMA) joined fisherfolk in this town forthe “Araw ng Mangingisda” festival,which highlights the abundant “galung-gong” catch at barangay Sabang.

Organized by the Municipal Fisher-ies and Aquatic Resources ManagementCouncil (MFARMC) of Morong, the cel-ebration is intended to raise publicawareness on the importance of the fish-er folk sector to the provision of dailyfood to the community.

The festival is also part of a local fish-ermen’s program to seek recognition andsupport from the local government unitof Morong, as well as to broaden thefisher folk’s network of assistance in theprovince, said Morong FARMC chairmanRestituto del Rosario.

“The celebration is the first in a se-ries of events to showcase the large con-tribution of fisher folk to the larger com-munity here,” Del Rosario explained.

In addition, the festival could serveas inspiration for the fisher folk to con-tinue protecting the abundant marine re-sources of Morong, he added.

Highlight of the one-day festival wasa cooking contest featuring differentways “galunggong” could be prepared.

Del Rosario said that each of the 60fishing boats that went out fishing onthe eve of the event contributed onebucket, or about 20 kilos, of “galung-gong” for the cookfest.

The public was then invited to theSabang barangay plaza to sample theresults of the cooking competition.

To spice up to the celebration, theorganizers also put up events like streetdancing, beach volleyball, chess, tabletennis, palosebo, sack race, and othertraditional games for the community toparticipate in.

Later in the day, fisher folk leadersand guests awarded school supplies towinners of the kiddie basketball tourna-ment, which fielded youth members of“Bantay Dagat”, and for teams that col-

lected the most garbage during thecoastal clean-up drive.

Del Rosario said that with the suc-cessful staging of the festival this year,they will hold the “Araw ng Mangingisdain Morong every year, with a differenttheme each time.

Del Rosario also lauded the contri-butions of Anvaya Cove, a private resortlocated in Morong, which provided cashprizes for the various contests, and theSBMA, which also provided school sup-plies distributed to schoolchildren in Sa-bang.

The SBMA has traditionally been a

partner of the fisher folk community inMorong in terms of putting up environ-ment-friendly livelihood projects.

After providing assistance for the“lambaklad” project of Morong fishermenseveral years ago, the SBMA also re-leased early this year a P4-million finan-cial assistance to fishermen for the sus-tainable development of the Subic Bayarea.

The grant benefited fishermen in Mo-rong, Olongapo City, and the municipal-ities of Subic and San Antonio in Zam-bales.

According to SBMA chairman Feli-

ciano Salonga, SBMA granted the as-sistance in fulfillment of the agency’sresponsibility to communities affectedby the development of the Subic BayFreeport.

The P4-million assistance is brokendown into four components: P2.3 mil-lion for the establishment of artificialreefs; P.7 million for the operating ex-penses of the SB-IFARMC; P.5 millionfor a scholarship fund to deserving SB-IFARMC members and their immediatefamilies; and P.5 million to fund liveli-hood programs for SB-IFARMC mem-bers and their families.

BAGAC, Bataan – Whatshould have been a happyget-together of families,employees and friendsturned out to be a trage-dy.

At least three died, oneof them a 6-year old girl,while 58 were injured whenthe bus they were ridinghit a big tree along Gover-nor Linao Road in Baran-gay Binukawan, Bagac,Bataan early morning ofSunday.

The victims left QuezonCity at 3:00 a.m. bound forStella Maris Beach Resortin Bagac town. The acci-dent happened at about6:00 a.m. They were all onboard bus No. 5, one of the12 buses of Jayross LuckySeven Tourist for a com-pany outing, one of the vic-tims said.

The victims were rela-tives of bus inspectors andother company employ-ees.

Chief Insp. FerdinandAguilar, Bagac policechief, identified the fatali-ties as Enrique Gaborni,54, of Commonwealth,Quezon City; JovelynConel, 6, of Batasan Hills,Quezon City and Neli Al-

buro. Gaborni and Coneldied at the Bagac Medi-care Hospital while Alburoat the Bataan GeneralHospital in Balanga City.

Report at the BataanGeneral Hospital said that58, about 16 children,have been treated of vari-ous injuries. Some childrensuffered broken arms andlimbs.

Police said driver Son-ny Ricafort apparently lostcontrol of the wheels andmiscalculated the windingsharp and downward roadand hit the tree. Ricafortreportedly escaped andcould not be located.

Adriano Alburo, one ofthe injured passengers,said the bus was runningfast. He lost her sister NeliAlburo and niece JovelynConel. His son sufferedfrom a broken leg.

Binukawan BarangayCaptain Pamfilo Mojicasaid they rushed towardsthe bus but “masiyadongmabigat ang bus kaya hin-di namin agad nakuha angdalawang namatay na na-kaipit na baka nakaligtaskung nadala agad sa os-pital.”

He said more mighthave died if the bus hadnot been blocked by the

tree. “Kung nahulog atnagpagulong-gulong sabangin, mas maramingnamatay,” the barangayhead said.

BGH nurse supervisorAurora Agustin said of the71 passengers treated forvarious injuries at the gov-ernment hospital, 17 wereadmitted for confinementbecause of severe headinjuries and fractures whileone died.

Yeah, right. There is this macho man of a board member nowreduced to the doormat in the opinion polls. In the second district, perennial topnotcher Edna de Ausen-David is all set for another coronation, given her sure victory in thepolls. But for her loss in the vice gubernatorial contest in 2004,Ninang Edna has yet to drop from the Number One spot in thesangguniang panlalawigan contest.

This, not by some quirk of fate but owing to her no-nonsenseperformance in the SP championing the causes of health, womenand education, and, her able stewardship of the very Office of theGovernor at the time of the suspension of Gov. Lito Lapid and ViceGov. Clayton Olalia in 1999 arising from the quarry scam.

Three ‘-nas’

It was at the time of Acting Gov. Edna de Ausen-David that the Central Luzon Drug RehabilitationCenter came into conception. Needless to sayhow the rehab center has impacted in the“reformation” of lost and wayward youths to re-infuse into mainstream society.

In the third district, the one-two spots in thepolls are occupied by the women candidates, themales relegated to contest but the third and lastspot.

At Number One is Monina “Monz” Palma-Laus.Inheritor of the slot vacated with the death of herhusband, the dearly loved and respected TatangPinong, Monz packs a campaign savvy thatinvariably wins even the most skeptical of voters– approachability, sincerity, charm, oodles andoodles of the latter.

Anchored on the continuity of the Laus legacyof service, Monz’s legislative agenda comprisethe 4-K goals: Kabuhayan (Livelihood), Kalusugan(Health), Karapatang pangkababaihan atpangkabataan (Rights of Women and the Youth),and Kalikasan (Nature).

A holistic legislative approach to theKapampangan’s imperatives for developmentthere.

Closely trailing Monz at Number Two in thethird district is Trina Tiglao Dizon, Mexico’s mosteligible bachelorette.

That Trina is a political power to reckon withis manifest in her winning three runs for Mexico’stown council, getting the most number of votesamong councilors every time.

After the City of San Fernando, Mexico hasthe most number of registered voters in the thirddistrict at 68,000. As there are but two SPcandidates from Mexico, expect the banda-banda(hometown decisions) to come into play here, andplay exceedingly well for Trina.

Outside Mexico, Trina has made her mark too,her pulchritude and her charm easily flowing toher constituency.

The three “-nas” — Edna. Monina. Trina. Threeleading ladies to the SP. All with the ability, theheart to make a mark in local governance. Womenof Pampanga, be glad. Be proud.

Justice for theAmpatuan 58

WE ARE following with much concern the recent startlingdevelopments in the ongoing case of the massacre inMaguindanao last Nov. 23, 2009 where 58 persons,including 32 of our colleagues, were brutally murdered.

The unfolding of the recent events where two of theaccused in the massacre were ordered by theDepartment of Justice to be removed from the chargesheet is alarming even as we admit that Justice SecretaryAgra’s decision, however fair in the context of the law,betrays the people’s trust in the justice system especiallyat this time as we draw closer to the national electionson May10.

Agra’s decision is extremely disturbing consideringthe trail of blood in the murder of more than a hundred ofour colleagues, almost all of them based in the provinceslike us, which up to this time have remained unsolved.

We believe that the act of the DOJ only heightenedthe culture of impunity which has allowed the murders tohappen, instead of curbing it.

We put the blame squarely on the shoulders of theDOJ and the panel of prosecutors, led by Chief StateProsecutor Claro Arellano, for failing to present enoughevidence in court to pin down the suspects in the crimeof multiple murders.

Instead of adding to the confusion, we urge the panelof prosecutors to look closely into the case so as not toallow any miscarriage of justice. How many more of the197 persons accused in the multiple murders will walkaway because of weak evidence or sloppy prosecution?

But as the NUJP national chapter had stated: “morethan protest Agra’s stupendous decision, let us seize thisday to once and for all demand accountability from whomit is due – (including) this administration whose politicsof expediency and its nurturing of impunity made theslaughter in Ampatuan, Maguindanao not just possiblebut inevitable; this administration which, notwithstandingthe shock and outrage throughout the nation and the worldover the massacre, has no qualms about subvertingjustice to further its own ends.”

“Too long have our cries for justice been ignored bythis administration.

And let us, likewise, take this occasion to serve noticeto whoever next takes the helm of power in this benightedland, given the deafening silence with which those whoseek to rule us reacted to both the slaughter and Agra’sdesecration of justice, that we will hold you just asaccountable for ensuring that justice is given theAmpatuan 58 and the rest of our colleagues whosemurders remain unsolved.”

ON APRIL 26, 1954, the Salk po-lio vaccine field trials, involving1.8 million children, begin at theFranklin Sherman ElementarySchool in McLean, Virginia.Children in the United States,Canada and Finland participat-ed in the trials, which used forthe first time the now-standarddouble-blind method, wherebyneither the patient nor attendingdoctor knew if the inoculationwas the vaccine or a placebo.On April 12, 1955, researchersannounced the vaccine was safeand effective and it quickly be-came a standard part of child-hood immunizations in America.In the ensuing decades, poliovaccines would all but wipe outthe highly contagious disease inthe Western Hemisphere.

Polio, known officially as po-liomyelitis, is an infectious dis-ease that has existed since an-cient times and is caused by avirus. It occurs most commonlyin children and can result in pa-ralysis. The disease reached

epidemic proportions throughoutthe first half of the 20th century.During the 1940s and 1950s,polio was associated with theiron lung, a large metal tank de-signed to help polio victims suf-fering from respiratory paralysisbreathe.

President Franklin Rooseveltwas diagnosed with polio in 1921at the age of 39 and was leftparalyzed from the waist downand forced to use leg braces anda wheelchair for the rest of hislife. In 1938, Roosevelt helpedfound the National Foundation forInfantile Paralysis, later re-named the March of Dimes. Theorganization was responsible forfunding much of the researchconcerning the disease, includ-ing the Salk vaccine trials.

The man behind the originalvaccine was New York-born phy-sician and epidemiologist JonasSalk (1914-95). Salk's work onan anti-influenza vaccine in the1940s, while at the University ofMichigan School of Public

Health, led him, in 1952 at theUniversity of Pittsburgh, to de-velop the inactivated polio vac-cine (IPV), based on a killed-vi-rus strain of the disease. The1954 field trials that followed,the largest in U.S. history at thetime, were led by Salk's formerUniversity of Michigan colleague,Dr. Thomas Francis, Jr.

In the late 1950s, Polish-bornphysician and virologist AlbertSabin (1906-1993) tested anoral polio vaccine (OPV) he hadcreated from a weakened live vi-rus. The vaccine, easier to ad-minister and cheaper to producethan Salk's, became available foruse in America in the early1960s and eventually replacedSalk's as the vaccine of choicein most countries.

Today, polio has been elimi-nated throughout much of theworld due to the vaccine; how-ever, there is still no cure for thedisease and it persists in a smallnumber of countries in Africa andAsia.

IN HOLLYWOOD, the biggest event that stars and millions of peopleare looking forward to is the Oscar awards. In the Philippines, it’sthe Presidential election. Filipinos and people from around the worldwould be watching this year’s top official derby.

Unlike in the Oscar’s best picture category, there are only 9nominees (called “presidentiables”). They are – in alphabetical order– Senator Noynoy Aquino, former President Joseph Estrada,Senator Richard Gordon, Senator Jamby Madrigal (the only womancontender), Secretary Gilbert Teodoro, environmentalist NicanorPerlas, Kapatiran candidate JC De los Reyes, evangelist EddieVillanueva, and Senator Manny Villar.

“Despite what some people are saying about him, I will still votefor Noynoy Aquino,” someone answered when asked who he wouldvote this coming May 10. When asked what his reasons are, heanswered simply, “It is written!”

He was referring to the Holy Bible, of course. He explained thatNoynoy and Moses, one of the greatest leaders of all time, havestriking similarities and parallelisms. He went on to explain:

Moses became a prince when he was adoptedby the Pharaoh’s daughter. “When the child grewolder, he became her son. She named him Mosessaying, ‘I drew him out of the water’” (Exodus 2:10).

In comparison, Noynoy became sort of aroyalty himself when his mother Cory became thePresident of the Philippines. Carrying the surnameof his murdered father (who said the famous line,“Filipinos are worth dying for!”), he ran for Congressand Senate and won!

As a prince, Moses did nothing. He neverinterfered with what the Pharaoh was doing. Hisperformance as a prince was lackluster. Therewas nothing you can read in the Bible about hisworks. In like manner, Noynoy as a lawmaker was“very quiet and prefer to stay at the side ratherthan engage in discussion.” For nine years ascongressman and three years as senator, he filed8 bills but all of these were rejected.

Indeed, he is performance as lawmaker waslackluster. But even then, “Noynoy has no reportor record of abuse of power and absolutely noissue of graft and corruption or stealing or misuseof public funds,” wrote Atty. Alex Lacson, authorof the bestselling 12 Little Things Every FilipinoCan Do to Help Our Country.

At one time, Moses was tending the flockwhen all of a sudden he saw a burning bush. Itwas God Himself telling him: “I have seen themisery of my people. I have heard them cryingout because of their slave drivers, and I amconcerned about their suffering. So I have comedown to rescue them and to bring them into agood and spacious land, a land flowing with milkand honey” (Exodus 3:7-8).

But what terrified Moses the most was whenGod told him: “I am sending you to Pharaoh tobring my people the Israelites out of Egypt”(Exodus 3:10). But despite the fact it was Godwho asked him, he was still hesitant. “Who am I,that I should go to Pharaoh and bring the Israelitesout of Egypt?” Moses inquired.

In like manner, there was that burningsensation among Filipinos when Cory Aquino diedof cancer. When she was buried, millions ofFilipinos came out to see the Ramon Magsaysaylaureate for peace and international understandinglaid to her final resting place.

Out of the blue, people clamored Noynoy torun as the next president of the country. The voice

of the people, so goes a saying, is the voice ofGod. But like Moses, Noynoy was uncertain. Hedeclined the offer at first; he never saw himself asthe chosen one.

After seeking the will of the Lord, he finallyconceded to the clamor of his supporters.Someone wrote: “Noynoy went for a retreat beforehe emerged to accept the great challenge andthen asked the people for their support so that hewill not be beholden to the traditional politics ofpatronage, as he did not have the finances to runa successful campaign.”

But one of the things that Moses really afraidof as a leader was the fact that he was not aneloquent speaker. In fact, he was “slow of speechand tongue” (Exodus 4:10). “O Lord, please sendsomeone else to do it,” Moses begged.

God was angry at Moses. So, He decided tobring Aaron, the brother of Moses, as hisspokesperson. “I will help both of you speak andwill teach you what to do. He will speak to thepeople for you, and it will be as if he were yourmouth” (Exodus 4:15-16).

Likewise, Noynoy is never a good speaker. Inhis lieu, he has a sister named Kris Aquino. Asensitive movie actress and award-winningtelevision talk show host, she is indeed livingmouthpiece. Whenever she’s around, peoplecome and listen to her.

Among the presidentiables, Noynoy has theleast experience as a leader. Among hisprevious works before he became a lawmakerwas retail sales supervisor of Nike Shoes,assistant for advertising and promotion ofMondragon, field service manager of the family-owned Azucarera and member of another family-owned VP Best Security Corporation. Hegraduated with an AB Economics from Ateneode Manila.

For his part, Moses was only a caretaker ofhis father-in-law’s flock when God called him tobecome the leader of Israelites.

Is Noynoy Aquino really the chosen one? If hewill be elected as the president from 2010 to 2016,will he bring the much needed reform thePhilippines aspires and bring the country to greaterheights?

“I urge the Commission on Electionsin Pampanga and Central Luzon tocheck out reports that my fellow guber-natorial candidate, Mrs. Lilia Pineda, andher campaigners at the Lakas-Kampi-CMD are doing a massive recruitmentof poll-watchers beyond what is allowedby election laws,” Panlilio said in astatement yesterday.

PANLILIO TO COMELEC:

CLARK FREEPORT— The country’s biggest telecom-munication firm has approved recently the interconnec-tion of its two service areas here and in Subic Bay Free-port in realization of the alliance of two world-class in-vestment destinations in Central Luzon.

Lito Mercado, general manager of Clarktel—subsid-iary of the Philippine Long Distance Telephone Compa-ny (PLDT), said the approval of the interconnection ofClark and Subic is in conformity with the mandate ofSubic and Clark as the country’s best investment des-tination that provide world class infrastructure and util-ities.

Although investors and locators from the two zonesare expected to save from their telephone long distancecalls, Mercado said that Clark and Subic telecom firmswill be losing about P2.5-million to P3-million per an-num once the project of interconnection is implement-ed.

The interconnection is expected to take effect mid-May of this year as per information provided to Merca-do by Subic and Clark Telecom President Dennis Mag-batoc.

But despite the toll-free charges, the PLDT officialsaid that Clark and Subic will still have to use theirrespective area codes-045 for Clark (Pampanga) and047 for Subic (Zambales).

“But definitely, charges for both freeports will be free,”Mercado said.

Mercado said Magbatoc is also instrumental in therealization of the interconnection through the initiativeof Subic Clark Alliance for Development Council, MetroClark Advisory Council, Clark Development Corporationand Subic Bay Metropolitan Authority.

He added that “doing business in Clark will be madeeasier with the toll-free between Clark and Subic, con-sidering its impact on the day-to-day operations of theinvestors from both Freeport zones.”

The integration of the telephone infrastructure inPampanga gave Clark a competitive edge, said Merca-do, adding that with the same integration of the servicelines between Subic and Clark, the competitiveness ofboth investment destinations is expected to improvefurther.

With the integration of Clarktel to all telecom provid-ers in Pampanga in 2004, CDC was able to save aboutP100,000 a month (or P1.2 million) on long distance

calls since the toll-free connection wasimplemented.

With the integration, theamount saved from the local longdistance call was used to financeother projects of CDC as part of itscorporate social responsibility.

In a briefing in Mala-canang last March 29,Mendoza announced that“the reorganization wasalready completed beforeMarch 10.”

Mendoza also thensaid that the appointmentsonly appeared to havebeen made hastily be-cause of delays in an-nouncements broughtabout by procedural re-quirements.

ANGELES CITY – At least one millionmore trees in three years in this city.

Lakas-CMD-Kampi mayoralty can-didate Edgardo Pamintuan vowed yes-terday to accomplish this, saying hewould work hard to make Angeles “thecleanest and greenest city in the Phil-ippines again.”

In 1993, Angeles won an awardfrom the Department of Interior andLocal Government as the “cleanest andgreenest city.”

Pamintuan said he and his “AgyuTamu (We can to it)” Team is target-ing no less than one million trees plant-ed within and around Angeles as partof his “environmental regenerationplan.”

“It’s our humble contribution in ef-forts to avert the impacts of climatechange. We will be planting differentkinds of trees like acacia, bamboo, andmahogany,” he said.

This, he noted, would complement“a more effective, cost-efficient andsustainable garbage collection anddisposal system.”

“One million trees are not enoughto reverse global warming, but our

Global warming had led to abnor-mal climate and weather in variousparts of the world, including the melt-ing of the polar ice caps that has ledto unprecedented floodings in somecountries.

“We will also urge the city councilto pass a Solid Waste ManagementOrdinance to be drafted through ex-tensive consultation with all stakehold-ers,” Pamintuan said.

Earlier, he vowed to probe the citygovernment’s P63.5-million debt tothe Metro Clark Waste ManagementCorporation which operates a sanitarylandfill facility in Kalangitan, Capas,Tarlac. This debt has prompted the fa-cility to refuse to process garbage fromthe city where folk have resorted to var-ious other ways to dispose of their gar-bage.

Pamintuan also vowed a massiveclean-up drive of Sapang Balen creekand to keep it clean.

“Nung agyu tamu kanita, masagyu tamu ngeni lalu na nung abe-abe at saup-saup,” Pamintuanstressed.
