1.0 Monthly Report Overview

This report1 provides the monthly update on the following projects associated with the Muskrat Falls development:

the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls hydroelectric generating facility);

two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and

the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls and Soldiers Pond (the Labrador-Island Transmission Link).

The report includes details on construction and procurement activities, construction costs, safety and environmental activities, and details on stakeholder and community consultation and engagement initiatives during the reporting period. The report also provides detailed statistical tables summarizing employment and expenditure benefits generated from the Muskrat Falls development.

This report covers the activities for the month of June 2015. Construction work during this period took place on all major work components in Labrador and on the island including for the generation and transmission components of the project.

2.0 Highlights this Month

Highlights of construction activities in June include:

In June 2015 4,413 people were working on all components of the Muskrat Falls Project. Approximately 85 per cent of all workers on the Muskrat Falls Project are residents of Newfoundland and Labrador.

Concrete placements continued in the Intake, Powerhouse, Spillway and Transition Dams. Significant work occurred in the Spillway with 28 Spillway pier concrete pours taking place.

Installation of the road to the breakwater at the L’anse Au Diable site has been completed by H.J. O’Connell Construction Ltd.

Commencement of concrete form work for the cable vault walls and installation of concrete footing for the land cable vault termination areas has begun at Shoal Cove and Forteau.

3.0 Construction Update

3.1 Muskrat Falls Hydroelectric Generating Facility

The following outlines some of the construction activities completed by Astaldi in June:

The primary focus of Astaldi’s work is the placement of concrete in the Intake, Powerhouse, Spillway and Transition Dams. Significant work occurred in the Spillway with 28 Spillway pier concrete pours taking place during the month.

Other significant activities related to the Muskrat Falls generating facility include:

Manufacturing of the turbines, generators and primary anchor materials for the intake, powerhouse and spillway is being completed by Andritz Canada. Some of the components are now on route from China to Labrador.

Continuation of stabilization work on the North Spur by Gilbert Newfoundland and Labrador Contracting Limited.

3.2 Labrador Transmission Assets

Construction activities for the High Voltage alternating current (HVac) transmission line by Valard Construction continued to progress during the period with ongoing tower assembly, tower erection, foundation assembly and installation. By the end of June, 1,147 foundations were installed, 811 towers were assembled, 560 towers were erected, 878 guy anchors were installed,715 guy anchors were tested and 111,781 metres of conductor stringing was completed.

3.3 Labrador-Island Transmission Link (LIL)

Construction activities for the High Voltage direct current (HVdc) transmission line by Valard Construction continued to progress during the period with ongoing tower assembly, tower erection, foundation assembly and installation. By the end of June, 278 foundations were installed, 395 towers were assembled, 83 guy anchors tested, and 95 towers were erected.

Work also progressed on the LIL on a number of fronts, including:

Right-of-way clearing and access is continuing with approximately 2312 hectares cleared to date including 1,494 hectares in Labrador and 818 hectares on the island.

Fabrication of materials for the HVdc transmission line towers is continuing in Texas, Dubai and India.

Work continued by Alstom Grid Canada Inc. for the supply and installation of converters and cable transition compounds.

Civil work activity continued at the Soldier’s Pond site with excavation of building foundation and piling, along with preparations for drilling of the second water well.

All core and filter material has been installed for the breakwater construction at Dowden’s Point site by H.J. O’Connell Construction Ltd. Delivery of armour stone is remaining.

In June, the first of seven transformers for the new Churchill Falls terminal station rolled out of the factory in Varennes, QC. These transformers will allow for the connection of electricity between the existing Churchill Falls terminal station and the new Muskrat Falls station.

Work progressed on the Strait of Belle Isle marine cable crossing, including:

Manufacturing and testing of the submarine cable in Japan continues to progress.

All land cables are currently in transit via ocean freight to site with delivery scheduled for end of July 2015.

Continuation of quayside construction activities in Forteau, with installation of turbidity screens and commencement of marine terminal construction.

Commencement of concrete form work for the cable vault walls and installation of concrete footing for the land cable vault termination areas has begun at Shoal Cove and Forteau.

Installation of the road to the breakwater at the L’anse Au Diable site has been completed by H.J. O’Connell Construction Ltd.

4.0 Procurement

Detailed information on procurement activities during the month is provided in Section 11.2 of this report and includes listings of contracts awarded during the reporting period, as well as issued and upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages awarded since project sanction. Information on forecasted, issued and awarded contracts is also available on the LCP project website at: https://muskratfalls.nalcorenergy.com/procurement/.

No contracts were awarded in June.

5.0 Construction Cost Summary

The direct facilities capital cost forecast for the projects is $6.99 billion.

5.1 Incurred Cost Overview

Table 1 summarizes the incurred costs for the project for the month of June and for the project to date. Incurred costs refer to the value of work performed during the period regardless of it being paid during the current period or at some point in the future.

5.2 Monthly Expenditure Overview

Total expenditures paid for the Muskrat Falls Project were approximately $97 million in June 2015. This included nearly $43 million to Newfoundland and Labrador businesses.

From January 2013 to the end of the reporting period in June 2015, $870 million has been spent with Newfoundland and Labrador-based companies.

Detailed expenditure information is provided in Section 11.1 of this report.

6.0 Safety and Environment

6.1 Safety

LCP and all contractors working on the Muskrat Falls Project have a relentless commitment to the safety of workers and the public. The following table outlines the Health and Safety indicators and measurements for the month of June and for the project to date.

6.2 Environment

As a part of our commitment to continuous improvement, a full-day refresher tutorial on proper culvert installation was recently held in west-central Newfoundland. The session was attended by approximately 50 people including LCP management, LCP environmental monitors, and clearing and construction management, supervisors, operators and labourers.

The purpose was to demonstrate the proper installation of a culvert in a dry environment. The installation took approximately six hours. The area was very rocky, and wet, and it was a challenging installation.

A key mitigation to ensuring proper culvert installation with minimal environmental effects involves the use of sediment control measures. During the tutorial, the proper use and installation of sediment control measures such as silt fences, hay bales, rock check dams and rip rap were also reviewed.

As a result of the tutorial, a pre- and post-culvert installation inspection checklist form was created. The checklist includes questions regarding sediment control measures used, and also requires supervisory and client approval.

This refresher demonstrates the LCP environmental team’s commitment to maintaining a high standard of environmental responsibility through continuous training and improvement that will help to sustain a diverse and healthy environment for generations of Newfoundlanders and Labradorians.

7.0 Employment, Benefits and Community Engagement

This section provides information on employment benefits generated during the month as well as details on some of the community consultation and engagement activities undertaken during the month. Some of these activities are part of commitments made by LCP through the Benefits Strategy with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender Equity and Diversity Program, in addition to provincial and federal environmental regulatory commitments.

7.1 Employment Highlights

Following is the employment information for the projects in June 2015. Detailed employment information and statistics are outlined in Section 10.

In June, over 720,000 hours were worked by 4,413 individuals on the projects, including over 610,000 hours of work in Labrador.

During the month of June, 3,752 residents of Newfoundland and Labrador were employed on the projects, representing over 85 per cent of the total persons employed.

In June, there were 3,664 people working in Labrador, of whom 1,122 were Labrador residents (about 31 per cent). Of these 1,122 Labrador residents, 419 self-identified themselves as a member of a Labrador Aboriginal group (about 37 per cent).

7.2 Recruitment Activities

Employers continue to utilize muskratfallsjobs.com as a tool to find qualified residents of the province to fill available positions. To date there are more than 30,000 registered users, including over 22,000 residents of Newfoundland and Labrador.

This website has been updated to reflect current trade requirements required by various contractors for the project. The website also details current opportunities with the LCP Project Delivery Team.

7.3 Training and Development

7.3.1 Workplace Orientation

To foster a safe and respectful workplace, all workers complete mandatory training in site safety rules and procedures, respectful workplace protocols, and gender and cultural awareness. In June there were 962 orientations completed. Workers also participated in specific sessions on Innu culture, which is delivered by an Innu business.

7.3.2 Labrador Aboriginal Training Partnership (LATP) Support

The LATP continued to offer client counseling to Aboriginal individuals seeking employment, as well as providing funding support for safety certifications.

7.3.3 LCP Supervisory Development Program

The LCP Supervisory Development Program will continue through 2015 until all supervisory staff has completed the program.

7.4 Gender Equity and Diversity

7.4.1 Employment of Women and Apprenticeships

In June, 502 women were working on all project components, comprising approximately 11 per cent of the total workforce. Of these, 258 were working in construction, 21 in engineering, 104 in project management, and 119 in project support. Of the 502 women working on the project, 462 of these women are Newfoundland and Labrador residents.

During the month of June, 377 apprentices were employed, of whom 23 were women.

7.4.2 Promoting Women in Trades

LCP continued to work with Women in Resource Development Corporation (WRDC) where this agency continues to provide practical support to women in the province who wish to pursue employment in the construction sector.

7.4.3 Gender Equity and Diversity Initiatives

During the month, LCP held special activities at the Muskrat Falls generating site to promote Aboriginal Day. More information is provided below.

7.4.4 Persons with Disabilities

During June, LCP worked with Inclusion NL to identify and develop potential opportunities for internships for Aboriginal persons with disabilities.

7.5 Labrador Innu Initiatives

7.5.1 Impacts and Benefits Agreement (IBA) Implementation Activities

LCP organized a number of activities at the Muskrat Falls site in recognition of National Aboriginal Day, June 21. Several of these activities highlighted Innu culture. A traditional Innu tent was erected near the accommodations complex, where Innu elder Dr. Elizabeth Penashue made traditional “Innu donuts” (bannock). Traditional Innu crafts were also displayed. The archaeologist conducting excavations at Lower Churchill Project sites made a presentation about the historic resources work, including showing samples of artifacts found. These initiatives supported the IBA objective to promote a workplace that is respectful and supportive of Innu culture.

On June 4, LPC hosted a visit to the Muskrat Falls site by Innu high school students from Sheshatshiu and Natuashish. The objective of the visit was to motivate students to stay in school and pursue both secondary and post-secondary education which would qualify them for construction jobs and permanent operations jobs associated with the Muskrat Falls project. Students were provided with a tour of the site, an opportunity to talk with Innu currently working at the site, and a presentation on projected permanent operations jobs.

LCP also hosted a visit to the Muskrat Falls site by Innu leaders and senior staff on June 16. Innu representatives met with LCP’s on-site Innu Liaison Coordinators. They also toured the kitchen/dining room/recreation complex and did a drive-through of the main construction site.

The Innu Employee Advisory Committee met on June 18. The Committee consists of Nalcor representatives and representatives of Innu employees employed at the Lower Churchill Project. They discussed issues affecting Innu employees, including on-the-job training and career advancement opportunities.

7.6 Community Engagement

7.6.1 Public Inquiries

LCP has established multiple venues for members of the public to ask questions, seek employment information, and get details about the Muskrat Falls development. LCP has a website for people to apply for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll-free number or email or by dropping into the project office in Happy Valley-Goose Bay.

7.6.2 Community Presentations

Members of the Lower Churchill Project team participated in the twentieth anniversary of Expo Labrador in Happy Valley - Goose Bay from June 22 to 24. Gilbert Bennett, Vice President, Lower Churchill Project, opened the trade show and conference with a presentation to delegates during the Welcome Brunch, where he provided an update on construction progress and benefits to the local community and province. Team members were also available to answer questions and provide information to the 500 conference participants as well as the general public during the two-day trade show. The project continued its support as a Platinum sponsor again this year.

7.7 Community Investment

LCP is committed to giving back to the communities in which it operates and where its workers live. As part of the corporate community investment program, LCP makes investments in Labrador to help ensure Labrador-based organizations and events remain vibrant and have a positive impact on the community overall.

Bike Rodeo, Happy Valley – Goose Bay LCP supported the Annual Bike Rodeo on June 6 by donating $750 in bike helmets and safety items. LCP staff assisted in the distribution and fitting of helmets. The event involved bike registration, bike maintenance, a scavenger hunt, an obstacle course and a session on bicycle safety.

Labrador Hunting and Fishing Association

The Labrador Hunting and Fishing Association is a non-profit organization dedicated to undertaking community projects that encourage and promote outdoor recreational activities and engage the general public especially the youth through the delivery of cultural, educational and safety orientated activities. LCP supported the organization by donating a Personal Flotation Device package for a family of four for their silent auction on June 5th. LCP staff also attended their organization’s annual fundraising dinner in Happy Valley-Goose Bay.

Benefits Strategy

Lower Churchill Construction Project Benefits Strategy as agreed by the Province of Newfoundland and Labrador and LCP.

Expenditures Expenditures for the month are defined as those expenditures from invoices which have been approved for payment during the month.

Expenditures are captured through direct enter of expenditure breakdowns by contractors which enter directly into the benefits system.
