SOIL HEALTH CARD SCHEME (SHC)

y Soil Health Card was launched in February, 2015.

y The Second Cycle commenced from May 1st 2017.

y Soil Health Cards will be issued every two years for all land holder in the country.

y Nation-wide program to conduct farm level soil analysis.

y Providecustomizedcropspecificrecommendation for nutrient application.

y 3.44 Crore samples have been collected.

y 11.22 Crore ‘Soil Health Cards’ have been distributed till 31 December 2017 to the farmers.

Under Soil Health Card no amount was released during 2011-14. During 2014-17 (upto December) Rs. 361.4 crores was released under this scheme.

In the year 2011-14 there was only 15 mini laboratory sanctioned which has increased upto 9105 during 2014-17.

PARAMPARAGAT KRISHI VIKAS YOJANA (PKVY)

y Assistance to farmers for cluster formation, mobilization of farmers, PGS certification, conversionof land to organic farming, establishment of vermi-compost unit, labelling or branding of organic products, etc.

y Financial assistance is provided for collection and transportation of organic produce to market at Rs. 1,20,000 maximum assistance for one cluster.

y Every farmer of a cluster will be

provided financial assistance Rs.50,000 per ha. during 3 years period. 10,000 organic clusters of 20 ha. will be developed to cover certifiedareaby2lakhsha.duringthe 3 years. So far 10,000 clusters have been formed.

y Government will promote organic farming with usage of traditional resources, adoptive eco-friendly low cost technologies and for higher returns, etc.

Paramparagat Krishi Vikas Yojna is first big scheme of India. So far 10,000 Cluster have been approved.

Under Pramparagat Krishi Yojna during 2014-17 Rs. 947 Crores amount has allocated as copared to before year 2015.

y The Central Sector scheme was launched on 11th January, 2016 with an outlay of Rs. 400 crore for 3 years from 2015-16 to 2017-18. The scheme is being implemented in NER states of Assam, Manipur, Meghalaya, Nagaland, Mizoram, Arunachal Pradesh, Sikkim

and Tripura through State Lead Agencies (SLA) to cover an area of 50,000 hectares in 3 years.

y So far as 2406 farmer cluster and 79 farmer producer organization has been formed.

NATIONAL AGRICULTURE MARKET (E-NAM)

y National Agriculture Market (e-NAM) scheme was approved on 1st July, 2015 with an initial allocation of Rs. 200 crore to link 585 wholesale APMC mandis across the country through a common e-platform.

y 470 mandis of 14 states have been integrated with e-NAM so far.

y In principle approval given to integrate 579 mandis in 16 States with e-NAM.

y To facilitate assaying of commodities for trading on e-NAM, common tradable parameters have been developed for 90 commodities.

y By an amount of Rs. 146.93 core has been released by 31 December

2017, 69,40,116 farmers, 100496 Traders and 53011 commission agents were registered on e-NAM platform.

y The portal is available in English, Hindi, Gujarati, Marathi, Telugu and Bengali.

Reforms in Agricultural Marketing

y Department of Agriculture, Cooperation and Farmers Welfare (DAC&FW) has drafted a new model “Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Act 2017” in place of earlier model APMC Act, 2003. The Act was released to States for adoption on 24 April 2017 by the Hon’ble Union Agriculture Minister.

On 14th April, 2016 Hon’ble Prime Minister Sh. Narendra Modi launched the pilot of e-NAM on the 125th Birth Anniversary of Baba Saheb Dr. Bhimrao Ambedkar in 21 markets of 8 states.

Venture Capital Scheme (VCA)

y Venture Capital Assistance Scheme is being implemented for Agribusiness Development to catalyze private investment in setting up agribusiness projects for increasing rural income and employment.

Equity Grant Scheme (EGS)

y In order to support the equity base of FPCs, a matching Equity Grant upto a maximum of Rs 10 lacs is given to FPCs. During

2014-17, equity grants have been sanctioned to 94 Farmer Producer Companies (FPCs).

Credit Guarantee Fund Scheme (CGFS)

y The Credit Guarantee Fund offers a cover of 85% to loans extended by banks to FPCs without collateral, upto a maximum of Rs. 1.00 Crore. During 2014-17, a total of 26FPCshavetakenbenefitunderthe scheme.

788 VCA projects set up during 2014-17 as against 610 during previous 3 years (2011-14), which has increase upto 29%.

484 FPOs have been registered during 2014-17 as compared to 223 FPOs during 2011-14 with total increase of 117.04% towards collectivization of farmers.

Business Achievements of NAFED

y NAFED is one of the Central Nodal Agencies for procurement of 16 notified agricultural commoditiesof Oilseeds, Pulses and Cotton.

y During the year 2016-17, NAFED procured record quantity of

y Procurement of Pulses, Oilseeds and other commodities by NAFED improved significantly in 2014-17against the performance during 2011-14.

PRADHAN MANTRI FASAL BIMA YOJANA (PMFBY)

y Covers all food grains, oilseeds and annual commercial/ horticultural crops.

y One season one rate - maximum 2% for Kharif, 1.5% for Rabi and 5% for Annual Commercial/ Horticultural Crops.

y Covers all risks of crop cycle – preventive sowing; risks to standing crops and post harvest losses.

y For losses due to hailstorm, landslide and inundation assessment of yield losses at individualfieldlevel.

y Post harvest losses for cut & spreadcropsonfieldupto14daysdue to cyclone/ cyclonic rains and unseasonal rains.

y On account payment upto 25% of sum insured due to prevented sowing or mid season adversity.

Kharif Season

Total farmer covered under loanee and non loanee during Kharif 2014-17 has increased 107.93% as compared to Kharif 2011-14. For non loanee coverage has increased by 262.33%.

Total farmer covered under loanee and non loanee during Rabi 2014-17 has increased 94.95% as compared to Rabi 2011-14. For non loanee coverage has increased by 287.14%.

Ground Level Credit Flow (Short Term and Total Credit)

There was 53% increase in ground level agriculture credit flow during the year 2014-17 as compared to 2011-14.

Agricultural Credit: Short Term Crop Loan

The achievement of short term credit exceeded 35.63% during 2014-17 as against the 2011-14.

In the seven years from 2007-14 only 6.72 lakh JLG were formed and Rs. 6630 crore given to JLG while during 2014-17 total 25.42 lakh JLG formed and Rs. 27930 crore given.

Fund Released for Micro-Irrigation

y With the mission of PER DROP MORE CROP, the present government has allocated more

funds under PMKSY so that more area can be covered over irrigation.

y NHB assisted over 3114 Cold Storage projects with installed capacity of 136.84 Lakh MT across the country.

y During 2016-17, Board assisted 32 Cold Storage with installed capacity of 1.88 Lakh MT.

y During 2017-18 Board has set target of creation of 3.50 Lakh MT cold storage capacity.

y Technology Development and Transfer for Promotion of Horticulture:

y NHB supported 694 projects/events for Transfer of Technology which includes 20 projects during 2017-18

y NHB accredited 1628 nurseries for production of superior quality planting material.

y During 2016-17, in horticulture crops production was 300 million ton in 24.85 m.ha. which has increased upto 305.40 m. ton in the year 2017-18.

y During the year 2014-15 to 2017-18 financial assistance under MIDHhas increased 88.90% as compare to year 2010-11 to 2013-14.

Prime Minister Package for J&K

y Rs. 500 crore special package announced on 07.11.2015 towards restoration of damaged horticulture areas and development of horticulture in J&K.

y J&K Govt. submitted its 3 year Action Plan for Rs. 500 crore for 2016-17 to 2018-19.

y Cabinet Committee on Economic Affairs approved one time relaxation of MIDH cost norms for; Import of planting material at

the maximum cost of Rs. 460 per plant.

Import of four wire trellis system @ of Rs. 9.8 lakh per hectare.

Enhanced rate of subsidy @ 90% for provision of planting material.

y Administrative approval for implementation of CCEA’s decision has been issued on 08/12/2016.

Saffron Park

y DAC&FW assigned NHB the task of setting up of Saffron Park at Pampore Pulwama (J&K) at a total cost of Rs. 24.45 crores. Park will have facility for Quality Control Lab, Export Promotion Activity and E-auction Centre.

y Civil work of park has completed. Plant & Machinery has installed.

y Park has completed and handed over to the state government.

Hon’ble Union Agriculture Minister laid the foundation stone of Saffron Park at Pampore, Pulwama, J&K on 23rd August, 2014.

COCONUT DEVELOPMENT BOARD (CDB)

y During the period 2011-14, CDB established 7 Nucleus Coconut Seed Gardens, 39 small Coconut nurseries and 295 organic manure units while in 2014-17 CDB established 16 Nucleus Coconut Seed Gardens, 114 small Coconut nurseries and 426 organic manure units.

y Duringthefinancialyear2016-17,India exported sizable quantity of coconut oil to Malasia, Indonesia and Sri Lanka. While during the previous year we were importing coconut oil from these countries.

y India is exporting desiccated coconut in large quantity to USA and European countries.

y Trained 2617 Neera Technicians since scheme started in 2014-15.

y 10186 Ha has been brought under New Plantation during 2014-15 to 2016-17 as compare to 6934 hectare during 2011-14.

y Export of various coconut products in value terms was Rs. 2084 crores during 2016-17 against import of Rs. 271 crores.

y In the Foreign Trade Policy 2015-20 to promote export of coconut products provision is made to provide 2-7% of FOB (Free on Board) value as incentives.

SUB MISSION ON AGROFORESTRY

y National Agroforestry Policy formulated to augment farmer’s income and achieve climate resilience.

y A dedicated scheme “Sub-Mission on Agroforestry” is launched with aim “HAR MEDH PAR PED” during 2016-17 and made operational.

y Relaxation of transit regulations is pre-requisite for assistance under Sub- Mission on Agroforestry (SMAF).

y 21 States (2016-17 in 8 states and 2017-18 in 12 states) have relaxed this regulation; and all states is being motivated in this direction.

NATIONAL FOOD SECURITY MISSION (NFSM)

Steps Taken to Increase Production of Pulses: y A special scheme under RKVY

“Targeting Rice Fallow Areas in Eastern India for Pulses” has been initiated from Rabi 2016 to bring rice fallow areas under cultivation.

y Pigeonpea on rice bunds has been encouraged.

y 31,366 clusters front line demonstrations through 549 KVKs during 2017-18 have been conducted.

y 150 seed hubs established in SAUs/KVKs/ICAR institutes for production of quality seeds of pulses.

y 15% allocation of pulses component of NFSM is earmarked for 140450 qtl. production of quality seeds from Kharif 2016.

y After taking above mention efforts the total production of pulses during 2016-17 was 16.35 million tonnes whereas in

2016-17 production has reached upto 22.95 million tonne which is 40.36% increased over the year 2015-16.

National Mission on Oilseeds and Oil Palm (NMOOP)Oil Seeds: y NMOOP aim to enhance the

production and productivity of oilseeds and oil palm from an average production of 29.79 million tonnes and 1122kg/ha during 12th plan period to 36.10 million tonnes and 1290 kg/ha respectively by the end of 2019-20.

y Subsidy on water carrying pipes increased from Rs. 25/- per mt to Rs.50/- per mt for HDPE pipes, Rs. 35/- per mt for PVC pipes and inclusion of HDPE laminated woven lay flat tubeswith subsidyof Rs. 20/- mt from Kharif– 2016.

y Seed subsidy for certified seeddistribution oilseeds was increased by more than 100%.

PROMOTION OF OILPALM IN THE COUNTRY

y NMOOP aims at bringing additional area of 1.25 lakh ha under Oil Palm with focus on productivity improvement of Fresh Fruit Bunches (FFBs).

y Oil palm growers have been supported through Market Intervention Scheme (MIS) to assured FFBs prices as and when the international price of CPOs falls below $ 800.

CABINET DECISION DATED 12TH APRIL 2017.

Decision 1: In order to encourage large scale plantation under Oil Palm cultivation, assistance has been approved for undertaking plantation in more than 25 ha. area under Oil Palm.Decision 2: Enhanced assistance for the components of Oil Palm such as planting material, maintenance cost, intercropping and Bore-well.

y Four new Plant Quarantine Station has been opened at Lucknow, Bagdogra, Goa and Port Blair.

y Under ‘Single Window System’, the integration of Customs EDI System (ICEGATE) with PQIS at 67 PQ Stations at national level has been implemented through online message exchange system for according import clearance.

y The online issuance of the phyto-sanitary certificates is in advancestage. Digital signatures of the phytosanitary issuing Officersare being prepared for issuing e-phyto.

y Import of pesticides have been restricted through Chennai and Mumbai sea ports as well as Delhi and DCD Gurugram Airport.

y The process of pesticide registrations has been made completely online.

Initiatives and Achievements of the Seed Devision

y The Department has issued Cotton Seed Price Control Order, 2015 under Section 3 of the Essential Commodities Act, 1955 for regulating the maximum sale price (MSP) of Bt cotton hybrid seeds. The maximum sale price of Bt cotton seed was as under:

y The same maximum sale price of

organised and 316.31 lakh Qtl. seed were produced involving 66.56 lakh farmers under Seed Village Programme.

y Proposals for transfer of Germplasm/plant genetic resources under Multilateral Systems of the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA)

Bt cotton seeds for Kharif 2017 was retained at par with Kharif 2016.

y In the last three years, 96,778 Seed Village Programmes were

were examined and 3158 accessions of various crops were recommended for export to various countries.

On 19th April, 2017 at Motihari, East Champaran, Bihar 5 Plant Genome Saviour Community Award, 10 Plant Genome Saviour Farmers Reward and 20 Plant Genome Saviour Farmers Reorganization Award were conferred by Hon’ble Union Minister of Agriculture.

New initiative of Protection of Plant Varieties & Farmers Right for benefit of farmers

y PPV&FRA has received total 15,827 applications out of which 11,386 applications were during last 3 years which is 72% of total applications.

y Till now authority has released 3065 registered applications. During last 3 years, 2465 applications registered & released which is 80% of total registered applications.

y Since 2009 Authority has a provision to provide 35 plant genome saviour award of amount Rs. 35 lakhs for farmers & farming cummunities. Till now 124 award had conferred out of rich 73 was conferred during last 3 years.

y During last 10 years, 147 crops species have been notified forregistration out of which during last3year,64cropsnotifiedwhichis 43% of total registered crops.

y With the aim of doubling farmers income and to take forward the gains made during "Operation Flood", Dairy Processing and Infrastructure Development Fund has been launched during the year 2017-18 with a corpus of Rs. 10,881 crore. The fund envisages that concessional credit with be made

available to cooperative societies, dairy federations at interest rate of 6.5% through NABARD and interest subsidy would be borne by Government of India.

y In order to enhance milk production and productivity and to make dairying more remunerative to the farmers, Government of India has initiated new scheme National Mission on Bovine Productivity with an allocation of Rs 825 crore over a period of three years with the aim of genetic upgradation of cattle and buffalo population through delivery of breeding inputs at farmers’ doorstep and it includes establishment of Multi Purpose AI Technicians in Rural India (MAITRIs) on self sustainable basis and streamlining of liquid nitrogen transport and distribution system.

The components of the scheme are as under:

1. Pashudhun Sanjivni: an animal wellness programme encompassing: i) animal health cards (Nakul Swasthya Patra); ii) Unique Identification number and iii) national data base.

2. Advanced Breeding Technology: including assisted reproductive technique improving availability of disease free female bovines.

3. Creation of e-pashudhanHaat: an e-market portal for bovine germplasm for connecting breeders and farmers of indigenous bovine breeds.

4. National Genomic Centre: National Genomic Centre would be established to enhance milk production and productivity of indigenous breeds through rapids genetic upgradation.

y The VCI has amended the existing MSVE Regulations, 2008 and now MSVE Regulations, 2016 has been notified on 8.07.2016. The salient features in the Revised MSVE are as under:

a) Increase in annual admissions in B.V.Sc and AH course to 80 from 60 in the present MSVE.

b) Increased in time for B.V.Sc & A.H. courses from 5 years to 5 and half years with enhance internship

programme from six months to one year and course work for four and half years.

c) Introduction of reservation policy for SC, ST, OBC and Physically Handicapped which was not in the earlier MSVE.

d) The credit hours for B.V. Sc & A.H. courses have been reduced from 179 hr to 81 hr. and the courses will be of annual basis instead of semester.

e) Introduction of Additional courses / Syllabus such as Animal Welfare, Hazard Analysis and critical control points, Risk Analysis, sanitary and phytosanitary measures etc.

y This Department, on 09 March, 2017 has introduced a sub component namely, “Assistance for Deep Sea Fishing” under the existing component 'Development of Marine Fisheries, Infrastructure and Post Harvest Operations' of Blue Revolution Scheme. This will promote capacity building in traditional fishermen to venture into deep sea fishing and to support

their livelihood with comparatively higher income generation. The sub-component aims to introduce intermediate size of modern deep sea fishing vessels (DSFVs) to the traditional fishermen for operating in the Indian Exclusive Economic Zone (EEZ), beyond territorial waters to enable our fishers to harness fishery resources in the deep sea.

Themeeting was co-chaired by, Hon’bleAgriculture and Cooperative MinisterofThailandMr.GrisadaBunrechandHon’bleUnionMinisterofAgricultureand FarmersWelfare, Govt. of India,ShriRadhaMohanSingh.Themeetinghighlightedtheneedfortakingfreshinitiativestowardsfurtherstrengthening the collaboration inthe area of agriculture and forestrybetween ASEAN and India anddeliberated on developing a strong

roadmapinthisregard.The agenda was accepted and thereport and recommendations of theASEANworkinggroupandCo-Chairson Agriculture and Forestry wereaccepted.Inthismeetingtheprogressonmedium-termplanofASEAN-Indiacooperationinagricultureandforestry(2011-15)were noted. successful for creating awarenessamong the farmers towards the newinitiatives taken for the progress ofagriculturesectorinthecountry.ModiGovernmenthasmadesustainedandreinforcedendeavorsfortransformingthe lives of rural inhabitants in apositiveway.DuringthetenureofUPAGovernmentmostofthebudgetaryprovisionshavebeen lesser against the expenditureincurred.Forinstanceduringtheyear2011-12,thebudgetaryprovisionwas24,526crorewhereastheexpenditurewasonly23,290crores.Similarly thebudgetary provision during 2012-13was28,284crorerupees,whereastheexpenditureincurredwasonly24,630crore. During the year 2013-14 thebudgetaryprovisionwas30,224crore,whereastheexpenditureincurredwas25,896crores.Keeping in view the interest of the

agricultural sector and the farmers,Modi government has made higherbudgetary allocation. For example,during the five years of the UPAgovernment a budgetary provisionof Rs. 1,21,082 crore was made foragriculture sector for the year 2009-2014 while the current governmenthasallocatedRs.2,11,694croretotheagriculture sector during the period2014-19whichis74.5percentmore.Inadditiontothebudgetaryprovision,two corpus funds of Rs. 5,000 crorefor micro irrigation funds and Rs.10,881crorefortheDairyProcessingand Infrastructure Fund (DIDF) havebeencreatedfortheyears2017-20.Apart from this, the Fishery& Aquaculture InfrastructureDevelopment Fund and AnimalHusbandry InfrastructureDevelopmentFundamounting toRs.10,000croreandanagriculturemarketdevelopment fund amounting to Rs.2000 crore havebeenannounced inthebudget2018-19.The Government has imparted thesense of security and trust on thefarmers during the span of deficientmonsoon in the initial 2 years of thelast3yearsperiod.TheGovernmenthas put emphasis specifically onagricultural education, research andextension along with promoting theactivities related to the distributionof soil health card, extension ofthe facilities for irrigation, low costorganic farming, national agriculturalmarket, horticulture development,agro forestry, bee keeping, dairy,fisheries as well as egg production.

The Government has investedmore capital for the strengthen ofcooperatives. A number of initiativeshavebeenlaunchedforenhancingtheproductionofpulsesandoilseedsforachievingthetargetofselfdependencein this direction. The farmers havebeen imparted unprecedentedsecuritycoveragebydintofPradhanMantri Fasal Bima Yojana with theincorporationofdifferentsortofrisksand the lowest rate of premium.The contingency plan has beenformulated for all the districts in thecountry. TheGovernmenthasgivenpriority to the interest of the farmersintheperspectiveoftheeconomybyenhancing relief parameters to theeffectedfarmersthroughdroughtandexcess rainfall. It has been decidedundertheleadershipofPrimeMinisterthattheMSPwillbeannouncedonthebasisofoneandahalftimesthecostofdifferentagriculturalgenesfromtheforthcoming kharif and the declaredMSPwillbeavailabletoallfarmers,forthis,anewsystemwillbebuiltbytheCommission in connivancewith theCenterandtheState.Therehasbeenacleardisclosureofthecommitmentto empowerment of the village, poorandfarmersoftheModiGovernmentinthe2018-19budget.The Hon’ble Prime Minister Mr.Narendra Modi has put up a targetbefore the nation for improving theeconomic condition of the farmers.This target is to make the farmersincomeasdoubleby the year 2022.This is for the first time that anyPrime Minister of India has placedanytargetbefore thecountrymanfor

overall welfare of the farmers underthe learned and able guidance ofthe honorable Prime Minister. TheMinistry is supposed to completethisbusinessby theyear2022. TheMinistry of Agriculture has beenengaged for interpreting the visionof thePrimeMinister into realitywithtoothandnail.The Central government is workingexpeditiously to achieve the goalof doubling the income of farmersby the year 2022. For this purpose,the Government has constituted acommittee under Chief ExecutiveOfficer, National Rainforest AreaAuthority, Agriculture Cooperativeand Farmers Welfare Department toexaminetheissuesrelatedtodoublingthe income of the farmers by 2022and to make recommendations toachievethisby2022.TheCommitteewas formed on 13.04.2016. Apartfrom working on a comprehensivestrategy, the committee has beensuggesting various interventions forparallelconsiderationwhicharebeingimplementedby theMinistry throughtheStateGovernments.Input Managementy The improvement of irrigationsystemisverymuchimperativeforenhancingagriculturalproduction,therefore our Government hasincreasedthebudgetforirrigation.

y Under agriculture loan interestsubvention scheme, theGovernment of India providesloanon5%ninterest.Thefarmershave to pay 4% interest only.Madhya Pradesh, Chhattisgarh,Haryana, karnataka, Telangana,Andhra Pradesh, Tamil Nadu,Kerala, Rajasthan and Punjabprovideadditionalassistancefromthe state treasuries. The farmersobtain interest free loan in thesestates.

y Thecomputerizationprocessisonforbringingabouttransparencyin63,000packsworkingintheareasofcooperativeswith theallocatedfundofrupees1,985crorerupeesduringtheforthcoming3years.

y The Modi government hasaccelerated the agricultural creditflow. During 2018-19, budgetaryprovisionofRs.11lakhcrorehasbeenmadewhichwasRs.10lakhcroreduringlastyear.Theamountof interest subsidy which was Rs6,000 crore in the year 2013-14which has been increased morethan 15,000 crore during in theyear2017-18.

y FPO: It is a farmers relatedproduction organization whichcarries out the business ofproduction collection, organicproducts along with providing

services to the farmers . It alsoworks for promoting its business.Duringtheyear2011-14,484FPOhad been registered against 223farmers production organizationsin a year 2011-14, which is anincrease of 117%. In the last 4years, 3800 Farmer ProductiveOrganizations were set up byNABARD,StateGovernmentsandMultilateral Agencies besides theSmallFarmerAgricultureBusinessAssociation.

y A declaration of Model LandLicence Cultivator Act has alsobeenmadeinthisbudgetthroughwhich farmers doing farming onrent and sharing basis will alsogetthebenefitofinstitutionalloanarrangements.Forthis,NITIAYOGwilltakenecessaryactionwiththehelpofstategovernments.

y The Government declared anappropriate and beneficial pricerelated parameter for sugarcaneand the minimum support alongwith22prominentcropslikewheatand peddy etc. based on the

recommendations of agriculturecost and price commission(CACP),conceptsandthoughtsofunionMinistries,StateGovernmentand other factors concerned.Keeping in view the proposalsfrom the State Governments theprovision has been made for theprocurementoftheproductsfromthe farmers on minimum supportprice.

y The procurement of pulses andoilseeds is carried out with pricestabilization fund on minimumsupport price after havingobtained the proposal from thestates. During 2016-17, bumperproduction of pulses has beenwitnessed. Maharashtra, Gujrat,Madhya )Pradesh, Karnataka,Orissa, Andhra Pradesh,Telangana, Rajasthan, HaryanaandTamilNaduetc. havesentaproposal for the procurement ofarharsoastoprovidesupportpricetothefarmers.Thesupportpriceofarhar is rupees5050. 20.6 lactone pulses have been procuredand farmers have enjoyed betterreturnoftheirproducts.

y The MSP will be announced onthe basis of one-and-a-half timesthe cost of various agriculturalgenesfromtheforthcomingkharifand the announced MSP will beprovidedtoallthefarmers,forthis,anewsystemwillbecreatedbytheNITIAyogincollaborationwiththeCentralandStateGovernments.

y Therehasbeenaprovisionfortheprocurement of oilseeds, pulses

If the minimum supportprice of agricultural products inthe market comes down thenbased on the proposal of theGovernment25%quantityof totalproductionwasprocured throughthe states which limit has nowbeen increased to 40%. Thebasic objective of this scheme isto provide beneficial price to thefarmers for their products and toenhance the production alongwith the targetalsohasbeen laiddown for providing better returnstothefarmers.Underthisschemea total procurement of 804923MT costing to rupees 3372.54 in2011-14hasbeenmade,whereasduring2014to27thJanuary,2018onlyaprocurement of 26,75,639MTofRs.12132.26crorehasbeencarriedout.

y Under Market intervention UnderMarket intervention scheme theagriculturalproductswhichdonotattribute to support price and ifsuch sort of agricultural productsaremorethan10%andthereisadown fall of 10% in market pricethen state Government proposesandunderthisschemethefarmersbegan to enjoy market price onaccountofthe10%procurementbythe states. RecentlyGovernmenthas increased this limit to 20%.ProcurementapprovalinKarnatakabeatelleaf,inTamilNadupalmoil,gingerinArunachalPradesh,ChilliinAndhraPradeshandTelangana,Onion in Madhya Pradesh,

KarnatakaandTelangana,grapesinMizoramandapplesinHimachalPradeshhavebeengranted.

2. Integrated Farmingy Our government is utilizingconsolidated agriculture system(IFS). IFS concentrate multicropping system, cycle cropping,intercropping,alliedactivities likehorticulture, live stock, fisheriesand Bee keeping etc. along withalliedcroppractices. Whichonlyenhanced the production for thesustainedlivelihoodofthefarmersbut also reduces the phenomenaof drought, flood and othertremendous seasonal incidents.The IFS methodology are basedon agriculture protection outlookwhich ascertainminimum loss byadopting maximum ploughingprocess, utilization of cropresiduals the surface of soil aswell as local and temporary croporder/crop cycle. UnderNational Food Security Missionthrough inter cropping systemmaize, bajra, jowar, ragi, smallmillets,oilseedsandcottonetc.issown alongwithpulsessoas toattainmore andmore productionthroughbothcrops.Intercroppingsystem is prevalent mainly inBarrani areas because a betterproductioncanbeachievedevenin deficient rainfall season duringkharif.Incaseofthefailureofmaincrop the farmers get the yield ofanother crop. Agroforestry: y The existing government has forthefirsttimelaunchedagroforestrysub-missionschemein2016-17forplanting trees on every meadowalongwithcrops/croppingsysteminthefields.Thisschemeisbeingimplementedonlyinthosestateswhere there are relaxation in therules of transporting the timbers.Under thisscheme,8stateshavewitnessed the implementation ofthis scheme during 2016-17 and13more states have experiencedthis process thereof during 2017-18 after they have been givenrelaxationintransportationrelatedrulesandregulations.

y Agroforestryisnotonlyconducivein enhancing the longevity of soilbut it also creates the additionalresources of income for thefarmers. There has been madea provision for Rs. 100 crore asthe share of union governmentfor the implementation of thisscheme during 2017-18. The aimof this programme is to promoteplantation along with farmingand to extend the area thereof,to provide plantation materialof quality improved seeds, tomakedifferent agriculture forestrymethods/models popular, topreparedatabaseinagroforestry,to assist forproviding informationand knowhows and to facilitateassistance regarding capacitybuilding.

y In order to increase agriculturaland non-agricultural activities inthisyearbudgetNationalBambooMission has been proposed asa new way with a fund of Rs.1290 crore. Through this, smallindustries of bamboo can beestablished which will be helpfulin increasing the income of thefarmersandcreatingnewjobs.

4. White Revolutiony Thisisthefirstgovernmentafterwehaveobtainedindependencewhonotonlyfocusedontheeconomicdevelopmentof thefarmersalongwith agricultural growth but alsotaking concrete and substantialmeasures for the developmentof the farmers on grass rootlevel. For this purpose, Deptt. ofLivestock Dairy & Fisheries hasnot only made the productivityof livestock, as double but alsoachieving the new dimension forwhite revolution. The DepartmentaimsatmakingIndiaonthetopinthe field of fisheries through bluerevolution. For this purpose, wewill have to accelerate the paceof white revolution and developspecies of domestic bovines andMahishbovines.

y Theprojectshavebeensanctionedin28statesofthecountrywiththefunds of Rs. 1496 crores underNationalGokulMissionformakingthe productivity of domesticbovines as double. Through thisprocessthespeciesof41domestic

bovinesand13mahishbovinesisbeingpromotedanddeveloped.

y A sum of Rs. 197.82 crores havebeen sanctioned for 20 GokulGrams in 13 states under GokulGram Yojana. For the first timetwo national Kamdhenu BreedingCentre in Chintaldevi districtNellore,AndhraPradeshandItarsi,Distt.Hoshangabad(MP)with thefundsof50crorerupeesarebeingestablished for the preservationand promotion of overalldevelopmentofdomesticbovineswith scientific way. Kamdhenucentre in Andhra Pradesh hasalmostbeencompleted.

y Rs.9croresmilchanimalswillbeprovided Nakul Swasthya Patrafacilities with the fund of Rs. 825crores under National Bovineproducity mission. More than 5lakh bovines has been identifiedsinceJanuary2017.

y E-livestock portal has been setup in Nov. 2016 for linking thedomestic bovines and farmerstogether. By nowmore than 4.75crore semen doses have beensoldout.Thethoroughdescriptionofmore than 79,658bovines andbuffaloes have been provided onthisportalso thatawilling farmercouldbuythem.

y Theprogressindairydevelopmentsectorismorespeedy.Asfarasthedairy development is concernedIndia ranks first and contributes19 percent of the world’s totalmilkproduction. Incomparisonto2013-14, the milk production has

increased to 20.12% in the year2016-17.

y Availability of per capitamilk hasincreasedfrom307gramsin2013-14to355gramsintheyear2016-17. Similarly, the income of dairyfarmers increased by 23.77% in2014-17 compared to 2011-14.The annual growth rate of milkproduction was 4% in the year2011-2014whichhasnowbecome6% in 2014-17. While the annualgrowth rate of milk production intheworldis2%in2014-17.

y The average milk procurementby the cooperatives during 2016-17 hasbecome448.51 lakh litresper day (LLPD). Under NationalDairyDevelopmentScheme(NDP)the additional capacity for 10.50LLPD processing and 7.72 LLPDcold storage has been set up.Now declaration has been madefor implementing DIDF (DairyProcessing and InfrastructureDevelopment Fund) with theexpenditureof10,881crorerupeesunder the ambitious mission ofwhite revolution during the spanof3years.

y This year -2018-19 a budgetaryprovision of Rs. 2,450 crore forAnimal Husbandry InfrastructureDevelopment Fund (AHDF) hasbeenannounced.

5. Blue Revolutiony Keeping in view the tremendouspotentialities of fisheries,our Hon’ble Prime Ministerhas declared this sector asblue revolution. The scope of

blue revolution encircle theenhancementfisheriesproductionand productivity through inlandand marine fisheries resourcesalong with multi dimensionalactivities. The government hasalsostartedanewschemewiththename of deep sea fishing undertheumbrellaofbluerevolution.

y Aschemewiththefundofrupees3000crorehasbeendeclared inDecember,2015forachievingthetargets of blue revolution underwhich 50% enhancement in fishproduction will be earmarked inthe forthcoming span of 3 yearsi.e.by2019-20.Itwillbeincreaseto15milliontonesduringthelast3financialyearsi.e.2014-15to2016-17.Thestateandunionterritorieshavebeenreleasedrupees1214.00crore for the implementation ofblue revolution scheme. y During 2018-19, Budgetaryprovision of Rs. 7,550 crorehas been made for Fishery& Aquaculture InfrastructureDevelopmentFund(FIDF).

y The poor poultry farminghouseholds are being providedcomplementary income relatedassistance under Rural BackyardPoultry Development Scheme.Under National livestockdevelopmentmissiontherarestofgoats, sheep, pig and ducks are

The main task of thiscommittee is to prepare extensivestrategic documents for making theincomeofthefarmersdouble.For making the deployment ofscientists transparent for the betterresearchactivities,theprocessrelatedhasbeenmadeonline.Theparametershasbeenlaiddownforsuchexcellentscientists in modified score cardswho are deserving to participate inuplifted research management. Thespecificsubjectshavebeenincludedintheparametersofscorecards.Thesalientfeatureofthisprojectisthatthecandidatewill becapableenough tobeholdinputsprovidedinthesoftwarethrough computerized score card. Itwill increase the transparency in thebetter assessment of the candidateand the scientists having betterachievementwill deserve thepostofseniorresearchmanagement.The research related endeavoursare of paramount importance forthe enhancement of agricultureproduction. In this direction, duringthelast3years,ICARhasdeveloped571 new crop species giving betteryield in adverse natural intolerantconditions.Apartfromthis,thecouncil

hasdeveloped11newbovinespeciesalongwithbetteragriculturemethods.150seedhubshavebeenestablishedacrossthecountryforbringingaboutselfdependenceinthefieldofpulsesproduction that resulted in22milliontonsrecordproductionofpulses.The council has prepared 623district contingency scheme as yetfor increasing tolerance for the cropin the condition of adverse naturalcalamities. The farmers are provided mobilebasedagricultureadvisoryinthiseraof information technology throughwhichmorethan4crorefarmershaveavailed advantage. KVK knowledgeportal, e-sanvad, e-learning modulshavebeendevelopedforencouragingdigitalfarming.Thescientistofthecouncilarealwaysintouchofthefarmersforenhancingoutreach to the farmers and toimplement the programme “fromPrayogshalasekhettak”underMeraGaonMeraGauravscheme.Theyalsoprovide them appropriate scientificadvisoryfromtimetotime.The farmers are assisted inestablishing agriculture primaryprocessing centres for the farmersbythecouncilsoastoprovidebetterreturntothefarmersfortheirproducts.As yet more than 160 AgriculturePrimary Processing centres havebeen established which are provingto be very much conducive forenhancingtheincomeofthefarmers.Besides 194 new agri start up andagri entrepreneurs also have beenprovidedtechnicalassistance.

Farmersarethelifelineofthecountry.The development of any country isincomplete without the developmentofthefarmersandagriculturesector.The credit for imparting foodgrainssecurity on sustainable basis goestothefarmers.Today,theagriculturerelated scenario suggests that Indianot only independent on a numberof agricultural commodities butalso exporting different agriculturalproducts. This is also truewith thisfact that our schemes have beenproduction concentrated but incomefocused schemes could not beformulated well. Consequent uponthe farmers are unable to obtainremunerative price of their productswhat’swhytheGovt.ofIndiaisoftheview that the agriculture sectormustbe paved towards developmentwiththe multidimensional facets alongwith the increasement in agriculturalproducts.The incomeof the farmersmust be enhanced. With thisobjective,arallywhichwasorganizedinBareillyon28.02.2016,theHon’blePrimeMinisterwhileaddressingithadsaid “I desire to make the farmersincome double on the juncturewhen India might be celebrating its75th Anniversary of Independenceon 2022. I have accepted it as achallenge. However, it’s not only a

challenge it’s a good strategy andplanned programme. scheme and a multidimensionalstrategy is to be adopted by GoI.Therefore, Hon’ble Prime Ministerhasrecommended7thpointsstrategyfor obtaining this goal in which thefollowingareincluded:1. Special focus on irrigation with

sufficient budget, with the aim of “Per Drop More Crop”.

2. Provision of quality seeds and nutrients based on soil health of each field.

3. Large investments in Warehousing and Cold Chains to prevent post-harvest crop losses.

4. Promotion of value addition through food processing.

5. Creation of a National Farm Market, removing distortions and e-platform across 585 Stations.

6. Introduction of a New Crop Insurance Scheme to mitigate risks at affordable cost.

7. Promotion of ancillary activities like poultry, beekeeping and fisheries.

Three areas has been concentratedbyDIFCommittee related tomakingthefarmersincomeasdouble.Theseareas are as follows: (i) productivity& profit (ii) reduction in the cost ofcrop and (iii) beneficial price. Theimplementationrelatedtothemissionconstituted for National FoodgrainSecurity and Horticulture IntegratedDevelopment Mission for enhancingthe production of Agriculturalcommodities and the existingschemes have been interlinked forincreasingtheincomeofthefarmers.Similarly, there has been made abudget provision worth Rs. 200

croreforpromotingthemarginalandsmall industries and farming sector.Apart from this a special focus hasbeen given for promoting clusterbasedfarmingrelatedtodistrictwisehorticulturecrops.The organic farming has been inprevalence in India since centurieswhich is based on organic manuresand domestic techniques. It may benewtechniquefortheworldhowever,it has been exercised in the countrysince long. Almost 2 lakh farmersacrosstheworldpractisetheorganicfarming. The 80% number of thesefarmersdwell in India. In thebudgetrelated to the 2018-19, the organicfarming on a larger chunk of landhas been declared for implementingthis scheme successfully. It hasbeenproposed tohave it linkedwiththe markets. The specific benefitsof this scheme will be extendedto northeastern and hilly states forreducing the cost of agriculture. A long termirrigationfundhasbeenestablishedinNABARDforaperiodoflast2Years.Formeeting thisnecessity related toirrigationconstructionworkaspecificcommand development projecthas been proposed for extendingthe scope concerned. For creating

beneficialincomesourceseNAM,dryand cold storage resources, storageinfrastructure on concessional rateof interest and pro-harvesting loannecessities have been focused.Pradhan Mantri Krishi SampadaYojana is a pioneer scheme forpromotingthe investment intheareaof foodgrain processing. For thispurpose,thebudgetfortheyear2018-19hasbeenmadealmostdoubleasRs.1400croreincomparisonRs.715croreforpreviousbudget.Thefarmersare installing solar water pumps inruralareasthroughthisscheme.Thefarmers are not only benefited withcheap irrigation facilities but therehas been made a provision for theprocurement of the additional powerresourcesgeneratedbythem.The sustainable agriculture isbeing promoted through PradhanMatri Fasal Beema Yojana,Traditional Development Schemeand Northeastern organic farmingmission,etc. foradoptingpermanentmethodology and risk management.For thispurpose,during thebudget,2018-19underPradhanFasalBeemaYojana,thebudgetprovisionhasbeenenhanced 44.59 % which has beenconverted fromRs. 9000.75 crore toRs.13014.15crore.Market reform plays most importantrole in the process for doubling theincome of the farmers. For the last3 years this area is being reformedconstantly in which an initiation ofeNAM reformation in APMC Actetc. has been included. All these

reforms aim at that the farmershould be capable in dispose of hisproducts anywhere from his villageto the any corner of the country.Thenew reformshavebeen initiatedin agriculture market for providingremunerativeprice to the farmers fortheir products. In this budget, agri.market development fund with Rs.2000crorehasbeendeclaredwhichdisplays the importance of retailmarket in the agriculture marketing.These markets have been namedGRAM (Gramin Retail AgricultureMarket) through these markets thefundamental infrastructure of 22000GraminHaatsand585APMCMarketswillbedeveloped.Thegovernmentiscommitted to provide remunerativeprice to the farmers along withenhancing the productivity andproductionofdifferentcrops.In budget 2018-19 under theleadership of Hon’ble PrimeMinisterthe different declarations have beenmade in this context. The MSP hasbeenmultiplied one half timesmoreon the basis of the cost value ofAgricultural commodities. Along withthis decision, the Modi Governmentnot only has fulfilled its promisesdeclared in its manifesto but alsopavedawayforextendingthebenefitsof MSP to the farmers. It suggeststhat there has been an unexpectedenhancement in the production ofpulses, oil seeds and crops duringthe last4years. In thisbudget ithasbeendeclaredthatNITIAyogwillsetupanewprovisionalongwithcentral

and state governments so as toextendthebenefitofMSPtoallofthefarmers. Thegovernment is chalkingout the plan for making institutionalmechanism for export import policyfor a long period. Through this, weshall be capable for an ambitiousexport targetworthofRs.100billionUS dollars for the year 2022-23. Allof the 42 mega food parks will beequipped with the state of arts trialfacilities. Along with there has beenmade a provision for establishmentof institutional mechanism for priceand demand forecasting so as tobe ascertained that which crop willbe beneficial for the farmers in theperspectiveofquantityandquality.The consumption of tomato, onionand potato is exercised across thecountry.During the last70years thefarmersandconsumershavetobearout the losses. Modi Governemnthas declared a new initiative withthe name of Operation Green firsttime in the budget under which thefarmers will get remunerative priceof their products. The commoditieswillbeprovidedtotheconsumersonreasonableprice. For thispurposeaprovisionhasbeenmadeofRs. 500crore for obtaining a higher growthrateinagriculturesector.Wewillhavetoenhancecapitalinvestment.Itisverynecessarytoprovideloantothefarmersontime.Forthispurpose,the total amountof creditwhichwasRs. 10 lakh crore in previous yearhas been enhanced to Rs. 11 lakhcrore during present financial year.

ThefarmerswillbeprovidedthisloanonthebasisofKisanCreditCardforanimalhusbandryandfishery.While treating this budget asagricultural budget all of the FPOsalong with the farmers producercompanieswillbeimpartedrelaxationintermsofincometax.Thesmallandmarginal farmers while constitutingFPOs/FPCs will be able to avail thiscredit.Onthecontrary,thedivisionofsmalllandholdingswillbesortedouttoo. Apart fromthis in thisbudgetamodel and licence cultivatorAct hasbeen declared under which small,marginal farmers,cropshareholderswill also be eligible for obtaininginstitutional loan. For this purpose,NITI Ayog will perform necessaryactionalongwithstategovernments.Itismentionworthythatempowermentof gender farmers budget 2018-19hasdeclaredanamountofRs.75,000crorewhichwasearlier 42,500croreforthispurpose.For doubling the income of thefarmers 4 strategic infrastructureshave been considered. Theseare comprised of durable andsustainable agriculture production,monetizationofagriculturalproducts,re-strengtheningofextensionservicesas well as recognition of agriculturesector as entrepreneurship. Whiletreating 2015-16 as a base yearfor the income of the farmers, thegovernment has emphasized onagriculture related allied sectors forenhancingtheincomeofthefarmers.These sectorsmay be comprised of

theagricultureirrigation,constructionof rural roads, generation of energyand rural development etc. so thatthe income sources from agricultureand non-agriculture sector may beenhanced on 60:40 to 70:30 basis.Forthispurposewhileidentifyingtheprominentresourcesfordevelopmentthe concentration has been focusedon adopting permanent productionsystemalongwithsystemonnationaland state level and this has beenconsidered as an important strategyfor increasing the growth rate inagriculturealliedsector.The government is focusing ondifferent additional income sourcesfor the farmer like livestock, poultry,beekeeping,fisheryanddairy. Witha provision of Rs. 1290 crore a newmission with the name of NationalBambooMission has been declaredin this budget. Not only small scaleindustrywillbeestablishedbutalsothenew opportunity for the employmentwillbecreated.Thegovernmentisofthe view that enhancing the incomeof the farmers these additionalsourcesof incomeareofparamountimportance for the farmers. Forthis purpose the government haslaunchedNationalLivestockMission,Gokul Mission, Blue Revolution,Bee Keeping, Poultry Scheme etc.During last few years,Dairy, Poultry,Bee Keeping, Fishery has made atremendous success recorded ontheir end.National LivestockMission(NLM) which has been launchedduring2015-16,allofthestatesaswell

as UTs have been covered thereof.In addition to this livestock productmethodology,capacitybuildingofthestakeholders, livestock productionetc. also have been covered. Thismission aims at for a sustainabledevelopment of the livestock sectorwith a provision of quality fodder forthe cattle. Northeastern states havebeencontinuouslydemandingaidfortheoveralldevelopmentofpigrearingunder Pig Development Submission.Government of India is providingassistancetothe8statesforimportinggermplasmforstatepigrearingfarmsso that quantity of protein may beenhancedalongwith theopportunityof livelihood. The governmenthas initiated integrated fisheriesdevelopment and managementschemes which have been namedas Blue Revolution under which in-land fisheries, aquaculture farming,marine fisheries, marine culture andnationalfisheriesdevelopmentboardare included. Apart from budgetaryallocation, there has been madea provision of outlay of Rs. 10,000crore for fisheries and aquacultureinfrastructure development andanimal husbandry infrastructuredevelopment. Through this scheme,cheap loan will be provided to thestate governments, cooperatives,personal investors for fisheries andlivestockbasicinfrastructure.Thiswillexpedite the process of constructionof fish landing centre, cold storage,iceplant,transportfacilityprocessingunitandhatchrichetc.

DIF committee has carried outseveralimportantactivitiesbynowfordoubling the income of the farmersinwhich the identificationof learningparticipants with NCAER and NCCDaswellassixmeetingoffullcommitteeand30meetingsofpartialcommitteehavebeenorganizedwhile includingmore than 35 clusters and sub-clusters thereof. The committee hasalso submitted its report on annualincomecalculationof the farmersonstate wise basis. In addition to this,NABARDhasorganizedonenationalleveland6regionallevelconferencesalongwith the states. The statesarealsobeinginspiredforpreparingtheirownstrategyfordoublingtheincomeof the farmers.Besides, someof thestates like Rajasthan, Chhatisgarh,MadhyaPradesh,AurnachalPradeshhavesharedtheirstrategywithcentralgovernment. Simultaneously forchalkingoutstatelevelstrategyIndianAgriculture Research Council hasalso constituted state coordinatingcommittees under the chairmanshipof the chancellors. Stakeholderdebate has been organized whileincorporating seed private sector,government organization and farmerbodiesduring14-21March,2017onthe different issues like AgricultureMechanization, Irrigation, Seeds,Pesticides, fertilizers, marketing,research and development, loan,organic farming, informationtechnology and extension, etc. fordoubling the income of the farmers.ApolicypaperpreparedbyNITIAyog

has also been included in the DIFReportwhilesharing itwithallof thestates.DIF Committee has decided forpreparing an extensive report in 14volumeswhile selecting the subjectsimpacting the incomeof the farmersso that the willing stakeholderscould suggest their constructiveremarksaftertheyhavegonethroughit minutely. In this respect, interacademic debate has also beeninvited.On thebasis of all these inputs,DIFcommittee will assign its integratedreport to thegovernment in thisverymonth.Alongwiththiscommitteewillhavebeengivingitsrecommendationsfor implementing this report by thegovernment. Committee will alsobeen evaluating the unificationand phased modifications runningprogrammes.Thecommitteewillhavealsobeencommittedforanunabateddevelopment of agricultural sector intheformofprofession.By now keeping in view 7 sourceslike (i) crop productivity reformation,(ii) Livestockproductivity reformation(iii)resourceuseskill(costsavingandstability) (iv) enhancement in cropdensity (v) diversification throughmuch valued crops (vi) reformationinrealpricesobtainedbythefarmersand (vii) keeping in view thechangein agricultural and non agriculturalactivities. The DIF committee hasshared interim recommendationswiththegovernmentwhicharebeing

implemented through the provisionof necessary budget and existingrunning schemes. The gist of themain recommendation extended byDIFcommitteeareasfollowsinwhichgovernmenthasinitiatedaviablestepwhilemakingbudgetprovisionforthispurpose:(i) to put more emphasis on livestock

sector on the basis of 3.8%, 14.7 %, 0.5 %, 1.6% growth rate related to agriculture livestock non agricultural professions and wages.

(ii) a constructive relation to be established between agriculture and investment in field of agriculture growth so as to increase investment in public sector related to agriculture particularly for corporate sector

(iii) to extend priorities for the process of market intervention and crop production

(iv) to capture leftover products of the farmers with pro-harvesting interventions along with 100% price

(v) to increase the capacity withholding the yield of the farmers

(vi) strengthening the basic infrastructure for storing dry and wet commodities

(vii) new market initiative like electronic trade, single trade licence, single window for the levy of market fees, check on market fees, promotion of contractual farming, constitution of agriculture value system front /

platform, unification of every farmer in value series, 25% extension and engagement of ATMA personnel in marketing sector, etc. have been included

(viii) the sustainable practices in production like water preservation, integrated farming system, watershed management and organic farming etc. to be implemented

(ix) the agricultural and agriculture related activities like bee keeping, mushroom farming, manure preparation, farming of laakh and agro-forestry etc. are to be promoted

(x) to revive agriculture extension program like to increase central assistance from 60 to 75% for filling up the vacancies for the personnel related to the ATMA and extension, put emphasis on the inclusion of ICT and women power in extension activities

(xi) to concentrate on other infrastructural reforms.

Atpresentalloftherunningprograminitiativesonlyaimatfordoublingtheincomeofthedoubleby2022.Forthisgovernmentistakingnecessarysteps.The budget 2018-19 also reflectsthat to what degree government iscommitted forenhancing the incomeof the farmers.Weareconfident thatthe target of the prosperous farmersmaybeachievedinIndependentIndiaandweare takinga fast track in thisdirection.
