The RI/FS activities completed in June 1994 include: On June 6, 1994, Montgomery Watson implemented the Phase 4 Addendum to the April 1992 Field Sampling Plan. Coring and packer sampling activities were conducted at MW-9 to a depth of 340 feet. The stratigraphy at the MW-9 location is generally similar to other site locations. Bedrock was encountered at a depth of 73 feet, which places the bedrock surface at nearly the same elevation as the disposal area of the site. The Devonian Otis and Bertram Formations were observed to a depth of approximately 163 feet (elevation of about 685 feet) and undifferentiated Scotch Grove Formation dolomite was encountered to a depth of 325 feet. At 325 feet, the cherty dolomite of the Buck Creek Quarry Member of the Scotch Grove Formation was observed. Atypical of drilling at this location were several large voids encountered at depths of 110-113 feet, 191-193 feet, and 195-199 feet A six-foot void (290-296 feet) and seven-foot void (300-307 feet) were encountered between 290-310 feet. A complete rock core log for MW-9 will be presented in the July 1994 monthly report. Packer samples were collected at depths of 115 feet, 180 feet, 250 feet, 280 feet, 317 feet and 340 feet in conjunction with coring activities. Groundwater samples collected from all of the intervals were shipped to National Environmental Testing, Inc. (NET) in Cedar Falls, Iowa for overnight laboratory analysis of target volatile organic compounds (VOCs). Duplicate samples from 250 feet and 350 feet were shipped to NET in Cambridge, Massachusetts for Contract Laboratory Program (CLP) VOC analysis. Dear Ms. Hoff:

On behalf of Rockwell International Corporation (Rockwell), Montgomery Watson hasprepared this monthly progress report for the Remedial Investigation/Feasibility Study(RI/FS) and removal action activities conducted for the former Ralston disposal (Ralston)site in Cedar Rapids, Iowa. The RI/FS activities completed in June 1994 include:

• On June 6, 1994, Montgomery Watson implemented the Phase 4 Addendum tothe April 1992 Field Sampling Plan. Coring and packer sampling activitieswere conducted at MW-9 to a depth of 340 feet. The stratigraphy at the MW-9location is generally similar to other site locations. Bedrock was encountered ata depth of 73 feet, which places the bedrock surface at nearly the sameelevation as the disposal area of the site. The Devonian Otis and BertramFormations were observed to a depth of approximately 163 feet (elevation ofabout 685 feet) and undifferentiated Scotch Grove Formation dolomite wasencountered to a depth of 325 feet. At 325 feet, the cherty dolomite of the BuckCreek Quarry Member of the Scotch Grove Formation was observed. target VOC analytical results and nonvalidated CLP analytical results arepresented in Tables 1 and 2, respectively. The respective laboratory analyticalreports are presented in Attachments A and B. Quality Assurance/ QualityControl (QA/QC) analytical results for the CLP samples are included inAttachment B.

Cis-l,2-dichloroethene (DCE) and trichloroethene (TCE) were detected in bothDevonian and Silurian groundwater samples (Tables 1 and 2). DCE was foundat a higher concentration in the Devonian sample corresponding to the "B"depth (115 feet) than the "C" and "D" samples (180 feet and 250 feet,respectively). The concentration of TCE was generally consistent from the "B"to "D" depths and ranged from about 3 ^ig/L to 6 |ig/L. Groundwater samplescollected at 317 feet and 340 feet indicated little VOC contamination present,with DCE detected at 2.8 ng/L at 317 feet (Table 1) and estimated at aconcentration of 0.5 (J.g/L at a depth of 340 feet (Table 2). TCE was notdetected at 317 feet and 340 feet. Vinyl chloride was not detected in any packersamples. The analytical results from the packer samples suggest that thevertical limits of VOC contamination have been defined downgradient of thesite in the Silurian aquifer.

Based on results of the packer sampling activities, the corehole for MW-9 wasbackfilled and a combination 1-inch and 2-inch monitoring well was installed ata depth of 253 feet (the screen was installed from 243 to 253 feet). Since VOCcontamination was not detected at the "E" depth, monitoring well MW-9D wasinstalled to correspond to the other "D" wells installed at the Ralston site. Asecond monitoring well (MW-9B) was installed next to MW-9D at a depth of113 feet (screen set at 103-113 feet) to correspond to the "B" wells at the site.This well was installed to screen the lower Coggon Member of the DevonianOtis Formation southeast of the disposal area. The monitoring well installationactivities were completed at the site on June 30, 1994. Monitoring wellconstruction diagrams for MW-9B and MW-9D will be presented in the July1994 monthly report.

On July 5 and 6,1994, monitoring wells MW-9B and MW-9D were developed.

On June 30, 1994, an approval for the Phase 4 Addendum activities wasreceived. The approval letter also transmitted concerns from the EnvironmentalProtection Agency's (EPA's) contractor (CDM Federal Programs) regardingdocumentation of the horizontal and vertical extent of contamination in thenorthern and western portions of the site.

On June 30, 1994, approval was received for use of Brain Engineering forsurveying and other local environmental activities.

The removal action activities completed in June 1994 include:

• On June 8, 1994 a request for bids to construct the creek bank stabilization andclay cap were submitted to six contractors by Rockwell. A prebid walk-throughfor this activity was conducted by both Rockwell and Montgomery Watsonpersonnel to answer, questions and allow the contractor to view the site. Theprebid walk-through was attended by five of the six contractors.

On June 24, 1994, five bids were received by Rockwell (with copies submittedto Montgomery Watson). The successful bidder, Westinghouse RemediationServices, Inc. of Minneapolis, Minnesota, was awarded the contract for theconstruction of the creek bank stabilization and clay cap. Upon receipt of theirqualifications, a copy will be forwarded to the EPA Region VII.

• On June 29, 1994, a request for bids to design and construct the dual purposesoil vapor/groundwater extraction system was submitted to three bidders (OHMRemediation Services Corp., Radian Corporation and Terra-Vac). A prebidwalk-through was held on July 6, 1994 to answer questions regarding the siteand the request for bids. The bids will be received by Rockwell (copies toMontgomery Watson) on or about July 20,1994.

• An approval letter for the Removal Action Work Plan was received on June 30,1994 from EPA Region VII. The approval was contingent upon addressingcomments attached to the comment letter. Rockwell and Montgomery Watsonare currently reviewing the comments and preparing the appropriateinformation for the response.

The activities proposed for July and August include:

• The construction of the creek bank stabilization and clay cap will proceedduring the week July 11, 1994. The work is expected to be completed byAugust 11, 1994, with the exception of seeding activities associated with theclay cap. A preconstruction meeting will be held with WestinghouseRemediation Services, Inc., on July 8, 1994.

• Montgomery Watson has proposed to install dedicated QED sampling pumps inall of the bedrock wells at the site. The delivery time for the pumps is expectedto be 2-4 weeks. The proposed sampling of the wells identified in the Phase 4Addendum will be conducted during the week of August 1 or August 8, 1994,depending on receipt of the pumps and associated equipment.

• Bids will be received from the contractors proposing on the dual purpose soilvapor/groundwater extraction system on or about July 20, 1994. The successfulbidder will be awarded the contract on or about August 1, 1994 to begin thedesign and subsequent addendum to the Removal Action Work Plan.

GENERAL ' COMMENTS: The samples were analyzed using a modifiedmethod OLM01.9 with a 25 ml purge to get low level detectionlimits.The trip blanks contained methylene chloride and the field blankscontained methylene chloride and acetone which are believed tohave originated in the laboratory water supply which was usedto create these samples.MANUAL INTEGRATIONS: Manual integrations are performed onstandards and samples when the integration is not complete due topeak shape and chromatography. This is confirmed by visualinspection by the analysts. The "M" flag indicates that a manualintegration has been performed.

#17- Total 1,2-Dichloroethene must be integrated in the initialand continuing calibration standards to include the total area ofthe cis- and trans- isomers.

SURROGATES: All system monitoring compound recoveries werewithin the contract required QC limits.

MATRIX SPIKE/MATRIX SPIKE DUPLICATE(a): All spike recoverieswere within QC limits for the MS/MSD analysis. All RPDs werewithin the required limits. Mo corrective action is required asper the SOW.BLANKS: A method blank was analyzed for each twelve hour timeperiod on each GC/MS system used for analysis. No blankcontained greater than five times the CRQL of Methylene Chloride,Acetone, and 2-Butanone, or greater than or equal to the CRQL ofany other volatile target compound.TUNE: All instrument performance check criteria were met priorto the start of sample analysis.

maximum RPD's or %D.INTERNAL STANDARDS: All internal standard areas and retentiontimes were within the QC limits.HOLDING TIMES: All samples were analyzed within contractrequired holding times.DILUTIONS: No dilutions were necessary.pH Values: A pH value of 1 or 2 was determined for all of thevolatile samples.
