Innovation at the heart of Europe 2020 strategy, as a means of tackling societal challenges

Smart, sustainable and inclusive growth

Connecting business, research and higher education, and delivering ERA (mobility, infrastructures, networked institutions, knowledge sharing, coordinated and jointly funded RI) -> single innovation market

Framework conditions such as IPR, access to finance, standardisation, regulations and public procurement to promote RI (idea -> market) and boost SMEs

Reduction of fragmentation and duplication, fostering innovation partnerships (challenge-driven, across RI chain, coordinating existing instruments and initiatives, and involving key stakeholders) and stronger cooperation in the EU and beyond

“Working together to tackle common challenges more effectively”

Key element to support the realisation of ERA considering results from public consultation on the ERA Green Paper (2007)

Voluntary partnership between MS and FP associated countries for research cooperation based on clear principles and transparent governance

Led by MS (commitment), addressing EU or global challenge but with sufficiently focused objective, added value to research financed from national and EU funds, involving key stakeholders (business, research, society, funding agencies)

Cross-border sharing of information on state of play of national and EU research initiatives in the chosen area for a JPI is critical

General non-binding guidelines with flexible recommendations for implementation

First a pilot JPI on neurodegenerative diseases (Alzheimer). Three initiatives have been given green light by EU research ministries and the Competitiveness Council: i) agriculture, food security and climate change, ii) cultural heritage and global challenge and iii) a healthy diet for a healthy life. Six initiatives are in the pipeline

Structure to support establishing JPIs

GPC – High Level Group consisting of nominees from MS set up to identify suitable JP themes. The Commission provides the secretariat and, under the supervision of the Council, monitors the overall process

Competitiveness Council – acting upon recommendations of the GPC selects the priority themes in which to launch first JPIs

ISG – an Inter Service Group that acts as a link between the secretariat of the GPC and the Comission DGs

Three stages to make JPIs operational

i) politically endorsed common vision, long-term objectives based on evidence and broad stakeholder consultation, considering existing programmes and initiatives

ii) translation of vision into a Strategic Research Agenda (SRA)

iii) implementation of the SRA with participants’ orientation of programmes and funding

Combines top-down (policy makers identify societal topics) with bottom-up (researchers and experts define the SRAs) aspects

Need for competition based on excellence

Transparency in the selection process

1st round: identification of priorities done in an ad hoc manner; in future prioritisation processes: need more coherent and robust mechanisms

Need to involve more shareholders (Research Councils, Ministries other than Research) and stakeholders

Foresight can play a role in the systematic prioritisation processes (building upon extensive experience of developing common visions and priorities) and in the systematic involvement of wider stakeholders

Stocktaking

Update in mapping of the WBC innovation systems and stakeholders; and comparative analysis of the innovation capacity in the region

Identification of future research and market needs (especially SMEs) through survey, and how RI can be geared towards fulfilling these needs through collaboration, including policy aspects that can help generate more innovation from research results

Fostering innovation and adapting good practices

Identification and comparison of good practice examples of innovation policy approaches and instruments; selection of examples suitable to be adapted for the region; and development of adaptation schemes

Action plan for future joint innovation activities + capacity building/networking

Feasibility of funding mechanisms, legal issues, barriers, changes & adaptation required

Identification of priorities for future actions to enhance innovation generated from the research-business linkages
