I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY
1. The Country Operations Business Plan (COBP), 2017–2019 is consistent with the strategic priorities of the Country Partnership Strategy (CPS), 2017–2020 for Mongolia. In line with the Government Action Plan, 2016–2020 and the Midterm Review of Strategy 2020,1 the overarching goal of the CPS is to help Mongolia sustain inclusive growth in a period of economic difficulty. The operations of the Asian Development Bank (ADB) will focus on the three strategic pillars set out in the CPS, 2017-2020: (i) promoting economic and social stability, (ii) developing infrastructure for economic diversification, and (iii) strengthening environmental sustainability. Cutting across these pillars will be efforts to improve the transparency and accountability of the public sector management system to help ensure that both ADB’s and the government’s financial resources are used appropriately and effectively. ADB will also pay careful attention to gender issues across the range of its operations, as gender inequalities still exist. The COBP, 2017–2019 is the first under the CPS, 2017–2020. 2. ADB’s knowledge operations will focus primarily on issues that relate to the three strategic pillars, as well as on the cross-cutting themes of public sector management and gender equity. The multi-dimensional nature of ADB’s strategic focus provides a rich context to deepen knowledge cooperation with Mongolia. The planned knowledge publications and events are in Appendix 3.
II. INDICATIVE RESOURCE PARAMETERS
3. Mongolia, a group B developing member country, is eligible for concessional market-based ordinary capital resources lending (COL) and regular market-based ordinary capital resources (OCR) lending. The indicative resources available during 2017–2019 for sovereign operations amount to $796.2 billion, comprising $136.25 million for COL and $660.00 million for regular OCR lending.2 The final allocation will depend on available resources and the outcome of the country performance assessments. Cofinancing and funding from other sources, including the regional pool under concessional resources and regular OCR regional cooperation and integration set-aside, will be explored. 4. ADB firm lending pipeline for Mongolia during 2017-2019 amounts to $1.09 billion, comprising $138.3 million to be funded by COL and $954.1 million from OCR (Appendix 2).3 During the COBP period, ADB expects to deliver technical assistance worth $33.0 million and administer cofinanced grants worth $50.0 million. Areas of intervention and the resource allocation for each sector are included in Appendix 1.
