Dear Readers,

This year monsoon arrived earlier than usual throughout the country but alas! There was cloud burst and glacier melting in the Himalayan range of Uttarakhand bringing a never before calamity with thousands and thousands of people stuck in Badrinath & Kedarnath Regions. Salute to the Army and Air force for their untiring efforts to rescue the people, a great service to humanity. Let us also Pray for departed souls to rest in peace.

Friends, in coming months Chapters Convention (CCQC – 2013) are to be organized by all our chapters. You will find in our website http://www.qcfi.in/ for regular updates in this regard. The dates of CCQC as announced by respective chapters with venue and contact phone numbers – for the information to the companies, who wish to nominate their teams to participate.

Once again we are extending the opportunity to those traditional Quality Circle members, who wish to present their LQC or any other allied concept projects along with regular Quality Circle Case-Study in NCQC – 2013 on a nominal fee for the group.

I personally request the participants of NCQC-2013 to read the instructions being sent by HQ’s along with confirmation of selection.

There is fee concession in CCQC and NCQC and also other benefits to the permanent organizational members of QCFI. It is a request to the companies to enroll as permanent member and avail the benefits.

We have printed our regular chapter activity report and also HQ Activity report.

An article by Sri. R.S. Chowdhury (Life Member of QCFI), a poem by Sri. V.Y. Jindani both in Hindi and an article by MD. M.Z. Quadri in English is published in this issue.

You will also find Quality Circle activities report by member organisations like M/s. Vedanta Aluminum Ltd, Jharsuguda and M/s. SECL, Bilaspur in this issue.

A TPM Programme was conducted for Ethiopia delegates at IIT Kanpur with practical demonstration at CM Units of Parle in Kanpur.

Also, I have conducted once again training programme for M/s. Konkola Copper Mines in Zambia, in which one day training was conducted for Top Management Executives in the presence of their Executive Director, Mr. David Ng’andu. We have published both the reports in this issue.

Hyderabad Chapter has organized one day conclave for cement industry, Visakhapatnam Chapter has organized a 3 days 5-S lead auditor programme & Bokaro Chapter has organized a series of awareness training programmes for 3 days. Reports are published in this issue.

I take this opportunity to congratulate on behalf of QCFI Pariwar to Bokaro Chapter for their new office premises in Bokaro City.

I have continued the article on problem solving steps for the benefit of QC members.

Introduction

Today when one reads or hears about the transformation of Japan during the last three decades from being a cheap product seller to being the leader in quality, one notes that the role of QC Circle After World War II, Japanese companies could not compete in the world market, because even though their products were cheap, they were considered of poor quality. Today, however, Japanese products are known for their quality and reliability. How did this happen? The Japanese companies undertook major steps, such as having their management personally take charge of the quality function; having quality-related training throughout the company hierarchy; and adopting the QC Quality Circle concept as a means of enabling the workforce to participate in the quality activities of the company.les is an integral part of its journey towards excellence.

Concept and Definition of Quality Circle

“A Quality Circle is volunteer group composed of members who meet to talk about workplace and service improvements and make presentations to their management with their ideas.” This group carries on continuously as a part of organization-wide control activities, self and mutual developments and control and improvement within the workplace utilizing quality control techniques with all the members participating. Generally six to twelve volunteers from the same work area make up a circle. The members receive training in problem solving, statistical quality control and group processes. Quality Circle generally recommends solutions for quality and services which may be implemented by the management. Thus Quality Circle is not merely a suggestion system or a quality control group but extends beyond that because its activities are more comprehensive. Furthermore, it is not a taskforce because it can be made a permanent feature of the organization or a department.

Why we need QC Customers are very difficult to please nowadays. Their demand for better products and better service is never ending Take the banking sector for instance. Customers used to be burdened by having to go to the bank to pay their utility bills, where the time spent for such service was about half an

hour—in addition to their travel time. Then came theautomatic teller machine (ATM), which when modified to process payments, reduced the time it took to pay bills to about one minute, depending on the number of people waiting to use it. Yet the customers still had complaints. This example shows that speed of service is not the only determinant of satisfaction.Accuracy of transaction receipts, access to ATMs, and courtesy and competence of bank personnel are other determinants of satisfaction on the quality of service. Thus in any company, management must mobilize the whole organization towards providing products and services that satisfy the customers

This means that quality must be ingrained in the mind and heart of every member of the organization; must be built into each process, each raw material, each machine, and each technology; and must be capable even in the work environment. This also means that processes have to be improved; standards have to be defined if they don't exist, or revised if they do exist; policies have to be revised; people have to be trained; and machines have to be replaced if they are no longer efficient

Conclusion

Quality Circles are not only limited to manufacturing firms but for variety of organizations where there is a scope for group based solution of work related problems. If QC implemented in the field of Engineering /Technology the results and conclusions will not only be amazing but it will also help us to stumble on out our own lacunae and design a better system

The theme of WED-2013 is “Think-Eat-Save”, which is really very appealing and affecting everyone in this world. Hopefully, there is no doubt that lots of food would be saved and the wastage would be avoided and prevented through this nice and noble concept, event and endeavour.

Air, Water & Food are the most essential things in human life. The following Shayari described about the importance of food and its saving.

Khana voh Anmol Khajana Hai,

Jise Ham Sab Ko Bachana Hai.

So, we can definitely save food by various ways in our day to day life. Practically,I have thought out and set out the following ways for saving the food.

There is a famous old saying in Hindi “Kam Khav, Gam Khav.” For example : If a person has a capacity to eat five chapattis, one should eat only three or four. Thissaved chapatti one can give to the needy person or the animals or the birds. This act will help the person to have healthy and happy life.

People should remain away from watching the television while eating. This way a person may eat more than required or eat improperly and will suffer from a stomach problem and also it will be wastage of food.

Food cooking at home should be carried out keeping in mind the eating capacity of individual family member so that no extra cooking will be there and the food would be saved and the wastage of food could be prevented.

We should eat slowly and chew the food very well so that extra eating may avoided and we would also be able to digest the food easily and quickly.

There are two well –known concept : “To eat for living “ & “To live for Eating”. So, we should adopt to eat for living concept and act accordingly. This will enable us to save the food and we will remain away from overeating which is harmful to our health too in leading us towards obesity.

We should eat what our stomach says and not what the tongue says because the tongue will always be tempted and ready to eat the tasty or delicious food even if the stomach is full. Listening to the voice of our stomach will lead us to maintain or sustain our health and there will be no wastage of food.

Last but not the least, when we are not hungry, we should not eat the food at all because not only the same food will become a waste but also it will affect our health adversely. We can still think and bring out even more and better ideas to save the food as well as to prevent wastage of the food.

Hence, according to my opinion, these are the most simplest and the best ways through wh8ch we can save the food, avoid the food wastage and maintain or sustain our health and happiness. These ways we can certainly contribute in making the quality environment.

Step – 5: Identification of Causes:Since the problem is in the work area of QC team, the members have an idea of why the problem is coming. They also know the problem have multiple causes and many variations due to them. For better analysis it is needed to find out all possible causes. For this a brainstorming session has to be conducted specifically for identifying possible causes. All causes are expressed verbally and they should be listed. The Cause & Effect diagram is to be drawn which helps in better understanding of the reasons and to arrive at root causes.

Cause and Effect Diagrams are generally made in three different ways. In the beginning QC members may find it difficult to organize the causes, sub causes and sub sub causes in an orderly manner. It is suggested to start with ‘Dispersion Analysis Method’ of Cause & Effect Diagram, then after some experience for ‘Cause Enumeration’ method or 'production process classification type’ diagrams. The QC team members should draw Cause & Effect Diagram accurately, otherwise it doesn't help to find out the root causes.

Once Cause & Effect Diagram is made, the better way is to display it in the place where problem is there. A request is to be made to all employees in that work place to help in finding out more causes which can be put on the sheet by writing or by pasting written slips. After one week take out the sheet and rearrange the causes, sub causes and sub sub causes. This will help in involving potential members and management also.

Step – 6: Finding Out the Root Causes:See the Cause & Effect Diagram carefully. This is nothing but a combination of so many why - why analysis of the problem distributed in few categories. To identify the possible root causes, mark the last cause of each branch, eg. a part of cause and effect diagram is shown in the figure, Where under header

A’ Causes, sub causes etc. are marked, the last one in the branch are R1, R2 and R3. Hence for ‘A’, one sub causes is ‘A1’ and based on the above figure R1, R2 and R3 are the possible sub causes. By this way, make a list of such rounded root causes. These all are possible root causes.

List out all the possible root causes. Now validate the causes and list out the causes effecting at this time.

This list of total root causes is to be preserved for future.

whenever this problem reoccur, It may not be from same causes.

This may be due to other root causes and this list will help as a check list. This may call for validation of causes effecting the problem during the period. Hence validate the causes and list out the causes effecting at this time.

Step – 7: Data Analysis:After root cause analysis, all the root causes may not effect to the problem equally. To know the magnitude of the effect relevant data collection and analysis is required. Data Analysis may be based on past data or fresh data may be collected. Survey and opinion of experienced persons may also help in data analysis. Once data is analyzed, draw Pareto diagram to know the vital few and useful many causes. In case the problem is related with the “variation” in process or product, use of statistical tools like Scatter Diagram, Histogram & Control Charts are useful.

Step – 8 : Developing Solutions:Like a problem have multiple causes, there may be different solutions also. These are arrived through brainstorming and need to be shown in proper sequence. To develop solution, best way is to follow sequence of Pareto Diagram to find out solutions through Brainstorming. After getting different solutions, discuss about each solution and also the solutions to be taken up for trial implementation.

If we could have more than one solution for the causes, the choice of solution should be based on easy to implement, economic and long term effect.

Step – 9 : Foreseeing Probable Resistance:Whenever a change is proposed, there would be resistance to that change. It is human tendency that there will be resistance for most of the changes. However, for effective implementation of the solution it is better to take into confidence all the colleagues in the work area. A brainstorming session to be conducted involving the co-workers to take their views on the solution developed. In case there may be resistance then find out the solution for the same.

Step–10 :Trial Implementation And Check Performance:

Usually the solution developed is put on a trial basis to a limited area for a suitable period to observe the performance of the machinery or system closely. Apply PDCA here. Under 'P' which machine will be taken, who will bring the material, who will take observations etc., by the same way 'D' , 'C' & 'A' to be applied. After successful trial implementation on one or two places / machines, it can be extended to other places / machines after management approves one trial project.

Once the project is under trial observation, next project may be taken.

Step – 11 : Regular Implementation:Once performance of the new solution is checked,

validated and approved by the management after

successful trial, the improvement observed to be taken up

for regular implementation. This is the responsibility of

the management to get it implemented in all the machines /

area. One important activity here is incorporating the

changes in the working system and to be standardized, the

new system by a proper documentation.

Finally, the team should go for a review of the project

status before and after solving the problem based on its

achievements supported by data. Before and after Pareto

Diagram can be shown here.

Step – 12 : Follow Up And Review:

By regular implementation, the process of problem

solving does not end here, but we have to follow up for a

5S, and 7 teams on Six sigma presented their case studies.

Dr. Bangray, Director QCFI and ShriChandeswar khan, ex

TATA Motors were honourable judges in the competitions.

Winning teams were awarded suitably. More than 200

participants were present in the program. "Team

Dynamos" was recognized in the inaugural ceremony for

winning first prize at NALCO state level quality circle

convention 2013.

Sri Sunil Shrivastava, Head L&D, TQM extended warm

welcome and chief guest Sri S.N Singh inaugurated the

function in the gracious presence of Sri GattuRambhav,

Sri Venkat Reddy, Sri MKBP Mohapatra, Sri G.G. Pal,Sri

Mahesh Todkar, Sri AsokNayak,Sri Jajneswar Dash, Sri

Janmejaya Dalai, Sri BijneswarMohanty, Sri PVKR

Krishna.

In his inaugural address,Sri S.N Singh said “We have

achieved this success after lots of efforts as TQM team

pursued persistently to implement quality concepts

initiatives and have finally succeeded. They would

definitely be successful in sustaining this achievement. All

the pioneer organisations have implemented quality

stipulated time to check any further changes are needed.

Sometimes the possibility of reoccurrence is found and

therefore steps for prevention from reoccurrence to be

identified.

In case, company is ISO certified, if changes or to be

modified in the documentation, design control to be taken

care. In case change of design in ‘part’, stores to be

informed for necessary action. If there is system change,

proper training to the employees working in that area and

display the instructions required. For observations check

sheet, data sheet, graphs, control charts etc. to be designed

and observation are to be taken on pre-fixed interval.

At the end team should indicate with a Milestone Chart the

estimated and actual time taken to solve the problem. In

case of deviation from estimated, reasons to be noted.

quality concepts initiativeis a journey. It has to continue in

the improvement path. Younger generation is involvedand

energy levels of all teams are very high. Sri G.G. Paul said

that team work is the key to success. In spite of the fact that

employees in pot-line work full time in shop floor in shifts,

they found adequate time outside their working hours for

completing the project. He wished all the best to all the

teams for their success in participation. On 17th June QC,

5S, Kaizen presentation were held and on 18th June six

sigma presentations were conducted. The second half of

18th June was devoted forlecture on TPM initiatives

delivered by Sri Chandreswar Khan. The closing function

was attended by several JMC (Jharsuguda Management

Committee) members wherein results were declared and

few good case studies were presented by Six Sigma, QC,

Kaizen & 5S teams. Dr Rajeev Nayan (Head, HR)

interacted and appreciated the efforts of participating

teams and insisted to spread the learning amongst all

colleagues. Mr D.N Behera (Head, Smelter-1)

congratulated participating teams and assured full support

for TQM initiatives as a medium for sustainable

improvements. At the end Sri RoshanWanjari proposed

vote of thanks.

Report on Training at Zambia

A TPM Programme for Ethiopia delegates was conducted

at IIT Kanpur in two batches on 30th May & 25th June

2013 respectively by Sri. D.K. Srivastava in the gracious

presence of Prof. A.K. Mittal, Vice –President, QCFI.

Practical demonstrations at CM Units of Parle in Kanpur viz. M/s. Pahladrai Confectioneries Pvt. Ltd & M/s. Kushal Foods Pvt. Ltd. Shri. Mohit Vaid & Shri Pramod Gupta, Directors of respective units participated actively in the interactive session

Report on T.P.M. Programme for Delegates

Training programmes on 5-S, LQC & QC were conducted once again by Sri. D.K. Srivastava, Executive Director, QCFI for M/s. Konkola Copper Mines, Zambia in their three units of M/s. Vedanta Group from 10th to 21st June 2013.

One exclusive programme was conducted on 10th June for Top Management Executives under the Chairmanship of their Executive Director, Mr. David Ng’andu. A feed-back and future action plan for implementation of 5S & LQC was discussed in the meeting with Shri. Jeya Kumar Janakraj, CEO of M/s. KCM, Zambia.

Bokaro Steel Plant for the first time in its history organized a series of training and awareness programmes on QC , LQC and 5 –S System of Work place management during 4th to 6th July, in collaboration with QCFI – Hyderabad . The entire programme was on the initiative of the newly formed Business Excellence department of Bokaro Steel Plant , led by its General Manager Shri Shankar Chaudhuri , who is also the Hony Vice Chairman of the QCFI – Bokaro Chapter.

Shri D.K. Srivastava , ED – QCFI was the chief faculty for the sessions.

The first workshop was organized for GMs and HoDs on 4th July in the first half where 50 of them participated. The programme was inaugurated by ED ( Works ) Bokaro Steel Plant , Shri R.K. Rathi who is also the Hony Chairman of QCFI – Bokaro Chapter. Shri Srivastava in his talk dwelt on the different facets of 5 S , its advantages not only in the factory environment , but also in offices , schools and in homes . The GMs and HoDS interacted actively

.

The 2nd workshop , for the internal trainers and coordinators of QC and 5 – S , started on the afternoon of 4th July and ended at noon on 5th . 45 participants enriched themselves on the QC , LQC and 5 S systems.

In the evening of 4th July , interactions were held with M/s HSCL , M/s ONGC & M/s Electrosteel Steels Ltd. In these interactions, lot of enthusiasm was generated on QC , LQC

and 5 -S. It is hoped that these companies would shortly join the QCFI – Bokaro chapter and also further enlarge the scope of QC , LQC and 5- -S in their companies.

On 5th morning , Sri Srivastava , visited Chinmaya Vidyalaya and spent time with the children and teachers and dwelt on 5 –S aspects. He also made a visit to M/s Jaypee Cements.

In the afternoon of 5th July , 175 Principals , vice-principals , teachers of 34 schools in and around Bokaro , both BSL and private participated in an hour long talk by Shri Srivastava mainly on 5 – S implementation in Schools . Ethusiasm of the participants was evident , and they were eager to invite Sri Srivastava to their schools .

In the evening of 5th , the new office of QCFI – Bokaro , located in the city was inaugurated in the presence of more than 100 people by Shri R.K. Rathi , ED ( Works ) Bokaro Steel Plant and Chairman , QCFI , Bokaro Chapter as the Chief Guest . Sri Srivastava was the Guest of honour . Representatives from other companies , viz M/s Elecrosteel , M/s HSCL , M/s MECON , M/s ONGC , M/s Jaypee Cements also participated.

On 6th , the third workshop , was held for Promoters , leaders & Dy leaders where 40 of them participated . Shri Srivatava dwelt on the advance QC techniques as well as 5- S. Doubts of the participants were cleared and they went back with increased self confidence and a promise to do better .

On 6th ,itself , new recruitees of Bokaro Steel Plant , representatives of M/s Elecro Steel Steels ltd , M/s HSCL were given an awareness programme on QC , LQC and 5 –S , by Sri A.B. Choudhury , Director QCFI & Secretary QCFI – Durgapur chapter, where 600 participants were present .

A three-day workshop on “5S Concept & Lead Auditor Training” was organized by Quality Circle Forum of India, Visakhapatnam Chapter at Centre for HRD, Visakhapatnam Steel Plant, Visakhapatnam from 1st to 3rd Jul 2013. The 3-day programme was conducted by the eminent faculty, Shri DK Srivastava, Executive Director , and Shri V.K.B. Das, Asst. Director (Trg.) QCFI.

Around 40 participants from various organizations i.e. RINL Visakhapatnam Steel Plant , Naval Dockyard-Visakhapatnam, NTPC-Simhadri, Abhijeet Ferrotech Ltd, Synergy Castings, Jindal Steel & Power Ltd-Raigarh, Coromandal International-Vizag, Parle, Helix from Tamil Nadu, participated in the training programme.

The programme was inaugurated by Shri Y.R. Reddy, Director (Personnel), RINL, Visakhapatnam Steel Plant. In his inaugural address, Shri YR Reddy highlighted the significance of innovation and cost reduction for the survival of any organisation. He also stressed upon the need to adopt quality initiatives like 5S, QC etc as a part of lean management to reduce the cost of production.

Shri V Narayanan, Chairman, QCFI-Vizag chapter & GM (MS) RINL Visakhapatnam Steel Plant delivered the welcome address while Sri GR Murthy, Advisor, QCFI-

Vizag Chapter conducted the proceedings of inaugural function.

Valedictory Programme:Shri S.Jagannadharao, Council member QCFI-Vizag chapter welcomed the Chief guest Dr GBS Prasad ED (P&IR)/RINL, Shri VKB Das Asst. Director (Trg)/QCFI, Shri V Narayanan, Chairman QCFI-Vizag chapter &GM (MS) RINL Visakhapatnam steel plant, and Shri Appaji, Vice Chairman QCFI-Vizag chapter & Addl. GM (TQM) NTPC- Simhadri.

Shri VKB Das summarized all these 3 days proceedings, enlightened the participants that the auditors are not there for policing during the audit but should be able to guide the organization for effective 5S implementation. Then, Shri V Narayanan, Chairman QCFI-VC, thanked all the organizations for sending their employees for this workshop and expressed his happiness for the active participation and potential talent of the participants with first hand learning experience through on-site audit conducted at Vizag Steel plant. Later, the participants from each organization gave their feedback on the programme. All the participants expressed their extreme happiness over this training which not only provided conceptual clarity on 5S concept but also an excellent practical experience, making a special mention for the opportunity given for onsite audit experience at Vizag Steel.

All the participants were awarded participation certificates and mementos by Dr G.B.S. Prasad, the Chief Guest of the function and Shri V Narayanan, Chairman QCFI vizag chapter.

South Eastern Coalfields Limited, a Mini-Ratna Subsidiary of Coal India Limited is coal producing company having operational presence in 7 Districts of Chhattisgarh and 3 Districts of Madhya Pradesh. SECL has a total of 90 coal mines (Business Units) spread over 13 Operational Areas with a total manpower of around 73000.

SECL has implemented a scheme on Quality Circle across the company for continuous improvement in the business processes through high level employee involvement. 127 Quality Circles have been registered during the year 2012-13. There have been many success stories out of the quality circles related to various issues like equipment maintenance, productivity improvement, waste management, safetypractices, etc. The QC leaders and members have been

given training to understand the tools and techniques required for successful implementation of the quality circles in collaboration with National Productivity Council.

To give further motivation, Area Level Quality Circle Competitions are held in all the Areas. Similarly, Corporate Level Quality Circle Competition is organized annually with participation from all Areas presenting their success stories, which is a mega event in the organization.SECL is a life member of Quality Circle Forum of India with Membership No. 094415100022.
