Assam NRC Final Draft Released
The second and final draft of the National
Register of Citizens (NRC), released on July
30, 2018 didn’t include the names of around
40 lakh people of the 3.29 crore who had
submitted their documents to the government
of Assam. The first draft of the NRC, which
had the names of 1.9 crore people, was
released in December, 2017.
The five year exercise was completed at a cost
of Rs 1220 crore. The draft NRC was released
in Guwahati by Registrar General of India
Sailesh and NRC State Coordinator Prateek
Hajela in the presence of Joint Director
(Northeast) in the Ministry of Home Affairs
Satyendra Garg.
Apply for Citizenship
Those who have been left out will have to
apply in their respective Sewa Kendras, in the
prescribed from, which is available from
August 7 to September 28, 2018.
In the Lok Sabha, Home Minister Rajnath
Singh informed that the first complete draft of
the NRC published is not the final list. The list
has been published on the directions of the
Supreme Court and that the Centre has no role
in it.

appeared in the NRC, 1951 or in any of the
electoral rolls up to March 25, 1971 or in any
other admissible documents issued up to
midnight during the same period, which would
prove their presence in Assam.
In The absence of electoral rolls, other
documents up to March 24 (midnight) 1971 can
also be submitted. These other documents
include land and tenancy records, citizenship
certificates. Permanent residential certificates
and passports.
In case of an applicant born after 1971,
documents pertaining to one‘s ancestor, namely
father, mother, and so on can be subhmitted
Additionally, documents proving the
relationship, such as a birth certificate or land
documents, will also have tobe attached. Those
residents who have been declared as D-voters
(doubtful voters) and termed foreigners by the
tribunals or have been referred to the
Foreigners‘ Tribunal by Assam Border Police a
have not been included in the list.
National Register of Citizens
In 1951 the first census of Independent
India was conducted The original NRC was a
register prepared after the 1951 Census. Which
recorded the particulars of those who belonged
to Assam.
This list was compiled with data from each
village showing the houses or holdings in a
serial order and indicating against each house
or holding the number and names of persons
who were staying there at the time.
These registers were kept in the offices of
deputy commissioners and sub-divisional
officers, but in the 1960s these registers were
handed to the police The Center and the State
of Assam are currently in the process of
updating the NRC for Assam.
Citizenship in India
Citizenship in India used to be purely a
matter of birth as per the Constitution and the
Citizenship Act 1955, with exceptions for
children of foreign diplomats and enemy aliens.
Those domiciled in India before January 26,
1950 (when the Constitution came into force)
were Indian citizens and those born after this
date in India were also citizens.
The Citizenship Amendment Act of 2003,
however, changed the position on citizenship
by birth so that in addition to the old
exceptions, citizenship is determined on the
basis of a three-tier system. Based on the
person‘s date of birth.
According to the law currently in force, if a
person is born
From January 26, 1950, June 30, 1987-
They are a citizen by birth.
From July 1, 1987, December 2, 2004 They
are a citizen if born in India and either parent is
a citizen of India at the time of the person‘s
birth.
From December 3, 2004 onwards They are
a citizen if born in India and either both parents
are born in India, or one parent is a citizen and
the other is not an illegal migrant at the time of
birth.
Citizenship (Amendment) Bill 2016
Assam has seen many protests over the
proposed citizenship (Amendment) Bill 2016
With the Citizenship (Amendment) Bill, 2016,
the government plans to change the definition
of illegal migrants.
The Bill introduced in the Lok Sabha on
July 15, 2016, seeks to amend the Citizenship
Act, 1955 to provide citizenship to illegal
migrants, from Afghanistan, Bangladesh and
Pakistan, who are of Hindu, Sikh, Buddhist Jain
Parsi or Christian extraction.
However the Act doesn‘t have a provision
for Muslim sects like Shias and Ahmediyas
who also face persecution in Pakistan.
The Bill also seeks to reduce the
requirement of 11 years of continuous stay in
the county to six years to obtain citizenship by
naturalization.

Andres Manuel Lopez Obrador elected
President of Mexico: Riding a wave of
populist anger fuelled by rampant corruption
and violence, the leftist Mr. Andres Manuel
Lopez Obrador was elected President of
Mexico on July 1, 2018, in a landslide victory
that upended the nation's political establishment
and handed him a sweeping mandate to reshape
the country. Mr. Lopez Obrador, 64, won in
what authorities called the largest election in
Mexican history, with some 3,400 federal, state
and local races contested in all. He won by
capturing more than half the votes, higher than
any candidate since the nation began its
transition to democracy nearly 20 years ago.
Major General Jose Eladio Alcain to head
UNMOGIP: Major Genera! Jose Eladio Alcain
of Uruguay was appointed as the Head of
Mission and Chief Military Observer for the
United Nations Military Observer Group in
India and Pakistan (UNMOGIP), on July 3,
2018. His appointment was announced by the
United Nations Secretary General Mr. Antonio
Guterres. Major General Alcain will succeed
Major General Per Gustaf Lodin of Sweden,
who completed his two-year assignment in July
2018. The UNMOGIP, based in Rawalpindi,
Pakistan, is composed of 43 military observers
and 23 international civilian personnel.
Dr. T.C.A. Raghavan appointed as DG of
Indian Council of World Affairs: Dr. T.C.A.
Raghavan was appointed as the Director-
General (DG), ex officio member-Secretary of
the Indian Council of World Affairs (ICWA) by
President of ICWA, Mr. M. Venkaiah Naidu on
July 15, 2018. The post of DG is equivalent to
the rank of Secretary to Government of India.
Dr. T.C.A. Raghavan has served as India's High
Commissioner to Islamabad and Singapore
besides serving in India's missions at London,
Thimphu, and Kuwait.
Justice Adarsh Kumar Goel appointed NGT
Chairperson: Justice Adarsh Kumar Goel,
who retired from the Supreme Court of India,
took charge as the new Chairperson of the
National Green Tribunal (NGT) on July 9,
2018.
He has been appointed to the position for a term
of five years. The post of the NGT Chairperson
had been lying vacant for more than six mosiths
after the retirement of Justice Swatanter Kumar
on December 20, 2017. Following Justice
Kumar's retirement, Justice Umesh Dattatreya
Salvi was appointed as the acting Chairperson
of the NGT. After Mr. 'Salvi's retirement,
Justice Jawad Rahim was appointed as the
acting Chairperson.
Prof. Anil D. Sahasrabudhe reappointed
AICTE Chairman: The Central Government
renewed the appointment of Prof. Anil D.
Sahasrabudhe as the Chairman of the technical
and professional education regulator All India
Council for Technical Education (AICTE) on
July 17, 2018. Prof. Sahasrabudhe, who was a
Professor of Mechanical Engineering at IIT-
Guwahati, joined AICTE as Chairman on July
17, 2015. The Appointments Committee of the
Cabinet has approved the renewal of
appointment of Prof. Sahasrabudhe till he
attains the age of 65 years.
Arman Ali appointed as Executive Director
of NCPEDP: The National Centre for
Promotion of Employment for Disabled People
(NCPEDP) announced the appointment of Mr.
Arman Ali as its Executive Director on July 19,
2018. He would assume charge from October 1,
2018. Disability rights activist Mr. Javed Abidi,
who was the Director of the NCPEDP, had
passed away on March 4, 2018. Mr. All is the
Executive Director of Shishu Sarothi, the
Centre for Rehabilitation and Training for
Multiple Disability since 2009.

DAC approves Implementation Guidelines
of Strategic Partnership Model: The Defence
Acquisition Council (DAC), chaired by
Defence Minister Ms. Nirmala Sitharaman
approved the Implementation Guidelines for the
'Strategic Partnership t: Model' on July 30,
2018, to ensure timely delivery of equipment to
all the Armed 'Forces. The Strategic Partnership
Model aims to revitalise Defence Industrial
Ecosystem and progressively build indigenous
capabilities in the private sector to design
develop and manufacture complex weapon
systems for the Armed Forces. The guidelines
Cay emphasis on incentivisation of transfer of
technology and Global Majors, who in
collaboration with Indian Partners, are ready to
make India a regional and global manufacturing
hub. This will encourage self-reliance and align
the defence sector with the 'Make in India'
initiative of the Government.
‘Made in India' tank engines handed over to
the Army: Defence Minister Ms. Nirmala
Sitharaman handed over two fully indigenous
battle tank engines, V-46-6 and V92S2, that
power the T-72 Ajeya tank and the T-90
Bhishma tank, produced by the Engine Factory
Avadi (EFA), a unit of Ordnance Factory
Board, to the Vice Chief of Army Staff U. Gen.
Devraj Anbu on July 28, 2018. The effort has
resulted in savings for the exchequer to the tune
of Rs. 33 lakh for the T-90 engine and Rs. 9.75
lakh for the T-72 engine. Speaking on the
importance of improving the manufacturing
sector in the country, Ms. Sitharaman said that
India has the capability and talent to produce
and manufacture its own products. This is why
Prime Minister Mr. Narendra Modi started
'Make In India', she added.
19th
anniversary of Kargil Vijay Diwas
observed: India celebrated the 19th anniversary
of Kargil Vijay Diwas on July 26, 2018 to mark
the success of `Operation Vijay' and to
remember the supreme sacrifice of the Indian
soldiers who lost their lives during the 1999
India-Pakistan Kargil War. Defence Minister
Ms. Nirmala Sitharaman paid homage to the
martyrs on Kargil Vijay Diwas at Amar Jawan
Jyoti in New Delhi. Armed Forces personnel
and families of soldiers, who lost their lives in
1999 Kargil War, paid their tributes at the Dras
War Memorial in Jammu and Kashmir to
commemorate the historic win. The memorial
was fully lit on the eve of the day. To mark the
day, Prime Minister Mr. Narendra Modi took to
Twitter and praised the exemplary courage and
sacrifices made by the Kargil War martyrs and
acknowledged the leadership of the then PM
Mr. Atal Bihari Vajpayee for the success of
Operation Vijay.
India, Japan hold, 4th round of Maritime
Affairs Dialogue: India and Japan held the
fourth round of Maritime Affairs Dialogue in
New Delhi on July 19, 2018. During the
dialogue, key issues related to the Indo-Pacific
region and maritime security were discussed.
The Indian delegation at the dialogue was led
by Mr. Pankaj Sharma, Joint Secretary
(Disarmament and International Security
Affairs) in the External Affairs Ministry, while
the Japanese side was led by Ambassador Mr.
Kansuke Nagaoka, Policy Planning and
International Security Policy in the Ministry of
Foreign Affairs. The dialogue meet provided a
platform to India and Japan to exchange views

NGT forms monitoring committee for Clean
Yamuna Project: The National Green Tribunal
formed a monitoring committee on the cleaning
of the Yamuna River on July 26, 2018. The
tribunal headed by National Green Tribunal
(NGT) Chairperson Mr. A. K Goel directed the
committee to develop an action plan and submit
it by September 2018 and a detailed report on
the issue by December 31, 2018. The green
panel has' appointed retired expert member Mr.
B. S. Sajwan and former Delhi Chief Secretary
Ms. Shailaja Chandra as members of the
committee. The NGT has asked the State
governments of Haryana and Uttar Pradesh to
assist the committee on Yamuna rejuvenation.
The tribunal directed the authorities to take
strict action against the, encroachments on the
Yamuna floodplains.
Environment Minister inaugurates advanced
system of air quality `SAFAR': Union
Environment Minister Mr. Harsh Vardhan
unveiled a state-of-the-art Air Quality and
Weather Forecast System—`SAFAR' (System
of Air Quality and Weather Forecasting) in
New Delhi on July 21, 2018. First of its kind in
the country, the system was developed
indigenously in record time by Indian, Institute
of Tropical Meteorology, Pune and
operationalised by India Meteorological
Department. The giant true. colour LED display
will give out real-time air quality index on 24x7
basis with colour coding along with 72-hour
advance weather forecast. The new system
would also be able to measure Sun's UV-Index
and track ultrafine particles such as PM1,
mercury and black carbon in real time, which
have a direct relevance to human health.
Top beverage companies launch buyback
programme for PET bottles in Maharashtra: Top beverage companies including Coca-Cola,
PepsiCo and Bisleri, have initiated a buyback
programme lot, all PET bottles sold in
Maharashtra, Under the programme, a
predefined buyback price will have to be
mandatorily printed on the larger PET/ PETE
bottles. Most companies have set the buyback
.value at Rs. 15 per kg for PET botdes and Rs 5
per kg for shrink wraps. The beverage
companies have already started prin. ting the
buyback value on all the PET bottles sold in the
State. The companies are working with Gem
Enviro to set up reverse vending machines,
collection points and collection centres for PET
waste bottles at several locations across the
State to make the buyback programme
successful.

US elevates India's status to ease export
controls for high-tech product sales: The
United States has eased export controls for
high-technology product sales to India by
elevating its status to a Strategic Trade
Authorisation-1 (STA-1) country. The
information was shared by the US Commerce
Secretary Mr. Wilbur Ross on July 30, 2018.
Mr. Wilbur said that this is a very important
change in India's status in the export control
regime. With the move, the US has granted
India the same access as NATO allies,
Australia, Japan and South Korea. The
designation of STA-1 country' will enable India
to buy more advanced and sensitive
technologies from the US, at par with the
closest US allies and partners and ensure
enduring cooperation in future. It will authorize
the export, re-export and transfer of specified
items on the Commerce Control List (CCL) to
destinations posing a low risk of unauthorized
or impermissible uses.
Parliament passes Bill for merger of five
subsidiary banks with SBI: The Parliament
passed the State Banks (Repeal and
Amendment) Bill, 2017 that merges the
subsidiary banks with the State Bank of India
(SBI), on July 30, 2018. The Bill was
introduced in Lok Sabha by the then Union
Minister of Finance Mr. Arun Jaitley on July
21, 2017. The merger of these subsidiary banks
is already in effect from April 1, 2017. The
merger was approved by the Union
Government in February 2017. The Bill seeks
to repeal the State Bank of India (Subsidiary
Banks) Act, 1959, the State Bank of Hyderabad
Act, 1956. These Acts established the State

Bank of Bikaner, State Bank of Mysore, State
Bank of Patiala, State Bank of Travancore and

Invest India, Business France sign MoU to
promote investment: Invest India and
Business France signed an MoU to promote
investment facilitation and cooperation between
startups of India and France on July 25, 2018.
The MoU aims to facilitate direct foreign
investment by providing practical investment
information to enterprises. It will also support
the companies pursuing those opportunities
which contribute positively to economic growth
of the two countries. Invest India and Business
France will collaborate to promote business and
startup ecosystem cooperation through joint
activities and exchange experiences to
strengthen institutional knowledge. The
partnership will strengthen the existing business
relations between India and France.
GST Council cuts rate on 88 items: The GST
Council in its 28th meeting held under the
Chairmanship of Mr. Piyush Goyal, Union
Minister for Railways, Coal, Finance &
Corporate Affairs, reduced the Goods and
Services Tax (GST) rates on various goods and
rationalised the rates on various services, on
July 21, 2018. Some items like Sanitary
Napkins, Rakhi, Stone/Marble/ Wood Deities
etc. have been totally exempted from GST. The
GST Council also announced exemptions and
changes in GST rates on various services in
sectors like agriculture, education and social
security. Now, only 35 items are left in the 28
percent GST slab.

2018 Sangita Kalanidhi Award: Prominent
Carnatic vocalist Aruna Sairam has been
selected for this year's Sangita Kalanidhi
Award, instituted by the Music Academy,
Chennai. The executive committee of the
academy unanimously selected her for the
award on July 15, 2018. With an illustrious
career spanning decades, she is known for her
collaborative exercise in music with artistes of
other countries and genres. The award will be
conferred on her on January 1, 2019.
Mridangist Thanjavur R. Ramadoss 'will
receive the Sangita Kala Acharya Award. The
T.T.K. Awards will be conferred on veena
player Kalyani Ganesan and nagaswaram
player S.R.G. Rajanna. Dr. Premeela
Gurumurthy, the Vice-Chancellor of the Tamil
Nadu Music and Fine Arts University, will
receive the Musicologist Award. Dancer Shanta
Dhananjayan will receive the Nritiya Kalanidhi
Award.

2018 Ramon Magsaysay Award: Two
Indians, namely, Dr. Bharat Vatwani and Mr.
Sonam Wangchuk, won the 2018 Ramon
Magsaysay Award, the Asian version of the
Nobel Prize, on July 26, 2018. Dr. Bharat
Vatwani is a psychiatrist who works for the
mentally-ill street persons, while Mr. Sonam
Wangchuk works to harness science and culture
creatively for economic progress that has
improved the lives of the Ladakhi youth.
Dr. Vatwani and Mr. Wangchuk are among the
six individuals who were declared as the
winners of this year's Ramon Magsaysay
Award. The other winners are Mr. Youk
Chhang from Cambodia, Ms. Maria de Lourdes
Martins Cruz from East Timor, Mr. Howard
Dee from the Philippines and Ms. Vo Thi
Hoang Yen from Vietnam.
Fields Medal 2018: Indian-origin
Mathematician Mr. Akshay Venkatesh, 36, of
the Institute for Advanced Study in Princeton,
won Fields Medal 2018 at the International
Congress of Mathematicians in Rio de Janeiro
on August 1, 2018. The other Fields medalists
of 2018 are Mr. Caucher Birkar, 40, of the
University of Cambridge in England; Mr.
Alessio Figalli, 34, of the Swiss Federal

Peter Scholze, 30, a Professor of Mathematics
at the University of Bonn. Mr. Peter Scholze is

The award is considered to be the Nobel Prize
of Mathematics.
Lisbon Physics Olympiad: Five students from
India bagged gold medals at the 49th
International Physics Olympiad (IPhO 2018) in
Lisbon, Portugal, between July 21 and 28,
2018. This is India's best ever performance in
the IPhO in 21 years of participation. Lay Jain,
Pawan Goyal, Bhaskar Gupta, Nishant Abhangi
and Siddhartha Tiwari bagged gold for India.
India and China topped the medals tally with
five golds each among 86 countries that
participated. According to a statement from
Homi Bhabha Centre for Science Education
(HBCSE)-the national centre of the Tata
Institute of Fundamental Research (TIFR),
which is the nodal centre in the country for all
science Olympiads, a total of 396 students from
across the world took part in the Olympiad.
The Golden Man Booker Prize: Sri Lanka-
born Canadian literary icon Michael Ondaatje's
'The English Patient' has won the special one-
off Golden Man Booker Prize to mark the 50th
anniversary of the prestigious literary award.
'The English Patient' is a tale of love and
conflict during World War II. The 74-year-old
author beat the Man Booker Prize's previous 51
winners including Indian-origin V. S. Naipaul
for his 1971 winner 'In a Free State'; Salman
Rushdie for `Midnight's Children' (1981),
Arundhati Roy for 'The God of Small Things'
(1997); Kiran Desai for 'The Inheritance of
Loss' (2006); and Aravind Adiga for `The
White Tiger' (2008).
Inventions & Discoveries
AIIMS-led team develops highly sensitive,
portable test for TB meningitis: A diagnostic
test for TB meningitis (the most severe form of
TB) with nearly 100% sensitivity and about
91% specificity has been developed by a multi-
institutional team led by Prof. Jaya Sivaswami
Tyagi from the Department of Biotechnology at
AIIMS.
The performance of the diagnostic test was
evaluated in 87 cerebrospinal fluid samples
obtained from paediatric subjects (39 TB
meningitis patients and 48 controls). The results
of the study were published recently in the
journal Tuberculosis. The diagnostic test is
based on a derivative of a DNA aptamer (a
small single-stranded DNA molecule that binds
to a specific target molecule and is a chemical
rival of antibodies) that shows high binding
affinity in nanomolar range and high specificity
to a TB antigen (HspX).
Scientists discover fossils of plant-eating
dinosaurs: Chinese scientists announced the
discovery of `Lingwulong shenqi', an early
member of the well-known group of plant-
eating dinosaurs called Sauropods, on July 24,
2018. The dinosaurs had long necks, long tails,
small heads and pillar-like legs. Lingwulong
lived 174 million years ago during the Jurassic
Period. Its name means "amazing dragon from
Lingwu", the closest city to the site where a
farmer spotted the fossils while herding sheep.
The scientists excavated bones from at least 8
to 10 Lingwulong individuals, the largest of
which was about 57 feet long, said
paleontologist Mr. Xing Xu of the Chinese
Academy of Sciences, who led the study
published in the journal Nature
Communications.

Trump held first-ever one-to-one talks with
Russian President Mr. Vladimir Putin on July
16, 2018 in Helsinki, Finland. The historic
summit opened with Mr. Trump promising an
`extraordinary relationship' and Mr. Putin
saying that it was high time to thrash out
disputes around the world. Mr. Putin stated that
the Cold War was a thing of the past and today
both Russia and the US face a whole new set of
challenges. Mr. Trump said that the US
relationship with Russia had "never been
worse" than it was "until four hours ago," just
before the two spoke. Helsinki is known for
hosting many international summits between
Russia and the US since the Cold War days and
has acted as a bridge between the Communists

Football team and their coach were rescued
from the flooded Tham Luang Nang Non Cave
in northern Thailand on July 12, 2018, after
being trapped for 18 days, bringing an end to
the ordeal that prompted a huge international
rescue effort. The rescue operation that began
as a local search for the missing but turned into
a complex mission, involving hundreds of
experts who flew in from around the world to
help. The 12 young footballers, aged between
11 and 16, and their 25-year-old coach got
trapped on June 23, 2018 while exploring the
Tham Luang cave in Chiang Rai province of
northern Thailand after soccer practice and a
rainy season downpour flooded the tunnel. The
boys were found inside the cave by British
rescue divers about 4 km from the cave mouth.
Thirteen foreign cave diving experts and five
Thai Navy rescuers conducted the rescue
operation that lasted four days.

India breaks into top 100 in UN's E-
Government Index: India has jumped 22
places to break into the top 100 of the United
Nation's E-Government Index 2018. The E-
Government survey is released by the United
Nations in every two years. The 2018 edition:
`Gearing E-Government to Support
Transformation towards sustainable and
resilient societies' was launched on July 19,
2018. India, which was ranked 118 in 2014,
jumped 11 places to be ranked 96 in 2018. The
jump shows how digital technologies and
innovations are impacting the public sector and
changing people's everyday lives. The E-
Government Development Index (EGDI) is a
composite index based on the weighted average
of three normalised indices:
Telecommunications Infrastructure Index;
Human Capital Index; and Online Service
Index. It mainly assesses e-government
development at the national level. India scored
well on the Online Services sub-index with a
score of 0.9514. However, it performed poorly
in the Telecommunication Infrastructure Index,
with a score of 0.20091. On Human Capital
Index, India scored far below the world average
with a score of 0.6627. India's overall score was
0.5484.

Over 40 Lakh Left Out Of Draft NRC In
Assam
More than 40 lakh of the 3.29 crore applicants
in Assam were left out of the complete draft
National Register of Citizens (NRC), which
was published on July 30, 2018. The five-year
exercise was completed at a cost of Rs. 1,220
crore. The draft NRC was released in Guwahati
by Registrar General of India Mr. Sailesh and
NRC State Coordinator Mr. Prateek Hajela in
the presence of Joint Director (Northeast) in the
Ministry of Home Affairs Mr. Satyendra Garg.
While the publication of the list triggered a
political row in the Parliament, the situation in
Assam remained largely peaceful, with
thousands lining up at NRC Nagrik Seva
Kendras (NSKs) to check their status.
As many as 3,29,91,384 people had applied and
the applications of 2,89,83,677 were accepted,
said Mr. Sailesh. The final draft included the
names of 1.9 crore applicants who were listed
in the first draft published on December 31,
2017. The remaining 40,007,707 applicants,
whose names did not figure in the list will be
given ample opportunity through a process of
claims and objections till September 28, 2018,
and their citizenship status will not be
questioned till the final, error-free draft is
prepared, Mr. Sailesh said. Mr. Sailesh and Mr.
Hajela, however, did not specify when the final
draft would be prepared. But they indicated the
period for claims and objections could be
extended by a month. Those not on the list
include 2.48 lakh Doubtful-voters (D-voters)
and their siblings and descendants. Mr. Sailesh
said that the process has been completely
transparent, fair, objective and meticulously
carried out. Reiterating that the list released
was only a draft and not the final one, he said
that those not in the draft will get many
opportunities with adequate time to establish
their citizenship claim. People who lack
knowledge will be provided assistance and full
justice will be meted to all, Mr. Sailesh added.

Lok Sabha Passes National Sports University
Bill, 2018
A Bill to establish a National Sports University
in Manipur to promote sports education was
passed by the Lok Sabha on August 3, 2018, as
several members sought the inclusion of sports
as a part of a comprehensive education
curriculum. The National Sports University
Bill, 2018, which seeks to replace an ordinance
promulgated on May 31, 2018, was passed by a
voice vote. During the debate on the Bill, which
was introduced two days earlier, Mr. N.K.
Premchandran of RSP questioned the need for
bringing an Ordinance. He said that a university
has to be autonomous in character but the
provisions of the Bill defy this. He also noted
that the Central Government had the full
authority and control over the institution which,
therefore, will not be autonomous. Replying to
the debate, Sports Minister Mr. Rajyavardhan
Singh Rathore said that the university would be
set up in Manipur at a cost of Rs. 524 crore to
promote sports coaching and research. The
legislation was earlier introduced in the Lok
Sabha in August 2017, but could not be passed.
Hence, the government had to come out with an
ordinance, the Minister said. A sportsperson
will be the University's Vice Chancellor, while
its academic council will also comprise sports
personalities, Mr. Rathore said.
President Gives Assent To Fugitive
Economic Offenders Bill
Hon'ble President Mr. Ram Nath Kovind gave
his assent to a law that will deter fugitive
economic offenders to evade legal process in
India and flee the country, on August 5, 2018.
A fugitive economic offender is any individual
against whom warrant for arrest is issued for
his involvement in select economic offences
involving amount of at least Rs.100 crore or
more and has left India so as to avoid criminal
prosecution. The new legislation will prevent
big economic offenders like Vijay Mallya and
Nirav Modi from fleeing the country and
evading the law. Both Mallya and Nirav Modi,
wanted in cases being probed by the Central
Bureau of Investigation (CBI), are out of India.
The new law allows designated special court to
declare a person as fugitive economic offender
and to confiscate his property including
`benami' ones. According to the Act, all the
rights and title in the confiscated property shall,
from the date of the confiscation order, vest in
the Central Government, free from all
encumbrances. The Fugitive Economic
Offenders Bill, 2018 has been passed by Rajya
Sabha and Lok Sabha. Justifying the financial
limit of Rs.100 crore for invoking the
provisions of this new law, Finance Minister
Mr. Piyush Goyal had recently said in
Parliament that it was being done to "catch the
big offenders and not to clog the courts".
Rajya Sabha Passes Bill To Give
Constitutional Status To NCBC
The Bill extending constitutional status to the
National Commission. for Backward Classes
(NCBC) -was cleared unanimously by the
Rajya-Sabha-on August 6, 2018. In the Upper
House, the Constitution (123rd Amendment)
Bill, 2017, was adopted by all the present 156
members, incorporating: certain amendments
made by the Lok Sabha. Earlier the Lok Sabha
had passed unanimously the Bill on August 2,
2018, with over two-thirds majority. The Lower
House had passed the Bill superseding the
amendments by the Rajya Sabha, with all 406
present voting in favour after an almost five-
hour debate in which more than 30 members
participated. During the debate on the
Constitution (123rd Amendment) Bill 2017,
several members demanded a census to
ascertain the population of Other Backward
Classes (OBCs) while some others pressed for
making public the socio-economic survey of
2014. Over two-thirds majority voted in favour
of the Bill, which is a necessity for amending
the Constitution. Replying to the debate in Lok
Sabha, Empowerment Minister Mt Thaawar
Chand Gehlot said that the government was
committed to the upliftment of the
downtrodden and backward classes of the
society. He said that the Union Cabinet had
decided to amend the SC/ST Act to further
strengthen the law to protect their rights.

Defence Acquisitions Council (DAC), chaired

Lok Sabha Passes Anti-graft Amendment
Bill
The Lok Sabha passed the Prevention of
Corruption (Amendment) Bill, 2018 on July 24,
2018, that seeks to punish bribe-givers and
bribe-takers. The Bill provides for jail terms of
three to seven years, besides fine, to those
convicted of taking or giving bribes to public
officials. The Bill also extends the ambit of
public servants who will be protected by the
provision of a prior government sanction for
prosecution. There is also a provision now to
get prior permission for starting an
investigation and that has prompted many to
say that the law has been "diluted" from its
original draft.
India Elected As President Of Asia-Pacific
Institute For Broadcasting Development
India was elected as the President of the Asia-
Pacific Institute for Broadcasting Development
(AIBD) for a period of two years on August 3,
2018. India got elected against Iran during
voting which took place at the 44th annual
gathering of AIBD in Colombo, Sri Lanka. The
three-day gathering was inaugurated by Sri
Lankan Minister of Finance and Mass Media
Mr. Mangala Samarweera. On the same
occasion, Director-General of All India Radio,
Mr. Faiyyaz Sheheryar was re-elected as Chair
of the Executive Board of the AIBD, while Sri
Lanka was elected as Vice-chair.

Supreme Court Lifts 'Blanket Ban' On
Peaceful Protests At Jantar Mantar
In a much-awaited judgement, Supreme Court
lifted the blanket ban imposed on protests
around Delhi's furious Jantar Mantar on July
23, 2018. In its decision, the court said that
protesters are allowed to organise peaceful
protests in the area. There cannot be a
"complete ban" on holding protests and sit-ins
at Jantar Mantar and Boat Club in New Delhi,
the court said. The court has ordered the Delhi
Police to prepare rules in accordance with the
areas around the buildings where the people c
an peacefully hold such events. Also, the
guidelines for the protests will specify the
occasions when these demonstrations cannot be
held. A bench comprising Justice A.K. Sikri
and Justice Ashok Bhushan said that there is a
need to maintain a balance between conflicting
rights such as the rights of citizens to live
peacefully and the right to protest.

No-confidence Motion Against Modi
Government Defeated The first no-confidence motion brought against
the Narendra Modi government in four years by
the opposition parties was defeated in the Lok
Sabha on July 20, 2018 after a debate that
lasted 12 hours. The no-confidence motion was
brought by the Telugu Desam Party (TDP),
Congress and other opposition parties. With the
proceedings going on late in the night, Lok
Sabha Speaker Ms. Sumitra Mahajan put the
motion to vote. While the motion was defeated
in the voice vote itself, the division of votes
showed that the NDA had won 325 votes while
the Opposition garnered 126 votes and none of
the 451 members present had abstained. The
535-member Lok Sabha has 313 MPs
belonging to the NDA while 222 belong to the
opposition parties. Shiv Sena and Biju Janata
Dal walked out of no-confidence motion
proceedings in Lok Sabha.
India, South Korea Sign 11 Pacts To
Enhance Cooperation In Various Fields The President of South Korea, Mr. Moon Jae-
in, was on a four-day visit to India from July 8
to 11, 2018. His visit was a landmark in
providing a new impetus to India-South Korea
relations. This was Mr. Moon‘s first official
visit to India. South Korean President Mr.
Moon and First Lady Ms. Kim Jung-sook got
ceremonial reception on their arrival. They
kicked-off their visit with a tour of the
Akshardham temple in New Delhi. During his

cooperation in the areas like anti-dumping,

commercialization to reap benefits of the 4th

In New Delhi The 10
th edition of the ASEAN Delhi Dialogue
(DD X) was held in the national capital from
July 19 to 20, 2018. External Affairs Minister
Ms. Sushma Swaraj hosted the DD X. The
theme of the 2018 DD X was ―Strengthening
India-ASEAN Maritime Cooperation‖.
At the Delhi Dialogue, Ms. Sushma Swaraj
spoke of India‘s vision for the Indo-Pacific
region. She said that the region must be a free,
open and an inclusive region. It should allow
use of common spaces on sea and in the air, she
added, in a possible reference to China

Largest Party In Pakistan Elections Former Cricketer Imran Khan‘s Pakistan
Tehreek-e-Insaf emerged as the single largest
party, winning 116 of the 270 contested seats,
as revealed in the final results released by
Election Commission of Pakistan on July 28,
2018. The party, however, is short of the 137
needed for simple majority. The final results
were announced more than two days after the
conclusion of voting for the 11th
general
elections held on July 25, 2018. According to
the Election Commission of Pakistan (ECP),
Pakistan Tehreek-e-Insaf (PTI) led the National
Assembly tally with 116 seats whereas, jailed
former Prime Minister Mr. Nawaz Sharif‘s
Pakistan Muslim League-Nawaz (PML-N)
stood second with 64 seats; former President
Mr. Asif Ali Zardari‘s Pakistan Peoples Party
(PPP) was at the third spot with 43 seats.
Muttahida Majlis-e-Aml Pakistan (MMAP) was
at fourth position with 13 seats. The PTI is on
the top with 16,857,035 votes, followed by the
PML-N with 12,894,225 and the PPP with
6,894,296 votes. The independent candidates
are the fourth largest group in terms of votes
cast with a total of 6,011,297 votes received,
the ECP said. Thirteen independent candidates
have also won and would play an important
role as the PTI needs their support to form the
government at the Centre. The Karachi-based
Muttahida Qaumi Movement Pakistan
(MQMP), which ruled the city for decades,
managed to win just six seats.
The election marks the second democratic
transition of power in the 70-year history of
Pakistan. The military has ruled Pakistan
through various coups for nearly half of the
country‘s history since independence in 1947.
Asian Nations Slam US-China Trade War Asian countries have voiced their concern on
the potentially devastating impact of a US-
China trade war, with Ministers calling for the
acceleration of talks for a gigantic Beijing-
backed free-trade deal that excludes the United
States. Fear that a simmering trade spat
between the world‘s top two economies could
spiral into a full-blown trade war-with painful
consequences for China‘s neighbors – was on

after Washington said that it would increase the

worth $200 billion.

Protectionism The 2018 BRICS Summit was held in
Johannesburg, South Africa from July 25 to 27,
2018. The three-day summit, centered around
the theme ―BRICS in Africa: Collaboration for
Inclusive Growth and Shared Prosperity in the
Fourth Industrial Revolution‖, witnessed the
discussion of core areas of cooperation and
mutual interest of BRICS – which included,

international security and peace and global
governance. The summit also included a
BRICS-Africa Outreach Session. During this

North Korea Has Not Stopped Nuclear,
Missile Programme: Confidential UN Report North Korea has not stopped its nuclear and
missile programmes in violation of United
Nations sanctions, according to a confidential
UN report accessed by Reuters. The six-month
report by independent experts monitoring the
implementation of UN sanctions was submitted
to the Security Council North Korea sanctions
committee on August 3, 2018. According to the
149 page report, North Korea has not stooped
its nuclear and missile programmes and
continued to defy UN Security Council
resolutions through a massive increase in illicit
ship-to-ship transfers of petroleum products, as
well as through transfers of coal at sea during
2018 The North Korean mission to the United
Nations did not respond to a request for
comment on the report. The UN report said that
North Korea is cooperating militarily with
Syria and has been trying to sell weapons to
Yemen‘s Houthis. Pyongyang also violated a
textile ban by exporting more than $100 million
in goods between October 2017 and March
2018 to China, Ghana, India, Mexico, Sri
Lanka, Thailand, Turkey and Uruguay, the
report said. The report comes as Russia and
China suggest the Security Council discussions
easing sanctions after US President Mr. Donald
Trump and North Korean leader Mr. Kim Jong-
un met for the first time in June 2018 and Mr.
Kim pledged to work towards denuclearization.
The United States and other Council members
have said that there must be strict enforcement
of sanctions until Pyongyang acts.
PM Modi Visits Uganda, Adresses Ugandan
Parliament
Prime Minister Mr. Narendra Modi visited
Uganda from July 24 to 25, 2018, on the second
leg of his three-nation Africa tour after
Rwanda. India and Uganda signed four MoUs
in various fields including the areas of defence,
diplomatic ties, cultural exchange and material
testing laboratory. The agreements were signed
following the delegation-level talks between
PM Mr. Narendra Modi and Ugandan President
Mr. Yoweri Museveni in Kampala. The MoUs
signed between India and Uganda include
MoUs on Defence Cooperation; Visa
Exemption for Diplomatic and Official Passport
Holders; Cultural Exchange Programme; and
Material Testing Laboratory. PM Mr. Modi
also announced two Lines of Credit worth
nearly $200 million to Uganda in energy,
infrastructure, agricultural and dairy sectors.
India will continue to play as a stable partner in
the country‘s journey towards development.
India will also render vehicles, ambulances and
cancer therapy machine to Uganda. Mr. Modi
also offered to build a commemoration centre
in Kampala in memory of Mahatma Gandhi.
Both the countries would work together in
trade, investment and tourism sectors,
supporting mutual prosperity through
reciprocity.

Prime Minister Mr. Narendra Modi was on a
two-day visit to Rwanda from July 23 to 24,
2018. Mr. Modi is the first Indian Prime
Minister to visit Rwanda. Rwandan President
Mr. Paul Kagame personally received PM Mr.

held wide-ranging talks and discussed a host of

Agreements in the area of trade, defence, dairy

signed between the two nations.
UAE Launches Amnesty Scheme For
Overstayers The UAE launched a landmark three-month
visa amnesty programme on August 1, 2018,
that will benefit hundreds of illegal foreign
workers, including Indians, who are
overstaying their permits. The programme
allows the workers to leave the country without
paying penalty and also gives them six months
to find a job. The UAE is home to 2.8 million
Indian expatriates, the largest expatriate
community in the country.
This is the third such amnesty announced by
the UAE government in just over a decade.
Overstaying residents have the option of exiting
the country without facing punishment.
Alternatively, they can also rectify their status
by getting a new sponsored, valid visa.
Israel Adopts Jewish Nation-state Law
Giving Special Status To Jews
The Parliament of Israel adopted a law defining
the country as the nation-state of the Jewish
people on July 19, 2018, provoking fears that it
could lead to blatant discrimination against
Arab citizens. Arab lawmakers and Palestinians
called the law racist and said that it legalized
apartheid following a tumultuous debate in
Parliament. Others said that it neglects to
specify equality and the democratic character of
Israel, implying that the country‘s Jewish
nature comes first. The European Union
expressed concern and called for the rights of
minorities to be respected. The legislation,
adopted by 62 votes to 55, makes Hebrew the
country‘s national language and defines the
establishment of Jewish communities as being
in the national interest. Arabic, previously
considered an official language, was granted
only special status. The law speaks of Israel as
the historic homeland of the Jews and says that
they have a ―unique‖ right to self-determination
there, according to its final text. The legislation
becomes a part of the country‘s basic laws,
which serves as a de facto constitution. Prime
Minister of Israel Mr. Benjamin Netanyahu said
after the vote on the legislation, backed by his
right-wing government that the country is a
Jewish state, but in recent years some have tried
to question that as well as the principles of
existence and rights of Jews. He called its
approval a ―decisive moment‖ in the history of
Israel.
Emergency Lifted In Turkey After Two
Years The state of emergency in Turkey, which was
imposed after the failed 2016 coup, came to an
end on July 18, 2018. President of Turkey Mr.
Recep Tayyip Erdogan had declared the state of
emergency on July 20, 2016, five days after
warplanes bombed Ankara and bloody clashes
broke out in Istanbul in a doomed putsch bid
that claimed 249 lives. The measure, which
normally lasts three months but was extended
seven times, ended after the government
decided not to ask that it be extended for an
eighth time. The state of emergency saw the
detention of some 80,000 people and about
double that number sacked from jobs in public
institutions. The biggest purge of Turkey‘s
modern history has targeted not just alleged
supporters of Fethullah Gulen, the US-based
preacher blamed for the coup, but also Kurdish
activists and leftists. The former leaders of the
opposition pro-Kurdish Peoples‘ Democratic
Party (HDP) – Mr. Figen Yuksekdag and Mr.
Selahattin Demirtas – are still languishing in
jail following their arrest in November 2016 on
charges of links to Kurdish insurgents. During
the presidential election campaign, which he
won, Mr. Erdogan pledged that the state of
emergency would end. But the opposition has
been angered by the government‘s submission
of new legislation to Parliament that apparently
seeks to formalize some of the harshest aspects
of the emergency. The main opposition,
Republican People‘s Party (CHP), said that the
new measures would amount to a state of
emergency on their own.

Davis, resigned on July 9, 2018, two days after
the cabinet approved a plan to retain strong
alignment with the European Union even after

trying to win over Brexit hardliners in her own
Conservative Party ahead of a fresh round of

eurosceptic, Mr. Davis was appointed in 2016

referendum. He became the face of Brexit,
leading the British delegation in talks with
Brussels, although his role was overshadowed
in recent months as Ms. May and her aides took
an increasingly key role in the negotiations. Mr.
Davis had reportedly threatened to quit several
times over a perceived lack of firmness in
Britain‘s negotiating stance but had remained
strictly loyal to the Prime Minister in public.
The resignation came just hours before Ms.
May was due in Parliament to explain her plan
for Britain to adopt EU rules on goods after
Brexit, amid anger from MPs in her own party
who want a cleaner break. Mr. Davis was
replaced a day later with Mr. Dominic Raab, a
lawmaker who strongly supports the exit of
Britain from the European Union. Mr. Raab,
44, was elected to Parliament in 2010 and has
