MINUTES
CALL TO ORDER
The Mobility Partnership Meeting was called to order at 9:30 a.m. by Chairperson Muenzer in
the Gilroy Police Department Community Room, 7301 Hanna Street, Gilroy, CA 95020.

4. APPROVE THE REGULAR MEETING MINUTES OF JUNE 27, 2018
On General Consensus, and there being no objection, the Mobility Partnership Regular
Meeting Minutes of June 27, 2018 were approved.
5. REPORTS FROM VTA AND SBCOG STAFF
Casey Emoto, Santa Clara Valley Transportation Authority (VTA) Deputy Director,
Engineering and Program Delivery Division; Mary Gilbert, Council of San Benito County
Governments (SBCOG) Executive Director; and Chris Metzger, Project Manager provided
updates on 2016 Measure B sales tax for Santa Clara County, Measure G sales tax for San
Benito County, SB 1 funding application for US 101/SR 25 Interchange Phase 1, other
funding options and high-speed rail.

Discussion:
1. Mr. Casey Emoto delivered an update on Santa Clara County’s 2016 Measure B. The
sales tax measure was passed on November 8, 2016 with tax collection started in April
2017. The tax measure is still under litigation. Oral arguments are scheduled for October
9, 2018. Funds collected from the measure are being kept in an escrow account until the
suit is resolved.
2. Ms. Gilbert provided an update on the proposed San Benito County sales tax measure for
the November 2018 elections. Measure G, the proposed one-percent sales tax for 30 years
would raise approximately $16 million annually. The proposed sales tax measure will
fund the Highway 25 widening project, as well as extensive local streets and roads
improvements.
3. Mr. Emoto provided an update on the SB 1 funding application under the Trade Corridor
Enhancement Program (TCEP) for the US 101/SR 25 Interchange Phase 1 Project. The
California Transportation Commission (CTC) voted on August 15-16 to approve the
funding application in the amount of $4.2M for the design phase of the project.
The project’s baseline agreement between VTA and CTC also identified a VTA local
matching fund of $1.8 million intended to come from 2016 Measure B. However, due to
Measure B’s ongoing litigation, the VTA Board of Directors will consider approval of
$1.8 million from the Vehicle Registration Fee (VRF) Countywide Fund at its November
1, 2018 VTA meeting to cover the local match. If the 2016 Measure B litigation is
resolved in VTA’s favor, the amount used from the VRF fund will be repaid from 2016
Measure B revenue.
For other funding options, VTA and Caltrans are exploring the remaining approximately
$2 million for the SR 152 Trade Corridor. This is from VTA’s $5 million contribution
and the State’s $5 million contribution originally made available to the SR 152 Trade
Corridor effort.
Mr. Emoto also discussed repurposing or reallocating federal earmarks still remaining
from the SR 152/SR 156 project. VTA decided not to pursue reallocation of these unused
funds to the design phase of the US 101/SR 25 Interchange Phase 1 Project since this
would require NEPA which would delay design phase completion.
Vice-Chairperson Carr asked on the difficulty in moving federal earmarked dollars. Mr.
Emoto said that VTA has started a process to get support from a congressional legislative
office to do this initiative. Mr. Emoto also stated that VTA is studying other options to
pursue reallocation of unused federal funds on other CEQA only stand-alone projects for
the US 101/SR 25 Interchange project.

4. Mr. Metzger provided an update on High Speed Rail (HSR). The project’s baseline cost
median range is $77 billion with a low of $63 billion and high of $98 billion. The Draft
Environmental document (for South of Gilroy to Merced) is planned to be out by end of
2019, Final Environmental document in November 2020 and Preliminary Preferred
Alternative by Spring 2019. VTA plans to invite Boris Lipkin, HSR Northern California
Regional Director, in early 2019 MP meeting to discuss developments and schedule of
HSR . HSR and VTA will coordinate on efforts that will affect the SR 152 Trade
Corridor Project specifically on flood plain impacts, wildlife corridor assessment habitat
and “Blended At-Grade” alignment option throughout the Gilroy corridor.
5. Vice-Chairperson Carr requested if HSR can discuss the Pacheco Pass route option and if
other routes/alternatives such as more “southerly crossing” to the Central Valley are also
considered for the Valley-to-Valley span. The request was noted.
6. PRESENTATION ON US 101/SR 25 INTERCHANGE IMPROVEMENTS – PHASE 1
Discussion:
Mr. Metzger provided updates on the developmental work and funding options for the US
101/SR 25 Interchange Improvements – Phase 1.
1. Mr. Metzger stated that VTA will develop Phase 1 as a CEQA-only project.
2. Vice-Chairperson Carr inquired on the definition of local fund source. Mr. Metzger stated
that local fund source in relation to SB 1 funding is VTA; local fund source in relation to
Measure B is a non- Measure B source such as from city or VTA.
3. Vice-Chairperson Carr asked if Santa Teresa Boulevard would be part of the Santa Clara
county expressway program. Mr. Metzger said that Santa Teresa Boulevard is currently
not part of the program. VTA will provide additional information at the next meeting.
7. CALTRANS UPDATE
Discussion:
Mr. Nick Saleh, Caltrans District 4 Division Chief provided an update on SR 25 interim
improvements and other Caltrans activities in Southern Santa Clara/North San Benito
Counties.
1. Caltrans is in continuous coordination with HSR.

2. Santa Clara County conducted speed surveys on Bolsa Road and is considering the
elimination of left turns from Bolsa Road to southbound SR 25. Mr. Saleh will continue to
coordinate with Ms. Gilbert and Member Ignacio.
3. Vice-Chairperson Carr inquired on the status of the fix to the deteriorating US 101
shoulder lane near the US 101/SR 25 interchange. Mr. Saleh would request Caltrans’
Maintenance to address this concern.
Public Comment
Interested Citizen, made the following comments: (1) Gilroy’s worsening traffic; (2) need
to hold more regular MP meetings.
8. NEXT STEPS
Discussion:
Chris Metzger, Project Manager, discussed workplan updates, next steps and action items.
1. Reconvene discussion on SR 152 Trade Corridor, revisit governance topics and financial
issues/efforts on next MP meetings.
2. SR 152 Trade Corridor project assumes that the full US 101/SR 25 Interchange Project
(Monterey Road to SR 25; Total Project Cost Estimate ~ $250 million) be built for the SR
152 Trade Corridor project to be effective.
3. VTA staff to prepare Mobility Partnership talking points highlighting purpose, needs, and
benefits.
4. Vice-Chairperson Carr requested to update VTA Board of Directors on the Mobility
Partnership. Mr. Emoto will coordinate with VTA Board Office for future inclusion on
VTA Board agenda.
On General Consensus, and there being no objection, the Mobility Partnership workplan
was approved.
9. FUTURE MEETING SCHEDULE
1. Members requested that next meeting be scheduled for December 12, 2018 and March
13, 2019. Specific location, date and time to be determined.
