Brief Description of Uppar Ganga Canal

Year Description 1840 Construction of Uppar Ganga Canal Project was started under control of

Colonel Sir Probai T. Kotley, K.C.B., F.R.S. 1854 Construction work of Uppar Ganga Canal Project was completed.

The expenditure on this project was Rupees 1,41,60,311 Anna 07 Pai 05. 1970 Muzaffarnagar Division Ganga Canal came in existence on 25-11-1970.

Short Note

Irrigation facility to the farmers is being made available by Uppar Ganga Canal System in this division. Origin of Uppar Ganga Canal is from Holy Ganga River near HAR KE PAURI at HARIDWAR District, which is situated in Uttarakhand State. The reach of Uppar Ganga Canal from Km. 33.789 to Km. 81.053 (total length 47.264 Km.) is under the jurisdiction of this division. The jurisdiction of this division comes partly in the Distt. Haridwar, Saharnapur, Muzaffarnagar and Meerut. The District-wise total length of Channels, Distributory & Minors, details of their Command area and tails is as under :- S.L. Distt. Description of essential information for farmers & other Public regarding procedure of the department

Main service of the division is to provide water to the farmers for irrigation of land according to the standard of different crops, at cheap rates declared by the UP Govt. so that the farmers can grow more agriculture production for their prosperity and to contribute for the State and Country to be self-dependant.

¼1½ Standard of service and time limit :-

To ensure easily, sufficient and time bound supply of water to the farmers, on the basis of available water during the last 10 years, at the head of Upper Ganga Canal System, roistering fixed assuming minimum water availability of 75%. Accordingly irrigation service roster on a prescribed form is proposed two times in a year, i.e crop-wise for Rabi and Kharif Proposed roster is approved by Executive Engineer, Superintending Engineer, Agriculture Officer, Chief Development Officer, Sinchai Bandhu, Distt. Irrigation and Power advisory committee and finally by the District Magistrate of the concerned command Distt. After approval it is got published. For vide publicity, in the starting of crop, it is made available to Block Pramukhs, M.L.As, M.Ps. Gram Pradhan through B.D.Os., Distt Administrative Officers and for general public by New Paper, so that farmers can plan their crop pattern according to the availability of water in roaster. It is passed at the offices of BDOs & Tehsildars.

Seenchpal entered the irrigated area in the record. Seench Pryavekshak measures the irrigated area. Before measuring the irrigated area he informs to the Gram Pradhan and farmers. He pastes the notice at Gram Panchayat building. Tehsildar is informed also, so as to made availability of the Lekhpal at the time of measuring to irrigated Area. Farmers are expected to personally be present at the measuring time of irrigated area. If there is any discrepancy, it can be removed at the same time. Irrigation slip is provided to the farmers after proper measurement, if there is any mistake of crop entry, free flow or lift irrigation, farmers

are expected to object in written within 30 days of getting such slips. If the field has not been irrigated and irrigation tax is imposed, its objection must be given in written within 21 days of slip distribution. These objections can be given to Ziledar, DRO, Assistant Engineer and Executive Engineer. The objections are enquired within 15 days. After disposal of such objections, farmers are informed accordingly. After measurement, Zamabandi is prepared and sent to Tehsil on due date i.e. Ist May for Rabi and 15 November for Kharif. Irrigation tax is collected by the employees of the Tehsil. It is to mention that if the application is for reduction or rebate in the irrigation tax and the crop is cut within 15 days of submitted the application, than it can be rejected. Therefore, the Farmers are advised to, if there is any objection, inform accordingly to the officer concerned and maintain the time limit.

¼2½ Ensured of Service This division and its employees are ready to serve the Public and try that farmers not

face any problem and they can get maximum water for irrigation at their turn. But due to unavoidable natural factors, which are not under control of the irrigation department, roaster can be changed for the benefits of maximum public. This change is discretionary for favour of mass public. Farmers are informed with such changes by different means. They are expected not to take water by unfair means such as cutting and obstacle in the natural flow of water in the canals. Because canal damages by such actions and other farmers are unable to get sufficient water at their turn. Such unauthorized irrigation by unfair means, misuse of canal banks and damaging the Govt. property is punishable offence. Scientists have now proved that required watering at proper time exceeds the production and if there is over irrigation of crops, it reduces the production. For properly required water and other advisory help farmers should contract to the Agriculture Department By taking superfluous water farmer does not only his own loss but loss of other farmers also, due to non-availability of water to them. Wastage of water is a national loss.

¼3½ Availability of Information :- As per Govt. procedure after depositing fixed money, information can be received from

this division under RTI-2005 for this Asstt. Engineer is Asstt Information Officer, Executive Engineer is Information Officer, and Superintending Engineer, Ist Circle, Irrigation Works, Meerut is Appellant Officer.

¼4½ Discussion with Citizens and Public Representative :- For discussion with Citizens and Public Representatives and advice, there is a Sinchai

Bandhu Sammittee in the Distt. All the Members of Parliament, Members of Rajya Sabha, Member of Legislative Assembly, Member of Legislative Council Block Pramukh etc. are its members, district level officers of Irrigation & Agriculture are its members. Executive Engineer, M.Nagar Division, Ganga Canal, Muzaffarnagar is secretary member. Meeting is Presided by the Chairman, Zila Panchayat, Muzaffarnagar, its vice Chairman is nominated by the Govt.. There is monthly meeting of Sinchai Vibhag Apke Dwar, at Block level. Likely there is Tehsil Divas for the Ist and 3rd Tuesday at Tehsil level. Members or their representatives discuss and solve the problems of the Public in these meetings. Details are as under :-

(A) Janpad Sinchai Bandhu

This is a Distt. Level meeting held on 2nd Wednesday of each month. The following points are discussed and related problems are possibly solved.

(i) Details and Programme of Canal Cleaning. (ii) Problem of Canal cutting and tail feeding. (iii) Running of Canals according to the Roaster. (iv) Problems related to outlets arrangement. (v) Problems related to State Tube wells. (vi) Problems of State Tube well Closure. (vii) Problems related to Irrigation tax fixation. (viii) Other problems of farmers.

Proceeding is kept in a file. Time limit is fixed for the disposal of related problems of the farmers. It is tried to give information regarding rectification of the problem in the next meeting. If not rectified the same is forwarded to the competent authority for proper decision at their level.

(B) Tehsil Divas Tehsil Divas is arranged at Tehsil headquarter by the SDM from 10-00AM to 02-00 PM

on the Ist and 3rd Tuesday of each month. Tehsil and Block level Officers participate in this meeting. D.M. participate in any one Tehsil of his Distt. with all the Distt level Officers of Irrigation concerned to the Tehsil. It is tried to solve the problem of the public received there, if not it is solved within the stipulated time. Proper record is maintained of application and their disposal at Tehsil. Circle level Officers also participate in anyone Tehsil Divas of his jurisdiction..

(C) Sinchai Vibhag Apke Dwar Programme :- This programme is arranged at Block level on each 2nd Thursday every month from 09-

00AM to 02-00PM Concerning A.E./J.E./Ziledar/Seench paryaveksak/Seenchpal solve the problem of public related to Canal running, maintenance, tail feeding, Irrigation etc,. after proper discussion. Proceeding is forwarded to higher authorities.

(D) Disposal of Problems by Officers in their Office.

Officer or their representative remains available in office from 10-00AM to 12-00PM to solve the problems and petitions of the public. There is a register for the visitors. The Officer does rectification of the problem.

(5) Easy and convenient procedure of receiving the complaints and their timely disposal. Besides the important information in the roaster, there is mentioned the name,

designation, address and telephone no. of the Officer and employees of this division, so that farmers can contact them for their problems and rectification.

notice at Gram Panchayat. G. Roaster through BDO/Gram Pradhan.

(6) Open enquiry of work done by adjoining Citizens. According the present rule the irrigated area has to be measured by the Govt. employee

for imposing irrigation revenue in each crop. Farmers are invited at the time of measurement. Irrigation revenue imposed on different crops as per prevailing rates sanctioned by the UP Govt. This revenue detail is forwarded to the related Tehsildars for collection. Precaution is made not to be mistake in the name of farmer, crop, rate and area of fields. But if even than there is any discrepancy noticed by the farmer, department can be informed by the farmer. Such complaints are disposed off within stipulated time after proper enquiry under Uttar Bharat Canal and water drainage Act 1873, mentioned in I.M.O. Which is most likely to be complied by the Officers and employees. Besides this Procedure of irrigation Partal is available to made facility of the farmers.

(7) Important Information :- A. There is low production of crop, if it is over-irrigated. B. If the gul is not in proper condition supply of water can be stopped. C. If 50% of field has been irrigated and rest portion not separated by 15 Cm. High

boundaries, Irrigation tax shall be imposed on the complete field. D. If canal water is not required for the whole duration of the crop, the Executive Engineer

should be informed in written, before starting the crop season. Then there will be no irrigation tax. If after this canal water is used, than there shall be a penalty for 4 times of irrigation tax shall be imposed, other than normal due irrigation tax.

E. If there is unauthorized irrigation is done, than there will be 4 times of irrigation tax penalty shall be imposed, besides the normal due irrigation tax.

F. If canal water spreads in the field without requirement and its depth is more than 15 Cm., than there shall be a penalty for 2 times of irrigation tax, regarding wastage of canal water. If its depth is more than 30 Cm., than there shall be a penalty for 3 times of irrigation tax.

G. In case of crop spoiling due to natural calamities, such as Oola, Pala & Tiddhi etc., there shall be relaxation in irrigation tax i.e. nil-for crop loss upto less than 50%, half-for crop loss from 50% to 75% and full for crop loss 75% or above.

(8) Do

1- Cleans the guls before irrigation. 2- Irrigate the land in proper depth. 3- If not required by other farmer, closed the outlet.

4- If the water is unavailable or there is cutting or leakage in the canal inform the Junior Engineer or Ziledar concerned.

(9) Do not’s

1- Guls should not be destroyed. 2- Do not create obstacle in the free flow of canal water. 3- Do not destroyed the banks of the canals 4- Do not change the position of outlets of canals. 5- Do not spoil or waste the water of canal.
