Two local traders from Muse and Lashio explainedparticipation in rural development and poverty alleviationscheme of the government. Infant and young childfeeding

Human resources development has reachedthe centre stage for a country’s development asthe world today is relying more and more ontechnology and science that man has createdfor his own good.

As human resources are renewable, themore important thing is the inexhaustible supplyof skilled workforce and intellectuals andintelligentsia that can shape a better future andbring prosperity.

Here, we need to develop the humanresources from the very start or in other wordsfrom the childhood so that we will have aninexhaustible source. We cannot educate aninfant or a baby, but we can make him healthyand smart through nutritious food.

It’s simple that infants and young childrenneed wholesome food to develop everythingfrom their bones and muscles to brains. In fact,infant and young child feeding are a cornerstoneof care for childhood development.

Generally, infants and young children areunder the full care and protection of theirparents, especially mothers. Accordingly,parents have the duty to make their children fitand healthy and develop their brains throughproper feeding.

But rather than letting the job done byparents alone, there should be a comprehensivestrategy jointly realized by a wide sector ofparticipants for producing tangible results.

One of the effective ways is to educate thesepersons on the proper infant and young childfeeding practices as even the well-educated andwell-informed people sometimes lack knowledgeon this issue.

As this strategy calls for the participationof a wide range of sectors, the governmentdepartments, private businesses, localcommunities, domestic and international NGOsand UN agencies can fulfill this requirement.

With such a comprehensive force, we cansurely facilitate the work of disseminating infantand young child feeding knowledge and practicesto reach every grassroots and every doorstepeven in remote areas.

NAY PYI TAW, 24 Feb—Pathein TV retransmissionstation in Ayeyawady Region has switched over from 3 KW(VHF Channel 4) to 3 KW (UHF J-17) in transmitting MRTVprogrammes since 19 this month to extend the coverage withclearer pictures. Pathein, Ngapudaw and Myaungmyatownships have access to MTTV programmes through 3KW UHF system. Village-tracts in the south of Ngapudawand Myaungmya within 30 miles radius of Pathein can enjoyvivid pictures with the help of UHF outdoor antenna (11-bar) with booster.

BANGKOK, 24 Feb—Four soldiers were wounded whenthree bombs exploded at a shelter inside a school’s groundsin Thailand’s restive southern province of Yala, BangkokPost online reported on Thursday.

According to police, six soldiers from Yala Task Force 14who were on a security patrol went into the shelter inside thegrounds of Samakkhi School in Yala’s Yaha District to takea rest. Three bombs which had been planted there weredetonated simultaneously at about 9.30 am local time onThursday. The explosions wounded four soldiers and wreckedthe shelter. The schoolchildren were all in their classroomsabout 200 metres away at the time.

The improvised bombs, made of gas cylinders, weighedabout 10 kg in total, police said. They blamed separatistmilitants for the blast. Since the resurgence of insurgency in2004, around 11,000 violent incidents instigated bysecessionists in the southernmost provinces of Yala, Pattaniand Narathiwat happened with almost 5,000 people killedand nearly 8,000 injured.—Xinhua

MOSCOW, 24 Feb—Prime Minister Vladimir Putin onThursday vowed he would not allow foreign powers tointerfere in Russia’s internal affairs and predicted victory inan ongoing battle for its future.

Melanoma drug nearly doubles survival timeLOS ANGELES , 24 Feb

— A new drug to treatadvanced skin cancer, ormetastatic melanoma, hasbeen shown to nearlydouble average survivaltime in a study of morethan 130 patients,researchers said onWednesday.

Made by Genentech,a US subsidiary of theSwiss phar,maceuticalgiant Roche, the drug,Zelboraf, was approvedby the US Food and DrugAdministration in August2011, making it the firstnew treatment formelanoma in 13 years.

In agriculture sector, paddy productionof traditional farming is about 50-60 basketper acre. For actual production of at least

100 baskets per acre, there needs to makechanges in paddy strain, fertilizers, capital,farm equipment and agricultural techniques.The higher the standards of agriculturalsector, the higher the rural people’sstandards.

So as to do livestock breeding oncommercial scale, Township LivestockBreeding Departments will provide paddystrain, disseminations of technologies andpractical knowledge and supervisions.

Micro credit society will be implantedextensively so as to run foodstuff productionand manufacturing of bags and traditionalclothes on commercial scale.

Small-scale credit societies would assistmore in getting capital and additional capitalinvestment, which is essential for doing bigand small businesses and earning theirliving. Micro credit society can be formedwith five or six people and needs to register.Due to the advantages such as increase incapital, low interest rates and small scale, itwould bring more benefits to the needyfamilies. Thanks to ASEAN EconomicIntegration that will emerge in 2015, therewill be free trade between the countries. So,our country needs to be ready for thecompetitiveness.

So, establishments of industrial zonesare being carried out in Muse and Lashiotownships in order to produce and export

high-cost products and create more jobopportunities.

The country can not achievedevelopment and economic growth, basedonly on agriculture. So, emergence ofindustries is crucial. There should be closecooperation and participations among localentrepreneurs for the successful running ofthese industries.

Anticipations and cooperation amonglocal entrepreneurs play an important part.When only there is market demand, they canget good prices. If not, the prices are verylow. Exports and sales of logs, uncut gemsand jades, fruits and fishes and meats withoutbeing value-added have to rely on marketdemand.

So, the country needs to establishindustrial zones for the emergence of smalland medium industries. In doing so, it isvery important to know local people’s needsand suggestions. It needs to be aware of notcausing harm to the local people’s interests.

Besides, rural people of Mongyal wishto promote tourism industry in their regionbecause of the reason that the place wasbased by Shan chiefs of former times andthere have been ancient buildings in it.Tourists prefer ancient buildings tomodernized ones, natural beauty to artificialones. They like to feel traditional arts, foods,daily life of national races as well as theirtraditions. In addition, Tangyen is a townthat while viewing its regional greening,

one can get lessons from it if one can haveability to see how much rural people feltdefects of narcotic dugs in the former time.

The names of towns in that region telltheir history. Therefore, it is important to letsomebody see those towns as a touristattraction, by having traditional houses inneat and tidy, purified water and hospitalityof the people.

To pay a look on environmentalconservation in the region, the region is atthe risk of deforestation, which may becaused by slash-and-burn farming. It isneeded to transform that farming intoterraced one, and it should be known thatgrowing organic crops on a commercialscale gives much help in environmentalconservation. And those tasks will have tobe done under the programmes of theorganizations for rural development andpoverty alleviation.

In conclusion, he said Myanmar isnow practicing democracy system withtransparency. department will be able to scrutinize and submit the accountsof income and spending of those organizations. The Unionbudget accounts for 2011-2012 fiscal year are being checkedand plans are under way to submit the report in Novemberor December next fiscal year.

The deputy auditor general went on to say that ininspecting the financial accounts and business transactionswith the strength of employees from the Union Auditor-General’s Office and auditor offices at various levels,inspection of accounts in every six months started as a trialin the previous fiscal year. In doing so, in comparison withinspection inputs, it was found to be inappropriate due to

the first six month cash flow and accounts situation.Most of the checked accounts are found to have been

drawn unsystematically with incomplete amendments andheadings. Therefore, the Union Auditor -General’s Office isplanning to inspect only necessary departments biannuallyin the coming fiscal year and to prioritize inspection ofbusiness transactions and project undertakings.

All Pyidaungsu Hluttaw representatives have alreadyknown that the result of the examinations is more effective.International Auditor-General Offices place more emphasizeson it. These offices usually submit the reports on annualState Budgets. Union Auditor-General Office and RegionalAuditor-General Offices at different levels are to carry outauditing and work examinations with the two third of staffstrength. Only then, productive findings would come out.So, the proposal should be withdrawn.

U Thein Win said that he doesn’t want to withdrawhis proposal and want to take the Hluttaw’s decision. The

Hluttaw approved it with “yes” vote. At the proposal-submitting session, U Myo Myint of Mandalay RegionConstituency No.6 submitted the proposal on “urging theUnion Government to amend the provisions of Public WorkDepartment (PWD Code) and Public Work Account (PWACode) and publish the amended books.”

The Hluttaw approved to discuss it. Those who wantto discuss it are to register at the end of the meeting.

At the bill clarification session, Vice-President U SanTun of Joint Bill Committee explained the Committee’sobservations and comments on Pyithu Hluttaw Bill, andmember of the Committee Dr Soe Moe Aung, on Region/State Hluttaw Bill. Those who want to discuss thedisagreements between two Hluttaws are to register alongwith brief descriptions, at the end of the meeting. ‘Third of UK postcodes’ have slow broadband speedsLONDON , 24 Feb — A third of homes in the UK

have broadband speeds well below the nationalaverage, according to research from pricecomparison site uSwitch. While half of addressesget broadband speeds of 6.7Mbps or above, a thirdstruggle to get speeds above 5Mbps, 1.7m speedtests found. The East Sussex village of Winchelseawas the slowest, with an average speed of 1.1Mbps,according to uSwitch. Hereford was the slowestcity, with average speeds of 3.1Mbps.

The government wants to see super-fastbroadband as the gold standard in most UK homes,and has pledged to make the UK the fastestbroadband nation in Europe by 2015. By thattime, it also promises to make sure that all homeshave speeds of at least 2Mbps. The uSwitch data- based on 1.68 million speed tests carried out overthe last six months - suggests that there could stillbe some way to go.

“Britain might be riding the wave of a super-fast broadband revolution, but for 49% who getless than the national average broadband speed,the wave isn’t causing so much a splash as a

ripple,” said Julia Stent, director of telecoms atuSwitch. “And what’s really surprising is the numberof cities and towns such as Hereford and Carlislethat are suffering from slow broadband speeds,dispelling the view that it’s just rural areas andsmall towns that have issues with their broadband,”she added. systematic. U Sai Paung Nat ofShan State Constituency (12)discussed that the proposal isappropriate as it reflects the natureof work of all Union levelorganizations and Unionministries on a practical basis.

In response to the proposal,Deputy Auditor-General U MyoMyint of Union Auditor-GeneralOffice said that the Union Auditor-General’s Office is implementingits tasks with the workforce, whichaccounts for two thirds oforganizational employment. Thetasks include inspection offinancial accounts and of businesstransactions. There are two primaryrequirements for the Union AuditorGeneral’s Office to check whetheror not the organizations includedin the Union budget fund programhave actual income and spendmoney systematically. They arefor government organizations tocomplete accounts drawings in aprescribed period and for theBudget Department (Headquarters)to compile a grand total.

NAY PYI TAW, 24 Feb—UnionMinister for Agriculture and Irrigation UMyint Hlaing looked into 100-daypalethwe farmland at eleven speciescompetitive palethwe hybrid paddy strainfarmland planted by joining cooperationof Myanmar-Vietnam agriculturists nearChaing Village of Dekkhinathiri Townshiptoday. The union minister urged theofficials to compile detailed records ofper acre yields of each paddy strain, lifespan, resistance to insets and weather,expenses and profit.

Next, an agriculturist from theagriculture department demonstratedproduction of hybrid cucumber seeds.The union minister instructed them todisseminate knowledges to farmers anddistribute it to farmers at affordable price.

Afterwards, the union minister

inspected palethwe hybrid paddy strainfarmland at integrated mechanizedfarming (100-acre) at Taegyigon, inZabuthiri Township and yezin-1 hybridsunflower plantation (5-acre) inDekkhinathiri Township.

The ordinary sunflower seeds canyield 2 viss of oil, but yezin-1 hybrid ,4 viss of oil. In addition , its yield wouldbe 50 baskets per acre. Plans are underway to distribute enough sunflower strainsto farmers as they take more interestsin it.—MNA
