The director of Comenius University in Bratislava, Ľudovít Štúr Campus - Mlyny (hereinafter “LSC - M CU”) hereby issues, in accordance with

• Section 15(1)(l) of Act No 131/2000 on higher education institutions and amending certain acts, as amended (hereinafter the “Higher Education Act”),

• Art. 13(6) of Internal Regulation No 10/2008 Statutes of Comenius University in Bratislava, as amended (hereinafter “the Statutes of CU”) and

• Art. 6(5) of Internal Regulation No 3/2007 Organisational Rules of Comenius University in Bratislava, as amended (hereinafter “the Organisational Rules of CU”)

and after deliberation in the Committee on university dormitories and accommodation of the Academic Senate of CU and approval by the rector of CU, these Organisational Rules of LSC - M CU (the “Organisational Rules”):

Art. 1 Object of Regulation

(1) The Organisational Rules are the primary internal rules of LSC - M CU define the particulars1 of the status, organisation, management, activities and operations of LSC - M CU.

(2) The Organisational Rules are binding for all employees of LSC - M CU.

Art. 2 Status, Name and Registered Office

(1) LSC - M CU is a special-purpose establishment of CU in accordance with Section 21(1)(c) of the Higher Education Act.

(2) In accordance with Article 13(2)(a) of the Statutes of CU and Article 5(1)(d) of the Organisational Rules of CU, LSC - M CU is an autonomous operational unit of CU.

(3) The full name of this part of CU is:2

a) in Slovak: “Univerzita Komenského v Bratislave, Vysokoškolské mesto Ľ. Štúra - Mlyny”, abbreviated as “VM Ľ. Štúra - Mlyny UK”,

b) in English: “Comenius University in Bratislava, Ľudovít Štúr Campus - Mlyny”, abbreviated as “LSC – M CU”.

(4) The registered office of LSC - M CU is Staré Grunty 36, 841 04 Bratislava, Slovak Republic.

(5) The website of LSC - M CU is http://www.mlyny.uniba.sk Art. 3 Mission and activities

(1) The primary mission of LSC - M CU is to provide accommodation and catering for full-time students in higher education at CU and to ensure suitable conditions for their

studies and their physical and mental recreation, and to support their participation in free-time activities and social, cultural and sporting life.3

(2) LSC - M CU also provides accommodation and catering services for other persons, especially employees of CU and its component organisations. It may also provide accommodation and catering services for other higher education institutions and other legal entities and individuals on a contractual basis.

(3) LSC - M CU engages in business activity4 in the area of accommodation and catering services and the lease of non-residential premises.

(4) The mission and activities of LSC - M CU are regulated by the Higher Education Act and other acts of general application, the Statutes of CU, the Organisational Rules of CU and other internal regulations of CU.

Art. 4 Organisation and management

(1) The activities of LSC - M CU are carried out by organisational units in the following structure:

a) units reporting to the director of LSC - M CU b) the business and administration division c) the operational and technical division.

(2) A division may be subdivided into sections, departments and offices:

a) A section is a subdivision of a division that covers a broader range of related professional activities. The head of a division may propose the subdivision into sections and departments where there is an evident difference in the activities performed. A section is managed by its head, who reports directly to the head of the division.

b) A department is a subdivision of a section or division that performs a narrower range of specialised professional activities. A department is managed by its head, who reports to the head of their immediately superior section or division.

c) An office is the lowest level of organisational unit and provides for the performance of specific professional activities of the narrowest scope. The employees in an office (officers) report directly to the head of the department to which the office is subordinate.

(3) The total number of employee positions (jobs) in LSC - M CU is set at 270.28. A chart showing the organisational structure of LSC - M CU is included in Annex 1 hereof.

(4) The heads of divisions are responsible for their division’s correct and efficient operation. They report directly to the director of LSC - M CU.

(5) The head of a division, section or department can be deputised by an employee of the given division, section or department based on written authorisation.

(6) The divisions and their subordinate organisational units cooperate with each other and work together to ensure fulfilment of the tasks and mission of LSC - M CU without disruption of the smooth and correct operation of LSC - M CU.

Art. 5 Outline of the activities of the organisational units reporting to the director

(1) The director of LSC - M CU directly manages the director’s secretariat, the human resources officer, the inspection and complaints officer and the occupational safety and health officer in matters of strategy, development, employment and operations.

(2) The director’s secretariat implements the following agenda:

a) comprehensive provision for the operation of the director’s secretariat including independent material and technical arrangements for the secretariat,

b) provision of information necessary for the director’s activities, c) preparation and upkeep of documentation for the director’s decision-making, d) keeping a schedule of the director’s working meetings e) preparing and providing for the reception of visitors to the director, f) coordinating and providing for the reception of official visits to LSC - M CU, g) comprehensive organisational arrangement and coordination of the most important

events at LSC - M CU of an educational, academic or cultural-social character, h) receiving, recording, dispatching and archiving the director’s correspondence in paper

or electronic form, i) independently preparing the director’s routine correspondence, j) keeping a register of the director’s files, k) preparing data for congratulatory letters, l) keeping and managing written material of a general character, m)making arrangements for meetings of the director’s working committees, n) acting as the director’s assistant, o) keeping records of director’s representational fund, p) other related tasks and activities.

(3) The human resources officer implements the following agenda: a) personnel administration in accordance with labour law and CU’s internal regulations, b) recording and updating personal data in SAP, c) all personnel administration tasks related to the creation, change or termination of an

employment relationship, d) organisation of staff selection procedures in accordance with CU’s internal

regulations, advertising of job vacancies, administrative preparation and implementation of selection procedures,

e) managing the time and attendance records of employees of LSC - M CU, f) preparing documentation for payroll accounting and the payment of meal vouchers, g) keeping records of use of holidays, keeping records of leave due to obstacles at work,

h) communication with institutions – the Social Insurance Agency, health insurance companies, the Central Office of Labour, Social Affairs and Family, registration and deregistration and reporting of changes in the employment status of employees of LSC - M CU,

i) providing consultation services for employees of LSC - M CU on personnel matters, making out confirmation statements and other documents in the field of human resources,

j) registration and deregistration with the Social Insurance Agency and health insurance companies of employees of LSC - M CU performing work under an agreement on work performed outside employment,

k) other related tasks and activities.

(4) The inspection and complaints officer implements the following agenda:

a) providing for the checking of compliance with acts of general application, b) providing for the checking of compliance with CU’s internal regulations on

operational economy, payroll and technical matters, c) implementation of extraordinary thematic and planned inspections of operations in

LSC - M CU,

d) cooperating with external audit inspection bodies and law enforcement agencies, e) providing for the handling of requests, complaints and motions from individual and

legal entities in cooperation with the organisational units of LSC - M CU, f) preparing analyses and appraisals of submitted materials and comprehensive reporting

on the handling of submissions from individuals and legal entities, g) cooperation with the organisational units of LSC - M CU in scheduling checks needed

to handle complaints and motions or which are proposed based on such motions and complaints, and in the organisational arrangements for such checks,

h) keeping records of complaints, i) investigating complaints concerning the duties of LSC - M CU in accordance with

Act No 9/2010 on complaints, as amended,

j) carrying out inspections based on complaints and submissions, k) preparing analyses of inspections and findings, l) implementing measures adopted based on inspections by external authorities, m)implementing measures adopted to eliminate deficiencies identified in inspected

entities, n) other related tasks and activities.

(5) The occupational safety and health officer implements the following agenda:

a) full implementation and coverage of tasks laid down by law in the field of occupational safety and health (hereinafter “OS&H”),

b) organising and ensuring information and training for employees on OS&H, c) providing training for fire patrols,

d) preparing, keeping, maintaining and updating required documentation, e) performing preventative fire inspections, checking workplaces, work aids, work

practices and the organisation of work, f) overseeing compliance with legislation and other regulations, g) overseeing compliance with the principles of fire protection, OS&H, instructions for

ensuring OS&H, safe working principles, OS&H principles and the principles of safe behaviour in the workplace,

h) correcting deficiencies identified by state control bodies and checking the correction of deficiencies,

i) cooperating with the occupational health service, j) other related tasks and activities.

Art. 6 Outline of the activities of organisational units in the business and administration division

(1) The secretariat implements the following agenda:

a) performing organisational and administrative tasks of the business and administration division,

b) preparing materials for meetings of the head of the business and administration division with other organisational units of LSC - M CU (divisions, departments),

c) checking the performance of tasks set at meetings of the head of the business and administration division,

d) performing tasks related to the written correspondence of the head of the business and administration division,

e) carrying out orders of the director of LSC - M CU given to the head of the business and administration division in cooperation with other relevant organisational units of LSC - M CU,

f) formal-logical and stylistic assessment of the content and presentation of written material submitted by other organisational units of LSC - M CU for signing by the head of the business and administration division,

g) keeping records of the representational fund of the head of the business and administration division,

h) performing an assistant’s duties for the head of the business and administration division,

i) other related tasks and activities.

(2) The internal activity control office implements the following agenda:

a) planning and organising internal control activities in LSC - M CU having regard for the organisation’s primary functions,

b) finding solutions for individual issues related to internal controls and proposing arrangements to address them,

c) identifying all the relevant work processes in the organisation, making recommendations for improving problem areas and implementing measures where relevant,

d) verifying the correct implementation of recommendations and the effectiveness of adopted solutions,

e) checking the implementation of measures adopted to correct deficiencies identified by inspection and to eliminate their causes,

f) monitoring deadlines for the performance of specific tasks, g) proposing measures to improve, strengthen and streamline the internal control system

in LSC - M CU, h) presenting relevant information on the office’s findings and activities to the director

and other managers as required, i) analysing the results of control activity and the causes of deficiencies identified by

internal control, and proposing corrective measures to the director, j) other related tasks and activities.

(3) The motor vehicles department implements the following agenda:

a) comprehensive management of motor transport for LSC - M CU, b) performing regular checks of the completeness of information and correct record-

keeping in primary motor transport records, and proposing measures to correct identified deficiencies,

c) checking compliance with the principle of efficient use of motor transport, d) monthly evaluation and checking of drivers’ work stand-by and overtime hours, e) drawing up written travel orders, ensuring that they are properly registered, preparing

orders based on the need for motor transport at the order of a direct superior, f) providing for repairs, regular technical, emission and service checks for the vehicles

of LSC - M CU, preparing agreements on the assignment and use of a vehicle and records of the handover and acceptance of a vehicle,

g) checking fuel invoices, monitoring the validity of fuel cards and keeping them up to date,

h) making daily, weekly, monthly, quarterly and annual reports on fuel consumption, vehicle repair and maintenance costs and comparisons of actual and recorded situations,

i) ensuring that vehicles are insured, j) other related tasks and activities.

(4) Economic department

4.1 The accounting office implements the following agenda:

a) recording matters relevant to accounting (the balance, movements and differences in assets and liability, costs and revenues or income and expenditure and profit or loss) in double-entry bookkeeping for the period to which they are substantially and temporally connected,

b) coordinating the circulation of accounting documents, the procedure for their processing and their formal checking,

c) monitoring the financial relationship between LSC - M CU and the state budget, and the implementation of the revenue and cost plan,

d) monitoring the balance and movements of funds on accounts and in funds and providing a financial and material report on the balance sheet positions of LSC - M CU and progress reports for projects,

e) preparing financial statements and reports for LSC - M CU and materials for CU’s annual management report,

f) comprehensive management of tax obligations for LSC - M CU, g) checking the pre-accounting of accounting documents, accounting operations and the

balances of individual accounts, h) clearing travel accounts for domestic and foreign business trips, i) processing outputs from accounting, j) implementing payments using the State Treasury information system, k) implementing controlling for LSC - M CU, l) preparing statistical reports on the economic activity of LSC - M CU, m)monitoring, checking and liquidating receivables of LSC - M CU, n) receiving, issuing and recording official stamps and vouchers, checking the formal

accuracy and the authenticity of cash documents and the eligibility of signatures, o) other related tasks and activities.

4.2 The work and payroll officer implements the following agenda:

a) preparing comprehensive monthly, quarterly and annual statistical reports on payroll and headcount for LSC - M CU,

b) preparing information on employees and payroll expenses for the annual reports on the management and activities of LSC - M CU,

c) assessing qualification requirements and professional experience that is taken into account, proposing pay class and grade assignment, proposing the amount of salary, determining the cost centre and issuing the statement of salary,

d) processing and monitoring additional payments for overtime work, work on weekends and public holidays, and entitlement to additional payments for shift work and work standby,

e) keeping records of agreements concluded on work performed outside employment for LSC - M CU,

f) ensuring the application of tariff systems and above-tariff components of pay in accordance with the laws governing employee remuneration and other legislation in the given area,

g) implementing agenda related to the award of bonuses to employees of LSC - M CU, h) administrative tasks related to the registration, reporting and processing of data and

its entry in the SAP program related to incapacity for work or caring for a closely related person in accordance with applicable social insurance legislation,

i) ensuring monthly clearing of employees’ pay and cash requirements, preparing documents for the transfer of pay to employees’ accounts,

j) implementing agenda related to contributions paid to health insurance companies and the Social Insurance Agency, implementing agenda related to supplementary pension insurance,

k) implementing agenda related to income tax for dependent activity, issuing and sending confirmation statements for employees on taxable pay and on revenue to authors for the purposes of annual tax annual tax assessment,

l) preparing monthly, quarterly and annual statements for health insurance companies, the Social Insurance Agency, tax offices and pension management companies,

m) implementing deductions from pay in accordance with applicable legislation and other deductions in accordance with decisions of courts and administrative bodies or based on agreements with employees,

n) issuing confirmation letters to employees on the termination of employment, for the calculation and revalorisation of pensions and other confirmation letters required by employees and by the Social Insurance Agency, in accordance with applicable legislation.

o) other related tasks and activities.

4.3 The cashier implements the following agenda:

a) cash-handling operations and domestic and foreign cash payments, b) regular topping up of petty cash based on expected daily expenditure, c) managing and processing meal vouchers and travel reimbursements for the domestic

and foreign business trips of employees, d) other related tasks and activities.

(5) The facilities management and housekeeping department implements the following agenda:

a) comprehensive administration and record-keeping of the moveable and immoveable assets of CU under the administration of LSC - M CU,

b) updating CU’s land records based on listings from the real estate cadastre, c) entering additions and disposals of assets in accounts, d) keeping accounts and records of tangible and intangible fixed assets, assigning them

to the relevant accounting classes and depreciation groups in accordance with the Act on Accounting,

e) keeping records of material and technical provisions, f) ensuring documentation for the disposal of unneeded assets, preparing disposal

reports and ensuring the ecologically friendly disposal of assets, g) preparing statistical reports on assets, h) updating lists of assets with reference to the buildings of LSC - M CU, i) conducting regular and extraordinary stocktaking, j) checking levels of cleanliness and hygiene in accommodation, k) planning spraying against insect and rodent pests,

l) dealing with reports of rodent and insect pests from residents, m)providing for control during insect and rodent pest control work, n) providing for the cleaning of buildings belonging to LSC - M CU, o) providing for the inspection of cleaning work, p) other related tasks and activities.

(6) The procurement department implements the following agenda:

a) planning procurement procedures for LSC - M CU, b) preparing procurement strategies, c) preparing documentation for the award of contracts for goods, services and

construction works for LSC - M CU, d) supervising the evaluation of bids and/or evaluating the bids of tenderers, e) handling bidders’ complaints, f) preparing the balance of public procurement in the specification of applied methods

for one calendar year for CU, g) other related tasks and activities.

(7) The accommodation department implements the following agenda:

a) providing comprehensive accommodation services for students, employees and guests,

b) implementing accommodation services for students, employees and guests, c) providing for the drafting of accommodation contracts, d) terminating the accommodation of students, employees and other persons, e) communication with residents and clients, f) handling cash payments, g) checking and recording accounts receivable for accommodation and the sending of

reminders, h) providing for the recovery of claims related to accommodation, i) registering reports for the aliens police, j) transferring revenues, k) proposing schedules of prices for students, employees and guests, l) processing statistics on accommodation, m)entering and updating data in the accommodation information system, n) providing for records of accommodation contracts, o) other related tasks and activities.

(8) The business section implements the following agenda:

a) identifying, coordinating and implementing business activities of LSC - M CU to increase the effectiveness of the use of assets,

b) preparing data and analyses concerning business activity for the management of LSC - M CU,

c) ensuring professional consultation and cooperation with customers and suppliers in business activities,

d) providing for income from business activities, e) selecting and checking accommodation fees during the summer holidays, f) ensuring hygiene during the summer holidays g) providing for cleaning during summer holidays, h) providing for catering, i) other related tasks and activities.

8.1 The marketing department implements the following agenda:

a) preparing documentation for approval of leases and preparing real estate lease contracts (non-residential premises),

b) keeping records of lease contracts, c) providing for the physical implementation of a lease, the handover and acceptance of

premises, d) providing for inspections and checks of rented premises, e) monitoring of compliance with the contractual terms of leases, f) implementing measures to ensure compliance with contractual terms of leases and

adopting measures to correct breaches of contractual obligations under leases, g) implementing the marketing of events, providing for the organisation and

implementation of advertising activities in LSC - M CU, promoting summer accommodation in LSC - M CU,

h) responsibility for communication with external providers of marketing services, i) responsibility for the publication of information and materials on the website, j) managing parking spaces, k) other related tasks and activities.

Art. 7 Outline of the activities of organisational units in the operational-technical division

(1) The catering department implements the following agenda:

a) comprehensive provision for catering services for students and employees of LSC - M CU and external users of catering services,

b) responsibility for creating conditions that improve food culture, and expanding the range of food served,

c) responsibility for efficiency in the method and form of catering service provision, d) responsibility for canteen management and adopting measures to achieve a balanced

economic result, e) responsibility for setting catering standards, compliance with HACCP (Hazard

Analysis and Critical Control Points) hygiene rules and regulations on OS&H and fire protection,

f) providing information for procurement procedures related to the canteens, g) other related tasks and activities.

(2) The information technology department implements the following agenda:

a) administration of employees’ computers, administration of the computer network and administration of servers necessary for the operations of LSC - M CU,

b) implementing the use of new software and applications, c) modifying externally supplied user applications for the specific needs of the

organisational units, d) performing and providing for the systematic administration of data maintenance in

information systems, e) administration of server infrastructure and the correction of routine defects, f) administration, operation, diagnostics and defect correction for the computer network, g) administration and preventative maintenance for computer equipment and operative

repair of routine defects, h) planning data protection and maintenance, antivirus protection and spam prevention

for the computer network i) cooperating in the organisation of public procurement procedures in accordance with

applicable legislation on the purchase of computer hardware and software, j) installing and configuring basic computer software, k) providing information, training and advice for employees concerning the use of

information technology, l) planning and formulating tasks for external vendors when purchasing hardware and

software, m)other related tasks and activities.

(3) The security and order department implements the following agenda:

a) comprehensive provision for the operation of reception services, b) ensuring compliance with internal rules and applicable legislation on the premises of

LSC - M CU, in particular the dormitory rules and regulations, c) guarding the turnstiles, d) checking persons entering premises of LSC - M CU by inspecting accommodation

cards or other student ID cards, e) checking and patrolling accommodation and grounds at LSC - M CU, f) providing information to visitors and residents, g) keeping records of visits, h) keeping records of disciplinary offences against the dormitory rules and regulations, i) imposing disciplinary penalties for disciplinary offences, j) other related tasks and activities.

(4) The strategy and projects department implements the following agenda:

a) providing for predesign and design work preparing for building construction, reconstruction or modernisation, and implementing approved activity,

b) technical supervision of construction works,

c) coordinating the activity of designers, contractors and subcontractors of construction work,

d) providing for building repairs carried out by contractors, complaints regarding the performance of building work,

e) providing for the passporting of buildings belonging to LSC - M CU, f) providing for the documentary transfer of buildings, g) preparing the completion of tender documents for public works procurement, h) preparing documentation for studies, assignments, investment plans, cooperating and

negotiating with interested public administration authorities, the administrators of utility networks, and construction offices,

i) responsibility for the handover of the construction site, the convening of inspection days, solutions for scheduling conflicts in construction, checking and approving work performed and monitoring the time schedule of construction and coordinating the contractors,

j) providing for final evaluation, operational authorisation, documentation for the registration of buildings in the fundamental resources and bringing them into operation,

k) takeover of a completed building or part thereof authorised for operation from the construction contractor,

l) assessing requests from other investors and issuing an opinion representing the interests of CU in proceedings on land-use, construction and operational authorisation where CU is a party to proceedings, m) preparing documentation for the management of LSC - M CU for deliberation on strategic issues affecting real estate and its administration,

n) other related tasks and activities.

(5) The technical section ensures technical conditions for the smooth functioning of LSC - M CU, including implementation of the following agenda:

a) ensuring the uninterrupted operation of the post room, accepting and releasing mail, b) keeping records of filings and dispatching post, c) sorting documents and preparing them for disposal, d) keeping the post room register, e) receiving, registering, permanently protecting and making available registry

documents, f) providing for the administration, checking, registration and issuing of mobile

telephones for internal communication, g) solutions for requests to remove and dispose of waste, h) receiving requests from residents for the repair or maintenance of CU property under

the administration of LSC - M CU in person or by telephone or e-mail, i) organising the work of operational staff by assigning individual repair requests, j) keeping records of repair and maintenance requests, k) processing documentation and statements for the damage commission concerning

damage that took place during building administration activities,

l) preparing technical specifications for the procurement of goods, services and construction works for a defined scope of work,

m)other related tasks and activities.

5.1 The maintenance department implements the following agenda:

a) administration of buildings and technical supply for them, b) repair and maintenance of the interior and exterior of buildings at LSC - M CU, c) upkeep of greenery in the grounds of LSC - M CU, d) winter maintenance of roads and footpaths, e) other related tasks and activities.

5.2 The energy department implements the following agenda:

a) ensuring supplies of each type of energy and services and their economical use, b) keeping the balance of supplies, purchase and measurement of energy consumption, c) preparing documentation for reinvoicing energy costs to other organisations located in

buildings of LSC - M CU, d) administration and management of documentation concerning electricity, gas, heat

and water, e) professional assessment of new and repaired electrical wiring, f) maintaining the electric fire alarm and ensuring its operational capability, g) providing for the performance of service activities and checks of classified technical

equipment, h) providing for inspection of the electric fire alarm and public-address system, i) providing for repair of electrical appliances or their certified disposal, j) processing outputs in the form of statistics and reports on a defined section of work, k) proposing solutions for energy efficiency to reduce the energy intensity in operations, l) supervising the operation of the heat exchangers, m)preparing materials for the procurement of goods, services and construction works

and for contractual relationships with the providers of servicing and other services, n) providing for the repair and regular servicing inspections of ventilation and air-

conditioning systems, o) other related tasks and activities.

5.2.1 The heat transfer station team implements the following agenda:

a) ensuring the supply of heat to the buildings of LSC - M CU, b) management of heat transfer stations, c) regular repair and maintenance of all heat transfer stations, d) providing for regular servicing inspections and measurement and control systems by

contractors, e) other related tasks and activities.

Art. 8 Director

(1) The director of LSC - M CU manages all aspects of the activity of LSC - M CU, acts on behalf of CU in matters relating to LSC - M CU within the scope of powers granted by the rector of CU5 and performs other functions based on applicable legislation and internal regulations of CU.

(2) The Director of LSC - M CU is a manager of CU.6

(3) The director of LSC - M CU is responsible to the rector of CU for his/her activity and for the fulfilment of the tasks of LSC - M CU, especially those relating to operations and labour relations.7

(4) The director of LSC - M CU is appointed and recalled by the rector of CU. The appointment is made based on the results of a selection procedure.8

(5) The director of LSC - M CU is deputised in his/her absence by the heads of the divisions under written authorisation, each having competence in their divisions’ areas of responsibility.

(6) The director of LSC - M CU is entitled to establish working committees as advisory bodies for areas relevant to the decision-making and professional activities of LSC - M CU.

Art. 9 Internal regulations

(1) In addition to these Organisational Rules, the director of LSC - M CU may issue directives or orders provided that they are limited to areas within the material and personal competence of LSC - M CU.9

(2) Orders have the character of individual management acts relating to a specific case or group of cases within LSC - M CU and the duration of their validity and effect is always defined in advance. Orders are issued and signed by the director of LSC - M CU.

(3) The Committee on university dormitories and accommodation of the Academic Senate of CU deliberates, as part of its continuous control of all aspects of accommodation in LSC - M CU, on the following internal regulations:10

a) the proposed Dormitory rules and regulations of LSC - M CU and

b) proposed internal regulations of LSC - M CU that affect the accommodation process.

(4) Internal regulations of LSC - M CU are registered at LSC - M CU. The Organisational Rules are also registered by the Department of legislation and legal services of the CU

rector’s office. Copies of each internal regulation are stored at the locations where they are registered.11

(5) The internal regulations of LSC - M CU must be in accordance with internal regulations of CU.12

Art. 10 Annual reports

(1) The director of LSC - M CU submits to the CU management an annual report on activities and an annual report on the management of LSC - M CU for each calendar year (hereinafter the “annual report”), which is approved by the rector of CU.13

(2) The Committee on university dormitories and accommodation of the Academic Senate of CU deliberates on the annual reports as part of its continuous control of all aspects of accommodation in LSC - M CU.14

Art. 11 Employees

(1) LSC - M CU has the status of an employer.15

(2) The employment relations of employees of LSC - M CU are regulated by the Higher Education Act, Act No 552/2003 on the performance of work in the public interest, as amended, Act No 553 on the remuneration certain employees in the performance of work in the public interest and amending certain acts, as amended, and Act No 311/2001, the Labour Code, as amended (hereinafter the “Labour Code”).

(3) The start, content and termination of employment relations in LSC - M CU is regulated in more detail by Internal Regulation No 11/2008 Work rules of CU, as amended (hereinafter the “CU Work Rules”).

- The heads of divisions are managers of LSC - M CU reporting directly to the director of LSC - M CU.16 The heads of the sections and departments defined in Art. 6 and 7 of these Organisational Rules are also managers of LSC - M CU.17

- Appointments to management positions are made by the director of LSC - M CU based on a selection procedure in accordance with Art. 4(4) of the CU Work Rules and Internal Regulation No 14/2014 Rules of selection procedures for the posts of university teachers, the posts of research workers, the functions of professors and assistant professors and the functions of managers of CU.

(4) Appointments to the function of head of a section or department are not subject to the requirement of appointment based on a selection procedure.18

(5) Managers of LSC - M CU are responsible for the proper functioning of their division, section or department and for compliance with applicable legislation, internal regulations of CU, and internal regulations of LSC - M CU by their subordinate employees.

Art. 12 Management and administration of CU assets

(1) LSC - M CU independently manages and handles

a) funds from the grant awarded by the Ministry of Education, Science, Research and Sport of the Slovak Republic for the relevant calendar year (using the method for distributing grants to faculties and other components for the given calendar year adopted by the Academic Senate of CU),19

b) dedicated funding of the European Union and the state budget for the financing of joint programmes of the Slovak Republic and the European Union, subject to contractual conditions,20

c) revenues from accommodation fees from CU students, CU employees and third parties,

d) revenues from catering services for CU students, CU employees and third parties, and

e) funds obtained through the business activity of LSC - M CU.

(2) LSC - M CU conducts business activity in accordance with the provisions of Art. 87 of the Statutes of CU, the internal regulation Basic rules of business activity at CU and other internal regulations of CU and LSC - M CU.

(3) The director of LSC - M CU is responsible to the rector of CU for the management of funds and compliance with applicable legislation governing the use of funds and business activities.21

(4) LSC - M CU manages CU assets placed under its administration. The director of LSC - M CU acts on behalf of LSC - M CU in the administration of CU assets.22

(5) Administration of CU assets placed under its administration means that LSC - M CU is entitled to possess, use, receive benefit from and handle such assets in accordance with applicable legislation and internal regulations of CU. Rights of ownership and related obligations are entrusted to LSC - M CU together with the assets.

(6) LSC - M CU manages the following buildings:

a) Internát Ľ. Štúra – the Ľudovít Štúr Dormitory (referred to as “Výškové bloky” – high-rise blocks) (VB),

b) Átriové domky – atrium houses (AD)

c) Manželské internáty – married couples’ dormitories (MI) d) the portable building e) Business and operational facilities and equipment adjoining the buildings listed under

(a) to (d),

f) the grounds defined by cadastral records including roads, footpaths, greenery, utility networks, sports grounds and other areas.

(7) The real estate placed under the administration of LSC - M CU is listed in Annex 2 of these Organisational Rules; this is without prejudice to the rector of CU’s right to place CU assets under the administration of a component of CU using a procedure in accordance with internal regulations of CU.23

Art. 13 Budget

(1) LSC - M CU has its own budget and conducts operations for its own account in accordance with the approved CU budget.24

(2) The draft budget of LSC - M CU is proposed by the director of LSC - M CU for deliberation by the CU management. The budget of LSC - M CU is approved by the rector of CU.25

(3) The Committee on university dormitories and accommodation of the Academic Senate of CU deliberates on the budget of LSC - M CU as part of its continuous control of all aspects of accommodation in LSC - M CU.26

(4) LSC - M CU prepares its own budget for the calendar year as a balanced budget. LSC - M CU manages allocated funds independently in accordance with the prepared budget of revenues and costs.27

Art. 14 Information and communication systems

(1) Information and communication systems operated by LSC - M CU are subject to the provisions of Art. 44 of the Statutes of CU.

(2) In accordance with Art. 44(7) of the Statutes of CU, LSC - M CU is responsible for building and operating its own internal information and communication systems and for operating those parts of CU’s university-level information and communication systems that are situated on the premises of LSC - M CU.

(3) LSC - M CU provides for the operation of the catering and accommodation information system ISKaM 2006 and provides its services to other components of CU.

Art. 15 Final provisions

(1) These Organisational Rules have the following annexes:

(2) The Organisational Rules of LSC - M CU of 22 March 2016 are hereby repealed.

(3) These Organisational Rules become valid on the date of their approval by the rector of CU and enter effect on 01 October 2017.
