A copy of the experience certificate shall be enclosed. Agency should endorse Income Tax Clearance Certificate along with the quotation. The rate quoted should be on monthly basis for the above said work. The contractor should read the terms and conditions carefully and visit the site physically for understanding the nature of the work fully, before quoting the rates. No additional claim in any manner will be entertained in later stage.

NATURE OF HOUSEKEEPING WORKS IN THE REGIONAL OFFICE PREMISES IS AS BELOW:

I. DAILY ATTENTION

1. Housekeeping of the entire Office Building & Annexure Building and its premises (including roof, parking

place, recreation club and open area to be done on daily basis). Cleaning inside the office, rooms,

conference hall shall be completed before 9.15 AM.

2. Collection and removal of waste paper from the premises shall not be stored on the premises overnight.

3. Cleaning and mopping of the floor should be done by fibre mope / sponge mope using detergents mixed

with perfumed phenyl.

4. Carpets shall be cleaned with vacuum cleaners only. No brooms shall be used.

5. Cleaning / dusting should be done daily on the following things:

I) Tables II) Chairs & Stools III) Trays IV) Telephones V) Racks VI) Sofa Set VII) Computer and Keyboards VIII)

Cup-Boards IX) Filling cabinets X) Dust bins XI) Modular Furniture XII) any other Office Equipments.

6. Daily Brushing / Sweeping and cleaning the main staircase with long handle fiber mope.

7. Wet Cleaning and drying of the toilets should be done for at least thrice a day. There should not be any

stains on the pots and washbasins. Wet cleaning shall be of perfumed phenyl.

8. Availability of sanitary materials such as Naphthalene Balls, Odonil, Liquid Soap (Soap, Freshener,

Toilet Paper, Towel and Covered Waste baskets) inside the toilet throughout the year shall be ensured.

9. Perfumed disinfection spray should be sprayed daily in the rooms, cabins and visitors area of the office.

II. WEEKLY ATTENTION:

1. Cleaning of window glasses, glass panes and doors.

2. Cleaning of lights, fans, etc.

3. Cleaning of the blower part and area around the Air-Conditioner.

4. Cleaning of Venetian Blinds.

5. Polishing of brassware.

6. Sweeping and mopping of fire escape stairs.

7. Cleaning of steps rails and maintenance rust free.

III. MONTHLY ATTENTION:

1. Cleaning of windows from outside with soap and water.

2. Sweeping and dusting of entire Ceiling, Walls, Pillars and partitions with vacuum cleaners only.

3. Sweeping and cleaning with vacuum cleaners by shifting the furniture etc.

4. Cleaning and dusting of racks by removing files and papers and replacing the same in order.

5. Cleaning and removing stains from rexine or leather of sofa, Chairs with necessary chemicals.

6. Removing stains from the painted walls, wall edges, furniture etc.

7. Removal of cob-webs wherever they exist.

8. Wet cleaning the terrace of both building with soap water.

NATURE OF HOUSEKEEPING WORKS IN THE EPF STAFF QUARTERS, PEELAMEDU, COIMBATORE

IS AS BELOW:

1. To sweep all internal roads in the Staff Quarters premises and dispose of the swept materials to the

garbage pit located at Avinashi Road, Peelamedu.

2. To sweep the staircases of all the blocks, Garages/Sheds, Pump Room and Maintenance Office

Room every day.

3. To remove the Cob-Web in the Staircases of all the blocks, Garages/Sheds, Pump Room,

Maintenance Office Room and wet clean the Staircase once in a week.

4. To clean the premises all-round the blocks every day.

5. To sweep the terrace and clean the sunshades of all the blocks once in a month.

6. To clean the bushes and jungle growth as and when instructed by the Caretaker.

7. It is the responsibility of the Contractor to clean the drainage blockade in the Kitchen/Sanitary

chambers whenever required and as instructed by the Caretaker. No separate payment will be made

in this regard.

8. To collect the Garbage from each flat and dispose of the swept materials to the garbage pit located

at Avinashi Road, Peelamedu.

9. To dispose off the garbage to the Corporation Vehicle in the specified time.

10. To develop the garden and to maintain the same as per the instructions of the Caretaker.

11. To pour water to the plants every day.

12. The Sweeper and Gardener posted at Peelamedu should carry out the sweeping as well as

gardening work as and when instructed by the Caretaker.

13. The Sweeper and Gardener posted at Peelamedu should also carry out the bush cleaning work as

and when instructed by the Caretaker.

14. To clean the Officers’ and Staff Guest Houses available at Peelamedu, Coimbatore every day as

and when required. The Guest Houses should be cleaned, mopped and vacuum cleaner every day. The

glasses of the window panes, tables, chairs and other furniture should be dusted and cleaned every

day. The toilets and bathrooms should be wet cleaned with scented phenyl followed by dry mopping

every day.

15. The cleaning /sweeping materials such as broomsticks, mop sticks, phenyl, acid, naphthalene balls,

cobweb sticks, Mallaram, Lusker and other tools required for gardening work should be provided by

the contractor.

16. If any tools and plants pertaining to the Office are lost by the Technicians, the cost of the same will

be recovered from the monthly bill.

17. If any person deployed for the above said works found unfit for the work assigned to them, the

persons will be immediately terminated from the work and the Agency should immediately replace

him/her with suitable persons.

Accepted the above nature of the works.

TERMS AND CONDITIONS

The Agency will be considered for award of contract only if they agree to abide by the following

terms & conditions: 1. The sweepers and gardeners engaged for the work should wear uniform with Identity Card. 2. The Sweepers and Gardeners should be available from 7.30 AM to 4.30 PM with one hour lunch break for Regional Office, Coimbatore and from 8.00 AM to 5.00 PM with one hour lunch break for both the Staff quarters. 3. The Agency should engage persons who are physically fit and have good moral characters and must be above the age of 21 years and below the age of 50 years. 4. The persons engaged for the works will not be allowed to stay in the premises after completion of the work and the persons should not take bath or misuse the water. 5. Any absenteeism in manpower will be noted down on a daily basis and would be debited proportionally at the time of payment at the end of every month. 6. The staff at work and the supervisor in charge for all the items such as rubber mats, nylon mats, taps, water hosepipes etc. and in case any breakage / loss of these items will lead to deduction of the actual cost of the items from the bills of the agency. 7. The attendance of the employees engaged should be got certified by the caretaker/staff of G section every day. 8. The EPFO shall have no connection with the persons engaged by the Agency and such persons shall not be on the rolls of EPFO at any point of time. 9. The Insurance and accident risks of the workers shall be the responsibility of the Agency. 10. The EPFO reserves the right to order removal of any worker of the agency from the Staff Quarters or office premises at any time if it is felt that he/she is undesirable. 11. The Contractor shall maintain and promote a high standard in housekeeping in all the areas of our Staff Quarters Premises at Peelamedu, Coimbatore. 12. The sanitary material used should be appropriately branded and of ISI quality and the same should be handed over / shown to the caretaker on the first day of every month. The material shall be kept in the room with double lock system and utilized on day to day basis with the knowledge of caretaker. 13. The supervisor of the agency should report to the caretaker everyday twice (i.e.) in the morning and in the evening and report the compliance of the work. 14. The Contractor should visit the site physically and supervise the daily work both morning and afternoon and to carry out the instruction of the Caretaker both Regional Office and Staff quarters at Peelamedu. 15. If the agency does not deploy the required number of housekeeping personnel for two consecutive days, a penalty of Rs. 250/- will be levied apart from the deduction of salary for absence. 16. Agencies should have registration numbers for Employees’ Provident Fund, Employees’ State Insurance, and Central Labour Licenses and pay the Provident Fund / Employees’ State Insurance benefits to the employees. The wages paid to housekeeping personnel should strictly comply with Minimum Wages Act and Contract Labour (R & A) Act, 1970. All these statutory liabilities shall be the sole responsibility of the agency. Documentary evidence should be enclosed with the quotation. 17. Licence from Labour Department as per section 12 of Contract Labour (R& A) Act, 1970 should be obtained for the contract work within 7 days of award of contract. 18. Housekeeping Personnel should be given weekly off, bonus, etc. as per the Contract Labour (R& A) Act, 1970. 19. Failure by the contractor to comply with any statutory requirements and / or the terms of the agreement during the period of contract shall result in termination of the contract and subsequent disqualification from participation in any future tender of the department.

20. Close liaison should be maintained with our officers-in charge concerned for smooth and efficient performance of housekeeping service. 21. The period of contract will be for One year. At the end of the period of contract the same may be extended by EPFO for another one year at its discretion by giving 7 days’ notice. 22. In case the contractor withdraws or the department terminates the contract for violation of terms and conditions and / or deficiency in services during the period of contract, the additional expenses in hiring a new contractor on temporary arrangement till the time of appointing a regular contractor through a similar tender process, will be adjusted against performance guarantee to the tune of 5 to 10% of the total contract value provided by the successful bidder. 23. The RPFC, Coimbatore-18 reserves the right to terminate the contract without assigning any reasons by giving 30 days’ notice. 24. The Agency is responsible for payment of monthly salary including leave salary, bonus, gratuity, etc. to the housekeeping personnel as applicable to them by law. 25. The payment will be made as per the Attendance Register duly signed by the Supervisor periodically at least once in a week and accepted by Caretaker of this Organisation. 26. The agency shall submit its monthly bills with all the relevant documentary proofs within 3 days of close of the billing month. 27. The payment will be done on monthly basis within 10 days of close of the billing month provided the bills with all the necessary documentary proof are submitted by the agency within 3 days of close of the month. 28. The agency shall submit its monthly bill within 3 days of close the billing month along with the proof of remittance of ESI/PF contributions pertaining to the previous month by way of challans and a statement in the proforma as prescribed by this office under Para 36B of the EPF Scheme, 1952. Without submission of the above details and proof, no payment will be made to the agency. 29. TDS will be deducted as per the prevailing income tax rules on every bill. 30. Besides the above, an undertaking in the following format should also be furnished: “The contractor hereby agrees to undertake that he shall abide and conform to the various provisions in so far as they relate to him as specified in Contract Labour (R & A) Act, 1970”. 31. The decision of the RPFC of EPFO in all matters of the Contract shall be final and binding on both the parties. 32. Sunday and 03 National Holidays will be observed as holidays. The personnel supplied ought to be polite but firm, disciplined, physically fit and alert, smartly dressed in uniform. They are expected to attend to complaints of visitors, check, control and restrict entries to Staff/Workers/Authorised personnel of Organisation and others by valid passes, monitor the movement of vehicles and incoming/outgoing materials and time keeping. Maintain strict security of men, material and premises and maintain dairy to note of all important events/ happenings, information received to the management. Entirely responsible for thefts of easily movable open items, such as bathroom fittings, fans, telephone instruments, Computer systems, Fire fighting systems, etc.

1. Regulating, checking, recording and reporting as applicable, the incoming and outgoing personnel, including visitors, contract workers, employees, vehicles etc. The Security Guard on duty shall maintain proper register of all the guests coming to meet the Officers of this office.

2. Maintenance of visitors register, attendance register of contingent staff. 3. Security of building, plants, stores, engineering goods, vehicles and any other properties within the

office. 4. Restricting the entry of unauthorized persons in the premises. 5. Keeping vigilance about such matters which are vital for security of the premises and reporting the same

to the management in time. 6. Not to leave the place of duty under any circumstances until and unless properly relieved. 7. Should keep and sign accordingly in handing/taking over register. 8. Prevent misuse of Electricity and water and maintain necessary log books. 9. In case of fire or any incident happens during or after Office hours, the Security Guards on duty will

immediately alert the Assistant Provident Fund Commissioner / Caretaker and inform the nearest Fire Station and assist in fire fighting operations.

10. The Security Guards on duty must watch that there is no unidentified/unclaimed/suspicious objects/persons in the premises, and if found, to be immediately brought to the notice of concerned officer / Caretaker.

11. The Security Guards shall ensure that all the electrical equipments/ instruments/ lights and fans should be switched off after closure of the Office hours.

12. The Security Guards should ensure that all the Vehicles of Staff and Visitors are arranged and parked in the designated areas.

13. The names of the Security personnel should always be displayed by them on their Uniforms for identification purposes.

14. The Security Guards at all times comply with all directions and instructions issued by the Competent Authority of this Office. Non-compliance of instructions can lead to termination of agreement.

15. One of the two security guards deployed at Staff Quarters at night should be patrolling within the premises and the other security guard should always be available at the gate.

16. Security guards deployed at quarters should ensure the proper gate pass signed by the care taker for any materials transported outside the premises by Civil/Electrical/Contingent staffs/Contractors.

17. Security guards deployed at quarters to keep a vigil on the locked houses, while patrolling during night hours as well as during day time.

18. Security Guards supplied by the agency should preferably be Ex-service personnel and aged below 50 years.

1. The Tender document should be submitted in a sealed cover separately for each service as mentioned in the Tender Notice. 2. The cover thus prepared should also indicate clearly the name and address of the Tendered enable the Tender to be returned unopened in case it is declared "Late". 3. 1. The agency should be covered under the EPF/ESIC Act and shall extend the benefits of PF and ESIC and also shall comply with the other statutory regulations, Service tax and Labour Laws, Copies of Registration should be enclosed. Monthly PF-ECR print and monthly ESI contribution print from respective websites shall be provided.

2. The Supporting Staffs should wear uniform with Identity Card. 3. The Working time of Supporting Staffs should be available from 9.00 AM to 6.00 PM with one hour lunch

break. 4. The Agency should engage persons who are physically fit and have good moral characters and must be

above the age of 21 years and below the age of 40 years. 5. The persons engaged for the works will not be allowed to stay in the premises after completion of the

work and the persons should not take bath or misuse the water. 6. Any absenteeism in manpower will be noted down on a daily basis and would be debited proportionally

at the time of payment at the end of every month. 7. The attendance of the Supporting Staffs engaged should be got certified by the caretaker/staff of G

section every day. 8. The EPFO shall have no connection with the persons engaged by the Agency and such persons shall

not be on the rolls of EPFO at any point of time. 9. The Insurance and accident risks of the workers shall be the responsibility of the Agency. 10. The EPFO reserves the right to order removal of any worker of the agency from the office premises at

any time if it is felt that he/she is undesirable. 11. Agencies should have registration numbers for Employees’ Provident Fund, Employees’ State

Insurance, and Central Labour Licences and pay the Provident Fund / Employees’ State Insurance benefits to the employees. The wages paid to housekeeping personnel should strictly comply with Minimum Wages Act and Contract Labour (R & A) Act, 1970. All these statutory liabilities shall be the sole responsibility of the agency. Documentary evidence should be enclosed with the quotation.

12. Licence from Labour Department as per section 12 of Contract Labour (R& A) Act, 1970 should be obtained for the contract work within 7 days of award of contract. The Agency should be given weekly off, bonus, etc. as per the Contract Labour (R& A) Act, 1970.

during the period of contract shall result in termination of the contract and subsequent disqualification from participation in any future tender of the department.

15. The period of contract will be for One year. At the end of the period of contract the same may be extended by EPFO for another one year at its discretion by giving 7 days’ notice.

16. In case the contractor withdraws or the department terminates the contract for violation of terms and

conditions and / or deficiency in services during the period of contract, the additional expenses in hiring a

new contractor on temporary arrangement till the time of appointing a regular contractor through a similar tender process, will be adjusted against performance guarantee to the tune of 5 to 10% of the total contract value provided by the successful bidder.

17. The RPFC, Coimbatore-18 reserves the right to terminate the contract without assigning any reasons by giving 30 days’ notice.

18. The Agency is responsible for payment of monthly salary including leave salary, bonus, gratuity, etc. to the Supporting Staffs as applicable to them by law.

19. The payment will be made as per the Attendance Register duly signed by the Supervisor periodically at least once in a week and accepted by Caretaker of this Organization.

shift basis. For Plumber the working hours will be from 8:00 AM to 5:00 PM with 1 hour lunch break. 4. The Agency should engage persons who are physically fit and have good moral characters and must be

above the age of 21 years and below the age of 40 years. 5. The persons engaged for the works will not be allowed to stay in the premises after completion of the

work and the persons should not take bath or misuse the water. 6. Any absenteeism in manpower will be noted down on a daily basis and would be debited proportionally

at the time of payment at the end of every month. 7. The attendance of the Electrician and plumber engaged should be got certified by the caretaker/staff of

G section every day. 8. The EPFO shall have no connection with the persons engaged by the Agency and such persons shall

not be on the rolls of EPFO at any point of time. 9. The Insurance and accident risks of the workers shall be the responsibility of the Agency. 10. The EPFO reserves the right to order removal of any worker of the agency from the office premises at

any time if it is felt that he/she is undesirable. 11. Agencies should have registration numbers for Employees’ Provident Fund, Employees’ State

Insurance, and Central Labour Licences and pay the Provident Fund / Employees’ State Insurance benefits to the employees. The wages paid to the personnel should strictly comply with Minimum Wages Act and Contract Labour (R & A) Act, 1970. All these statutory liabilities shall be the sole responsibility of the agency. Documentary evidence should be enclosed with the quotation.

12. Licence from Labour Department as per section 12 of Contract Labour (R& A) Act, 1970 should be obtained for the contract work within 7 days of award of contract. The Agency should be given weekly off, bonus, etc. as per the Contract Labour (R& A) Act, 1970.

during the period of contract shall result in termination of the contract and subsequent disqualification from participation in any future tender of the department.

15. The period of contract will be for One year. At the end of the period of contract the same may be extended by EPFO for another one year at its discretion by giving 7 days’ notice.

16. In case the contractor withdraws or the department terminates the contract for violation of terms and conditions and / or deficiency in services during the period of contract, the additional expenses in hiring a new contractor on temporary arrangement till the time of appointing a regular contractor through a similar tender process, will be adjusted against performance guarantee to the tune of 5 to 10% of the total contract value provided by the successful bidder.

17. The RPFC, Coimbatore-18 reserves the right to terminate the contract without assigning any reasons by giving 30 days’ notice.

18. The Agency is responsible for payment of monthly salary including leave salary, bonus, gratuity, etc. to the Supporting Staffs as applicable to them by law.

19. The payment will be made as per the Attendance Register duly signed by the Supervisor periodically at least once in a week and accepted by Caretaker of this Organization.

20. The agency shall submit its monthly bills with all the relevant documentary proofs within 3 days of close of the billing month.
