1 Introduction

In 2012, Chiltern Railways introduced eight refurbished slam door Mk3 vehicles, with the aim to provide vehicles that, as a minimum, match the passenger experience of the Class 168 fleet, require minimum maintenance and can be operated until 2020 and beyond. These vehicles are all operated as a single train.

The refurbished vehicles were a mixture of vehicles previously refurbished for operation with Wrexham and Shropshire Railways (WSMR) and “ex BR‟ vehicles previously operated by West Coast (WCML).

During this refurbishment programme it was recognised that the modifications and finishes introduced should be compliant with the relevant regulations specified within Section 4.2 “Subsystem Rolling Stock of the Technical Specification for Interoperability Accessibility for Persons with Reduced Mobility (PRM-TSI). In almost all respects compliance has been achieved. However, the key areas of non-compliance are the retention of a “slam door” system and a number of non-compliant gangway widths

This document defines the compliance achieved against each of the relevant regulation requirements.

2 Conversion Scope

The new train rake formations consist of three vehicle variants, as below with a DVT (driving van trailer) at one end locating the Guard and the wheelchair ramp stowage at one end and a Class 68 locomotive at the other end:

SOD – Standard Open Disabled coach with two wheelchair positions and universal accessible toilet. Vehicles are ex WSMR TSOL- Standard open coach with a single non-universal accessible toilet. Vehicles are ex WCML. TSO – Standard open coach with no toilet. Vehicles are ex WSMR.

The current rake formation is made up as follows:

DVT – SOD – TSOL – TSO –TSO – TSO - TSOL – TSO – Class 68

A universal accessible toilet cubicle is installed in the SOD vehicles. The applicable vehicle numbers are: 12054, 11031, 11029, 12017, 12119, 12043, 12094, 12036

The previous conversion scope did not extend to fitting a power door system or an automated passenger information system. Passenger communication remains as audible announcements made by the train guard over the existing train PA system.

The elements within the scope of the refurbishment that are subject to the PRM TSI are: -

• Vertical grab handles are fitted adjacent both sides of the external passenger doorways, with an additional vertical grab handle facing inwards (TSO and TSOL vehicles only) for use by passengers not immediately adjacent the doorways.

• Seating is arranged primarily as a 2x2 layout in TSO/L vehicles and 2x1 in SOD vehicles utilising a mixture of table bays and airline style. Within the vestibules where effective space permits, perch seats have been fitted. Seating capacity is 78 in the TSO vehicles, 73 in the TSOL vehicles and 30 in the SOD, of which 8, 9 and 3 seats respectively are designated as Priority Seats with the appropriate seat pitch dimensions and are located at both ends of the saloon area.

• Within the SOD vehicle, space provision for two wheelchair users has been made positioned at the toilet end of the saloon.

• New saloon tables are fitted to table bay seat locations, which are grouped towards the centre of the vehicle. The tables provide a “solid surface‟ type construction to facilitate easy cleaning.

• At each seat position two 240V sockets are provided for passenger use. These are located in the table upturn at table bay positions and in the dado panels at the airline style seat and wheelchair positions. The sockets are provided with RCD protection and thermal overload switches to prevent passenger use of high power rated appliances.

• New lighting system on TSOL vehicle saloons employing a mixture of LED strip and downlighter lighting and on all vehicle vestibule areas and toilets LED downlighters. The lighting in all areas provides emergency battery back-up provision, in the event of vehicle battery supply failure.

• New CCTV system fitted throughout the train (four cameras in saloon, two in each vestibule), with images recoded onto a hard drive storage system, that can be remotely downloaded.

• New interior refinishing of retained panelling in the vehicles. The interior finishes design incorporates colour contrasts as required between handholds / passenger controls and their backgrounds.

• New interior decals are throughout the vehicles using pictogram and text designs and manufactured from photo-luminescent label materials.

• New carpets fitted within the saloon and vestibule, with contrast colours used adjacent the bodyside exterior doorways.

• Exterior livery incorporating colour contrast for the bodyside doorleaves.

3 Document Scope

This document provides a compliance checklist for the relevant regulations specified within Section 4.2 “Subsystem Rolling Stock of the Technical Specification for Interoperability Accessibility for Persons with Reduced Mobility (PRM-TSI).

The colour measurements have been obtained using a spectrophotometer. The Light Reflectance Values (LRV) are taken from the Y value of the CIE Yxy colour identification.

The finish colours referenced within this document relate to the Chiltern Railways agreed schedule of finishes detailed within CRCL Mk3 Power Door Refurbishment Contract Technical Specification document DBR-R-013 Appendix A.

4.2.1 Introduction

The trans-European conventional rail system, to which Directive 2001/16/EC modified by Directive 2004/50/EC applies and of which the subsystem is a part, is an integrated system whose consistency shall be verified. This consistency shall be checked in particular with regard to the specifications of each subsystem, its interfaces vis-à-vis the system in which it is integrated as well as the operating and maintenance rules.

The functional and technical specifications of the subsystem and its interfaces, described in sections 4.2.2, do not impose the use of specific technologies or technical solutions, except where this is strictly necessary for the interoperability of the trans-European conventional rail network. But innovative solutions for interoperability may require new specifications and / or new assessment methods. In order to allow technological innovation, these specifications and assessment methods shall be developed by the process described in sections 6.1.4 and 6.2.4.

4.2.2 Functional and technical specifications

4.2.2.1 General In light of the essential requirements in Section 3, the functional and technical specifications of the subsystem Rolling Stock related to Accessibility for Persons with Reduced Mobility are arranged as follows:

4.2.2.2 Seats

Handholds or vertical handrails or other items that can be used for personal stability, whilst using the aisle, shall be provided on seat backs of all aisle-side seats unless the seat touches the back of another seat facing in the opposite direction which is fitted with a handhold or touches a partition.

4.2.2.2 Handholds or other items that can be used for personal stability shall be positioned at a height of between 800 mm and 1200 mm above the floor, shall not protrude into the clearway and shall contrast with the seat.

The top of the handholds are 1100 mm above floor level seats within the TSO/L vehicles and 1240 in the GFW vehicle. The handhold colour is metallic silver (RAL 9006, LRV 79.5), this provides a 22.5 point difference to the grey seat back (RAL 7015, LRV 57), and a 48.5 point difference with the seat cushion moquette covering (LRV 31).

Chiltern would like to apply for a dispensation for the 40mm deviation of the top of the handhold height on the GFW seat. These IC70 seats are currently fitted in similar locations in similar compliant vehicles

In seating areas with fixed longitudinal seats, handrails shall be used for personal stability. These handrails shall be at a maximum distance of 2000 mm apart, shall be positioned at a height of between 800 mm and 1200 mm above the floor and shall contrast with the vehicle interior surroundings.

4.2.2.2. Priority seats

4.2.2.2.1 General

Not less than 10 percent of the seats by fixed trainset or individual vehicle, and by class shall be designated as priority seats for the use of PRM.

When seats are fitted with armrests, priority seats shall be fitted with movable armrests, this excludes armrests placed along the vehicle bodyside. The movable armrest shall move into a position in line with the seat back cushion to enable unrestricted access to the seat or to any adjacent priority seats.

The top of each priority seat cushion shall be between 430 and 500mm above floor level at the front edge of the seat. The clear headroom above each seat shall be at least 1680 mm from floor level (see figure 2), except on double-decker trains on which luggage racks are provided above the seats. In such case a reduced headroom of 1520 mm is permitted for priority seats underneath the luggage racks, provided that at least 50% of priority seats maintain a headroom of 1680 mm.

As shown in figures 1 to 4, the distance between the front surface of the seat back and the vertical plane through the rearmost part of the seat in front shall be a minimum of 680mm, noting that the required seat pitch shall be measured from the centre of the seat 70mm above where the cushion meets the back support. There shall also be a clear space between the front edge of the seat cushion and the same vertical plane for the seat in front of a minimum of 230 mm.

TSO/L vehicles. The priority seats are uni-directional. The distance from the front edge of the seat backrest to the closest vertical surface of the leading seat is 700mm. The clearance from the leading edge of the seat base to the closest vertical surface of the leading seat is 250mm.

Where facing priority seats are provided, the distance between the front edges of the seat cushions shall be a minimum of 600mm (see Figure 4).

4.2.2.3 Wheelchair spaces

According to the length of the train, excluding the locomotive or power head, there shall be in that train not less than the number of wheelchair spaces shown in the following table:

The train rake will be formed using upto seven Mk3 day coaches with a Class 68 locomotive and a Mk3 DVT at each end. The train length will be 199 metres, including the non-passenger carrying vehicles.

4.2.2.3 (cont’d) Tip-up or folding seats may be installed in the wheelchair space but, when in the stowed position, shall not encroach on the dimensional requirements of the wheelchair space.

4.2.2.4.1 General

To latch or unlatch a manually operated door, for use by the public, the control device shall be operable by the palm of the hand exerting a force not exceeding 20 Newtons.

Chiltern Railways would like to apply for a formal dispensation against this criteria as the Floor covering is the same as used on WSMR Mk3 vehicles and accepted by DfT that the best possible contrast has been achieved for these materials (refer email correspondence between N Bates and J Bengough, DfT Head of Domestic Policy Rail Standards & Safety dated 23/4/2010).

4.2.2.6.3.2 (baby change)

In the lowered position, the changing facility shall be between 800mm and 1000mm above floor level. It shall be a minimum of 500mm wide and 700mm long.

4.2.2.7 Clearways

4.2.2.8.3 Information (route description and seat reservation)

4.2.2.12 Step position for vehicle access and egress

4.2.2.12.3.2 Availability of boarding aids for wheelchair users

4.2.8 Rolling Stock register

The requirements for the Rolling Stock Register with regard to this TSI are as specified below. The Rolling Stock Register shall include the following general information about each type of Rolling Stock:

• A general description of the type of Rolling Stock (including the maximum operating speed

• and number of fixed seats);

• The Railway Undertaking operating the Rolling Stock, and, if different, the owner of the Rolling Stock;

• The Member State approving the Rolling Stock for the purposes of this TSI;

• The class number and individual vehicle numbers of the Rolling Stock;

• The builder of the Rolling Stock;

• The date of entry into public passenger service of the Rolling Stock;

• The routes for which the Rolling Stock is permitted to be operated;

• The date of declaration of conformity of the Rolling Stock with the requirements of this TSI;

• The name of the Notified Body certifying that conformity;

• The train configuration(s) of the Rolling Stock when operated in conformance with this TSI;

4.2.8 (cont’d) In addition for each item of Rolling Stock the following features shall be listed and described with respect to the relevant clauses in the TSI, as follows:

• The number of Priority Seats in accordance with Clause 4.2.2.2;

• The number of wheelchair spaces accordance with Clause 4.2.2.3;

• The number of Toilets in accordance with

Clause 4.2.2.6;

• The number of Wheelchair Accessible Sleeping places if provided in accordance with Clause 4.2.2.11;

• The vehicle floor height, and the position of all steps provided for vehicle access and egress in accordance with Clauses 4.2.2.12.1, 4.2.2.12.2 and 4.2.2.12.3;

• The platform heights (including any specific cases) with which the Rolling Stock is designed to be compatible in accordance with Clause 4.2.2.12.1;

• The description of any integrated boarding aids if provided in accordance with Clause 4.2.2.12.4;

• · The description of any portable boarding aids that are as a matter of course carried on the Rolling Stock in accordance with Clause 4.2.2.12.4;

Where National Rules have been applied in order to establish conformance with this TSI, the relevant rules and clauses shall be stated against the relevant item in the register.

4.2.8 (cont’d) If the Member State of registration changes, the contents of the Rolling Stock Register for that Rolling Stock relating to this TSI shall be passed from the original State of registration to the new State of registration.

• The Member State to confirm that the Rolling Stock meets the requirements of this TSI;

• The Infrastructure Manager to confirm that the Rolling Stock is compatible with the Infrastructure over which it is intended to be operated;

• · The Railway Undertaking to confirm that the Rolling Stock is suitable for its requirements.
